<p>The indefinite strike by the doctors affiliated to the Federation of Government Doctors Association (FOGDA) entered its third day on Sunday inside Rajiv Gandhi Government Hospital premises in Chennai.</p>

<p>The doctors have been demanding an increase in salaries among other demands for more than two years, as stated by S Balakrishnan, convener of FOGDA.</p>

<p>Speaking to ANI, Balakrishnan said: "They are partially hearing us, but they do not want to complete the process on time. We gave them enough time to settle the issue from last year, and they gave us a written assurance that the process will be completed within 6-10 weeks, however, a year later nothing has changed."</p>

<p>"After that, we held many state emergency meetings and they promised us the same thing. The honourable ministers assured that the issue would be settled after the completion of the Code of Conduct that ends on October, 24" he added.</p>

<p>Balakrishnan further said that they expected more before Diwali and were disappointed by the government`s attitude and that this Diwali was a `Black Diwali` for the doctors.</p>

<p>According to a press statement issued by Resident Doctors of Safdarjung hospital, the NMC Bill will deteriorate the medical education sector.</p>

<p>Doctors have also been raising their voices against sections 32 and 15 of the Bill pertaining to licence to health providers and the entrance exam for post-graduate course/NEXT.&nbsp;</p>

<p>"Doctors have been protesting against section 32 of the Bill. The NMC Bill will open the gates for quackery by providing licence to community health providers, who do not hold MBBS degree, to practice scientific medication.&nbsp;</p>

<p>There is no certainty on the entrance exam for postgraduate course/NEXT under section 15," Dr Prakash Thakur, president of Resident Doctors` Association at Safdarjung Hospital told.</p>

<p>Dr Sumedh Sandanshiv, president FORDA, said: "We are unhappy and concerned about privatisation of medical education. The NMC Bill will give undue favours to the private medical colleges/unaided universities by decreasing the percentage of seats under the controlled fee structure from 85 per cent to 50 per cent."&nbsp;</p>

<p>"FORDA will continue the strike on Friday. We will agitate till our demands are met," he said.</p>

<p>Doctors have also been raising concerns over section 45 of the Bill. They say that the Bill empowers Central government to override any suggestion of the NMC. The Bill will decrease the representation of elected members from 75 per cent in MCI to 20 per cent in NMC.&nbsp;</p>

<p>On Thursday, Post Graduate Institute of Medical Education &amp; Research (PGIMER), Chandigarh had staged a protest along with the Indian Medical Association (IMA) against the Bill.</p>

<p>Calling the Bill "draconian", PGIMER had stated that the Lower House dumped health care and medical education of this country into darkness by approving the undemocratic NMC Bill, 2019.</p>

<p>"Section 32 of the NMC Bill provides for the licensing of 3.5 lakh unqualified non-medical persons to practice modern medicine. The term community health provider has been vaguely defined to allow anyone connected with modern medicine to get registered in the NMC and is licensed to practice modern medicine. Also, there is no clarity about pattern and other details of the NEXT exam," PGIMER had said.</p>

<p>The organisation was also of the view that this proposed Bill will increase corruption and decrease autonomy in medicine.</p>

<p>The Supreme Court Tuesday deferred the hearing on a plea seeking protection of doctors in government hospitals, saying <a href="https://www.wionews.com/india-news/after-assurances-by-chief-minister-mamata-banerjee-agitating-doctors-call-off-strike-228076">since doctors have called off their strike</a> in West Bengal and other states, there is no urgency to hear the matter.</p>

<p>A bench of Justices Deepak Gupta and Surya Kant said it will not issue notice (to the Centre) but is keeping the larger issue of protection of doctors open.</p>

Doctors' strike: Mamata Banerjee agrees for media coverage of meeting with medical college representatives

<p>Despite the assurances by the <a href="https://www.wionews.com/india-news/accept-all-demands-says-mamata-banerjee-urging-doctors-to-resume-work-227380">West Bengal Chief Minister Mamata Banerjee</a> to provide security to junior doctors on hospital campuses, the doctors have refused to end the stalemate situation in the state on Saturday evening.</p>

<p>Banerjee, while addressing the media, said that the demand of junior doctors of getting security on campus has been fulfilled. “We have met all of their demands. If they have any more demands which are practical, those will also be fulfilled,” she said.</p>

