CJI Gogoi, however, had commenced hearing in the Ayodhya dispute case due to which Chidambaram's counsel Kapil Sibal was unable to mention the matter before him for urgent hearing. After lunch, Sibal again mentioned the matter before Justice Ramana saying it had not been listed yet.

"We cannot hear the matter until its listing is not done," Ramana told senior advocate Kapil Sibal after his repeated requests to list the case.&nbsp;

"A lookout notice has been issued against him. He is not the man to run away. Our person is not running away. We can also give an undertaking for it," he said.

Earlier in the day, CBI and ED filed caveats in the Supreme Court over Chidambaram's plea seeking protection from arrest in the INX media case.

With the caveat being filed, the apex court cannot pass any order on the former finance minister's plea without hearing the probe agencies.

Supreme Court refuses urgent listing of P Chidambaram's plea for protection from arrest

P Chidambaram's lawyers on Wednesday filed Special Leave Petition (SLP) filed in Supreme Court seeking interim relief against yesterday's order of the Delhi High Court canceling Chidambaram's anticipatory bail plea, however, the matter could not be listed for hearing before CJI bench.

A last-ditch attempt to get a stay of the order was made by Chidambaram's lawyer Dayan Krishnan who sought a stay for three days so that they could appeal against it.

The judge said he would consider but later rejected it. Top lawyers Kapil Sibal and Abhishek Manu Singhvi rushed to the Supreme Court and appeared before the court of Chief Justice Ranjan Gogoi who told them to move the senior-most judge on Wednesday morning.

"Facts of the case prima facie reveal that the petitioner (P Chidambaram) is the kingpin i.e. the key conspirator in this case," the Justice Sunil Gaur stated in the order.

He said that the gravity of the offence and evasive replies to the questions prompted the court to deny the pre-arrest bail to the former union finance minister.

The court said that it is preposterous to say prosecution of Chidambaram is baseless, politically motivated and an act of vendetta.

"Simply because Chidambaram is a Member of Parliament, would not justify the grant of pre-arrest bail to him," the order stated.

"This grant of bail in cases like instant one will send a wrong message to the society, stated the order.

"It cannot be forgotten that the petitioner was the Finance Minister at the relevant time and had given FDI clearances to INX Media group for receiving overseas funds to the tune of Rs 305 Crore," it read.

Taking note of "huge magnitude of conspiracy angle", the judge observed that it would be premature to jump to a conclusion that provisions of Prevention of Money Laundering Act (PMLA) would not imply.

The court said that the law enforcement agencies cannot be made "ineffective" by putting legal obstacles of offences in question.

"It was pertinently observed that the economic crimes of such mammoth scale are craftily planned and executed," the order said.

The Congress leader will, however, approach the Supreme Court tomorrow seeking a stay of the order and also to challenge it.

In 2007, the Central Bureau of Investigation (CBI) had registered an FIR alleging irregularities in the Foreign Investment Promotion Board (FIPB) clearance given to INX Media to the tune of Rs 305 crore in 2007 when Chidambaram was the Union Finance Minister.

Based on the FIR, the Enforcement Directorate (ED) had filed a Prevention of Money Laundering Act (PMLA) case against him.

Chidambaram has denied the charges and said the case against him was political motivated.

Chidambaram's son Karti has also been named in the two cases. He was arrested on February 28, 2018, by the CBI and was later released on bail.

The ED had attached properties belonging to him. On July 4, a Delhi court had allowed Indrani Mukerjea, the former head of the INX Media, to turn an approver in the CBI case.

According to the sources, the case pertains to the purchase of 111 aircraft - 48 aircraft from Airbus and 68 from Boeing for Rs 70,000 crore in 2007.

The senior Congress leader will, on August 23, depose before the agency and record his statement in connection to the purchase of 48 aircraft from Airbus.

On May 15, 2017, the CBI had registered an FIR in the INX Media case alleging irregularities in the Foreign Investment Promotion Board (FIPB) clearance granted to the media group for receiving overseas funds to the tune of Rs 305 crore in 2007. Chidambaram was finance minister in the UPA I government at that time.

