Gravitas: China's DNA obsession for its next generation

The US government plans to collect the DNA of all migrants detained after entering the country illegally, officials said Wednesday.

The <a href="https://www.wionews.com/world/will-deny-citizenship-to-immigrants-who-use-public-benefits-us-242502">Department of Homeland Security</a> (DHS) is developing a plan to take DNA samples from each of the undocumented immigrants and store it in a national database for criminal DNA profiles, they said.&nbsp;

Speaking to journalists on grounds of anonymity, DHS officials said the new policy would give immigration and border control agents a broader picture of the migrant and detainee situation.

And stored on the FBI's CODIS DNA database, it could also be used by others in law enforcement and beyond.

"It does enhance our ability to further identify someone who has illegally entered the country," said one official.

"It will assist other organisations as well in their identification ability."

Officials said they were in fact required to take the DNA samples by rules about the handling of arrested and convicted people that were issued by the Justice Department in 2006 and 2010, but which had not been implemented.

They said the program for collecting DNA was still being developed, and they did not have a date set for implementation.

Collecting and storing the DNA of people simply detained and not tried or convicted of a crime has drawn criticism from civil rights advocates.

"Forced DNA collection raises serious privacy and civil liberties concerns and lacks justification, especially when DHS is already using less intrusive identification methods like fingerprinting," Vera Eidelman, an attorney with the American Civil Liberties Union, said in a statement.&nbsp;

"This kind of mass collection also alters the purpose of DNA collection from one of criminal investigation to population surveillance, which is contrary to our basic notions of freedom and autonomy," Eidelman said.

Earlier this year the US Border Patrol began performing "rapid DNA" tests on migrants who cross the border as family units to determine if the individuals were actually related and were not making fraudulent claims.

The new program will collect much more genetic information than that program, and will store it.

"This is fundamentally different from rapid DNA," said a second official.

"This is a more-full scope DNA profile."

Terror group Jaish-e-Mohammed (JeM), in its mouthpiece Al Qalam, mentioned&nbsp;Zee News programme DNA&nbsp;while writing a piece on the Indian media.

In the editorial piece, Al Qalam said, "India's famous channel Zee-DNA's anchor Sudhir Chaudhary said that India was behind the breakdown of Bangladesh. The Indian government should intensify its action in Pakistan so that Pakistan should get fragmented. Not only this, but in the prime time program, it has been emphasising that Pakistan should be attacked and war is the only way."

Clearly, the fact that post-Pulwama, the Indian media openly castigated the terror outfit hasn't gone down well with Masood Azhar.

In fact, Zee News Editor-in-Chief Sudhir Chaudhary&nbsp;in his programme on March 6 had said that "when India gets angry, Pakistan is blown to smithereens."

"This happened in 1971 when Pakistan was divided into two, but now they are beginning to forget the biggest loss in their history. Pakistan is under immense pressure, and one of its regions - Balochistan - is fighting to be free from its rule. The people of Balochistan are fed up of the torture meted out by Pakistan army and want independence," Sudhir Chaudhary said in his programme.

The JeM mouthpiece was caught off-guard as the programme aired on Zee exposed the real feeling prevailing inside Pakistan.

"Balochistan constitutes 44 per cent of Pakistan's total land area. If the region gets independence, Pakistan will lose its identity as a country. If Pakistan doesn't give up their Kashmir dream and focus on fulfilling the wishes on Balochistan, it will lose out 44 per cent of its territory," Zee Network's anchor and editor-in-chief said.

"Balochistan is now a conflict zone where no reporting is allowed because it is controlled by the Pakistani Army. It is a tough job to present the truth of Balochistan to the world. It is heavily guarded by Pakistani military, so the true picture of the torture is never revealed," Sudhir Chaudhary said.

"The only way to understand the real situation is through some videos posted on social media by the residents. People making these videos have to travel hundreds of kilometres to areas where internet is available. They then upload the video for the world to see," the programme revealed.

In an attempt to boost tourism in Mexico, AeroMexico is offering a discount to travellers based on their Mexican DNA percentage in their latest ad video.

