But he will allow more separated families to join the class-action lawsuit after a report released in January by the U.S. Department of Health and Human Services' Inspector General, which identified potentially thousands more families that had been separated as early as July 1, 2017. The administration's "zero tolerance" policy did not take effect until May 2018.

"The hallmark of a civilized society is measured by how it treats its people and those within its borders," Sabraw said in his ruling.

Sabraw said that report was "a significant development in this case" and its contents "are undisputed."

The Justice Department did not immediately respond to calls for comment.

"We're gonna take care," Trump said. "We couldn't get here fast enough ... I wanted to come the day it happened."

Trump administration officials have not made any new plans to send a team to China for face-to-face trade talks although there is much work left to be done to reach a deal, White House trade adviser Clete Willems said on Friday.

US Ambassador to China Terry Branstad told The Wall Street Journal on Friday that Washington and Beijing have yet to set a date for Trump to meet with Chinese President Xi Jinping - a sign that neither side sees a deal as imminent.

Kudlow said the emerging deal would provide "an end to the theft of intellectual property" through forced technology transfers and hacking of computer networks.

"We will get substantially lower tariffs, or maybe an end to tariffs on cars, commodities, agriculture, industrial supplies. We will get an enforcement procedure," he said.

"If the deal doesn't work for the United States, and our long-term interests, whether it's technology, IP, theft, enforcement, commodities, tariffs ... then it’s not our deal."

Mr. Hasanbeygi warned that FATF would be the vehicle that the country’s detractors would use to gain access to the workings of Iran's banking and economic system and its flows of funds.

As a result, Iran is at a crossroads more because of the application of a rules-based international and multilateral system than the coercion of punitive sanctions imposed by a world power. In reality, Iran is emerging as a litmus test of the effectiveness of varying forms of global governance.

If Iran “does not comply with the FATF regulations, the whole Iranian banking system could become thoroughly isolated&nbsp;from the global financial system. Iran and North Korea highlight pitfalls of Trump’s ‘maximum pressure’ strategy

US&nbsp;President Donald Trump said on Friday he would be disappointed if Pyongyang were to resume weapons testing and reiterated his belief in his good relationship with North Korean leader Kim Jong Un despite the collapse last week of their second summit.

"I would be surprised in a negative way if he did anything that was not per our understanding. But we'll see what happens," Trump told reporters at the White House. "I would be very disappointed if I saw testing."

Trump's comments came after two US think tanks and Seoul's spy agency said this week that North Korea was rebuilding a rocket launch site at Sohae in the west of the country.

There have also been reports from South Korea's intelligence service of new activity at a factory at Sanumdong near Pyongyang that produced North Korea's first intercontinental ballistic missiles capable of reaching the United States.

On Friday, US National Public Radio quoted experts from California's Middlebury Institute of International Studies as saying that satellite images of Sanumdong taken on February 22 and on Friday suggested North Korea could be preparing to launch a missile or a space rocket.

One of the experts, Jeffrey Lewis, told Reuters the activity at the two sites was "probably connected." NPR said the February 22 photos showed cars, trucks, rail cars and two cranes at Sanumdong, while in those taken on Friday, the activity had died down and one of the cranes had disappeared.

Other experts, including Joel Wit at 38 North and Michael Elleman of the International Institute for Strategic Studies considered the conclusion speculative.

"In the past there have been multiple reports about activity at this place that turned out to be false alarms," Wit said, referring to Sanumdong. "It could either be preparation for an eventual launch or not."

The White House and the Pentagon did not immediately respond to requests for comment. The State Department declined to comment.

North Korea has frozen nuclear and missile testing since 2017, and Trump has pointed to this as a positive outcome from nearly a year of high-level engagement with North Korea.

Sohae has been used in the past to test missile engines and to launch rockets that US officials say have helped the development of North Korea's weapons programs. A senior U.S. State Department official said on Thursday that any launch from there would be "inconsistent" with North Korean commitments.

