Smog Shrouds Delhi-NCR, Air Quality 'Severe'

The onset of Diwali season brings with it a haze of toxic air pollution over northern India. It's a mix of vehicular emissions, smoke from burning of crop residue and also supposedly the use of fireworks on and around Diwali. Any hopes of a solution are mired in politics with parties focusing on electoral gain over ending the plight due to air pollution each year.

North India Under Pollution Haze

Indian Capital New Delhi was ranked Friday morning (Nov 1) the most polluted city in the world by IQAir, following Diwali celebrations on the night of Oct 31. The Swiss firm in its real-time pollution rankings put Delhi at the top, with air-quality index (AQI) reaching 388 at Anand Vihar station at 10am.

The Delhi government had put a ban on bursting crackers in view of the deteriorating prevalent air quality in the national capital region (NCR); however, the restrictions were ignored by many residents. Air quality remained in “very poor” category across many areas.

The AQI remained above 350 in most parts of Delhi; with Aya Nagar at 352, Jahangirpuri at 390, and Dwarka reaching 376; all categorised as ‘very poor’ and posing serious health risks.

This came amidst rising air pollution in the national capital. Delhi's air quality has deteriorated over the last several days, prompting the Delhi government to take measures to control air pollution.

'Not doing a favour to anyone': Former Delhi CM Kejriwal urges people to not burst crackers on Diwali

The Air Quality Index (AQI) in Delhi NCR has doubled in just one day, prompting officials to attribute the surge in pollution levels to external factors, including emissions from Pakistan. This sharp decline in air quality raises health concerns for residents, as authorities scramble to implement measures to mitigate the impact of pollution. The situation underscores the ongoing challenges of air quality management in the region, particularly during certain seasons.

CM Atishi claimed that Delhi LG got all her belongings removed from her Civil Lines residence, where she shifted just two days ago

The Delhi CM's office stated that Lt Governor Vinai Saxena ordered Atishi's belongings to be removed at the behest of the BJP.

“For the first time in the history of the country, the Chief Minister has been asked to vacate her house. The L-G has forcibly removed CM Atishi’s belongings at the behest of the BJP. Delhi CM Atishi evicted from official residence? CMO says PWD has sealed house

A group of unidentified men in the Indian capital, Delhi's Vikaspuri allegedly threw some corrosive substance on a Syrian refugee and his 11-month-old son.

The father and son are currently receiving treatment at Delhi's Safdarjung Hospital.

An FIR about the case was registered on Monday after they received the treatment at the hospital.

The alleged incident took place on September 30 in West Delhi's Vikaspuri. Rafat, his wife Marisa, 26, and their 11-month-old son have been living on the road, outside the office of the United Nations High Commissioner for Refugees (UNHCR).

Rafat contacted the UNHCR after he lost his job at the call centre. “However, the official denied us all help and we had no choice but to live on the road,” he said.

The locals, however, used to oppose their stay there.

"But the locals had problems with us staying there and kept mistreating us," he said.

Rafat described the incident to The Times of India, saying that he saw the perpetrators from afar and they were holding a can and he sensed danger.

“I tried to run away but couldn’t get too far away before they threw something on me and my son. My skin started to burn and I sensed a chemical smell on me,” he said.

The Syrian national said that he begged many auto rickshaws to take him and his son to the hospital. However, nobody came to help.

Later, a man helped him and dropped him at the hospital on a motorcycle, according to the newspaper.

Rafat’s wife Marisa said, “When I reached the hospital, my son had burn injuries on his face, especially the eyes, neck and chest. I thought I would lose him. How can someone do this to a baby? Do they not have children?”

Rafat then explained that he came to India to study in 2015 and while studying in a Bengaluru college, he met Marisa and fell in love with her. "We fell in love and got married. However, our families did not approve of our relationship and cut us off," he said.

Syrian refugee, his 11-month-old son attacked with acid outside Delhi's UNHC office

Indian Supreme Court Thursday (Oct 3) chided the governments of Punjab and Haryana states for not doing anything substantial to tackle the pollution problem. The top court also criticised the states for collecting just nominal compensation from farmers engaging in stubble burning, which annually causes lethal, toxic air pollution in Delhi.

The apex court also rebuked the Commission for Air Quality Management (CAQM), which is tasked with controlling pollution in and around Delhi.

The bench comprising Justice A Amanullah and Justice AG Masih said, "Everybody knows that except discussion nothing is happening. That is the harsh reality of this."

This comes after the Supreme Court ordered CAQM last week to file a detailed affidavit on steps being taken to tackle stubble burning in the neighbouring states of Haryana and Punjab, key farming hubs in northern India. The bench highlighted how the committee met only thrice in the past nine months and there was no discussion on stubble burning at all.

