Floods triggered by heavy rains have claimed several lives in Alabam, United States. People have been advised to move to higher ground as authorities carry out rescue work.

US: Heavy rains trigger floods in Alabama, several killed

Australia has just come out of a lockdown and now a warning of flash flood followed by continuous rains and hail storms has forced the residents back in their houses again for the next few days.

The local residents of Queensland heard pitter-patter on Saturday only to step out and realise it was a hailstorm, with the hailstones as big as a tennis ball, quite literally, and the Bureau of Meteorology warned that more of such hailstorms were expected.

This was a result of thunderstorms that were formed along the Great Dividing Range from the New South Wales border to Wide Bay, north of the Sunshine Coast before moving towards the coast through the afternoon. The experts have warned that these storms will move and form quicker, and have urged people to stay indoors as much as possible. “The situation is volatile and continuing to change quickly,” a spokesman said. “Some of these storms are fast-moving and fast-forming, so people should consider whether they need to be outside or on the road at the moment.”

“These thunderstorms are a significant threat to property and life,” the bureau tweeted.

The locals took to the social media platforms to share pictures and videos of the hailstones which were as big as a tennis ball.

At least 11 people have been killed and six are missing after Pune and its neighbouring areas were hit by heavy rain and flash floods, a government official said on Wednesday.

More than 28,000 people have been evacuated from low-lying areas and the local administration is on alert for more rain, Deepak Mhaisekar told Reuters.

Pune, which is around 200 kilometers (124 miles) from Mumbai, has received 113 per cent more rainfall than average since the start of the monsoon season in early June, a weather department official said.

Of the 11 deaths, five occurred in Pune when a wall collapsed, said Mhaisekar.

South Asia gets monsoon rain annually during the June-September months which causes fatalities and mass displacement.

Heavy rains leading to flash flood have left hundreds of houses submerged in North Tripura, Unakoti and Dhalai districts of Tripura.

More than 1000 families have reportedly been affected and National Disaster Response Force (NDRF) team is working hard to evacuate members of these families with their belongings to safer places.

The flood was mainly after the water level of river Juri and river Kakti started rising and came close to the danger level.

Around nine speed boats, 40 rescue boats, many of which brought from other areas, were deployed by the state revenue department to evacuate those stuck inside their homes in submerged places.

Apart from these, Tripura State Rifles (TSR), firefighter team, district and state administration have also joined the rescue operations.

According to the report of State Emergency Operations Centre (SEOC), 358 were rendered homeless in Unakoti district while 381 in North Tripura.

Meantime, a total of 1039 houses were damaged with Dhalai district the worst affected.

State administration arranged food, water and medicines for the flood victims and till now there is no report of any death.

Officials viewed that water is receding and if there are no showers during the next 24 hours the situation will get normal.

Flash floods caused by heavy rains have killed at least 35 people in Afghanistan, washing away houses and cutting off access to remote villages across parts of the country, officials said Saturday.

Heavy flooding that started early Friday killed at least 12 people in the northern province of Faryab and 10 people in the western province of Herat, said Hashmat Bahaduri, a spokesman for Afghanistan's National Disaster Management Authority (ANDMA).

Eight people were killed in Badghis province in the west and five in Balkh province in the north, Bahaduri told AFP, adding that more than 3,000 houses had been destroyed.

In Herat, 10 districts and some parts of Herat city were impacted, said Jailani Farhad, spokesman for the province's governor.

"Hundreds of houses have been destroyed and thousands displaced," he said.

Mir Gulabuddin Miri, director of the Afghan Red Crescent in Herat, said access to some areas had been cut off, preventing teams from reaching affected people.

"The destruction is huge. Over 12 areas in the province have been badly hit, people have lost their houses. We've only been able to provide them with some food and blankets so far," he said.

Aid workers in the northern provinces of Faryab and Balkh have also been struggling to deliver humanitarian assistance to affected families.

"We have dispatched our food and non-food assistance for the affected families, but the scale of the disaster is massive. We need more humanitarian assistance," an ANDMA spokesman in northern Afghanistan told AFP.

