Police allege a senior player for the southwest Sydney club was taking direction from an organised crime figure in South America to ensure yellow cards were issued in at least four A-League matches in exchange for profit.

The alleged manipulation occurred in games on Nov. 24, 2023 and Dec. 9, 2023, with failed attempts occurring in recent matches in April and May.

The players, who police did not identify, were charged with engaging in "conduct that corrupts betting outcome of an event" and participating in a criminal group.

The senior player, aged 33, was also charged with facilitating conduct that corrupts betting outcome of an event.

Match-fixing has previously hit Australian soccer but Friday's charges, coming a day before the second leg of the A-League semi-finals, mark the first time the nation's top flight has been impacted.

He said FIFA was organising about 1% of club games and just 1% to 2% of national team matches, but was helping 70% of its members, which "would have no football without the resources" FIFA provides.

"I hope these figures will show that we should probably stop this futile debate, it's really pointless, and focus on what we need to do which is organise the best competitions and develop football around the world," he said.

The Congress also heard a Palestinian call for the suspension of Israel's football federation, accusing it of multiple violations of FIFA statutes, including over the Gaza conflict and the inclusion in Israeli leagues of teams located in Palestinian territory.

From hooligans to potential terrorist attacks and even cyberattacks, the European Championship organisers will be looking to ward off a range of threats.

Security forces will be charged with protecting some 2.7 million fans, 24 team base camps spread across the country and ten stadiums where 51 matches will be played between June 14 and July 14.

Designated fan zones are also expected to attract around 12 million visitors.

"From the outset, security has been our top priority," tournament director Philipp Lahm told AFP.

In an unprecedented move, Germany has invited some 300 security experts from all nations playing in the tournament to take part in a monitoring project at the International Police Cooperation Centre (IPCC) in the western city of Neuss.

Alongside officials from Germany, Europol and European football body UEFA, they will take turns to monitor the situation on the ground, gathering during the tournament in a huge 500-square-metre (5,382-square-foot) conference room equipped with 129 computers and a 40-square-metre screen, AFP saw on a visit to the facility.

"Each country knows its troublemakers better than any other, and the foreign experts present in Neuss will be able to identify them more quickly," Oliver Strudthoff, director of the IPCC, told AFP.

"The size of the delegations will depend on the number of fans and how potentially dangerous they are. England, for example, will have many more representatives than Switzerland," he said.

At the matches themselves, all hands will be on deck -- police have been forbidden from taking leave during the tournament.

Germany will also introduce security controls on all of its nine borders.

"On trains and in stations, the federal police will be visibly stepping up their presence," said a spokesman for the German interior ministry. The same applies to airports.

French gendarmes will support the German police by taking part in joint rail patrols on routes to and from France and at matches involving the French team.

The British government has said that more than 1,600 English and Welsh supporters who are hit with stadium bans because of previous violent behaviour, will be banned from travelling to Germany during the tournament.

On top of the standard measures, German Interior Minister Nancy Faeser has said the Ukrainian national team will be subject to enhanced security.

Between 800 and 1,300 police will be deployed around the stadiums at each match, depending on the teams playing.

In a bid to prevent anyone from entering a match with weapons or explosives, three security perimeters will be set up around each stadium.

Cars will be checked at the first barrier, while fans will have their bags searched at the second, before scanning their tickets at the third.

The fan zones will also present a security challenge, especially the largest one at Berlin's Brandenburg Gate which is set to welcome tens of thousands of visitors for every match.

These "soft targets" are more vulnerable because "it's easier for perpetrators to infiltrate (them) and take action", said Johannes Saal, a security expert at the University of Lucerne.

The German army will also monitor the sky from the National Air Security Center, located some 70 kilometres (44 miles) from the IPCC.

The use of drones will be closely monitored, with flight restriction zones.

Disgraced former Spanish football federation chief Luis Rubiales on Monday denied any financial "irregularities" after testifying in court in a corruption probe into his time in charge.

"What I maintain, and will always maintain, and I am convinced that justice will (demonstrate),&nbsp;is there has never been any money received in an irregular way," Rubiales told reporters after leaving the Madrid court.

Rubiales, 46, who resigned following global outrage after he forcibly kissed Women's World Cup star Jenni Hermoso last summer after the final, testified at length.

"I have answered all the questions I was asked, if I have to come here again I will be here, collaborating -- I am the one most interested in clearing everything up," said Rubiales.

Rubiales must appear in court every month and ask permission from the judge before making any trips outside of Spain, a court source told AFP.

Rubiales was briefly detained on his return to Spain from the Dominican Republic at the start of April as part of a probe into federation (RFEF) contracts signed since 2018, including one signed by Rubiales to take the Spanish Super Cup to Saudi Arabia.

"There has never been any irregular tender, we have been paid with the utmost excellence and in the pursuit of legality," added Rubiales.

On March 20, investigators searched Rubiales' house in the southern city of Granada among 11 locations in the alleged graft scandal.

The raids were part of "an investigation linked to presumed crimes linked with corruption in business, fraudulent administration and money laundering", according to judicial sources.

The Super Cup contracts are worth 40 million euros a year ($43.3 million) with the deal brokered by Kosmos, a company owned by former Barcelona and Spain defender Gerard Pique.

Coach Gerardo Martino said the team were starting to come together as he had hoped.

"The Kansas City game was a key for us, because we had just been eliminated by Monterrey and the team showed their character. Now we have three wins in a row and it is getting more solid every time," he said.

Martino said the rest of his players had now got used to playing in front of the large crowds that Messi is drawing.

"We've handled it well. That was a learning curve last season and now we are dealing with it well," he added.

New England coach Caleb Porter said he was disappointed that his defenders had allowed Messi the space for his goals but said the Argentine had shown his class in making them pay.