The tagline of the airline's new "DNA Discounts" campaign is "there are not border with us". The ad talks about how America is a choice for Mexican people to travel but it vice versa for people living in America.

According to the ad, a DNA test will be conducted on US residents which will determine the percentage of their Mexican DNA based on that they will get a discount on their flight to Mexico.

In the ad, a group Texans are being interviewed in Wharton, about 300 miles north of the US-Mexico border. They are telling how they don't want to travel to Mexico until, to their surprise, they discover via DNA testing that they are part Mexican and can enjoy significant discounts.

"Oh, wow," says one young man who is told he's 18 per cent Mexican.

"That’s bullshit!" says an irritated elderly man when informed that he is 22 per cent, Mexican, however, after discovering he says, "can I take my wife also".

The ad, published by AeroMexico's ad agency Ogilvy on Twitter, has gone viral on social media, however, it is receiving mix response from people.

"Not really sure if this is more an ad to get bigoted Americans to go to Mexico or a warning to Mexicans that they really won't like the people in America," wrote one user in response to the ad on Twitter.

<a href="http://www.wionews.com/world/facebook-users-need-1000-to-deactivate-account-for-one-year-report-185683">Facebook chief Mark Zuckerberg</a> said Friday the world's biggest social network has "fundamentally" changed to focus on securing its systems against manipulation and misinformation.

Capping a <a href="http://www.wionews.com/world/washington-sues-facebook-over-cambridge-analytica-row-185389">tumultuous year</a> marked by data protection scandals and government probes, Zuckerberg said he was "proud of the progress we've made" in addressing Facebook's problems.

"For 2018, my personal challenge has been to focus on addressing some of the most important issues facing our community — whether that's preventing election interference, stopping the spread of hate speech and misinformation, making sure people have control of their information, and ensuring our services improve people's well-being," he wrote on his Facebook page.

"We're a very different company today than we were in 2016, or even a year ago. We've fundamentally altered our DNA to focus more on preventing harm in all our services, and we've systematically shifted a large portion of our company to work on preventing harm."

He said Facebook now has more than 30,000 people "working on safety" and invests billions of dollars in security.

Zuckerberg's comments come at the close of a year when Facebook was roiled by revelations about the misuse of personal data by the political consultancy Cambridge Analytica in the 2016 US election and on data sharing with business partners.

But he said the questions around Facebook are "more than a one-year challenge" and that the California giant was in the process of "multi-year plans to overhaul our systems."

"In the past, we didn't focus as much on these issues as we needed to, but we're now much more proactive," he said.

The comments follow a message from Zuckerberg in January, before many of Facebook's troubles emerged when he outlined his goals of stemming abuse and hate and foreign interference, among other things, on the network used by more than two billion people.

"My personal challenge for 2018 is to focus on fixing these important issues," Zuckerberg said in January.

In Friday's message, Zuckerberg enumerated a series of steps taken over the past year, including fact-checking partnerships, advertising transparency and artificial intelligence to remove harmful content.

He added that Facebook's systems were also being retooled with the aim of helping "improve people's well-being," based on research conducted.

The research, he said, "found that when people use the internet to interact with others, that's associated with all the positive aspects of well-being... But when you just use the internet to consume content passively, that's not associated with those same positive effects."

One of the changes aims to reduce "viral videos" that are shared across the Facebook platform.

"These changes intentionally reduced engagement and revenue in the near term, although we believe they'll help us build a stronger community and business over the long term," Zuckerberg said.

Uttar Pradesh Chief Minister Yogi Adityanath Thursday alleged that the Congress was the mother of “anarchy” and development was not in its DNA.

The Congress is a hurdle in the path of development, good governance and nationalism, whereas BJP governments are establishing “Ram Rajya” by providing electricity, homes, LPG connections, better health care services and toilets, he said at an election rally in Rajasthan where polls will be held on December 7.

The chief minister also alleged that the opposition party gave riots, terrorism, Naxalism to the country and birth to corruption.

