UBS said Wednesday that it's bringing back former CEO Sergio Ermotti to lead the Swiss bank as it moves forward with a government-orchestrated plan to take over struggling rival Credit Suisse.

Ermotti, who was the bank's top executive for nine years and led a turnaround following the 2008 global financial crisis, will take over next Wednesday from CEO Ralph Hamers.

Hamers took up the job in November 2020 and will remain at UBS during a transition period "to ensure a successful closure of the transaction and a smooth handover," the bank said in a statement.

UBS credited Ermotti, who is now chairman of insurer Swiss Re, for having "cut its footprint" and changing the culture of the bank&nbsp;and it pointed to his experience in bringing big financial institutions together.

UBS Chairman Colm Kelleher said Wednesday that he called Ermotti shortly after the emergency deal was arranged on March 19, which involved Swiss regulators, the federal government and top executives at both banks.

Speaking to Swiss newspaper NZZ am Sonntag, FINMA President Marlene Amstad said that it was "still open" whether they will start new proceedings, however, the main focus of the regulator was on "the transitional phase of integration" and "preserving financial stability".

Responding to whether FINMA is considering holding current managers of Credit Suisse accountable for the bank's fall, Amstad stated that it is "exploring the options".

"CS had a cultural problem that translated into a lack of responsibilities," said Amstad, adding, "Numerous mistakes were made over several years".

Six public "enforcement proceedings" have been conducted by FINMA against Credit Suisse in recent years, said Amstad. "We have intervened and used our strongest instruments," she added.

Amstad further defended the decision of Switzerland to write down Credit Suisse Additional Tier 1 (AT1) debt's 16 billion Swiss francs to zero which was part of the forced rescue merger.

"The AT1 instruments contractually provide that they will be fully written off in the event of a trigger event, in particular the granting of extraordinary government support," said Amstad.

"The bonds were created precisely for such situations,” she added.

"We intervened consistently in these cases, used our instruments, and they had an effect. We do not run the bank, that responsibility lies with the board of directors and the management of the bank,” he said.

Credit Suisse was purchased by UBS for 3 billion Swiss francs ($3.26 billion) a week ago.

In Credit Suisse's case, Switzerland’s central bank pumped in an emergency loan last week which initially kept the bank afloat and soothed the market. However, by the weekend, the bank needed to be saved.&nbsp;

<h2>What are central banks doing to avert it?&nbsp;</h2>

A strategy was announced by various central banks to maintain the flow of money through the global economy to help avoid the credit crunch which was gripping markets during the financial crisis.

Headed by the US Federal Reserve, the initiative will make it possible for other central banks to obtain US dollars more easily which they can distribute to commercial banks in their respective countries.&nbsp;

The strategy has been designed so that it can ultimately flow through to borrowers who require access to credit for businesses, investments and mortgages.&nbsp;

The mechanism to ensure such a money flow is called a swap line which refers to agreements reached between two central banks for exchanging currencies. Till the end of April, daily and not weekly currency swaps will be offered by the Federal Reserve to ensure that adequate US dollars are with central banks in Canada, Britain, Japan, and Switzerland as well as the eurozone to operate.

The banks have designed the changes to avoid any credit crunch, a situation which leads to the tightening up of the global banking system and makes it tougher for businesses and consumers to get a loan.

The central bank of Australia has not been included in the initiative. It was indicated that the banking sector of Australia is robust despite the crisis looming in Europe and the United States.&nbsp;

If the Fed finds the banking and financial system as essentially robust, then it can easily handle a few faltering banks by giving them liquidity support then it can take the decision to follow its path of monetary tightening and possibly increase interest rates by 25 basis points and not by 50 basis points.&nbsp;

If the Fed finds the financial system in grave danger, it may pause.

Whatever steps the Fed may take, more turmoil is likely to come in the days ahead, especially in terms of stock market behaviour.

Swiss banking has the ultimate reputation for financial stability, so the slide into uncertainty for Credit Suisse, and the shotgun marriage to UBS, have left the Swiss rather dazed.

Why you should be worried if Credit Suisse collapses

Credit Suisse Group AG was one of the stalwarts of the global financial system. Once deemed too big to fail, the Switzerland-based lender has now gone kaput.

