China has conducted joint naval and air combat drills around the disputed Scarborough Shoal in the South China Sea, further escalating tensions in one of the world's most contested maritime regions.

The exercises, announced by the People's Liberation Army (PLA) Southern Theater Command, were described as a test of combat readiness and a demonstration of China's ability to defend what it calls its maritime rights and interests.

The drills took place around Scarborough Shoal, known as Huangyan Dao in China and Bajo de Masinloc in the Philippines. The reef lies approximately 220 kilometres west of Luzon and falls within the Philippines' Exclusive Economic Zone (EEZ) under international law.

BrahMos CEO &amp; MD&nbsp;A. D. Rane has said they have received "extremely encouraging feedback" on the Indian weapon system and a lot of interest from other regions of the world. Earlier this year, the Philippines started getting deliveries of the BrahMos supersonic cruise missile systems from India as part of a $375 million deal signed in 2022.

Speaking to WION's diplomatic correspondent Sidhant Sibal, Rane shared that the Philippine Marine Corps (PMC) provided "extremely encouraging feedback in terms of our weapon system, training programmes and state-of-the-art facilities," highlighting interest from "the whole of South-East Asia, the Middle East-North Africa (MENA) region, including other African countries and Latin American countries."

WION: Could you please elaborate on the roles and responsibilities you have been assigned after both of your nominations by DRDO as CEO &amp; MD and Dy CEO in BrahMos Aerospace in 2021? What are the achievements within the last two and a half years?

By adopting innovative approaches and newer strategies, within a short span of 2.5 years, we have succeeded in achieving our first mega export defence order worth USD 375 million with the Philippine Armed Forces, an Order for Mobile Coastal Batteries for Indian Navy and one of the biggest contracts from our Indian Navy worth Rs. 20000 Crores (approx).&nbsp;

We have been working diligently to increase our presence in the arms trade and compete with powerhouse nations. BrahMos Aerospace received its first production order from the Indian Navy in 2005 and total cumulative production orders till Dec 2021 stood at the tune of Rs. 24000 Cr. Within two and half years of our stint, we were able to bag production orders worth Rs. 34000 Cr. which includes India’s first mega export order with the Philippines and the largest production orders from the Indian Armed Forces.

In our quest to provide the best possible services for our users, we have also attained an indigenisation level of 83 per cent after successfully flight testing our indigenous seeker, booster, some more materials and components. Following a systematic approach and a renewed push for self-reliance, we empowered our industries to produce major sub-systems which includes boosters, seekers and many smaller components and sub-systems, after successive successful trials, thus further ramping up our indigenisation efforts. By coordinating our production orders with development rates, we have successfully boosted our industries at smaller component and sub-system levels.

Furthermore, within our organisation, we have proactively implemented several new policies aimed at driving the company towards achieving its strategic goals. These policies help in fostering innovation, efficiency, and overall organisational success. WION: A. D. Rane you are the third CEO &amp; MD what has been the history of your association with Brahmos?

A. D. Rane: My association with BrahMos dates long back during the initial conceptualisation phase of the project. To put historically, the strategic need for a precision strike weapon was felt primarily during the Gulf War of 1990s. This led to the signing of an Inter-Governmental Agreement (IGA) between India and Russia in 1998, to design and produce the world’s best supersonic cruise missile system – BRAHMOS. The Supersonic Cruise Missile was the brainchild of world-renowned scientist and Former President Dr A.P.J. Abdul Kalam (Chief of DRDO during that period) and our founder CEO &amp; MD Dr. A. Sivathanu Pillai. I was given the responsibility of developing the procedures, protocols, company structure, etc., to facilitate the quick formation and registration of the company and enable it to begin operations promptly. Within a timeline of three years, together with the collaborative efforts of scientists from JV partners, we were able to successfully test-fire the first BRAHMOS Anti-Ship Missile. The historical breakthrough was achieved through the dedication of technologists from every side. It was an unforgettable moment of pride, where I basked in the feeling of accomplishment and fulfillment that elevated my spirits.

From, 1998-2014, Dr. A.S. WION: How has BRAHMOS proved to be a game-changer and trusted weapon for the Indian Armed Forces?

A. D. Rane: BRAHMOS is a perfect emblem of India’s growing military prowess which has grown from strength to strength over the years and added new capabilities to meet divergent war scenarios. It has proved its prowess in various configurations from land, sea, underwater and air platforms. The weapon has become the mainstay of the Indian Army’s artillery firepower. Similarly, for many of the Navy’s frontline surface ships, BRAHMOS has been deployed as a “prime strike weapon”, as mentioned by the Chief of Naval Staff multiple times. In its sub-sea launch configuration, the supersonic cruise missile is set to increase the Navy’s underwater weapons delivery capability manifold by being armed in the future submarines. Indian Navy is continuously installing BRAHMOS system in all its present and future warships. Indian Army is our major user. We are still fulfilling our commitment of delivering a large order from the Indian Air Force in batches. Last year in June 2023, we celebrated our Silver Jubilee year (25 years completion) together with India’s Chief of Defence Staff (CDS) and the three Service Chiefs. BrahMos received applause and appreciation from CDS for such a formidable weapon system and our dedicated after sales support. CDS in his statement mentioned that, “BRAHMOS is a major success of Aatmanirbharta in Defence, truly a Brahmastra!”

