Delhi Police on Saturday arrested a man allegedly responsible for sending threatening and derogatory emails to Chief Minister Arvind Kejriwal.

The accused who hails from Ajmer in Rajasthan was arrested by Cyber Cell of Delhi Police after a complaint was registered by Kejriwal.

The police officials said that the accused is mentally ill and he will be given medical counseling."He had earlier also threatened several others.

He got the email of the Chief Minister from the internet and used it to send such mails to him", officials said.The police have also seized the laptop of the accused.

Ahead of Assembly polls, Chief Minister Arvind Kejriwal on Tuesday announced a big raise in financial aid under its free coaching scheme 'Jai Bheem Mukhyamantri Yojana'&nbsp;and also extended the benefits of the scheme to the students of Other Backward Classes (OBCs) and economically weak students of the general category.

The Delhi government has increased the financial assistance under the scheme, which was earlier meant only SC students, from Rs 40,000 to Rs 1 lakh.

"In this age of competition for admission in good medical and engineering colleges, the students need to take coaching. But some poor students lag behind for want of good coaching. That's why we came up with 'Jai Bheem Mukhyamantri Yojana'&nbsp;two years ago for SC students in which the financial aid of Rs 40,000 was given," Kejriwal told reporters at a press conference.

"Now, we have found the amount is too low and there is a need to help students from other categories as well. It has been decided to raise the amount provided under the scheme from Rs 40,000 to Rs 1 lakh. The scheme will now also be extended to all students from SCs, OBCs and economically weak in the general category," he added.

Talking about the eligibility criteria, the Chief Minister said, "There is a condition for this scheme. The student will have to be from Delhi. He or she should have done Classes 10 and 12 from Delhi. Only then, they will be eligible for this scheme. The family income should be less than Rs 8 lakh per annum."&nbsp;

In my numerous interactions with the Congress veteran, I realised that she would never go with an alliance with the Aam Aadmi Party. The alliance never happened in Delhi. The fact that Sheila Dikshit had to be recalled twice from her days of retirement shows that no junior leader in Delhi was able to create a stature equal to her.&nbsp;

Sheila Dikshit also knew what ails the Congress today. Like many loyalists, she remained quiet in public, only to talk about it in the private. Today is not the day to talk about those private conversations but as a journalist, I can vouch that she had started to speak of massive organisational problems right after 2012 when Congress, under Rahul Gandhi, could not resurrect the party in Uttar Pradesh.&nbsp;

She was one of the few leaders to privately admit that the party is being portrayed as anti-Hindu and if not corrected, heavy losses would be sustained during Lok Sabha polls.&nbsp;

Dikshit was also a keen observer. She was one of the few people to privately talk about the problems which the Gandhi family was set to face in the wake of a relentless campaign by Narendra Modi.&nbsp;

Sheila Dikshit reminds me of a gentler era of politics where it was easy to walk into her Nizamuddin East flat without caring about ideological moorings.&nbsp;

The old lady knew how to listen and appreciate a good conversation. The conversations could vary from arts, politics to sheer Delhi gossip. She would never make you feel naïve or young as she had perfected the art of listening. She loved life, food and Delhi.

"Five murders in Delhi in the last 24 hours is an extremely serious situation. I appeal to @LtGovDelhi &amp; @HMOIndia to urgently look into the law and order situation of the national capital," Kejriwal tweeted.

Five people were killed in four different incidents since Thursday night.&nbsp;

In the Bhalswa Dairy area, a 42-year-old property dealer and a 17-year-old boy were shot dead in separate incidents.

Unidentified assailants shot dead a 35-year-old man in west Delhi's Vikaspuri area and two men were shot dead in Nand Nagari.&nbsp;

Reacting to Kejriwal's tweet, the Delhi Police said all the murders were due to personal enmity.

"The murders have all been confirmed to be personal enmity related. Accused previously known to victim &amp; already arrested in some cases. Overall heinous crime in 2019 is down by 10.5% Crime by use of firearms is down by 5.65% Crime against women is down by 11.5% @ArvindKejriwal (sic)," the Delhi Police tweeted. =

It has been 52 months of AAP government and they have only eight months left. Suddenly, they thought of announcing new schemes otherwise they would lose their ground in Delhi," he told reporters in a press conference.

"We are not opposing the idea but something that couldn`t even be started in 52 months, how can it be done in 5-6 months? Arvind Kejriwal is only trying to deceive people," he added.

The decision comes ten days after the ruling AAP suffered a massive defeat and lost all seven Lok Sabha seats in Delhi in the general elections.