It started with its shares falling on Wednesday and by Sunday, it was sold to its domestic rival UBS for $3.25 billion. The deal was overseen by the Switzerland government and the country’s central bank, which were desperate to get a buyer in a bid to restore confidence in the country’s banking system.

The Swiss government said it regretted that Credit Suisse “wasn’t able to master its own difficulties — that would have been the best solution.”

&nbsp;“Unfortunately, the loss of confidence from the markets and customers was no longer able to be halted,” Finance Minister Karin Keller-Sutter said at a press conference in Bern on Sunday.

Designated as one of the world’s 30 systemically important banks, the 166-year-old lending institution succumbed to the financial turmoil triggered by the fall of Silicon Valley Bank in the US, which had itself become victim to Fed’s tightening monetary policy and fall in its share value.

Before succumbing to the global financial crisis, Switzerland’s second-biggest bank survived without a bailout, unlike many of its peers. It had more than $ 1 trillion in assets, but years after, they dwindled to about US$580 billion—roughly half of UBS’.

How it did go under the hammer?

For two years, Credit Suisse has been braving turmoil one after the other. It has weathered a period of market crises, executive turnover and financial losses.

Most notably, its difficulties&nbsp;started due to its connection to the separate collapses of now-bankrupt Greensill Capital and&nbsp;Bill Hwang’s Archegos Capital Management.

In 2021, Credit Suisse&nbsp;took a $5 billion hit&nbsp;due to the collapse of Archegos, which was equivalent to more than a year’s worth of profit, according to the Wall Street Journal (WSJ) newspaper.

In October, a report on the bank’s financial health drove out outflows of rich clients, Credit Suisse executives said.&nbsp;

The withdrawals continued through the end of the quarter and prompted the bank to reach out personally to more than 10,000 wealthy customers to reassure them of the bank’s health.

Last year, deposits fell 40 per cent to $252 billion. Whereas, total assets dropped 30 per cent to $571 billion, because the bank was, among other things, scaling back its businesses.

In 2022, Credit Suisse reported a net loss of $7.8 billion, after posting a net loss of $1.8 billion a year before.

Settling old disputes

In 2022, it had to pay fines related to mortgage-backed securities and to avoid the prosecution for money laundering.

In October, Credit Suisse said it would pay $495 million to settle a row with the US state of New Jersey over mortgage-backed securities dating back to the 2008 financial crisis.

In the same month in France, the bank agreed to pay $252 million to avoid prosecution on money laundering and tax fraud charges brought in 2016 over undeclared accounts held by French nationals.

‘Material weaknesses’

Credit Suisse had to postpone its annual report, which was scheduled to be published last week, after a last-minute call from the US Securities and Exchange Commission over revisions made to cash-flow statements for 2019 and 2020.

But after it released the report on Tuesday, the bank acknowledged "material weaknesses" in its internal controls.

Following fears of contagion from the collapse of two US banks, comments from Credit Suisse's main shareholder on Wednesday that it would not invest more money in the bank sparked market panic.

How is Credit Suisse different from SVB?

A spokesperson for FINMA said that although it laid emphasis on Britain and the US because of the scale of Credit Suisse's business in those countries, it had also informed European authorities.

Not everyone, however, was kept in the dark.

Saudi investors, with roughly a 10 per cent&nbsp;stake in the bank, put pressure on the Swiss, warning that they could take legal action if they did not recover some of their ill-fated investment, said another person with knowledge of the matter.

And if well-managed, then, of course, UBS would do an absolutely fantastic deal here and would be significantly strengthened in that core strategy. Of course, there will be antitrust issues and some businesses will have to be sold out or carved out in order to meet regulatory requirements,” Wittmann said.&nbsp;

“Well, I have been surprised because the market capitalisation on Friday (March 17) was $8 billion. So this is $7 billion less, this offer. And I think that this will cause a lot of discussions. Why? Because it will raise a lot of questions about why this valuation is so low and why the board of Credit Suisse and also the Swiss authorities have waited for so long to address this problem. And if this valuation remains at $1 billion, then it just means that the problems and the legacies, the situation of Credit Suisse is in a much worse shape than expected or seen by Friday,” he added.&nbsp;

Last week, Credit Suisse shares suffered a heavy fall&nbsp;on the stock market. On Friday, the share price closed at 1.86 Swiss francs. UBS said Credit Suisse shareholders would get 0.76 Swiss francs per share.

