According to NDTV, Finance Secretary Somanathan, who leads the committee assigned with the review, mentioned that they had concluded consultations with all relevant parties and added that their report would be submitted shortly. The proposed changes aim to ensure that employees receive a minimum of 40 to 45 per cent of their last salary.

As the&nbsp;elections inch&nbsp;closer, political pressure is mounting on the Finance Ministry to announce the 8th Pay Commission, irrespective of the upcoming state poll results. <o:p></o:p>

The Jammu and Kashmir government has established&nbsp;a special initiative for the first time for the youth of the union territory. The initiative called ''Mission Youth'' will benefit more than 50,000 youngsters&nbsp;in different streams.&nbsp;

The motive behind this is to engage the youngsters of the union territory&nbsp;from developing their skills to training them for starting their own ventures. This initiative will also work in sports activities where more than 20,000 youth will&nbsp;be engaged&nbsp;and trained in various sports to become professionals.&nbsp;

''Under mission youth we are working under five-six major parameters, one is skill development. We have rolled out 98 courses for the youth. They are linked with employment. Second&nbsp;is sports, we want youth to take sports as a profession. We are engaging 20,000 youth in sports and different activities. We are holding counselling&nbsp;centres for youth. Scholarships for women have been rolled out — super 75 scholarship&nbsp;under the guidance of LG Manoj Sinha where we provide INR 100,000 to each girl student to pursue&nbsp;further studies. We are also going to coach students for different competitive exams,'' said Shahid Chaudhary, Director, Mission Youth.

In the Mission Youth, special schemes and scholarships have been rolled out specially for women. Female students wanting to pursue post-graduate courses will be helped with around INR 100,000 worth of scholarships and&nbsp;many skill development courses have also been introduced for women.&nbsp;

''The performance of women&nbsp;has been low and when we launched these schemes the first few ones were only for women. We want at least&nbsp;50 per cent of women participation. We are engaging 20,000 in sports only, self-employment for 50,000 youth in collaboration with JK bank,'' Chaudhary explained.

Young people of the valley have appreciated this move by the government. They say it will help many unemployed youngsters to find a path for deciding their careers and also take them away from social evils such as drug addiction.&nbsp;

"First of all, I would like to appreciate this move by the government of Jammu and Kashmir. It was very much required. Mission youth has funding of around 600 crores, and I recently saw 75 students will get scholarships for the courses, youth engagement schemes are there in it. We have nothing to do otherwise and this initiative will give a boost to the youth in sectors like entrepreneurship etc. They should take more such initiatives for the young, otherwise, we have seen young people going towards drugs and other social evils," said Mir Khubaib, a youngster in the valley.&nbsp;

Some youngsters even say that it's the first time the government has thought about young people. However, they appreciated the efforts made by the LG Manoj Sinha.&nbsp;

"It's the first time in seven decades that something has happened so it's really fabulous that they are delivering on ground. If we see in departments it used to be extremely difficult to get a loan but with these schemes it would be helpful. Youth can get engaged in recreational initiatives. Mission Youth is a great initiative and the officer leading is also good. In Srinagar downtown area, 99 per cent are not government employees and they used to face a lot of issues in getting loans. Youth were demanding something should be done and this is something great LG Manoj Sinha has done for the people of Kashmir. The main reason behind drug addiction is unemployment and with these initiatives, we can involve these youth in something constructive,"&nbsp;said Aqib Renzu, a youth activist.&nbsp;

Youngsters from downtown, however, say that they have been neglected always but hope this scheme will benefit them too.&nbsp;

''This is a great initiative, mission youth for the young. I am from the downtown area of Srinagar and we have been neglected for a very long time and now for the first time we are seeing some hope. I appreciate this. Inshallah it will be a great platform,'' said Tabish Abbas Pathan, a local youngster.&nbsp;

The scheme, if implemented, properly across the union territory can really bring a major change across the Valley.&nbsp;

A government release said the Union Cabinet chaired by the Prime Minister has given its approval for creation of National Recruitment Agency (NRA), paving the way for a "transformational reform in the recruitment process for central government jobs."

"A multi-agency body called the National Recruitment Agency (NRA) will conduct a Common Eligibility Test (CET) to screen/shortlist candidates for the Group B and C (non-technical) posts. NRA will have representatives of Ministry of Railways, Ministry of Finance/Department of Financial Services, the SSC, RRB &amp; IBPS. It is envisioned that the NRA would be a specialist body bringing the state-of-the-art technology and best practices to the field of Central Government recruitment," the release said.