“The Congress is the mother of anarchy. Development is not in its DNA. It is least bothered about the honour and pride of the country,” Adityanath said.

Reiterating that the Congress had served “biryani” to terrorists and treated them as their vote bank, he alleged that the party finds and connects with terrorists as well as hold events to honour them.

It was during BJP’s rule that everyday terrorists were gunned down in Jammu and Kashmir, the chief minister said.

One of the BJP’s stars campaigners for the polls, Adityanath was electioneering for the party in the Amer Assembly constituency here.

He alleged that the Congress insults the martyrdom of army jawans and praises Naxalites and Maoists by calling them, revolutionaries.

The Congress is doing divisive and caste-based politics. It pushed several Hindi-speaking states, including Rajasthan, into the BIMARU category in its 55 years of rule, the BJP leader said.

Mocking Congress president Rahul Gandhi, he claimed that even his party leaders do not trust him and they believe that the party cannot form a government under his leadership.

The chief minister said Gandhi should show some mercy on the country considering his failure in past elections.

Congress ‘mother of anarchy’, development not in its DNA: Yogi Adityanath

The DNA newspaper released an advertisement in its Mumbai edition today through which readers could experience images come alive through Augmented Reality.

The print innovation encouraged readers to scan the advertisement through a DNA Augmented Reality app to experience the content in a new avatar. It also reached out to advertisers asking them to use this technology in partnership with the publication to get their message across to their target audience in a more effective manner.

The new technology does seem to have its backers. A Vibrant Media Poll last year in the United States found that close to 80 per cent of respondents found the technology 'very or somewhat compelling' to view advertisements, since it helps drive engagement and viewer action while Oath, the Verizon-owned media company whose brands include AOL and Yahoo, had also introduced an augmented reality (AR) ad format recently.

Commenting on this initiative, DNA CEO Sanjeev Garg said, "We have always been an innovation-driven organisation which has strived to bring value to readers and advertisers. The idea of merging print and digital is part of a long-term strategy to multiply value through bridging the gap between new-age consumers and our partners. This is one step in the direction and we shall have many more to come."

According to a new research, scientists can reconstruct faces using DNA.

Experts claim that the genome consists all the information that defines one&#39;s identity.&nbsp;By training an algorithm to link genetic information with facial features and voices, researchers were able to identify the people.

The technological advancement will bring forward the argument of database anonymity and privacy. Research centers frequently collect samples of human genomes from thousands of people to study diseases. In most cases, the volunteers are promised anonymity.

However, the research by Proceedings of the National Academy and Sciences, claims that such anonymity might not be possible in future as the genome itself will be able to determine their facial identity.

On the positive side, the technology can be useful in identifying criminals by building mug shots using DNA samples found at the crime scene.

Researchers were able to match eight out of ten genome samples with their head shots--an 80 per cent success rate. The system was fed with data from only 1000 samples and more data is likely to improve the algorithm incredibly.

&quot;Just like Google and others now sell advertising to you based on what is in your searches and emails, you could get adverts targeted to you based on what&#39;s in your genome,&quot; Craig Venter from US-based company Human Longevity told Times Of India.

Using the pool of information, scientists will be able to figure out traits of individuals, which could open a vast range of business opportunities. Medical insurance ventures could use the data to find out what diseases a person is prone to and design premiums accordingly.

The announcement by researchers in Portland, Oregon that they&rsquo;ve successfully modified the genetic material <a href="https://www.technologyreview.com/s/608350/first-human-embryos-edited-in-us/">of a human embryo</a> took some people by surprise.

With headlines referring to &ldquo;<a href="https://www.businesslive.co.za/bd/world/americas/2017-07-27-us-university-edits-embryo-genes-in-experiment-hailed-as-groundbreaking/">groundbreaking</a>&rdquo; research and &ldquo;<a href="http://www.dailymail.co.uk/sciencetech/article-4734364/First-editing-human-embryos-carried-United-States.html">designer babies</a>,&rdquo; you might wonder what the scientists actually accomplished. This was a big step forward, but hardly unexpected. As this kind of work proceeds, it continues to raise questions about ethical issues and how we should we react.