Rescue and aid delivery efforts after disasters such as avalanches and flash floods -- which often hit as snow melts in the spring -- are frequently hampered by a lack of equipment in Afghanistan.

Poor infrastructure also makes it difficult for aid workers to reach isolated areas.

Earlier this month, at least 20 people were killed by flash floods caused by heavy rains that swept away thousands of homes and vehicles in southern Kandahar province.

Six people died in floods in southern Russia which also damaged regional infrastructure including an oil pipeline, authorities said Friday, as emergency workers were struggling to provide food and water to the victims.

Flash floods affected parts of the Krasnodar region, including the area around the Black Sea resort city of Sochi, where Moscow hosted the Winter Olympics in 2014.

Russia's emergencies ministry said it had recovered the bodies of six people while clearing rubble and two people were hospitalised.

Kremlin spokesman Dmitry Peskov told journalists that all the government services are "working in emergency mode" to battle the "ruthless elements."

The emergencies ministry said over 2,300 houses were flooded in the region.

Flash floods frequently cause devastating damage in the area wedged between the Black Sea and the Caucasus mountain range as mountain rivers swell and destroy settlements below.

Similar floods in 2012 killed over 150 people around Krymsk, another town in the region.

A regional subsidiary of Russian oil transport company Transneft said Friday that the flash floods and resulting landslides "damaged a pipeline" in the region's Tuapse district causing "a spill of five cubic metres of oil."

The company is working to keep the oil from getting into the Tuapse river, a major source of water for the town of Tuapse, home to over 60,000 people.

The floods also damaged a major railway line and roads, authorities said. Russian Railways, the country's rail monopoly, said Thursday that 31 passenger trains were stopped due to the damage, and passengers were being bussed to the nearest stations to continue their journeys.

China on Monday said the flood situation in Yarlung Tsangpo river has returned to normal, which had arisen due to the formation of an artificial lake created by a landslide and blocking its mainstream in Tibet, posing a threat to India's northeastern states.

China also said it will continue to share the flood data with India.

People living along the banks of Siang river in Arunachal Pradesh were moved to safer places after China informed India about the landslide, which occurred on October 17, blocking Yarlung Tsangpo river in Tibet leading to the formation of the artificial lake.

Assam Chief Minister Sarbananda Sonowal on Saturday had also directed authorities in districts bordering Arunachal Pradesh to "remain alert" for possible flash flood and take all possible steps to prevent any major catastrophe.

The Yarlung Tsangpo river is known as the Siang after it enters India at Arunachal Pradesh from the Tibetan region and is called the Brahmaputra once it reaches Assam.

"By October 20, the river section of the barrier lake has returned to normal. We will keep close monitoring of the landslide situation and maintain close communication and cooperation with the Indian side through the existing channels," Chinese Foreign Ministry spokesperson Hua Chunying told a media briefing here.

She said the Chinese hydrological department had informed India about the situation immediately after the landslide and also launched the emergency reporting mechanism.

"Up to October 22, we have provided seven bits of hydrological information and 110 bits of statistics. We also reported the Indian side of the flow of barrier lake," Hua said.

China has resumed sharing of hydrological data on the Brahmaputra from May 15 after a gap of one year. It had stopped sharing the data with India last year soon after the Doklam stand-off, stating that its hydrological stations in Tibet were being upgraded and that the data couldn't be shared.

The data is important for predicting floods in basins of the rivers. Brahmaputra gets severely flooded during monsoon months affecting Northeast India and Bangladesh.

India and China have established Expert Level Mechanism (ELM) in 2006 to discuss various issues related to trans-border rivers.

Under the existing bilateral agreements, China provides hydrological information of Brahmaputra (Yarlung Tsangpo) and Sutlej (Langqen Zangbo) to India during the flood seasons.

As per the arrangement, China provides data of the Brahmaputra river between May 15 and October 15 every year. This year the data sharing was extended due to the barrier lake in the river.

China has been building major dams on the Brahmaputra river to generate electricity. While the dams raised concerns of water shortages in India and Bangladesh, China maintains that its dams were aimed at generating power and not storing water.