Kim pledged at a first summit with Trump in Singapore in June that the engine test site and launch platform at Sohae would be dismantled. He repeated the pledge in a summit with the South Korean president in September.

Would be surprised in 'negative way' if Kim resumed nuclear testing: Donald Trump

The Pentagon has not received any order from President Donald Trump to withdraw troops from war-torn Afghanistan, a top US commander said Thursday.

"We've not--congressman, we've not been directed to withdraw (troops from Afghanistan), and there are no orders to withdraw anything," Commander of the US Central Command, General Joseph Votel told members of the House Armed Services Committee during a Congressional hearing.

Trump had in December last year announced that the US would pull troops from Afghanistan.

General Votel said his advice is that any decision to reduce forces in Afghanistan should be done in full consultation with its coalition partners, and of course the government of Afghanistan.

"It should pivot off political progress and the reconciliation process," he said, responding to questions from lawmakers on news reports about a timeline of withdrawal of troops from this war-ravaged country.

The US General said any drawdown or withdrawal of troops from Afghanistan should be based on conditions on the ground and the progress in the political process as well.&nbsp;

A high-level US team led by Special Representatives Zalmay Khalilzad is currently holding talks with the Taliban representatives in Qatar's capital, Doha.

"Khalilzad's efforts are really focused on developing a framework that can lead to inter-Afghan discussions," Gen Votel said, adding that this involves overcoming some obstacles that, right now, are preventing the Taliban from talking to the government of Afghanistan.&nbsp;

"But Khalilzad is working through those issues. Once those inter-Afghan discussions are commenced, then I think we will have the opportunity to address the issues that you are talking about directly," he said when Congresswoman Debra Haaland asked if he can tell how the framework addresses the rights of women in Afghanistan and how women were being included in the negotiation process.&nbsp;

The US Commander said that the US and the Taliban are in the very early in the process of talks.&nbsp;

"There have been no agreements from either side. We have not given anything up and they have not given anything up," he said, adding that the US and Special Representatives Khalilzad is not leaving out the democratically-elected government of Afghanistan in the process.

Winning in Afghanistan, the general described means a negotiated settlement between the government of Afghanistan and the Taliban, and safeguarding US national interests.

"Particularly ensuring that this country, this region can't be used to attack our homeland. So that would have to be satisfied as part of an overall agreement here in terms of that and I think is a lot of the nuance of the ongoing discussions that are taking are taking place right now," Gen Votel said.

He also advocated the need to have a sustained presence of the US in Afghanistan.&nbsp;

Once those inter-Afghan discussions are commenced, then I think we will have the opportunity to address the issues that you are talking about directly," he said when Congresswoman Debra Haaland asked if he can tell how the framework addresses the rights of women in Afghanistan and how women were being included in the negotiation process. The US Commander said that the US and the Taliban are in the very early in the process of talks. "There have been no agreements from either side. We have not given anything up and they have not given anything up," he said, adding that the US and Special Representatives Khalilzad is not leaving out the democratically-elected government of Afghanistan in the process. "Particularly ensuring that this country, this region can't be used to attack our homeland. "You’re getting in trouble because you work for me, you're getting reimbursed," Giuliani said. "You're getting in trouble for your own stuff, I can't reimburse you."

Thursday's lawsuit marks a further break for Cohen, Trump's longtime "fixer," from his former boss.

It came as Cohen, 52, prepares this spring to begin a three-year prison term, following his guilty plea to campaign finance violations.

The alleged missed reimbursements include $1.9 million for legal fees and costs, plus another $1.9 million that Cohen owes in his criminal case.

Cohen this week completed meetings with congressional investigators looking into Trump's activities.

In a rebuff to Mueller's call for stiff punishment, the judge called the official guidelines for a prison sentence of 19 to 24 years "excessive."

