Measures to contain the coronavirus outbreak will slash the German 2020 economic output by 2.8 to 5.4 per cent before a rebound next year, a panel of economists who advise the government said Monday.

"The German economy will shrink significantly in 2020," the so-called "Wise Men" expert panel (SVR) said, with the exact size of the impact "depending on the extent and duration of health policy measures and the subsequent recovery".

Like other economists around the world, the group sketched different scenarios for the virus' impact on Europe's top economy depending on whether it follows a "V" shape, with a sharp drop matched by a swift recovery, or a more prolonged "U" in which the rebound takes longer to materialise.

Germany's 83 million people are currently under slightly less strict lockdown conditions than in other European nations like France and Italy, with non-essential excursions outside mostly still allowed.

But companies from airline giant Lufthansa to car behemoth Volkswagen have already slashed their operations in response.

'V' or 'U'?

In their central outlook with activity "normalising over the summer", the SVR forecast a 2.8 per cent drop in gross domestic product (GDP) in 2020, followed by a 3.7 per cent expansion next year.

But a deeper "V" due to widespread halts in production or a longer period of isolation to slow the virus' spread could bring a 5.4 per cent slump, followed by growth of 4.9 per cent in 2021.

In the still-more-damaging "U" scenario, with contact restrictions lasting "beyond the summer" and economic recovery setting in only next year, GDP might fall 4.5 per cent in 2020, but add just 1.0 percent next year, the experts suggested.

SVR member Achim Trueger urged Berlin to coordinate with governments elsewhere in Europe and further afield on both health and economic measures to lay the groundwork for the recovery in Germany's highly-interconnected economy.

"It's not much good if one country, hopefully Germany, comes through the crisis relatively well, but around us the crisis is not yet over, then we won't be able to ramp up production," Trueger said.

The SVR members hailed as "welcome" a 1.1-trillion-euro package of economic support from Berlin including easier access to benefits for workers on shorter hours, guarantees for loans to business and direct support for firms hardest hit by the crisis -- up to and including the state taking stakes in stricken companies.

In the weeks ahead, "optimum use should be made of the time during which the public health measures are in place in order to support the recovery and long-term economic development," the experts added.

That could range from training and further education for workers to making faster progress on construction projects in areas affected by shutdowns, like schools and public transport.

"Further, the restrictions make fast progress on digitalisation imperative for businesses and public administration," the economists said -- with integrating IT into daily work, an area where Germany is widely seen as lagging behind.

Already in ICU, Europe awaits major crisis once coronavirus ends

Angela Merkel is "doing well" in self-imposed quarantine and awaiting the results of her coronavirus test, her spokesman said Monday, as the veteran chancellor joined millions of Germans in working from home.

Merkel decided to self-isolate as a precaution after learning on Sunday that a doctor who vaccinated her last Friday was infected with the novel coronavirus.

"The chancellor is doing well," her spokesman Steffen Seibert told reporters.

Dialling in from her Berlin flat, Merkel, 65, led a cabinet meeting that decided on a major rescue package for virus-stricken companies and employees in Europe's top economy.

"She was tested today and now we are waiting for the results, and we'll see what comes out of that," Seibert said, adding that any next steps would be guided by advice from doctors and Germany's Robert Koch Institute (RKI) disease control agency.

Seibert thanked everyone on Merkel's behalf for "the many, many well wishes and messages for the chancellor to stay healthy".

The spokesman declined to say whether Merkel's chemistry professor husband Joachim Sauer was quarantining with her, saying he would not share information about family members.

Asked if he himself, as a close Merkel staffer, should self-isolate, Seibert said he last met with the chancellor on Sunday afternoon but had stuck to the advice of keeping a safe physical distance from people.

News that Merkel was going into quarantine came shortly after she gave a press conference in Berlin where she showed no symptoms of ill health.

She used the press conference to announce fresh curbs on social interactions to contain a pandemic that has infected over 22,600 people in Germany and killed 86.

The latest measures include a ban on gatherings of more than two people, on top of last week's closures of schools, non-essential shops, bars and restaurants.