The party contested 40 seats across nine states and Union Territories and could win only one seat-Sangrur in Punjab.

Tiwari alleged that the scheme is an attempt to buy votes.

"This is only a beginning, there would be many announcements in the coming time. They had said that they will win 7 Lok Sabha seats but later he said that this was not their election. They are trying to buy votes," he said.

"For 1.5 crore women in Delhi, there are only 3,800 buses. He had promised to deploy Marshals for the safety of women and panic buttons in buses, it seems he himself is now panicking. He cannot understand what new tactic to use to mislead people of Delhi," the BJP leader said.

Tiwari, who won the parliamentary seat of North East Delhi, said that BJP will bring a scheme in which no one has to pay for tickets in buses if voted to power in the national capital.&nbsp;

Delhi's Tis Hazari Court on Wednesday sent the accused, in the chilli powder attack case on Delhi Chief Minister Arvind Kejriwal, to 14-day judicial custody, news agency ANI reported. &nbsp;

The accused Anil Kumar Sharma, a resident of Delhi's Narayana, hid the chilli powder in a cigarette packet while he was waiting in the visitor's area, reports added.

Delhi Deputy Chief Minister Manish Sisodia on Wednesday alleged that the BJP leadership had knowledge of the attack on Chief Minister Arvind Kejriwal and the opposition party wants the latter eliminated to stop him from working for the people.

"(Union) Home Minister Rajnath Singh called Kejriwal and asked him to file a complaint in the attack on him. Is this the way an attack on a chief minister should be probed?" Sisodia asked at a press conference.

Kejriwal said in his letter that he was requesting the prime minister with "folded hands" to end the "strike" by Delhi's IAS officers.&nbsp;

AAP-IAS officers' standoff: Delhi CM Kejriwal writes to PM Modi, asks for help

Delhi MLA Kapil Mishra is all set to file a petition against CM Arvind Kejriwal for having less than ten&nbsp;per cent attendance in the Delhi assembly.

The High Court is likely to hear the petition on Tuesday.

Kapil Mishra had said earlier, "CM's attendance is less than ten per cent&nbsp;in assembly and he totally missed special sessions for full statehood and sealing. He was there for two hours. It's an insult to the votes of people&nbsp;who have voted for him. If he isn't attending assembly his salary should be cut".

He also said that the Delhi High Court should give direction to the CM that he should be attending Delhi assembly session. It should also give direction to Lieutenant Governor and Speaker of the Assembly to ensure that the chief minister is attending the session, he said.

Currently an MLA from the Karawal Nagar constituency, Mishra was removed from the position of Water Resource Minister in the AAP (Aam Aadmi Party) government.

Since then, he has been alleging more instances of corruption in AAP government under Arvind Kejriwal.

Taking a swipe at Modi, Kejriwal said people were missing an "educated prime minister" like Manmohan Singh.

"It's dawning on people now that the PM should be educated," Kejriwal tweeted, posting a Wall Street Journal article on the falling rupee.

This was a clear dig at Modi, reminiscent of his past attacks on the prime minister and reiterating doubts on the authenticity of his educational qualifications.

After the bypoll results became known, Kejriwal said the results were a reflection of people's anger against the prime minister.

The BJP had earlier lost Karnataka and the Gorakhpur and Phulpur parliamentary constituencies in Uttar Pradesh.

On May 31 itself, Kejriwal tweeted a video about people in Varanasi criticising the prime minister. He sought to link the CBI raid on state Health Minister Satyendar Jain's residence to steps the Delhi government is planning to take to reduce the charges by hospitals.

A few days before that, on May 26, responding to a tweet on the performance of Delhi government schools, Kerjiwal said, "This is despite the obstacles created by the LG, the BJP and the PM. Congratulations to all students, principals and teachers."

On May 22, he attacked the prime minister's insurance scheme on the Pradhan Mantri Fasal Bima Yojana (PMFBY). "PM's crop insurance scheme is a complete fraud on the farmers. Its sole objective is to benefit some insurance companies,"&nbspthe AAP chief said.

At the meeting, Kerjiwal said the current minimum wage of Rs 13,500 had earlier been Rs 9,500.

He said the increase was made after the committee studying the issue decided a labourer needed 2,700 calories a day.&nbsp

Kejriwal said he told the committee that a labourer's pay cannot be based only on the calories he needs. That he is a human, not an animal. That he needs to buy clothes, educate his children.&nbsp

Which is when Kejriwal added that "you can pay IAS officers based on their caloric needs, not labourers".&nbsp

Relations between the AAP government and the bureaucracy have been tense since the alleged beating of Chief Secretary Anshu Prakash by Aam Aadmi Party MLAs.