I can say that, today the Government of India has been actively working towards improving the Ease of Doing Business in the country through various initiatives such as the Defence Acquisition Procedure (DAP) and the Defence Production and Export Promotion Policy (DPEPP). These policies by the MoD have a far-reaching impact in Indian defence and aerospace industry. These policies have demonstrated the government’s commitment to creating a conducive environment for businesses, by facilitating smoother processes and fostering innovation and competitiveness. The delivery of the system is an ongoing process as these are contractual timelines and we are fully committed to achieving the delivery as per desired time-frame. WION: There have been demands for the BRAHMOS missile from other countries as well given its extraordinary capabilities. What are your plans with regard to the export of this missile?

A. D. Rane: Whole of South-East-Asian, Middle East-North Africa (MENA region), including other African countries and Latin American countries want the BRAHMOS system and have expressed strong interest in its procurement. A definite list of such countries already exists. We are progressing with our marketing strategy for exporting BRAHMOS to our friendly nations.

WION: Indonesia has shown keen interest in the BRAHMOS system. What is the status of this?

A. D. Rane: BRAHMOS is one of the most sought-after cruise missile system in the world and presently we have received interest from many foreign friendly nations across the world, which includes Indonesia as well. We are in advanced conversation stage with interested countries. We are hopeful to sign our next export contract very soon. BRAHMOS, as a high technology defence product, has great potential of becoming India’s major weapon export in the coming decades.

WION: In what ways have you addressed the challenge of high cost concerns among customer countries and armed forces?

Dr. Sanjeev Joshi: When considering the purchase of the BRAHMOS missile system, high cost should not be seen as a hindrance when it comes to investing in quality, reliability, precision, high-end technology, supersonic speed all through-out flight come with a very low maintenance weapon system. All these parameters mentioned above reduces total cost of ownership of this missiles up to a drastic extent. In addition, the shelf-life of the weapon system makes a major contribution towards the cost of ownership. BRAHMOS is a “hermetically-sealed” missile. The Indian Armed Forces are still using missiles of the 2005/7 vintage with great efficiency. Our customers and interested buyers very-well know the above mentioned facts along with the capabilities of the weapon system, and its role in enhancing the country’s defence and that's why when they are going to choose a weapon system, they will analysis it based on these critical parameters and freeze their decision to choose BRAHMOS.

Furthermore, BRAHMOS missile is highly manoeuvrable and is the fastest supersonic cruise missile in the world. Speed significantly matters in war scenario. At a speed of 2.8 Mach, BRAHMOS takes approx. 5 minutes to reach its target at 290-km, while others take somewhere around 15-20 minutes, making them vulnerable to be intercepted. Therefore, with its rapid speed, BRAHMOS is better equipped for penetrating targets faster than other lighter subsonic cruise missiles and can be used to hit both land and sea targets. The recent successful export order and our orders with the Indian Armed Forces are self-explanatory. All these factors showcases that BRAHMOS is a cost-effective and a very powerful weapon system with low overall cost of ownership.

WION: Considering the complex nature of the defence ecosystem and supply chain, what are your expectations regarding industry performance?

Dr. Sanjeev Joshi: As the defence ecosystem and supply chain are highly intricate and interconnected, my expectations from industry professionals includes a strong commitment to increase their capacity to produce more number of components and sub-systems by investing more. It is crucial for all stakeholders in the ecosystem to communicate effectively and work together towards achieving common goals. Our industry players should prioritise innovation and investment, together with high level of flexibility and agility within the supply chain, to adapt quickly and stay ahead in the competition. The Philippine foreign minister on Monday demanded in an expletive-laced message on Twitter that China's vessels get out of disputed waters, marking the latest exchange in a war of words with Beijing over its activities in the South China Sea.

As of April 26, the Philippines had filed 78 diplomatic protests to China since President Rodrigo Duterte took office in 2016, foreign ministry data shows.

"Our statements are stronger too because of the more brazen nature of the activities, the number, frequency and proximity of intrusions," Marie Yvette Banzon-Abalos, executive director for strategic communications at the foreign ministry, said.

Duterte for the most part has pursued warmer ties with China in exchange for Beijing's promises of billions of dollars in investment, aid, and loans.