What did researchers actually do?

For a number of years now we have had the ability to alter genetic material in a cell, using a technique called CRISPR.

The DNA that makes up our genome comprises long sequences of base pairs, each base indicated by one of four letters. These letters form a genetic alphabet, and the &ldquo;words&rdquo; or &ldquo;sentences&rdquo; created from a particular order of letters are the genes that determine our characteristics.

Sometimes words can be &ldquo;misspelt&rdquo; or sentences slightly garbled, resulting in a disease or disorder. Genetic engineering is designed to correct those mistakes. CRISPR is a tool that enables scientists to target a specific area of a gene, working like the search-and-replace function in Microsoft Word, to remove a section and insert the &ldquo;correct&rdquo; sequence.

In the last decade, CRISPR has been the primary tool for those seeking to modify genes &ndash; human and otherwise. Among other things, it has been used in experiments to make <a href="https://doi.org/10.1038/nbt.3439">mosquitoes resistant to malaria</a>, genetically <a href="http://www.genengnews.com/gen-exclusives/crispr-applications-in-plants/77900846">modify plants to be resistant to disease</a>, explore the possibility of <a href="https://doi.org/10.1038/nature.2015.18448">engineered pets</a> and <a href="https://www.sciencenews.org/blog/science-ticker/crispr-used-cows-help-fight-tuberculosis">livestock</a>, and potentially treat some human diseases (including <a href="http://sites.tufts.edu/crispr/applications/hiv-treatment/">HIV</a>, <a href="https://doi.org/10.15252/emmm.201606325">hemophilia</a> and <a href="https://doi.org/10.1016/j.omtn.2016.12.012">leukemia</a>).

Up until recently, the focus in humans has been on changing the cells of a single individual, and not changing eggs, sperm and early embryos &ndash; what are called the &ldquo;germline&rdquo; cells that pass traits along to offspring. The theory is that focusing on non-germline cells would limit any unexpected long-term impact of genetic changes on descendants. At the same time, this limitation means that we would have to use the technique in every generation, which affects its potential therapeutic benefit.

Earlier this year, an international committee convened by the National Academy of Sciences <a href="https://doi.org/10.17226/24623">issued a report</a> that, while highlighting the concerns with human germline genetic engineering, laid out a series of <a href="http://www8.nationalacademies.org/onpinews/newsitem.aspx?RecordID=24623">safeguards and recommended oversight</a>. The report was widely regarded as opening the door to embryo-editing research.

That is exactly what happened in Oregon. Although this is the first study reported in the United States, similar research has been <a href="https://doi.org/10.1007/s13238-015-0153-5">conducted in China</a>. This new study, however, apparently avoided previous errors we&rsquo;ve seen with CRISPR &ndash; such as changes in other, untargeted parts of the genome, or the desired change not occurring in all cells. Both of these problems had made scientists wary of using CRISPR to make changes in embryos that might eventually be used in a human pregnancy. Evidence of more successful (and thus safer) CRISPR use may lead to additional studies involving human embryos.

What didn&rsquo;t happen in Oregon?

First, this study did not entail the creation of &ldquo;designer babies,&rdquo; despite some news headlines. The research involved only early stage embryos, outside the womb, none of which was allowed to develop beyond a few days.

In fact, there are a number of existing limits &ndash; both policy-based and scientific &ndash; that will create barriers to implanting an edited embryo to achieve the birth of a child. There is a <a href="https://www.nih.gov/about-nih/who-we-are/nih-director/statements/statement-nih-funding-research-using-gene-editing-technologies-human-embryos">federal ban on funding</a> gene editing research in embryos; in some states, there are also <a href="https://nyscf.org/scmapus">total bans on embryo research</a>, regardless of how funded. In addition, the implantation of edited human embryos would be regulated under the <a href="https://humansubjects.nih.gov/pregnant-women-human-fetuses-neonates">federal human research regulations</a>, the <a href="https://www.fda.gov/biologicsbloodvaccines/cellulargenetherapyproducts/">Food, Drug and Cosmetic Act</a> and potentially the federal rules regarding <a href="https://wwwn.cdc.gov/CLIA/Regulatory/default.aspx">clinical laboratory testing</a>.