The head of the RKI, Lothar Wieler, on Monday said he was "optimistic" that the restrictions were paying off, noting that the outbreak's "exponential growth curve had started to flatten a bit".

He expected to have a clearer view of the trend by Wednesday.

German auto giant Volkswagen said Tuesday it was preparing to shutter most of its European plants, joining a slew of other carmakers as the coronavirus pandemic disrupts supply chains and sends demand plummeting.

Production will be halted in Spain, Portugal and Slovakia and Italy before the end of this week," CEO Herbert Diess said in a speech.

"Most of the other German and European plants will begin preparing to suspend production, probably for two to three weeks," he added.

The move comes as European governments take ever more drastic measures to keep people at home, and factory closures around the world interrupt deliveries of parts needed to keep car production going.

Volkswagen's powerful works council, which represents employees at the group, said separately that VW's closures would broadly take effect from Friday and slammed bosses for not taking more urgent action.

"We believe this is too late! We expect an orderly exit from production now," Germany's works council chiefs said in an open letter.

North Korean leader Kim Jong Un oversaw military drills on Friday, state media KCNA said, a rare public outing amid efforts to prevent an outbreak of the coronavirus in the isolated country.

North Korea has not confirmed any cases of the virus, but state media said a month-long quarantine period had been imposed for people showing symptoms and “high-intensity” measures were taken including reinforcing checks in border regions and at airports and sea ports.

On Feb. 16, Kim made his first public appearance in 22 days to visit a mausoleum marking the anniversary of the birth of his father and late leader Kim Jong Il.

The military drill was to “judge the mobility and the fire power strike ability” on the frontline and eastern units and ended to the “great satisfaction” of Kim, KCNA said on Saturday.

Angela Merkel's centre-right CDU will choose a new leader at a special congress on April 25 as the party scrambles to prepare for the veteran German chancellor's departure.

Angela Merkel's centre-right CDU will choose a new leader at a special congress on April 25 as the party scrambles to prepare for the veteran German chancellor's departure. Merkel's Christian Democratic Union was plunged into turmoil after her heir apparent, Annegret Kramp-Karrenbauer, resigned as party leader this month over her supposed failure to stop regional lawmakers from cooperating with the far right. The surprise move threw open the race to succeed Merkel, who has been in power for more than 14 years and plans to bow out at the next general elections slated for 2021. Kramp-Karrenbauer, widely known as "AKK", held top-level talks with party grandees in Berlin on Monday to decide the way forward. Also Read: Angela Merkel's party in crisis after 'heir' quits over far right row The top-level deliberations came a day after the CDU suffered its second-worst result ever in a regional election, coming third in Hamburg with just 11.5 per cent of the vote. It is also engulfed in an internal debate as to how it should position itself against the extremes of right and left that have reshaped the nation's political landscape. Far-right crisis After barely a year as head of the party, AKK announced her resignation on February 10. It came after regional lawmakers in the eastern state of Thuringia defied an edict from Berlin not to ally with the extremes, by voting with the far-right Alternative for Germany (AfD). It was the latest sign that the defence minister had failed to stamp her authority on the CDU and become a credible candidate to succeed Merkel, who according to polls is still Germany's most popular politician. Also Read: Merkel's conservatives gather for stormy congress er experience also laid bare the challenge for her successor - how to make their mark while Merkel remains in office as chancellor. In the starting blocks are two politicians who promise to break with Merkel's centrist course and lead the CDU rightwards, in a bid to win back voters from AfD. While Friedrich Merz recently described her fourth government as "abysmal", young Health Minister Jens Spahn is a rising party star. Facing them are two more moderate candidates: North Rhine-Westphalia state premier Armin Laschet and Norbert Roettgen, a former environment minister dismissed by Merkel in 2012. Self-destruction The choice of leader will set the tone for the future of a party that has dominated German politics since the federal republic was founded in 1949. Polls highlight the urgent need for action, as only 27 per cent say they would back the CDU, ahead of 23 per cent for the Greens and 14 per cent for the far right. Beyond the high-profile personalities, the conservatives also need to clarify what they stand for in an increasingly splintered political landscape that hinders stable majorities, be it in Berlin or the 16 state parliaments. Top of the list is whether the CDU will stick to its rigid policy of refusing to cooperate with either the far right or the far left, an increasingly difficult position to maintain. Thuringia is a textbook case, as last year's regional elections produced no clear governing majority following a surge by the AfD. CDU state lawmakers voted with the far-right, breaching a historic political taboo, to install a liberal state premier. But after a nationwide outcry, the regional CDU retreated - only to be publicly rebuked by Berlin chiefs for its plan to "tolerate" a minority government led by radical-left successors of the one-party state in communist East Germany.