“The last meeting was on August 29. Entire September, there was no meeting. You said that this committee consists of IPS officers etc who will enforce the directions. Now not a single meeting has been held after August 29 when it comes to enforcement," Justice Oka said.

"Is this the seriousness which is being shown?" the judge asked.

The state government’s counsel in response told the court that they had filed cases under relevant sections against those engaging in disobedience of orders of a public servant. The court then shot back, saying the FIRs had been filed under the softest provisions.

"You have taken the softest provision that is there to prosecute. There is Section 14 of CAQM Act, Section 15 of the Environmental Protection Act which has drastic powers," the bench noted.

The government’s counsel then argued they didn’t take drastic measures because the pollution level had reduced.

"You must implement your own orders. This is all in the air. There are targets, action plans, sectoral meetings but the basic provisions of the Act are not be implemented at all. In 2024, there are 129 cases of stubble burning, why action has not been taken against these people? Why Section 15 of the Environmental Protection Act is not invoked and why the corresponding action is not taken against the officers of the government?" Justice Oka asked.

Delhi Lieutenant Governor (LG) VK Saxena has suggested India's Finance Minister Nirmala Sitharaman to establish a system in which the vehicle insurance premiums are linked with traffic violations.

This would mean that the more traffic violations recorded and challans generated, the insurance premium for next year would be higher accordingly.

In the letter, Saxena emphasised that such a system is important to enhance road safety and promote responsible driving behaviour.

"I am writing to draw your kind attention to a matter of critical importance concerning road safety and vehicular insurance in India," wrote Saxena, in the letter.

"I would like to suggest for your consideration that insurance premiums should be index-linked with the number of traffic violations recorded against a vehicle, which would have a salutary impact on road safety and traffic discipline," he added.

"There is an obvious correlation between repeat traffic offences and the risk of accidents. I would therefore suggest that a layered insurance premium system based on the frequency and severity of traffic violations, as recorded in MoRTH's VAHAN database, may be introduced," the lieutenant governor explained.

He said that vehicles with a history of over-speeding and dangerous driving need to be subjected to higher insurance premiums which can work as a financial deterrent and encourage safe driving habits among drivers.

He said that similar systems have been in place in other countries.

"Such measures have been successfully implemented in other countries such as the United States, where insurance premiums increase significantly based on traffic violations and speeding tickets, leading to an average premium increase of 20 to 30%," he said.

"Linking insurance premiums to traffic violations would not only align insurance costs with risk but also reduce the financial burden on insurers due to claims arising from frequent accidents," Saxena added.

India recorded more than 4.37 lakh road accidents in 2022 among which 70 per cent of cases were of over-speeding.

The lieutenant governor stated that if this model gets adopted in India, it can establish a new benchmark in road safety initiatives.

"By adopting this system, India could significantly reduce its alarming rate of road accidents. If implemented, this policy could be a pivotal step towards reducing road fatalities, preserving lives, and ensuring a safer, more sustainable future on Indian roads," Saxena said.

Delhi gets 21-point action plan to tackle winter pollution and smog. Here's all you need to know

Cars slow down, feet falter and eyes swivel to the many murals on the walls of schools, hospitals, and homes in Delhi’s Lodhi Colony, the quiet neighborhood that has come to be known as Lodhi Art District over the last 10 years.

On Sunday (September 22, 2024), Hanif Kureshi, the creative lead behind India’s first public art district and the visionary artist and designer remembered for "making art democratic", died from cancer in Goa. He was 41.

The gigantic murals, some freshly painted and others at different stages of their fully-lived vibrant lives, stand as quiet witnesses to the passing of the man who started the street art movement across the country, beginning with the government staff residential colony in 2015.

Mr. Kureshi co-founded the St+art Foundation, a not-for-profit organisation, with four others - Arjun Bahl, Akshat Nauriyal, Giulia Ambrogi and Thanish Thomas - in 2013. The aim was to paint the streets of India.

Talking about Mr. Kureshi’s inspiration behind the St+art Foundation and Lodhi Art District, Mr. Bahl said he always wanted to “make art truly democratic for all”.

“That was one of the reasons he started the project across the country. He was very passionate about Indian streets, he found them very colourful,” Mr. Bahl told PTI.

He remembered Mr. Kureshi as a “very generous” person always ready to teach others about his art and technique.

The group started seven art districts across the country in the last 10 years, four of which are active - Lodhi Art District, Ukkadam Art District in Coimbatore, Mahim Art District in Mumbai and Nochi Art District in Chennai.

The pilot project in Delhi that started with two murals today has over 60 by national and international artists.

Mr. Kureshi, who was known for his style of creating a curious mix of typography and street culture in his art, had written in one of his Instagram posts that he wanted to take “art out of conventional galleries and museums and make it accessible for the public”.

Despite being diagnosed with cancer about 15 months ago, Mr. Kureshi remained “upbeat and positive”, Mr. Bahl said.