It highlighted that NRA shall conduct a separate CET each for the three levels of graduate, higher secondary (12th pass) and the matriculate (10th pass) candidates for those non-technical posts to which recruitment is presently carried out by the Staff Selection Commission (SSC), the Railway Recruitment Boards (RRBs) and by the Institute of Banking Personnel Selection (IBPS).

"Based on the screening done at the CET score level, final selection for recruitment shall be made through separate specialised Tiers (II, III etc) of examination which shall be conducted by the respective recruitment agencies. The curriculum for this test would be common as would be the standard. This would greatly ease the burden of candidates who are at present required to prepare for each of the examinations separately as per different curriculum," the release stated.

According to the release, candidates would have the facility of registering on a common portal and give a choice of Centres. "Based on availability, they would be allotted Centres. The ultimate aim is to reach a stage wherein candidates can schedule their own tests at Centres of their choice."

The CET would be available in a number of languages, it said while adding that this would greatly facilitate people from different parts of the country to take the exam and have an equal opportunity of being selected.

The release emphasised that a single eligibility test would significantly reduce the recruitment cycle. "Some departments have indicated their intention to do away with any second level test and go ahead with recruitment on the basis of CET scores, Physical Tests and Medical examination. This would greatly reduce the cycle and benefit a large section of youth."

"The government has sanctioned a sum of Rs 1517.57 crore for the National Recruitment Agency. The expenditure will be undertaken over a period of three years. Apart from setting up the NRA, costs will be incurred for setting up examination infrastructure in the 117 Aspirational Districts," it said.

In a bid to spur investment and create new employment opportunities, Prime Minister Narendra Modi on Wednesday set up two Cabinet committees to deal with the two crucial issues.

The employability levels of B.Tech/B.E have increased across all the sectors, touching a new high of 63.11 per cent, which remained at 42.08 last year.

However, the employability levels of MBA and polytechnic stand low between 47.18 per cent and 45.90 per cent.

Despite the lack of renowned institutions like IITs/IIMs, the growth trend can be seen in tier II and tier III cities.

Further, the report stated that Andhra Pradesh is one of the preferred hiring destinations in India, which offers equal space to both male and female workers.

The students from ITIs, polytechnic and engineering colleges are identified and ranked for their top skills, including work ethics, verbal communication, analytical and critical thinking, problem-solving, interpersonal skills, written communication skills.

"The increase in employability in Andhra Pradesh is a good sign for the market. But we have a long way to go and entire ecosystem should focus on bridging the employability gaps, enhancing the talent pool thus taking measures from school level to professional level focusing on learning," said Founder and CEO - Wheebox, Nirmal Singh.

"Educational institutes should work on the skills of students and they should be given a proper platform to explore and develop their skills as it would help them to follow a right direction towards their career," he added.

The India Skills Report 2019 further held that around 70 per cent of the youth face problem due to lack of professional guidance in finding desirable jobs that worth their skills.&nbsp;

The report also highlights the fact that from FMCG to startups, every industry offers paid or unpaid internship programmes to youth.

According to the report, a small percentage of students in all states have done at least one internship in the past twelve months.

Another insight from the report shows that 80 per cent of assessed candidates are willing to explore internship opportunities as they believe that it would assist them in getting employed in reputed firms, whereas 85 per cent candidates feel they lack proper information or guidance to take a thought-out career decision.

For the employability test, the team reached out to more than 3 lakh students across 29 States and 7 Union Territories.

Moreover, the key sectors for hiring employees are artificial intelligence, design, analytics, research and development.

The report also says that apart from domain expertise and skills, organisations usually prefer to hire those candidates who possess better communication skills and are willing to learn and adapt to changing business environment.

Around 60 per cent recruiters feel that the right candidates are not available as many of them don't meet the required skills.

The survey was conducted jointly by Wheebox, PeopleStrong, Confederation of Indian Industry (CII), and supported and backed by All India Council for Technical Education (AICTE), United Nations Development Programme (UNDP) and Association of Indian Universities (AIU).

"Around 14 crore loans were disbursed across the country under this (Mudra) scheme. Out of these, 40 lakh loans were given to the youth of Gujarat. In the last four years, loans worth&nbsp;Rs.&nbsp;7 lakh crore were disbursed under this scheme," PM Modi said in his speech.