While the Philippine leader still considers China "a good friend", he said last week: "There are things that are not really subject to a compromise."

The escalating feud between Manila and Beijing started after more than 200 Chinese vessels suspected by Philippine authorities to be operated by militias were spotted in early March at Whitsun Reef.

The Philippine government demanded the vessels leave, then deployed coast guard vessels to the area. China said it owns the reef and the Chinese vessels were sheltering from rough seas.

Many of the Chinese vessels have left Whitsun, about 175 nautical miles (325 kilometers) west of the Philippine province of Palawan, but several have remained moored in the area, part of a shallow atoll partly occupied by China and Vietnam.

The Philippine government says the reef is within an internationally recognised offshore zone where Manila has exclusive rights to exploit fisheries, oil, gas and other resources.

The United States has said it will stand by the Philippines amid the territorial disputes.

In a development that has raised many eyebrows, the US Navy&nbsp;ship USS John Paul Jones, which is part of the US Seventh Fleet, has violated the exclusive economic zones (EEZs) of India and Maldives by its "freedom of navigation operation (“FONOP”).

Under the 1982 United Nations Convention on the Law of the Sea (UNCLOS)&nbsp;EEZ is an area 200 nautical miles from the coast line of any country.

Under the UNCLOS, countries have sovereign rights such as the right to use resources in that area.

A US Navy release said the ship "asserted navigational rights and freedoms...inside India’s exclusive economic zone, without requesting India’s prior consent, consistent with international law."

The release specifically&nbsp;mentioned that the ship passed 130 nautical miles west of the Lakshadweep Islands and by its freedom of navigation operation, the US upheld the "rights, freedoms, and lawful uses of the sea recognised in international law by challenging India’s excessive maritime claims."

Under Indian domestic laws, prior consent for military exercises or maneuvres in the exclusive economic zone or continental shelf is required, and by current action, the US has violated it.

While the US is not violative of international laws under UNCLOS, which doesn't give full rights over EEZ, interestingly Washington is not a signatory to UNCLOS. It is in fact the only permanent member of United Nations Security Council (UNSC) which is a non-party to it.&nbsp;

The development comes even as US climate envoy John Kerry was in India, with the release of US Navy being issued on 7th April.

No reaction has come from India so far, with WION even reaching out to the Pentagon for a reaction. What is perplexing is that US-India ties have been marked by much warmth, both being part of Quad and backers of Indo-Pacific vision.

In fact, days from now, Indian Prime Minister Narendra Modi will be participating in the climate virtual summit being hosted by US President Joe Biden.&nbsp;

A similar statement was issued for Maldives, with the US saying, "USS John Paul Jones asserted navigational rights and freedoms in the vicinity of the Republic of the Maldives" by conducting "innocent passage through its territorial sea and normal operations within its exclusive economic zone without requesting prior permission".

Amid the pandemic year, the Coast Guard has been deploying 50 ships and 12 aircraft every day to maintain vigil within India’s Exclusive Economic Zone(EEZ), which is approximately over 2.3 million square kms.

The Coast Guard’s actions at sea enabled seizure of contraband worth about ₹ 1,500 Crore and apprehension of more than 10 foreign fishing boats with 80 miscreants illegally operating in the Indian EEZ in the bygone year.&nbsp;

6,000 fishing boats with about 40,000 fishermen were escorted to safe harbours during the passage of 11 cyclones in the previous year, this is in line with the ICG’s ‘Preventive and Measured Response’&nbsp;stance of operations introduced around 2019.&nbsp;

Some of the highlights of the bygone year have been - dousing a raging fire onboard the 333 M long Very Large Crude Carrier MT New Diamond with about 3 Lakh Metric Tonnes of crude oil off Sri Lanka, thereby averting a major ecological disaster.&nbsp;

In addition to this, ICG also provided Pollution Response assistance to Mauritius during the grounding of Merchant Vessel Wakashio and provided 30Tons of Pollution Response equipment, besides training.&nbsp;

India-Maldives ties have seen a comeback with New Delhi reaching out to the Indian Ocean island country and the latter in turn reaffirming India first policy. But jog back to two years, and the situation was of major concern.

On February 05, 2018, the then President of Maldives Abdulla Yameen, whose closeness with China was well known had declared a state of nation-wide emergency after the Supreme Court overturned criminal convictions against nine major opposition figures. Then the purge started, with rounding up of opposition figures. Those put behind bars included Yameen’s own half-brother former illustrious President of the country, Maumoon Gayoom.