“He was hoping to beat this unfortunate disease he got. He never showed anyone that he was suffering or not, he always had a smile and he was very positive,” he added.

Condolence messages poured in as art lovers and artists remembered the “pioneer of graffiti” in India who left a legacy that will “continue to inspire generations”.

One X user, Angad B. Sodhi posted that Mr. Kureshi was “a student of the dying tradition of Indian street sign typography”.

“…a practice he brought from the streets into the world of high art through his ‘HandpaintedType’ collections. I have long admired his work on bringing art out of the daunting walls of galleries to the people in the streets,” Mr. Sodhi wrote on X.

Another person, Edward Anderson, remembered Mr. Kureshi for making an “enormous impact on the visual landscape of urban India”.

“Really sad to hear about Hanif Kureshi, who has died far too soon. Hanif was an amazing guy... and did wonderful work to celebrate and preserve the art of hand-painted signs in India,” Mr. Anderson wrote.

“When I look up and see the beautiful wall art in Delhi, I always smile. It gladdens my heart and makes my day a lot brighter. It's terrible to hear that the man responsible for most of them, Hanif Kureshi has passed away at only 41,” Ms. Kaveri posted on X.

St+art Foundation took to Instagram to share the news of Mr. Kureshi’s demise. The post remembered Mr. Kureshi as “a gifted mentor, collaborator, friend, father, and husband”.

“His vision and charisma helped shape the landscape of public art in India with the countless projects he has contributed to. He was dedicated to nurturing a community of artists, designers, and creatives who trusted him with loyal guidance. He was a pioneering figure for graffiti and street art with his tags spread across cities he travelled to,” the organisation said.

Be it the tall Mahatma Gandhi portrait on the side of Delhi Police Headquarters at ITO, the colourful caricatures of people on the walls of different metro stations in Bengaluru, or the black-and-white portraits of Nochikuppam residents in Chennai, the art inspired by Kureshi’s movement belongs to one and all.

Just as he had wanted.

Street artist Hanif Kureshi remembered for 'making art democratic' passes away

The government of Delhi has given its approval for a plan to replace the existing Gramin Sewa vehicles with electric alternatives, marking a significant step towards promoting cleaner and more sustainable transportation in the city. This decision comes at a time when the current fleet of Gramin Sewa vehicles is approaching the end of its 15-year operational lifespan and showing signs of deterioration.

Delhi Transport Minister Kailash Gahlot elaborated on this initiative during a briefing, emphasizing the government's commitment under Chief Minister Arvind Kejriwal's leadership to enhance the sustainability and environmental friendliness of Delhi's public transportation system. Gahlot highlighted that the transition to electric Gramin Sewa vehicles would not only contribute to reducing pollution but also improve the overall travel experience for commuters. He expressed confidence that these new electric vehicles would offer greater comfort and efficiency, ultimately enhancing the quality of life for Delhi's residents.

The government has outlined a comprehensive set of guidelines for the replacement process. Owners of existing Gramin Sewa vehicles who wish to upgrade to an electric version are required to initiate the process by submitting an online application. This application procedure is designed to be faceless, utilizing Aadhar for identity verification. In cases where Aadhar is not available, an enrolment ID can be used as an alternative.

Following the submission of the application, the Registering Authority is tasked with issuing a No Dues Certificate (NDC) within a seven-day timeframe. This certificate is granted after ensuring that the vehicle in question has no outstanding taxes, fines, or legal issues, and is clear of any records in the National Crime Record Bureau (NCRB) database. If any discrepancies are discovered during this verification process, the owner will be notified and given a seven-day window to resolve these issues.

Once the NDC is obtained, vehicle owners are required to take their old Gramin Sewa vehicle to an authorized scrapping facility within 15 days. Upon successful scrapping of the vehicle, the owner will receive a Certificate of Deposit (COD).

Armed with both the NDC and COD, owners can then proceed to purchase a new electric Gramin Sewa vehicle from any authorised dealer. These new vehicles are designed to accommodate six passengers, maintaining the carrying capacity of their predecessors.

The process doesn't end with the purchase of the new vehicle. Owners must then apply for registration of their new electric Gramin Sewa vehicle. This registration process is also designed to be faceless and requires the submission of various documents, including the NDC, COD, Aadhar, tax invoice, and additional paperwork provided by the vehicle manufacturer.

The Registering Authority will then verify all submitted details and update the vehicle's registration under the Gramin Sewa Scheme. Importantly, the new electric vehicle will be granted a permit to operate on the same route as its predecessor.

The Gramin Sewa scheme was introduced in 2011 with the aim of providing last-mile connectivity in Delhi's rural areas, unauthorised colonies, resettlement colonies, and JJ clusters. The current fleet of Gramin Sewa vehicles, which numbers over 2,000, operates on clean fuels such as CNG and can seat six passengers in addition to the driver.