The charges involved Manafort's work for 10 years on behalf of Moscow-allied politicians in Ukraine, and nothing related to the 2016 election -- a<a href="http://www.wionews.com/world/lawyers-for-former-trump-campaign-chief-paul-manafort-argue-for-leniency-200653">n issue he argued in asking the court for leniency</a>.

North Korea's state media, which had focused its reporting on the "constructive" talks between the leaders, reported for the first time on Friday that the summit ended with no agreement.&nbsp;

The official Rodong Sinmun newspaper accused Japan of trying to "disturb" North Korea's relations with the United States and said Japan had "applauded" the breakdown of the summit while the rest of the world regretted it.&nbsp;

Trump, eager for a big foreign policy win on North Korea, which has eluded his predecessors for decades, has repeatedly stressed his good relationship with Kim. He went as far late last year as saying they "fell in love," but the bonhomie has failed to bridge the wide gap between the two sides.

US&nbsp;Secretary of State Mike Pompeo said on Monday he was hopeful he would send a delegation to North Korea for more talks in the next couple of weeks, but that he had received "no commitment yet."

A senior State Department official told reporters on Thursday that Washington was keen to resume talks as soon as possible, but North Korea's negotiators needed to be given more latitude than they were ahead of the summit.

He said no one in the US&nbsp;administration advocated the incremental approach that North Korea has been seeking and the condition for its integration into the global economy, a transformed relationship with the United States and a permanent peace regime, was complete denuclearisation.

"Fundamentally, where we really need to see the progress, and we need to see it soon, is on meaningful and verifiable steps on denuclearisation. That's our goal and that's how we see these negotiations picking up momentum."

The official, who did not want to be identified, said the US&nbsp;side still saw North Korea's complete denuclearisation as achievable within Trump's current term, which ends in January 2021.

While the official said he would "not necessarily share the conclusion" that the Sohae site was operational again, any use of it would be seen as "backsliding" on commitments to Trump.

"We are watching in real-time developments at Sohae and we will definitely be seeking clarification on the purposes of that," he said.

South Korean spy chief Suh Hoon told lawmakers in Seoul that cargo vehicles were spotted moving around a North Korean ICBM factory at Sanumdong recently, the JoongAng Ilbo reported.

The paper also quoted Suh as saying North Korea had continued to run its uranium enrichment facility at the main Yongbyon nuclear complex after Trump and Kim's first summit in Singapore last June.

The Sanumdong factory produced the Hwasong-15 ICBM, which can fly more than 13,000 km (8,080 miles). After a test flight in 2017, North Korea declared the completion of its "state nuclear force" before pursuing talks with South Korea and the United States last year.

Separately, Washington's 38 North and Center for Strategic and International Studies think-tanks reported on Thursday that the North's Sohae site, which Kim pledged in Singapore to dismantle, appeared to be operational again after rebuilding work that began days before the Hanoi summit.

"The rebuilding activities at Sohae demonstrate how quickly North Korea can easily render reversible any steps taken towards scrapping its Weapons of Mass Destruction program with little hesitation," CSIS said.

The trade deficit between India and the US decreased by $1.6 billion, almost seven per cent, in 2018 as compared to the previous year, according to the latest official figures.

For 2018, the US goods and services deficit was $621.0 billion, up $68.8 billion from $552.3 billion in 2017. Exports were $2,500.0 billion in 2018, up $148.9 billion from 2017. Imports were $3,121.0 billion, up $217.7 billion from 2017, it said.

The figures showed that the goods deficit hit $891.3 billion in 2018, the largest in US history. America's goods deficit with China hit a record $419.2 billion last year.

Foreign journalist visits are hardly routine at a headquarters where high-tech labs and manufacturing facilities employ 60,000 people, but these are unusual times for the company.

The United States says Huawei equipment could be manipulated by China's Communist government to spy on other countries and disrupt critical communications.

Washington is urging governments to shun the company just as the world readies for the advent of ultra-fast 5G telecommunications, an advancement that Huawei was expected to lead and which will allow widespread adoption of next-generation technologies like artificial intelligence.

