Ruidoso Downs has a population of over 2,400 and at least two people there are being treated for injuries, as per officials.

Gov. Michelle Lujan Grisham, while declaring a state of emergency for Lincoln County and the Mescalero Apache Reservation, said, "We are deploying every available resource to control these wildfires."

The governor has also dispatched the National Guard to assist the fire-containing efforts.

<h2>'Extreme fire behaviour'</h2>

According to New Mexico State Forester Laura McCarthy, they have observed "extreme fire behaviour" in the region, with the fire picking up speed again on Tuesday.

McCarthy said the weather is expected to change, which may affect the fires in a significant way, both for good and bad. Associated Press (AP) reported that the state shelters were stressed as 5,600 migrant families or 20,000 people, have arrived in Massachusetts. This is 80 per cent higher than just 3,100 families a year ago.&nbsp;

The migrants include children, pregnant women as well as infants. Healey informed that around 50 migrant families have arrived in the state shelters in the past 48 hours alone, further stretching the state’s shelter infrastructure.

“It's exponentially more than our state has ever served in our emergency assistance programme,” Gov. Maura Healey was quoted as saying by AP.

<h2>Gov. Healey calls on federal govt for help</h2>

“Our new arrivals are most eager to work. The last thing they want is to be dependent,” the governor wrote in a letter to the US Secretary of Homeland Security Alejandro Mayorkas.

Additionally, a new initiative has been introduced by the state to establish a migrant relief fund aimed at raising funds to provide assistance to migrants.

The contributions collected will be allocated to cover a wide spectrum of necessities and services for migrants. These include provisions such as food, clothing, diapers, and transportation, as well as essential services like health screenings, translation assistance, legal guidance, and English language classes.

<h2>Conservative groups in attacking mode</h2>

Paul Diego Craney, representing the Massachusetts Fiscal Alliance, a conservative group, called on Gov. Healey and state legislators to revoke the state's right-to-shelter policy.

“Perhaps it is time for the governor to take a trip to the southern border to see firsthand the open southern border crisis,” he said in a statement.

Geoff Beckwith, the executive director of the Massachusetts Municipal Association, highlighted that over 80 cities and towns within the state have already experienced the impact of incoming migrants and have shown support for the emergency declaration.

US support

The United States expressed its support for Moreno's government Friday.

"We recognize the difficult decisions that the Government of Ecuador has taken to advance good governance and promote sustainable economic growth," Secretary of State Mike Pompeo said in a statement.

"We are aware and monitoring claims of external actor involvement in these demonstrations," Pompeo said.

Struggling to deal with an economic crisis, Moreno has accused his predecessor and ex-ally Rafael Correa along with Venezuelan President Nicolas Maduro of an "attempted coup d'etat" using indigenous groups.

"Use of those additional federal funds for the construction of a border wall is contrary to Congress's intent in violation of the US Constitution, including the Presentment Clause and Appropriations Clause," the complaint said.

It added that Trump had "veered the country toward a constitutional crisis of his own making."

"Congress has repeatedly rebuffed the president's insistence to fund a border wall, recently resulting in a record 35-day partial government shutdown over the border wall dispute," the document read.

"After the government reopened, Congress approved, and the president signed into law, a $1.375 billion appropriation for fencing along the southern border, but Congress made clear that funding could not be used to build President Trump's proposed border wall."

The complaint added that the Department of Homeland Security had violated the National Environmental Policy Act by failing to evaluate the environmental impact of the wall in California and New Mexico.
