Under the terms of the handover from Britain in 1997, Hong Kong was allowed to retain extensive freedoms not enjoyed on the mainland under a "one country, two systems" formula, including an independent judiciary and right to protest.

But for many Hong Kong residents, the extradition bill is the latest step in a relentless march toward mainland control.

The protests have at times paralysed parts of the financial district, shut government offices and disrupted business operations across the city. Officials have also warned about the impact of the unrest on the economy.

A commentary published in the Chinese Communist Party's People's Daily newspaper on Sunday said: "If violence continues, it will inevitably deal a greater blow to Hong Kong's prosperity and stability."

China has condemned the violent protests as an "undisguised challenge" to the one country, two systems formula.

Police late on Friday seized a cache of explosives and weapons in an industrial building in the New Territories district of Tsuen Wan. Three people were arrested in connection with the seizure, which police described as the largest ever of its kind in Hong Kong.

They said it was unclear if the explosives were related to the protest.

Government and police headquarters, which have been targeted by protesters in previous rallies, were barricaded by massive water barriers on Sunday, while media said 5,000 police were being deployed for the rally.

Several major roads were closed off and global bank HSBC, in a rare move, pulled down large metal barriers on the street level of its gleaming skyscraper building.

Renewed confrontations broke out between police and protesters in Hong Kong on Saturday evening -- this time sparked by anger over provocative "dancing aunties" who have long vexed local residents near the border with China.

In the latest flashpoint with authorities, hundreds of protesters blocked roads and chanted slogans at police in the northwestern district of Tuen Mun, an AFP reporter on the scene said. &nbsp;&nbsp;

Hong Kong has been rocked by a month of huge peaceful protests as well as a series of separate violent confrontations with police sparked by a law that would have allowed extraditions to mainland China.

On Monday its parliament was trashed by hundreds of masked, youth-led protesters in unprecedented scenes.

Anger towards police is running high after tear gas and rubber bullets were used against demonstrators.

Saturday's rally had a much more local cause but feeds into Hong Kongers' anxieties that the city's unique freedoms and culture are being eroded by a resurgent Beijing.

A rally was held earlier in the day to "reclaim" a park in Tuen Mun where so-called "dancing aunties" have sung Mandarin pop songs through loud microphones and danced for generally older men who give them cash donations.

The predominant language in Hong Kong is Cantonese and locals say authorities have failed for years to tackle noise complaints caused by the performers.

Brief scuffles&nbsp;

While the afternoon rally ended without incident, large crowds stayed in the vicinity afterwards.

Protesters said police briefly deployed pepper spray as they tried to protect a man who had earlier attacked demonstrators, sparking anger from the crowds.&nbsp;

People later gathered around the local police station shouting "Add Oil!" -- a Cantonese phrase expressing encouragement that has long been embraced by protesters.

Police also briefly scuffled with protesters as officers retrieved another man who had been surrounded by the crowd and was being ordered to delete pictures on his phone.

"Protesters were angry about the police officers being quite biased and were protecting our attackers," one demonstrator, who declined to give his name, told AFP.&nbsp;

Crowds began dispersing soon afterwards.&nbsp;

In response to the huge earlier backlash, the extradition bill was postponed by the city's pro-Beijing leaders.

But that has done little to quell public anger which has evolved into a wider movement calling for democratic reforms and a halt to sliding freedoms in the semi-autonomous hub.

"We hope that Britain, especially Mr. Hunt, does not overestimate its abilities and wantonly interfere in Hong Kong matters. This is destined to be futile," he said.

The events pose an unparalleled challenge to Chinese leader Xi Jinping, who has so far left Lam to handle the protests.

In a pre-dawn press conference, Lam, the city's Beijing-appointed chief executive, described the scenes of vandalism as "heartbreaking and shocking".

"This is something we should seriously condemn because nothing is more important than the rule of law in Hong Kong," she said, with the city's police chief Stephen Lo by her side.

Lo added, "Protesters' violent acts have far exceeded the bottom line of peaceful expressions of demands."

The financial hub has been rocked by massive protests over the past three weeks as anger against the pro-Beijing government has boiled over.

Millions have thronged the streets in the past three weeks to demand that the bill, which would allow criminal suspects to be sent to mainland China for trial in courts controlled by the Chinese Communist Party, be scrapped altogether.

"You know what everybody has deep in their hearts - is that this is about our future and it`s very very personal," said 53-year-old Brian Kern, who was attending the protests.&nbsp;

In sweltering heat of 32 degrees C (89.6°F), some protesters chanted, "Withdraw evil law, release martyrs...Teresa Cheng, come out," referring to the justice secretary. Others shouted, "Condemn excessive force by police and release protesters."&nbsp;

Police formed a cordon to block the demonstrators and one officer held a banner warning them away. Minor scuffles broke out between pro-democracy group Demosisto and officers.