"Out of all those who took loans under Mudra, over 3.5 crore youth were first-time entrepreneurs, as they have chosen the path of self-employment for the first time. Today, there exist unprecedented employment as well as entrepreneurial opportunities in the country," the prime minister said.

The prime minister said his government has been taking many steps to strengthen the gems and jewellery sector, as it is a significant generator of employment and a key contributor to the exports.

Referring to the "Main Nahin Hum" portal and app launched on Wednesday, PM Modi urged the company and its employees to dedicate some time for social causes.

He appealed that&nbsp;Dholakia and his company to set themselves a target of making at least 100 villages "digital" by 2022.

The Prime Minister will be visiting Gujarat on October 31 to dedicate the Statue of Unity of Sardar Vallabhbhai Patel, PM Modi said. "The biggest Diwali for Gujarat will be on October 31, when the Statue of Unity will be dedicated to the nation," he said.

Modi addressed the employees of Hari Krishna Exports, a prominent Surat-based diamond processing-exporting firm, through video conference from Delhi.

The company, led by Savji Dholakia, gifted 600 cars to its employees Thursday as Diwali bonus at an event named as 'Hari Krishna Skill India Incentive Ceremony'.

"Around 14 crore loans were disbursed across the country under this (Mudra) scheme. Out of these, 40 lakh loans were given to the youth of Gujarat. In the last four years, loans worth Rs 7 lakh crore were disbursed under this scheme," Modi said in his speech.

"Out of all those who took loans under Mudra, over 3.5 crore youth were first-time entrepreneurs, as they have chosen the path of self-employment for the first time. Today, there exist unprecedented employment as well as entrepreneurial opportunities in the country," the prime minister said.

India needs to create 8.1 million jobs a year to maintain its employment rate, said a World Bank report which projected the country's growth to accelerate to 7.3 per cent in the current financial year.

It has projected the growth rate to increase further to 7.5 per cent in the following two years.

The report also said that India has recovered from the withdrawal of large denomination bank notes in November 2016 and Goods and Services Tax (GST), rolled out on July 1, 2017.

In its twice-a-year South Asia Economic Focus (SAEF) titled 'Jobless Growth?', the bank also said that the area has regained its lead as the fastest growing region in the world, supported by recovery in India.&nbsp

"Growth is expected to accelerate from 6.7 in 2017 to 7.3 per cent in 2018 and to subsequently stabilise supported by a sustained recovery in private investment and private consumption," it said, referring to India.&nbsp

The report projected the country's growth to further accelerate to 7.5 per cent in 2019-20 and 2020-21 and suggested that New Delhi should strive to accelerate investments and exports to take advantage of the recovery in global growth.&nbsp

"Every month, the working age increases by 1.3 million people and India must create 8.1 million jobs a year to maintain its employment rate, which has been declining based on employment data analyzed from 2005 to 2015, largely due to women leaving the job market," it said.

SAEF finds that the South Asia region could even extend its lead over East Asia and the Pacific.&nbsp

Much of the progress, however, is driven by India's growth rebound and is not consistent across countries. Despite accelerating global growth and trade, exports remain weak. Progress on fiscal consolidation is slow, and deficits are high.

The report argues that growth alone will not be enough to attain the higher employment rates enjoyed by other developing countries, especially among women.&nbsp

More than 1.8 million young people will reach working age every month in South Asia through 2025 and the good news is that economic growth is creating jobs in the region,&nbspsaid Martin Rama, World Bank South Asia Region Chief Economist.

But providing opportunities to these young entrants while attracting more women into the labour market, will require generating even more jobs for every point of economic growth, Rama added.

Indian Railways, the country's biggest public sector employer,&nbsp;will be conducting online examination for filling up its vacancies.

Over 2.8 crore people have enrolled for the examinations that have nearly 90,000 jobs on offer.

The number of applicants is expected to rise further before the last day of the application ends on Saturday.

The government may also offer 20,000 more jobs in the coming month.

The applications were invited for the posts of assistant loco pilots (train drivers), technicians, carpenters and crane drivers among others in Level 2 of the 7th Pay Commission. Other vacancies include posts for&nbsp;gangmen, switchmen, trackmen, cabinmen, welders, helpers and porters in Level 1 of the 7th pay panel.

The massive recruitment in the railway's sector is seen as Union Railway Minister Piyush Goyal's bid to strengthen and expand the&nbsp;size of the railway sector in the country. The move is also seen as&nbsp;the government's attempt to fulfil its&nbsp;promise of creating more jobs in the country