Kerjriwal&nbspalso added that his government is working on abolishing the contract labour system in Delhi and on regularising the services of contractual workers. That had been one of Kerjiwal's campaign promises.&nbsp

"If Delhi was granted statehood, we would have made all contractual labourers permanent. We are facing certain hurdles but we will do it soon. We will take strict action against those not abiding by minimum wage norms for labours,"&nbspKejriwal said.&nbsp

Now, Pakistan&rsquo;s Punjab government too has urged Captain Amarinder Singh to tackle stubble burning. In a tweet posted on Wednesday, @GovtOfPunjab has&nbsp;suggested a slew of measures to the Punjab government.

&quot;We have imposed a ban on stubble burning in Punjab (Pakistan) &amp; hope <a href="https://twitter.com/capt_amarinder">@capt_amarinder</a> takes similar measures,&rdquo; the tweet says, quoting Kejriwal&rsquo;s tweet.

&quot;Environmental hazards threaten our people and habitat. Let us act fast to counter it,&rdquo; the Punjab province government further added in the tweet.

Punjab province&rsquo;s&nbsp;environment minister Zakia Shah Nawaz Khan had earlier termed smog &#39;a regional issue&rsquo; and urged&nbsp;both India and Pakistan to collaborate to find a sustainable solution.

&quot;The only proper forum to do that at the moment is through the South Asian Association for Regional Cooperation (SAARC). The nature of this emergency is such that let&#39;s say Pakistan effectively tackles smog and India is still struggling, we will, regardless of our efforts, still be affected by air pollution. Hence, it has to be a joint effort,&quot; she said in a statement on Thursday.

&quot;Smog is pollution, plain and simple, and it is harmful to us. No one wants it to linger any longer. We have to clean our air. Now to do that, we need to have a three-pronged strategy - a long-term solution, a medium one and a short-term solution. Punjab is already implementing some urgent, short- term measures,&quot; Khan said.

Khan said to nip this evil in the bud.

Smog: Pakistan gives India tips on how to deal with the problem

Delhi chief minister Arvind Kejriwal&#39;s blue Wagon R has been stolen near the Secretariat, ANI reported.

CM Kejriwal had used the iconic blue Wagon R to showcase his party&#39;s commitment to fighting VIP culture in Delhi.&nbsp;

He used the car extensively for campaigning during the 2014&nbsp;election.&nbsp;

Kejriwal continued to use the&nbsp;car even after he assumed office in 2015 to highlight Aam Aadmi&#39;s &#39;commoner&#39; approach.&nbsp;

The car was the centre of attraction during his fight against the Delhi Police in 2014 when he used it to camp and sleep in it.&nbsp;

However, he had stopped using the car for a while now and it was currently being used by Aam Aadmi Party&#39;s media coordinator Vandana Singh.

The Indian Express quoted a source close to Kejriwal as saying, &ldquo;Arvind Kejriwal will be travelling to Chennai Thursday to meet Kamal Haasan. While the exact agenda of the meeting can&rsquo;t be revealed, it will be political in nature.&rdquo;&nbsp;

Kejriwal is expected to land in Chennai at 11.30 am.&nbsp;

Haasan is expected to launch his political party by the end of the month with an eye on local body elections expected in November.&nbsp;

The Express quoted an AAP source as saying: &ldquo;Haasan has made it very clear that his stance is against the communal forces operating within the country. Ahead of the local body elections in Tamil Nadu, the two (Kejriwal and Haasan) are likely to have an exchange of notes over the problems faced within the country and how best to tackle them.&rdquo;&nbsp;

The Express also added an AAP source as saying that the meeting is also indicative of Kejriwal&rsquo;s own &ldquo;attempt to increase the scope of his role in the national Opposition space.&rdquo;&nbsp;

&quot;Public meeting against demonetisation at 11 am at Azadpur Mandi tomorrow. People who are facing problems due to demonetisation reach there,&quot; he tweeted.

Delhi labour minister Gopal Rai also said a meeting focusing on the scrapping of Rs 500 and 1,000 notes will be held with traders, farmers and labourers.

The move comes a day after Kejriwal urged Indian President Pranab Mukherjee to direct the Centre to withdraw the demonetisation move while demanding a Supreme Court-monitored probe into the scrapping of high currency notes.

Kejriwal, who yesterday moved a resolution against the Centre&#39;s decision, had termed&nbsp;demonetisation as &quot;fraud&quot; on the nation, aimed at benefiting a &quot;particular political party&quot;, a veiled reference to India&#39;s ruling party BJP.