Beyond the regulatory barriers, we are a long way from having the scientific knowledge necessary to design our children. While the Oregon experiment focused on a single gene correction to inherited diseases, there are few human traits that are controlled by one gene. Anything that involves multiple genes or a gene/environment interaction will be less amenable to this type of engineering. Most characteristics we might be interested in designing &ndash; such as intelligence, personality, athletic or artistic or musical ability &ndash; are much more complex.

Second, while this is a significant step forward in the science regarding the use of the CRISPR technique, it is only one step. There is a long way to go between this and a cure for various disease and disorders. This is not to say that there aren&rsquo;t concerns. But we have some time to consider the issues before the use of the technique becomes a mainstream medical practice.

So what should we be concerned about?

Taking into account the cautions above, we do need to decide when and how we should use this technique.

Should there be limits on the types of things you can edit in an embryo? If so, what should they entail? These questions also involve deciding who gets to set the limits and control access to the technology.

We may also be concerned about who gets to control the subsequent research using this technology. Should there be state or federal oversight? Keep in mind that we cannot control what happens in other countries. Even in this country, it can be difficult to craft guidelines that restrict only the research someone finds objectionable while allowing other important research to continue. Additionally, the use of assisted reproductive technologies (IVF, for example) is <a href="http://www.rockinst.org/pdf/health_care/2009-07-States_Regulation_ART.pdf">largely unregulated in the U.S.</a>, and the decision to put in place restrictions will certainly raise objections from both potential parents and IVF providers.

<figure class="align-center zoomable"><a href="https://cdn.theconversation.com/files/180211/area14mp/file-20170728-18243-1g5vqx3.jpg"><img alt="" src="https://cdn.theconversation.com/files/180211/width754/file-20170728-18243-1g5vqx3.jpg" /></a>

<figcaption>
Who should be able to use this technology? And who should decide?&nbsp;

Moreover, there are important questions about cost and access. Right now most assisted reproductive technologies are available only to higher-income individuals. A handful of <a href="http://www.ncsl.org/research/health/insurance-coverage-for-infertility-laws.aspx" style="background-color: rgb(255, 255, 255);">states mandate infertility treatment coverage</a>, but it is very limited. How should we regulate access to embryo editing for serious diseases? We are in the midst of a <a href="https://theconversation.com/us/topics/us-health-care-reform-40185" style="background-color: rgb(255, 255, 255);">widespread debate</a> about health care, access and cost. If it becomes established and safe, should this technique be part of a basic package of health care services when used to help create a child who does not suffer from a specific genetic problem? What about editing for non-health issues or less serious problems &ndash; are there fairness concerns if only people with sufficient wealth can access?

A report in the DNA newspaper said the preachers are tasked with recruiting young men to take on Indian security forces

The DNA newspaper reported Tuesday that Pakistan, in a change of strategy, has also begun pushing "preachers" into Kashmir rather than just militants. The preachers, the newspaper said, then recruit young men to take up arms against Indian security forces, the paper said. India blames most of its Kashmir problems on Pakistan, saying its neighbour sneaks militants into the state from over the border. "The brief given to these individuals is fairly simple -- brainwash as many young men, including teenagers, into taking up arms, reveals a recent review done by Intelligence agencies and the army," the DNA reported. "Sources in the security establishment told DNA that out of the 150 Pakistani terrorists currently operating out of J&K, 40 to 50 have not fired a bullet in recent times, but have become preachers tasked with recruiting and influencing youngsters to take on security forces," the newspaper added. The DNA added that sources in the security establishment had told it that out of the 150 Pakistani militants currently operating out of Kashmir, "40 to 50 have not fired a bullet in recent times". The DNA report did not name its sources. (WION)