"Fight for Justice", "Free Hong Kong," and "Democracy Now" were some of the demands emblazoned on protest banners.&nbsp;

Police chief Stephen Lo warned of consequences for outbreaks of violence and condemned what he said was an environment of hostility making his officers` task difficult.&nbsp;

More than a thousand protesters marched to major foreign consulates on Wednesday calling on leaders at the upcoming G20 summit to raise the plight of Hong Kong with China and to support the full scrapping of a controversial extradition bill.

Thousands of protesters converged on Hong Kong's police headquarters Friday, demanding the resignation of the city's pro-Beijing leader and the release of demonstrators arrested during the territory's worst political crisis in decades.

The protest comes after the government refused to meet the demands of demonstrators who have marched in their millions to oppose a bill that would allow extraditions to the Chinese mainland.

The movement has morphed into a larger rebuke of Chief Executive Carrie Lam's administration.

Opposition groups, after putting on the biggest political rallies in Hong Kong's history, have called for the complete withdrawal of the extradition legislation and for Lam to step down.

After meeting at Hong Kong's main government complex before rush hour, hundreds of black-clad protesters -- many wearing face masks and shouting anti-government slogans -- temporarily blocked a major city artery.

Protesters, who have been largely leaderless during the rallies, then marched in the searing heat to the police headquarters, many chanting "release the righteous" and "shame on police thugs" -- references to those detained during violence last week between demonstrators and the police.

Opposition groups have demanded an investigation into allegations of police brutality and the release of those detained during the clashes, in addition to Lam's ouster and a cancellation of the extradition bill.

Some protesters removed metal barricades and re-arranged them in an apparent bid to fortify their positions outside the police headquarters, as officials closed the gate to the facility's main driveway.

"There (is)... a large crowd surrounding the police headquarters which... (can) affect police emergency services to the public," senior superintendent Yu Hoi Kwan told reporters, appealing to the crowd to disperse.

She said a negotiating team would be sent to speak with the protesters. 
Many unfurled umbrellas to protect themselves from the sun, and first-aid volunteers sprayed water on others to cool them down.

"The government still hasn't responded to our demands, After so many days... they are all talking rubbish," protester Poyee Chan, 28, told AFP. 
"So I feel we need to come out and tell them: we citizens won't accept such fake responses."

'Blossom everywhere'&nbsp;

The call for Friday's protest was made by the city's student unions, as well as informal organisers over social media and messaging apps like Telegram. 
"Blossom everywhere," read a statement circulated Thursday in a Telegram chat group.

"There are many ways to participate. Think carefully about your own ways to show your love to Hong Kong. June 21 is not the end of the fight, there will be more in the coming days."

Protesters in Hong Kong have achieved a major victory in their fight to protect their legal system from Chinese interference.

On June 15, in response to massive popular resistance, Chief Executive Carrie Lam announced she would suspend a vote on a proposed new law that would allow China to extradite suspects accused of certain crimes and prosecute them in Chinese courts.

For over a week, some 1.3 million people had gathered daily outside Hong Kong’s legislature to protest the legislation, which protesters say China will abuse to extradite political dissidents. They managed to postpone a June 12 vote by blocking entry to the legislative building. Days later, consideration of the law was indefinitely postponed.

That temporarily protects Hong Kong’s judicial system, one of the island territory’s few remaining areas of government autonomy from China.

Protesters are now demanding that the bill be withdrawn, not just suspended. If the law comes up for vote at a later date, it will likely pass in Hong Kong’s legislative council, where pro-China forces dominate.

‘One country, two systems’

Chinese rule over Hong Kong, an island territory off the coast of Shenzhen, has long been disputed.

The British colonised Hong Kong in the 1800s following the Opium Wars. But China never accepted this territorial claim, and insisted throughout the 20th century that Hong Kong belonged to China.

In 1997, after a decade of negotiations between the United Kingdom and China, Hong Kong returned to China – with some strings attached. Knowing that Hong Kong had developed under a Western system of government, then Chinese leader Deng Xiaoping made Hong Kong a “Special Autonomous Region” and agreed to give the island a 50-year transition period to come fully under Chinese rule.

Under this system, Hong Kong would retain its judicial system and legislative council, affording the island relative independence in its day-to-day operations. But Hong Kong would belong to China. The arrangement became known as “one country, two systems.”

Controversially, full suffrage and free elections were not part of the 1997 deal.