The ED had lodged a money laundering case in this regard last year.

The ED had attached Karti's assets worth an estimated Rs 54 crore, located in India and abroad, in the case last year.

The central probe agency had registered the PMLA case on the basis of a CBI FIR and had alleged irregularities in the Foreign Investment Promotion Board (FIPB) clearance to INX Media for receiving overseas funds to the tune of Rs 305 crore in 2007, when P Chidambaram was the finance minister.

It had registered an Enforcement Case Information Report (ECIR), the ED's equivalent to a police FIR, against the accused named in the CBI complaint, including Karti, INX Media and its directors -- Peter and Indrani Mukerjea.

Karti was arrested on February 28 last year by the CBI, the other central agency investigating the case, for allegedly taking money to facilitate the FIPB clearance to INX Media in 2007. He was granted bail subsequently.

The agency has alleged that Karti received money from INX Media, using his influence to manipulate a tax probe against it in a case of violation of FIPB conditions to receive investments from Mauritius.

Officials said P Chidambaram was also expected to be questioned in a money-laundering case at the same ED office on Friday.

Karti was arrested on February 28 last year by the CBI, the other central agency investigating the case, for allegedly taking money to facilitate the FIPB clearance to INX Media in 2007. He was granted bail subsequently. The agency has alleged that Karti received money from INX Media, using his influence to manipulate a tax probe against it in a case of violation of FIPB conditions to receive investments from Mauritius. Officials said P Chidambaram was also expected to be questioned in a money-laundering case at the same ED office on Friday.

INX media: Court extends interim protection to Chidambaram

Former Union minister P Chidambaram's son Karti controlled two firms which allegedly received Rs. 1.16 crore as bribe money in the Aircel-Maxis money laundering case, the Enforcement Directorate (ED) on Wednesday said in its charge sheet filed before a Delhi court.

Though the name of P Chidambaram, who was also questioned recently by the CBI and the ED in the INX media and the Aircel-Maxis money laundering cases respectively, was mentioned in the charge sheet, the Congress veteran has not been arrayed as an accused in the probe report which would now be considered by the court on July 4.

The ED filed the charge sheet before Additional Sessions Judge Ruby Alka Gupta for consideration and subsequent issuance of summons to the accused including Karti.

Reacting to the filing of the charge sheet, which is called prosecution complaint in official parlance, P Chidambaram said that it would be "vigorously contested" before the special court.

"The complaint filed by ED against Karti Chidambaram and others is seriously flawed. Since the matter is in Court, I shall not make a public comment. The complaint will be vigorously contested before the Special Court," the former minister tweeted.

The ED probe report said the payments of Rs. 26 lakh to Advantage Strategic Consultancies Private Limited (ASCPL) and Rs. 90 lakh to Chess Management Services Pvt Limited (CMSPL) respectively were made as alleged bribe money by parent company of Aircel Ltd, namely Aircel Televentures Ltd (ATVL) and Maxis and its associate Malaysian companies respectively.

Referring to contents of the charge sheet, special public prosecutors Nitesh Rana and NK Matta said that Karti Chidambaram was controlling ASCPL and CMSPL, the alleged beneficiaries of bribe amount of Rs. 1.16 crore, and Karti Chidambaram was trying to project this as untainted money.

The probe agency also made clear that it may file supplementary charge sheets in the case which apparently keeps open the chances of arraying more persons as accused.

Apart from Karti Chidambaram, the agency has also named ASCPL and its directors Padma Bhaskararamana and Ravi Viswanathan, and CMSPL and its director Annamalai Palaniappa in the charge sheet under section 4 (punishment for money laundering) of the Prevention of Money Laundering Act (PMLA).

"Investigation carried out under the PMLA so far as revealed that Karti P Chidambaram is linked with individuals and companies involved in financial transaction and companies holding such companies as per diagram...