Turkish President Recep Tayyip Erdogan on Saturday said he would hold a summit with the leaders of Russia, France and Germany on March 5 to discuss the situation in Syria's last rebel enclave of Idlib.

"We will come together on March 5 and discuss these issues," Erdogan said in a televised speech, following a phone call on Friday with Russian President Vladimir Putin, and his teleconference with French President Emmanuel Macron and German Chancellor Angela Merkel.

The Turkish leader did not say where the summit would be held but his announcement comes a day after Macron and Merkel called for a four-party Syria summit also involving the Russian leader.

A months-long offensive by Russia-backed Syrian troops against rebels backed by Turkey in northwest Idlib has seen close to one million civilians fleeing the violence.

The two European Union heavyweights on Friday "expressed their willingness to meet President Putin and Turkish President Erdogan to find a political solution to the crisis," the chancellor's office said.

Russia on Wednesday objected to the UN Security Council adopting a statement that would have called for a ceasefire in Idlib, diplomats said, after a tense closed-door meeting.

Turkey, which has threatened an "imminent" operation in Idlib after its troops have come under intense fire from regime forces, has given Damascus until the end of this month to drive back its army positions.

Syrian regime fire has killed 17 Turkish personnel this month alone, sparking a war of words between Ankara and Moscow, a key Damascus ally.

The racist killings of nine people in a German town cast a shadow over the Berlin Film Festival on Thursday, where a minute`s silence was held to commemorate the victims, and stars who will feature in the festival spoke out.

Filmmakers, some from Germany`s minority communities, expressed their shock over the attacks at the Berlinale, seen as the most political of the major film festivals and traditional champion of arthouse movies and progressive causes.

The attacker, who shot dead people in shisha bars in the central German town of Hanau late on Wednesday before killing his mother and himself, published a manifesto online strewn with conspiracy theories and racist views, prosecutors said.

The attack, at least five of whose victims were Turkish nationals, followed another by a far-right gunman on an eastern city`s synagogue, when two people were killed.

Burhan Qurbani, director of "Berlin Alexanderplatz", a retelling of a German novel of social exclusion from the 1920s that premieres on Wednesday, talked in an interview of his fear that such attacks could become `normal`.

Born in Germany to Afghan refugees, Qurbani retells Alexander Doeblin`s novel with an African refugee as the central character instead of the novel`s freshly released, disoriented prisoner.

"Yesterday there was a massacre," said Qurbani, who has close family ties to Hanau. "It`s not normal in Germany, and I hope it`s not going to become normal. Our history should teach us that we can`t allow nationalist, racist and xenophobic elements to define our image."

Chancellor Angela Merkel`s decision in 2015 to allow in over a million refugees, mainly people displaced by Syria`s civil war, transformed German politics, fueled the rise of a far-right party and prompted soul-searching over whether the country could live up its commitments to asylum and human rights.

"As a refugee you not only lose your home, you are leaving your language, your confidence, your family, the feeling of being secure: that is human dignity to me," Qurbani said, reflecting the views of the many people who had lauded Merkel`s decision.

Melika Foroutan, Iranian-German star of "Pari", which premiers on Tuesday and tells the story of an Iranian mother seeking her vanished migrant son on the teeming streets of Athens, urged more social engagement from her compatriots.

"Today is not a good day," she said in an interview. "I have a nephew who also goes to shisha bars. It could have been him... I take this attack personally, and I think all democrats in Germany should take this attack personally."