For two decades, though, the “one country, two systems” arrangement seemed to give Hong Kong relative autonomy from Chinese interference.

Then, in 2014, China announced that people would be allowed to vote in Hong Kong’s 2017 chief executive election only from a short list of preapproved candidates.

Thousands took to the streets to demand universal suffrage. To protect themselves from police spraying tear gas at the front lines, they used umbrellas, giving rise to the name the “Umbrella Movement.”

In the years since the uprising, I have interviewed numerous democracy activists in Hong Kong as part of my academic research into the evolution of social movements.

Many participants told me that they believed the 2014 Umbrella Movement had ended peacefully because China didn’t want another Tiananmen Square on its hands. In 1989, Chinese soldiers opened fire on student protesters in Beijing, killing hundreds and raising global uproar.

Emboldened by international support for the Umbrella Movement, Hong Kong’s young activists have continued their efforts to protect their independence from China. Nine Umbrella Movement leaders ran for local office in Hong Kong in the territory’s 2015 elections.

In 2016 elections, two pro-independence politicians even won seats in the legislative council. However, they were quickly expelled for “failing” to properly recite their loyalty oaths at a swearing-in ceremony.

In 2017 Carrie Lam, a candidate loyal to Beijing and the driving force behind the extradition law, was elected Chief Executive – Hong Kong’s highest public official.

Creeping Chinese influence

Under Lam’s leadership, traditionally pro-democracy politicians were removed from office. Some were even arrested and jailed as dissidents.

 
Today, only 24 pro-democracy politicians remain in Hong Kong’s 70-seat legislative council.

Increasing Chinese influence on the island territory also threatens Hong Kong’s clout as a major economic hub.

For decades, Hong Kong’s relative autonomy has made the island territory an appealing place to do business in Asia. But under stronger Chinese rule, financial markets and regulatory systems in Hong Kong may become less reliable as they begin to reflect the national interests of China – not those of the free market.

The American Chamber of Commerce and several prominent Hong Kong business leaders have publicly spoken out against the extradition law.

“Spiriting people away over the border would undermine business confidence,” one hedge fund manager told the nonprofit human rights organisation Hong Kong Watch.

Human rights at stake 
 
Hong Kong’s legal system is now the only surviving pillar of “one country, two systems,” which was created to give Hong Kong autonomy over its legal, economic and financial affairs.

If the postponed extradition law passes, there will be no meaningful remaining barriers between democratic-leaning Hong Kong and authoritarian China.

For many in Hong Kong, that’s an intolerable future.

An assessment by the World Justice Project, a nonprofit organization that works to advance the rule of law worldwide, ranks Hong Kong 16th and China 82nd worldwide based on their constraints on government powers, absence of corruption, open government, fundamental rights, order and security, regulatory enforcement, civil justice and criminal justice.

China is a known violator of human rights. It systematically surveils and represses ethnic minorities like the Uyghurs, a Muslim population in China’s northwest region, and restricts internet access. The government has jailed hundreds of human rights lawyers since 2015.

Political dissidence is not tolerated in China. The late Nobel Peace Prize winner Liu Xiaobo, was sentenced in 2009 to 11 years in Chinese prison for “inciting subversion of state power.” He died in prison in 2017 after being denied travel abroad for cancer treatment.

Hong Kong, on the other hand, has a rich history of mass demonstrations.

In Hong Kong’s 1966 Star Ferry riots, people protested the British colonial government’s decision to increase transit fares. And every July 1 since 2003 – the anniversary of the 1997 transition from British to Chinese rule – people have taken to the streets pleading for universal suffrage.

“One country, two systems” has allowed Hong Kong residents to openly disagree with policymakers in a way mainland Chinese cannot. As required by Hong Kong’s legal system, democracy protesters arrested for their political activism are given legal representation, trials and serve time in Hong Kong’s well-regulated prisons.

The extradition law’s threat of trial and punishment in China would have a chilling effect on future democracy demonstrations there.

If “One country, two systems” falls, what remains of Hong Kong’s democracy will go down with it.

The government has jailed hundreds of human rights lawyers since 2015. Political dissidence is not tolerated in China. The late Nobel Peace Prize winner Liu Xiaobo, was sentenced in 2009 to 11 years in Chinese prison for “inciting subversion of state power.” He died in prison in 2017 after being denied travel abroad for cancer treatment. Hong Kong, on the other hand, has a rich history of mass demonstrations. In Hong Kong’s 1966 Star Ferry riots, people protested the British colonial government’s decision to increase transit fares. And every July 1 since 2003 – the anniversary of the 1997 transition from British to Chinese rule – people have taken to the streets pleading for universal suffrage. “One country, two systems” has allowed Hong Kong residents to openly disagree with policymakers in a way mainland Chinese cannot. As required by Hong Kong’s legal system, democracy protesters arrested for their political activism are given legal representation, trials and serve time in Hong Kong’s well-regulated prisons. The extradition law’s threat of trial and punishment in China would have a chilling effect on future democracy demonstrations there. If “One country, two systems” falls, what remains of Hong Kong’s democracy will go down with it. For Hong Kong resident Yung Xiu Kwan, 67, a proposed extradition law that would allow people in the former British colony to be sent to mainland China for a trial was the final straw.

