The FAA said on Thursday its preliminary analysis showed the computer outage was caused by a procedural error related to a corrupted data file but did not give specific details about the problem.&nbsp;

In a separate development, Maria Cantwell, a senior aide to the Senate Commerce Committee Chair asked the agency for a briefing by next week on the NOTAM database outage, Reuters reported citing an email. As per the mail, Acting FAA Administrator Billy Nolen on Wednesday had a conference call with airlines advising individual carriers and pilots they could choose whether or not to fly despite the system outage. The mail asked why were airlines put in a position where they could have the option of choosing to operate when the NOTAM system was down. It further pointed out that it appeared the ground stop actually lasted from 7.21 am ET to 10.06 am ET but Buttigieg said it was lifted after 90 minutes. "When Sec. Buttigieg tweeted at approximately 8.50 am that the ground stop had been lifted, was the NOTAM system full operational at that point?" the mail asked.&nbsp;

The Federal Aviation Administration on Wednesday announced that its&nbsp;NOTAM (Notice to Air Missions) system— which alerts pilots and crew to advisories and information for flights— has been fully restored and the ground stop has been lifted, hours after it experienced a major technical glitch.

“Normal air traffic operations are resuming gradually across the US&nbsp;following an overnight outage to the Notice to Air Missions system that provides safety info to flight crews. The ground stop has been lifted,”&nbsp;the agency tweeted.&nbsp;

The agency hasn't provided any information as to what caused the outage to occur. “We continue to look into the cause of the initial problem,” the tweet said.&nbsp;

More than 4,300 flights came to a grinding halt on Wednesday after the Federal Aviation Administration (FAA)— which alerts pilots and other flight personnel about hazards or any changes—experienced a major computer outage.

In an advisory issued in the morning, FAA said that it's NOTAM (Notice to Air Missions) system that&nbsp;alerts pilots and crew to advisories and information for flights had&nbsp;"failed" and&nbsp;it could not give&nbsp;a timeline as to when it would be back.

More than 3,700 flights within, to and out of the U.S. were delayed as of around 8:30 a.m. Wednesday, according to the online flight tracker FlightAware. Nearly 560 flights were listed as cancelled.&nbsp;The FAA then ordered&nbsp;airlines to pause all US&nbsp;Departures until 9 a.m. EST.

The White House denied it as a case of a cyberattack, but President Joe Biden directed the Department of Transportation to investigate the cause of the disruption.

Biden said that he was briefed by Transportation Secretary Pete Buttigieg, who told him they still had not identified what went wrong.

“I just spoke to Buttigieg. They don’t know what the cause is. But I was on the phone with him about 10 minutes,” Biden said. “I told him to report directly to me when they find out. Air traffic can still land safely, just not take off right now. We don’t know what the cause of it is.”

Buttigieg said in a tweet that he is in touch with the FAA and monitoring the situation.

The outage comes due to failure of the Notice to Air Missions (NOTAM) system&nbsp;that alerts pilots and other personnel about airborne issues and delays at airports across the country.

"The FAA is still working to fully restore the Notice to Air Missions system following an outage. While some functions are beginning to come back on line, National Airspace System operations remain limited," the FAA said in another tweet. 
 
"Technicians are currently working to restore the system," the website&nbsp;showed.

FAA told NBC News that it was working to restore the NOTAM system.&nbsp; 
 
"Operations across the National Airspace System are affected," the FAA said.

Talking to MSNBC, Transportation Secretary Pete Buttigieg said that there was no evidence of any "nefarious" causes of the outage. However, he said that at this time it could not be completely ruled out.

What is NOTAM?

The NOTAM system keeps flight crews abreast with information about any changes to airport facilities, hazards and other essential procedures. However, on Wednesday the processing of NOTAM was reportedly "impaired".

How many flights were affected?

As per estimates by flight tracking website Flight Aware, by 7 am US Eastern time (or 12 pm GMT) at least 1,230 flights were delayed. As per the website's data, by the time the system was reset around 2 am on Thursday, more than 9,800 flights had been delayed and around 900 cancelled.

It is pertinent to note that ever since the airport reopened after a COVID-19-induced hiatus in 2021, United Airlines is only flying twice daily to&nbsp;San Francisco and Los Angeles from the airport. According to data, JFK is the busiest New York airport and a major airline only operating a small percentage of flights at the airport is not good for the business.

However, FAA took a measured stance in response to the letter and asserted that it "must consider airspace capacity and runway capacity to assess how changes would affect flights at nearby airports. Any additional slots at JFK would follow the FAA's well-established process of awarding them fairly and to increase competition."

Acting FAA Administrator Billy Nolen said in a letter reviewed by Reuters that AT&amp;T and Verizon want to boost C-Band 5G services around some airports starting in July after previously delaying their rollout.