Next 10 months were all about reversing the freedoms in the country and, in terms of foreign policy, demolishing the Maldives-India relationship. Tearing the ‘India First’ policy, Yameen attempted to de-couple India from the Maldives, in all spheres.&nbsp;

Recalling Yameen’s tenure, it was undoubtedly the lowest point in the Maldives-India bilateral relationship. China had made inroads into almost all aspects of Maldivian government, tourism and economy, both private and public sectors.&nbsp;

The Maldives China Free Trade Agreement was rammed through the Parliament or People's Majlis became the symbol of the larger ties between Yameen administration and China. Interestingly, Yameen’s government left no records of the plethora of illegal deals undertaken with shady front companies of Beijing.&nbsp;

Yameen had also broken Maldives’ ties with the Commonwealth, distanced the country from its major donors USA, Australia, Japan and the EU. &nbsp;What is perhaps unknown is the increase in drug flow through the Maldivian Exclusive Economic Zone (EEZ) on Pakistani dhows spiking during this period. His administration had also suspended established joint protocols for keeping the EEZ secure from illicit activities.

Yameen era from 2013 to 2018 witnessed the rise of radicalised elements within Maldivian society as street gangs and ultra-religious elements held sway over society, a cause of worry given the geo-strategic location of the country.&nbsp;

The elections saw new dispensation led by President Ibu Solih of the Maldivian Democratic Party taking charge in November 2018. Indian Prime minister was present at his oath-taking ceremony, taking a six-hour flight to capital Malé. Solih in his first overseas visit paid a state visit to India in December of 2018 during which India announced $1.4 billion financial assistance package.&nbsp;

Last year Indian prime minister Narendra Modi visited the country, the first country he visited during his 2nd terms as PM. During the visit, he addressed the Parliament of the country and talked about a number of things including connectivity. He announced a ferry service that will connect India with the Maldives, and the project was implemented just last month.&nbsp;

The cargo ferry from Kochi to Kulhudhufushi/ Malé will increase economic activity in Northern Maldives. The vessel which is used for ferry service can carry 380 TEUs and 3000 MT on bulk cargo and has refrigerated containers. The Cargo service will open the large India market for Tuna exporters of Maldives and will further provide a springboard to Europe through Cochin and Tuticorin ports. Cochin Port has weekly connectivity to Europe through a 6500 TEU vessel.

The Maldivian economy, highly dependent on tourism from EU, Russia and India, has been hugely impacted by the COVID Crisis. For this India announced $250 million budgetary support last month, which was lauded by Maldives Foreign Minister Abdulla Shahid during his United Nations General Assembly speech on Tuesday.

He said,"I thank all our partners who have generously extended financial, material and technical support during this crisis, even when they themselves are going through challenging times."

Adding, "One such example is India. The recent budget support of 250 million US dollars, was the single largest financial assistance from a donor during this pandemic."

India has been the first responder to all emergencies in the Maldives, be it the 1988 attempted coup d’état, 2004 tsunami, 2014 water crisis, or 2020 covid crisis.

Amidst the COVID crisis, India has reached out to the Maldives in a number of ways including by sending a rapid response team of doctors and specialists, a consignment of 5.5 tons of essential medicines, followed by more consignments &amp; 580 tons of food aid including foodgrains, onions, etc in May. Also, approximately 500 Maldivians in 8 batches of Maldivian patients have travelled to India in the past few weeks.

Meanwhile, new Solih administration was quick to reach out to the world. Maldives re-joined the Commonwealth in 2020 with India’s support, bilateral relations with Japan, Australia and the EU were restored and the ‘India First’ policy was reinstated. &nbsp;The country also finalized a long-pending defence cooperation agreement with the USA.

But there seems to be anxiousness about it in Beijing, given the commentary by Chinese government mouthpiece Global Times. From labelling Indian assistance to the Maldives as ‘politically motivated’, to terming the Maldives-US defence agreement as a ‘threat to India’, China's angst is clearly reflected in the malicious columns of the Global Times.&nbsp;

Interestingly, Yameen’s government left no records of the plethora of illegal deals undertaken with shady front companies of Beijing. Yameen had also broken Maldives’ ties with the Commonwealth, distanced the country from its major donors USA, Australia, Japan and the EU. What is perhaps unknown is the increase in drug flow through the Maldivian Exclusive Economic Zone (EEZ) on Pakistani dhows spiking during this period. His administration had also suspended established joint protocols for keeping the EEZ secure from illicit activities. Yameen era from 2013 to 2018 witnessed the rise of radicalised elements within Maldivian society as street gangs and ultra-religious elements held sway over society, a cause of worry given the geo-strategic location of the country. The elections saw new dispensation led by President Ibu Solih of the Maldivian Democratic Party taking charge in November 2018. Indian Prime minister was present at his oath-taking ceremony, taking a six-hour flight to capital Malé. Solih in his first overseas visit paid a state visit to India in December of 2018 during which India announced $1.4 billion financial assistance package. China has again intruded in Vietnam's exclusive economic zone(EEZ), the third major intrusion this year.