Yung is packing her bags and leaving the Chinese-ruled city to set up a new life in proudly democratic Taiwan, fed up with what she sees as Beijing's ever-encroaching grip over the city that has led to an erosion of civil liberties.

"Without freedom and democracy, it's like being put in jail, like living in a concentration camp ... without freedom, (I) would rather die," said Yung, as she waved a Taiwan flag at a massive protest in Hong Kong on Sunday.

"Taiwan can offer that because Taiwan has democratic elections and a constitution that safeguards democracy."

Hong Kong has been governed under a "one country, two systems" formula since its return from British to Chinese rule in 1997, allowing it certain freedoms, including an independent judiciary. Courts in mainland China are controlled by the Communist Party.

Yung is joining thousands of people who have left for Taiwan in recent years, citing fears of Chinese erosion of one country, two systems, a concept Beijing hopes it can introduce one day in Taiwan.

Beijing has never renounced the use of force to take over neighbouring, self-ruled Taiwan, which it regards as a recalcitrant, breakaway province.

While Hong Kong leader Carrie Lam indefinitely suspended the extradition bill, protest organisers said about two million people still took to the streets on Sunday to call for a full withdrawal and to demand Lam step down.

Some Hong Kong tycoons have started moving personal wealth offshore amid concerns over the legislation.

Beacon of democracy

The Hong Kong protests, which saw police use rubber bullets and tear gas, were the most violent to rock the city in decades and marked the biggest challenge the financial hub has posed to Chinese President Xi Jinping since he came to power in 2012.

Taiwan, overwhelmingly opposed to a "one country, two systems" formula for itself, has voiced support for Hong Kong. It has remained defiant amid escalating Chinese pressure, with many resolutely rejecting Beijing's call for "reunification".

The extradition bill is the latest in a string of issues that have troubled ties between Hong Kong and Beijing, with Hong Kong people increasingly upset by an inflow of Chinese immigrants and sky-high property prices partly pushed by mainland investors.

Many accuse China of extensive meddling, including obstruction of democratic reforms, interference with elections and of being behind the disappearance of five Hong Kong-based booksellers, starting in 2015, who specialised in works critical of Chinese leaders.

Chan, 30, who declined to give his full name, said the rapid pace of Beijing's encroachment on Hong Kong's civil liberties had taken him by surprise.

"It's like there's a burglar in my house and I'm the one who's forced to leave because I couldn't defeat him," said Chan, who moved to Taiwan in 2016 and is planning to arrange for his parents to retire there.

The number of people granted Taiwan residency from Hong Kong and neighbouring Macau, a former Portuguese-run enclave also given special autonomy under Chinese rule, had more than doubled to 1,267 in 2018 from a decade ago, official data shows.

The trend spiked in the two years following massive protests calling for full democracy in 2014 that paralysed parts of Hong Kong for months. And it shows no signs of abating. There were around 400 such immigrants to Taiwan in the first four months of 2019, a 40% jump from a year ago.

"I'm moving to Taiwan with my wife next year," said Melvin Chu, a Hong Kong resident in his late 20s who joined Sunday's rally, citing worries over political freedoms.

"Things are getting worse in Hong Kong. We are worried for the next generation."

Some Hong Kong youth are so desperate to leave they have opted to join Taiwan's compulsory military service for men under 36 in a bid to get residency, which comes at a price tag of HK$1.5 million ($191,600).

Taiwan politicians have wasted no time in showing their support for Hong Kong amid a heated presidential race in which candidates' policies towards China are closely examined.

Seeking a second term, President Tsai Ing-wen has repeatedly urged the Hong Kong government to respect the people's will, while sounding the alarm over Beijing's "trap" to absorb Taiwan.

Foxconn chairman Terry Gou, seeking an opposition party's presidential nomination, promised to "open his arms" to Hong Kong immigrants looking to find "a new home for democracy and freedom" if he became Taiwan's next president.

"It's a democratic beacon for Hong Kong," Cheng Chung-man, a 32-year-old who works for a lawmaker in Hong Kong's Legislative Council, told Reuters of Taiwan at Sunday's rally.