"Investigation has revealed that ASCPL and CMSPL are controlled and owned by Karti Chidambaram and his close associate S Bhaskararaman. The investigation has further revealed that ASCPL received money from ATVL, parent company of Aircel Ltd., in close proximity to receipt to FIPB (Foreign Investment Promotion Board)," the charge sheet, filed through advocate AR Aditya, said.

It alleged that Karti Chidambaram received Rs. 26 lakh from ATVL in ASCPL, on April 11, 2006, immediately after the approval under the head of payment of consultancy services, it said.

"Similarly CMSPL received an amount of approximately USD 2,02,447 between period 2007-11 against invoices raised between 2007-09. The payments were received from Maxis and its associates in the guise of charges for a software which was designed for use by an Indian company and could not at all of any use by a Malaysian company," it said.

The ED had registered the case under the sections of PMLA on February 7, 2012 on basis of an FIR registered by the CBI.

It said that during the investigation it was found that ASCPL was already in a financial transaction with the other companies namely Chess Healthcare Care Solutions Pvt LTD, M/s Chess Management Services Pvt LTD (CMSPL) and M/s Halidon Marketing Pvt LTD since the financial year 2005-06.

The agency said that a total of Rs. 1.16 crore allegedly belonging to Karti Chidambaram has already been attached by it so far.

The agency mentioned that the former Union minister's son has been linked with various individuals and companies involved in the Foreign Investment Promotion Board (FIPB) approval given to the Aircel-Maxis deal.

&nbsp;It also alleged that Karti Chidambaram was in the process of alienating the property involved in the money laundering in order to frustrate the proceedings under PMLA.

The agency told the court that it might file a supplementary charge sheet in the case.

The court has already granted interim protection from arrest till July 10 to Karti Chidambaram in two cases filed by the CBI and the ED in 2011 and 2012, respectively in the Aircel-Maxis matter arising out of 2G spectrum cases, while his anticipatory bail plea is pending before the court.

The CBI had claimed that M/s Global Communication Services Holdings Ltd had sought FIPB approval for 800 million USD for which only the CCEA was competent, but Chidambaram had given approval to the firm in March 2006.

Abhishek Manu Singhvi while defending his client, said that two summons were given for interrogating Karti and he appeared on both occasions.

Karti went twice last year when he was summoned for questioning which lasted for 22 hours, Singhvi informed the court.

Singhvi added further that since the last inquiry was made six months ago and till date, no summons were received, so CBI&#39;s contention that his client did not cooperate does not hold true.

Karti&#39;s lawyer said CBI&#39;s second argument for remand that he is constantly touring abroad does not hold ground. Did he run away, Singhvi asked the court.

Karti has travelled abroad so far with the permission of the court, he asserted, adding that he had told the court about his arrival date and left after the court&#39;s permission and returned back as well.

Karti Chidambaram's CA remanded to five-day ED custody

The CBI today (August 28) questioned former finance minister P Chidambaram&#39;s son Karti for the second time in a corruption case of alleged clearance given to a media group owned by Peter Mukerjea and his wife Indrani for bringing foreign funds into their venture, CBI sources said.

Karti arrived at the CBI headquarters here at around&nbsp;11.30am.

Three suspected associates of Karti, Bhaskar Raman, Ravi Vishwanathan and Mohanan Rakesh are also being questioned today in connection with the case,&nbsp;the sources said.

The agency is examining him in connection with a Foreign Investment Promotion Board (FIPB) clearance given to media group INX Media for receiving funds from Mauritius when his father P Chidambaram was the Union finance minister.

The sources said a firm &quot;indirectly controlled&quot; by Karti received money from INX Media, run by the Mukerjeas, who are currently in jail, charged with the murder of Indrani&#39;s daughter.

The CBI had also questioned Karti on August 23.

P Chidambaram had earlier issued a strong statement in response to CBI&#39;s FIR against Karti, saying the government was using the CBI and other agencies to target his son.

The FIPB approval was granted in &quot;hundreds of cases&quot;, the senior Congress leader had said.