Credit Suisse's share price has tumbled from 12.78 Swiss francs in February 2021 due to a string of scandals and crises that it has been unable to shake off.

Like UBS, Credit Suisse was one of 30 worldwide&nbsp;systemically important banks. This means that the bank was deemed of such vital importance to the global banking system that it was called "too big to fail."

But the markets saw the bank as a weak link in the chain.

Amid fears of contagion after the collapse of two US banks, Credit Suisse's share price plunged by more than 30 per cent last Wednesday to a record low of 1.55 Swiss francs, prompting the central bank to step in and offer a $54-billion lifeline.

The US dollar liquidity "swap line" arrangement will kick off from Monday. As per US federal reserve, the swap lines are designed to improve liquidity conditions in dollar funding markets in the US and across the globe. With the help of swap line arrangement global central banks get the capacity to deliver US dollar funding to institutions in their jurisdictions, in times of market stress.

Bank of England, Bank of Canada, Bank of Japan, US Federal Reserve, the European Central Bank, and Swiss National Bank initiated a joint action to ease strains.&nbsp;

The UBS-Credit Suisse merger deal was brought about after intervention of the Swiss bank. The official statement said that the deal was necessary for the survival of struggling Credit Suisse.&nbsp;The deal was finalized in accordance with the emergency ordinance issued by the Swiss Federal Council wherein the merger was implemented without approval of the shareholders.&nbsp;

The announcement by the central banks is an "important backstop to ease strains in global funding markets." The move will reduce the affect on the supply of credit to households and businesses.

British banks will have the option of borrowing directly from the Bank of England, which will borrow money from the US Federal Reserve, rather than the open market. The same will apply to banks in the US, Canada, Japan, Switzerland, and the Eurozone. This financing will be available to banks on daily basis.

This kind of arrangement was initiated earlier also at the time of&nbsp;2008 financial crisis and the Covid pandemic. The swap line will continue "at least through the end of April", as per the Bank of England.

Latin finance ministers hold meeting in Panama amid banking crisis

Swiss banking giant UBS is reportedly in talks to acquire all of part of Credit Suisse, which is rocked by liquidity crisis, scandals and a sliding stock value.

According to the Financial Times (FT), which has cited multiple sources, the boards of Switzerland’s two biggest lenders are all set to meet separately over the weekend to discuss a possible merger.

However, it is reported that both banks are against a merger despite regulators' best efforts to do so.

It is said that the negotiation is being orchestrated at the behest of the Swiss National Bank and regulator Finma in a bid to restore confidence in the country’s banking sector.

Swiss regulators on Friday informed their US and UK counterparts that the merger was the “plan A” to arrest a collapse in investor confidence in Credit Suisse, one of the people told FT.

However, the news of the merger failed to revive the market fortunes of Credit Suisse whose shares performed poorly on Friday— the worst since the onset of the coronavirus pandemic.

The Swiss lender said that it is a strong, global bank. “We fulfill and basically overshoot all regulatory requirements. Our capital, our liquidity basis is very strong,” chief executive Ulrich Koerner said earlier this week.

UBS in talks to acquire all or part of Credit Suisse: Report

European Central Bank supervisors met to tackle growing cracks in the banking system on Friday after a $30 billion lifeline for U.S. lender First Republic Bank eased fears of its imminent collapse.

Large U.S. banks on Thursday swooped in to rescue the San Francisco-based bank, which was caught up in a widening shock triggered by the collapse of two other mid-size U.S. lenders.

The rescue package came less than a day after Credit Suisse clinched an emergency central bank loan of up to $54 billion to shore up its liquidity. Shares in Switzerland’s second-largest bank were lower in Friday morning trading.

The two deals helped restore some calm to global markets, after a torrid week for banking stocks.

“The Supervisory Board is meeting to exchange views and to provide members with an update on recent developments in the banking sector,” an ECB spokesperson told Reuters.

The ECB, which on Thursday raised interest rates by 50 basis points, held another ad hoc supervisory board meeting earlier this week in an unusual move ahead of a scheduled gathering next week.

“French and European banks are very solid,” ECB policymaker and French central bank governor Francois Villeroy de Galhau, told BFM business radio.

Analysts says authorities appear eager to quickly deal with systemic risks, but worry the potential for a full-blown banking crisis is far from over.

