<p>The report noted that India stands third in the millionaire migration globally after China and the United Kingdom.</p>

<p>"While India loses thousands of millionaires each year, with many migrating to the UAE, concerns over the outflows may well be mitigated as with wealth growth of 85% over the past decade, the country continues to produce far more new high-net-worth individuals than it loses to emigration," the report states. &nbsp;&nbsp;</p>

<p>It said that the outflows were not a matter of concern for India as it continues to produce far more new High-Net-Worth Individuals (HNWIs) than it loses to emigration.</p>

<p>Adding to the series of hoax call incidents hitting the national capital, a Dubai-bound plane that was scheduled to take off from Delhi received a bomb threat via email, police said on Tuesday.</p>

<p>According to the Delhi Police, the bomb threat was received on Monday at 9:35 am.</p>

<p>"On June 17 at 9:35 am, an email was received in the Delhi International Airport Limited (DIAL) office, IGI Airport with the threat of a bomb inside a Delhi to Dubai flight," the police said.</p>

<p>They further informed that, after receiving the threat, necessary legal action was taken and nothing suspicious was found.</p>

<p>Last week, several museums in Delhi received bomb threats, which later turned out to be bogus, the police said.</p>

<p>The first phase of the Work Bundle platform was launched in April in Dubai only.&nbsp;</p>

<p>“The initial launch of the Work Bundle platform witnessed a strong response from companies,” said Khalil Khoori, undersecretary for Human Resources Affairs at the Ministry of Human Resources and Emiratisation.</p>

<p>Now, the service has been rolled out in all seven Emirates. The new platform will cater to 600,000 companies and more than seven million workers in the country and abroad.</p>

<p>One major factor, it says, is the "emirate's inconsistent responses to requests from foreign authorities for help arresting and extraditing fugitives."</p>

<p>"The presence of extradition agreements between nations are not necessarily key to whether or not people are extradited," said Stirling.</p>

<p>According to Sauod Abdulaziz Almutawa, an officer from Dubai police’s anti-money laundering department, "What matters is what Dubai wants in return and whether that nation has something they want enough to barter."</p>

<p>Emirate's justice system, as per Jodi Vittori, a Georgetown University professor studying corruption and illicit finance, is 'a black hole'.</p>

<p>"It is unclear why the UAE will work with some law enforcement in some cases to arrest criminals located in the UAE and in other cases, they do not," she told OCCRP adding, "In many ways, the UAE is a law enforcement black hole."</p>