Concerns that the 5G service could interfere with airplane altimeters, which give data on a plane's height above the ground and are crucial for bad-weather landing, led to disruptions at some US&nbsp;airports earlier this year.

Nolen urged airlines to urgently press ahead with retrofitting radio altimeters, saying "there are no guarantees that all large markets will retain the current (safeguards)."

He warned that as wireless carriers boost signals some "less capable aircraft" may be unable to access certain airports without altimeter retrofits.

Airlines CEOs on Jan. 17 had warned of an impending "catastrophic" aviation crisis that could have grounded almost all traffic because of the 5G deployment.

Under White House pressure, AT&amp;T and Verizon days later in January agreed to delay through July 5 switching on some wireless towers and depowering others near airports just hours before the planned Jan. 19 deployment.

That date, Nolen wrote Wednesday "is rapidly approaching."

In recent months, the FAA has been urging airlines to complete retrofits of some airplane radio altimeters that could face interference from C-Band 5G wireless service by the end of 2022.

The FAA said it is in the early stages of working with AT&amp;T and Verizon "to identify markets where either a new tower or an increase in signal power will cause the least disruption."

Nolen said in three recent rounds of talks, industry officials identified a pathway to retrofit the first two groups of aircraft with the most vulnerable radio altimeters by the end of 2022. Another round of talks are set for Friday.

"We are working toward an equally aggressive schedule that would necessitate the completion of retrofits for the third and largest group in 2023," Nolen said.

He added that "as the situation stands, Verizon and AT&amp;T plan to pursue a full rollout of their networks by the end of 2023."

Another 19 companies "are expected to enter the market during that timeframe, hopefully employing some level of the voluntary mitigations that have enabled our progress so far," he added.

Verizon said it was working with the FAA, Federal Communications Commission (FCC) and aviation industry, and was confident it would achieve "robust deployment of C-Band without significant disruptions to the traveling public."

Airlines for America, an industry trade group representing American Airlines, Delta Air Lines, United Airlines and others, said the industry recognized the need "to implement a permanent solution, while continuing to ensure the highest level of safety."

AT&amp;T did not comment.

Some airlines have raised concerns about paying to retrofit altimeters only to face paying for a replacement in a few years.

Nolen said "without additional action by the FCC to cap transmissions at currently attainable power levels, the prospect of additional disruption remains and we are not in any position to offer assurances."

The world's largest operator of the Boeing 777, Dubai's Emirates, said earlier it would suspend flights to nine US&nbsp;destinations from January&nbsp;19, the planned date for the deployment of 5G wireless services.

Emirates flights to New York's JFK, Los Angeles and Washington DC will continue to operate.

Japan's two major airlines, All Nippon Airways and Japan Airlines, said they would curtail Boeing 777 flights. ANA said it was cancelling or changing the aircraft used on some U.S. flights.

Korean Air Lines said it had switched away from 777s and 747-8s on six US&nbsp;passenger and cargo flights, Taiwan's China Airlines said it would reschedule some flights and Hong Kong's Cathay Pacific Airways said it would deploy different aircraft types if needed.

The airlines said they were acting in response to a notice from Boeing that 5G signals may interfere with the radio altimeter on the 777, leading to restrictions.

A spokesman for Boeing had no immediate comment.

The 777 last year was the second-most used widebody plane on flights to and from US&nbsp;airports with around 210,000 flights, behind only the 767, according to data from FlightRadar24.

Industry sources said Boeing had issued technical advisories noting potential interference, but that flight restrictions were in the hands of the FAA, which has for now limited operations at key airports unless airlines qualify for special approvals.

Radio altimeters give precise readings of the height above the ground on approach and help with automated landings, as well as verifying the jet has landed before allowing reverse thrust.

Air India, which serves four US&nbsp;destinations with Boeing 777s, said those flights would be curtailed or face changes in aircraft type starting from Wednesday.

Singapore Airlines said it had switched the aircraft used on select US&nbsp;routes based on guidance from Boeing and in consultation with its regulators.

The announcement of cancellations came despite the wireless carriers delaying turning on some 5G towers near key airports.

Airline industry sources said the decision had arrived too late to affect complex aircraft and crewing decisions for some Wednesday flights.

British Airways opted to switch aircraft on its daily flight to Los Angeles to an Airbus A380 from the usual Boeing 777 service, two people familiar with the matter told Reuters.

Web tracker Flightradar24 said the A350 may also be used. The radio altimeters on the two Airbus jets have been cleared while the planemaker is still assessing its other models.

The 777 mini-jumbo is a workhorse of the long-haul travel market that remains depressed following COVID-19, while its freighter equivalent has reshaped the aviation route map during the pandemic, according to a spokesperson for Flightradar24.

The FAA said equipment manufacturers should also continue their testing to determine the susceptibility of specific radio altimeters to 5G interference and should explore design changes that could mitigate the effects of interference.