<p>The chief minister launched a blistering attack on the junior doctors for not coming forward to end the ongoing impasse.</p>

<p>“Immediate action was taken. I sent my ministers, secretaries and Kolkata Police Commissioner the next day to resolve the issue. I waited for five hours yesterday, they did not turn up. Even today I waited but again they did not turn up. In fact, when I went to SSKM hospital, they pushed me and even hurled abuses at me. But I told the police to not take any action against them as they are young and they make mistakes,” she said.</p>

<p>On the other hand, Banerjee alleged that she did not invoke the Essential Services Maintenance Act (ESMA) unlike other states, some ruled by the Bharatiya Janta Party (BJP). “So many states have invoked the ESMA. <p>"They think that even an 85-year-old person is not supposed to die. Once the patient dies, all the relatives enter and beat us up and leave and then the police enter the play. I would request the people to understand the fact that we being doctors are trying our best to save their lives."</p>

<p>Dr&nbsp;Nidha Fatima said, "I request families and attendants of patients to understand that human beings are destined to die, no matter what your age is. So learn to accept the death with dignity. Respect the person who lost his life. But attacking or hitting the person who tried to save the life of your loved ones just because they could not save your loved ones is completely defeating the purpose. So people please educate yourself."</p>

<p>A team of doctors met Governor Keshari Nath Tripathi at Raj Bhavan over the issue and said the chief minister's reaction to their protest was unexpected.</p>

<p>"We will continue with our agitation till our demands are fulfilled. We have spoken to the Governor. He listened to us and hopefully will speak to the chief minister," one of the junior doctors told reporters outside the Raj Bhavan after meeting Tripathi.</p>

<p>The delegation reiterated the demands of the striking doctors.</p>

<p>"We will continue with our agitation till our demands are fulfilled. Our demands are simple... Proper security with armed policemen at all hospitals, arrest of culprits involved in the NRS attack on Saturday under non-bailable sections".</p>

<p>"We did not expect the chief minister to say what she did. Listening to her, we felt like we were the culprits," another junior doctor said.&nbsp;</p>

<p>The team met the Governor after Banerjee, who also holds the health and family welfare portfolio, came down heavily on the doctors for striking work.</p>

<p>"I condemn the agitation. The junior doctors' strike is a conspiracy by the CPI(M) and the BJP," she said.&nbsp;</p>

<p>The strike called by the resident doctors of the All India Institute of Medical Sciences (AIIMS), after one of their colleagues was assaulted by a senior doctor partially affected healthcare services at the premier institute on Friday.</p>

<p>Emergency and ICU services remained operational, but all routine surgeries have been cancelled, out-patient clinics being run in a restricted manner and all academic activity and exams postponed indefinitely, a senior officer of the administration said.</p>

<p>The hospital administration has put in place a contingency plan for patient care services, as a part of which faculty-on-call in all clinical departments will physically man the in-patient wards.</p>

<p>"OPD services will function on restricted basis till such a time that normalcy is restored. Only follow-up patients with prior appointment will be registered in OPD. New Patients OPD registration will be done as per availability of faculty in respective OPD as decided by Head of Department/Unit concerned. No walk-in registration (new and old) will be done," the order by the administration said.</p>

<p>Routine surgeries will remain suspended and only emergency cases will be taken up for surgery. Diagnostic services will function on a restricted basis as maximum possible for the faculty, it stated.</p>

<p>"Head(s) of all clinical departments will make arrangements for the round-the-clock availability of doctors of speciality concerned either from research staff or by the faculty members. Under no circumstances any inpatient ward will function without the physical availability of doctors of speciality concerned," the order read.</p>

<p>In a statement late last night, the AIIMS said the incident in question took place on Wednesday, following which the senior doctor apologised to his junior.</p>

<p>Announcing the indefinite strike yesterday, the doctors have demanded immediate suspension of the senior doctor, who also heads a department at the premier institute. The Resident Doctors' Association (RDA) has also urged that the doctor in question should not be allowed to take in thesis candidates and conduct any kind of verbal or written examination.</p>

<p>As a mark of protest, the doctors yesterday worked wearing helmets. They also sought a written apology from the senior doctor concerned.</p>

<p>In a letter to AIIMS Director Randeep Guleria, the RDA alleged that the senior doctor slapped a senior resident in front of attendees, nursing staff and colleagues, and that the resident doctor was under depression and had gone home.</p>