Huawei's Chief Financial Officer Meng Wanzhou, Ren's daughter, also faces a court hearing on Wednesday in Vancouver on a US extradition request. Two Canadians have been detained in China in suspected retaliation over her arrest.

North Korea has restored part of a missile launch site it began to dismantle after pledging to do so in a first summit with US President Donald Trump last year, South Korea's Yonhap News Agency and two US think tanks reported on Tuesday.

Yonhap quoted lawmakers briefed by South Korea's National Intelligence Service (NIS) as saying that the work was taking place at the Tongchang-ri launch site and involved replacing a roof and a door at the facility.

Satellite images seen by 38 North, a Washington-based North Korea project, showed that structures on the launch pad had been rebuilt sometime between Feb. 16 and March 2, Jenny Town, managing editor at the project and an analyst at the Stimson Center think tank, told Reuters.

The Center for Strategic and International Studies released a report, also citing satellite imagery, that concluded North Korea is "pursuing a rapid rebuilding" at the site.

"Activity is evident at the vertical engine test stand and the launch pad's rail-mounted rocket transfer structure," the CSIS report said. "Significantly, the environmental shelters on the umbilical tower, which are normally closed, have been opened to show the launch pad."

The news comes days after a second summit on denuclearisation between Trump and North Korean leader Kim Jong-un broke down over differences on how far North Korea was willing to limit its nuclear programme and the degree of US willingness to ease sanctions.

The summit took place in Hanoi on February 27 and 28.

Trump told a news conference after an unprecedented first summit with Kim on June 12 in Singapore that the North Korean leader had promised that a major missile engine testing site would be destroyed very soon.

Trump did not identify the site, but a US official subsequently told Reuters it was the Sohae Satellite Launching Ground, which is located at Tongchang-ri.

Asked to comment, the White House referred to the US State Department, which did not immediately respond.

A US government source said the NIS was considered reliable on such issues, but added that the work described did not seem particularly alarming, and certainly not on a scale of resuming missile tests that have been suspended since 2017.

Future dialogue?

Kim Jong-un also pledged at a summit with South Korean President Moon Jae-in in September to close Sohae and allow international experts to observe the dismantling of the missile engine-testing site and a launch pad.

Signs that North Korea had begun acting on its pledge to Trump were detected in July when a Washington think tank said satellite images indicated work had begun at Sohae to dismantle a building used to assemble space-launch vehicles and a nearby rocket engine test stand used to develop liquid-fuel engines for ballistic missiles and space-launch vehicles.

However, subsequent images indicated North Korea had halted work to dismantle the missile engine test site in the first part of August.

The fact that the site had been dormant since August indicates the new activity is "deliberate and purposeful," the CSIS report said.

The breakdown of the summit in Hanoi last week has raised questions about the future of US-North Korea dialogue.

US&nbsp;Secretary of State Mike Pompeo said on Monday he was hopeful he would send a delegation to North Korea in the coming weeks but that he had "no commitment yet."

While North Korea's official media said last week Kim and Trump had decided at the summit to continue talks, its Vice Foreign Minister Choe Son Hui told reporters Kim "might lose his willingness to pursue a deal" and questioned the need to continue.

US&nbsp;State Department spokesman Robert Palladino told a news briefing that the United States remains "in regular contact" with North Korea, but he declined to say whether they had been in contact since the summit.

Palladino said US Special Representative for North Korea Stephen Biegun, who led pre-summit negotiation efforts, planned to meet his South Korean and Japanese counterparts on Wednesday.

Venezuelan opposition leader Juan Guaido vowed Tuesday to step up the pressure on President Nicolas Maduro as he offered his backing to a potential public sector strike.

"The public administration is practically paralysed. In the town halls, people only go to work three days a week and even then barely half the day," said Yanez.

Maduro finally made an appearance in the late afternoon to lead a military parade paying tribute to his predecessor Hugo Chavez on the sixth anniversary of the socialist firebrand's death.