Data on Thursday showed banks in the United States sought record amounts of emergency liquidity from the Fed in recent days, driving up the size of the central bank’s balance sheet after months of contraction.

The First Republic deal was put together by top power brokers including U.S. Treasury Secretary Janet Yellen, Federal Reserve Chairman Jerome Powell and JP Morgan Chase CEO Jamie Dimon, who had discussed the package this week, a source familiar with the situation said.

“They will keep the money in First Republic to keep it alive for self interest … to stop the run on banks. Then they will take it away gradually and the bank will play out a slow death,” Mathan Somasundaram, founder at research firm Deep Data Analytics in Sydney, said on Friday.

But while First Republic’s stock closed up 10% on news of the rescue, its shares fell 17% in after-market trading after the bank said it would suspend its dividend and disclosed its cash position and just how much emergency liquidity it needed.

Some of the biggest U.S. banking names including JP Morgan Chase &amp; Co, Citigroup Inc, Bank of America Corp, Wells Fargo &amp; Co, Goldman Sachs and Morgan Stanley were involved in the rescue, according to a statement from the banks.

While the support has prevented an imminent collapse, investors were startled by late disclosures about First Republic’s cash position, even after the injection, and just how much it and others leaned on the Fed this month for support.

“People are concerned that the contagion risk is real, and that rattles confidence,” said Karen Jorritsma, head of Australian equities, RBC Capital Markets.

“I don’t think we are in the crux of a global financial crisis. Balance sheets are much better than they were in 2008, banks are better regulated,” she added.

Credit Suisse became the first major global bank to take up an emergency lifeline since the 2008 financial crisis amid doubts over whether central banks will be able to sustain aggressive rate hikes to rein in inflation.

Lessons from 2008

For now, authorities are confident the banking system is resilient and have tried to emphasise that the current turmoil is different to the global financial crisis 15 years ago as banks are better capitalised and funds more easily available.

The ECB pressed forward with its rate hike, arguing that euro zone banks were in good shape and that if anything, the move to higher rates should bolster their margins.

Focus now swings to the Fed’s policy decision next week and whether it will stick with its aggressive interest rate hikes as it seeks to get inflation under control.

In Asia, Singapore, Australia and New Zealand said they were monitoring financial markets but were confident their local banks were well capitalised and able to withstand major shocks.

While capital remains adequate, analysts say a A$300 billion ($201 billion) refinancing task for Australia’s biggest banks is about to get harder, as appetite for new debt shrinks.

Japan’s finance ministry, financial regulator and central bank said they would meet on Friday to discuss developments.

Banking stocks globally have been battered since Silicon Valley Bank collapsed last week due to bond-related losses that piled up when interest rates surged last year, raising questions about what else might be lurking in the wider banking system.

European banks have lost around $165 billion in market value since March 8, Refinitiv data shows.

Analysts says authorities appear eager to quickly deal with systemic risks, but worry the potential for a full-blown banking crisis is far from over. Data on Thursday showed banks in the United States sought record amounts of emergency liquidity from the Fed in recent days, driving up the size of the central bank’s balance sheet after months of contraction. The First Republic deal was put together by top power brokers including U.S. Treasury Secretary Janet Yellen, Federal Reserve Chairman Jerome Powell and JP Morgan Chase CEO Jamie Dimon, who had discussed the package this week, a source familiar with the situation said. “They will keep the money in First Republic to keep it alive for self interest … to stop the run on banks. Then they will take it away gradually and the bank will play out a slow death,” Mathan Somasundaram, founder at research firm Deep Data Analytics in Sydney, said on Friday. But while First Republic’s stock closed up 10% on news of the rescue, its shares fell 17% in after-market trading after the bank said it would suspend its dividend and disclosed its cash position and just how much emergency liquidity it needed. Some of the biggest U.S. banking names including JP Morgan Chase & Co, Citigroup Inc, Bank of America Corp, Wells Fargo & Co, Goldman Sachs and Morgan Stanley were involved in the rescue, according to a statement from the banks. While the support has prevented an imminent collapse, investors were startled by late disclosures about First Republic’s cash position, even after the injection, and just how much it and others leaned on the Fed this month for support. “People are concerned that the contagion risk is real, and that rattles confidence,” said Karen Jorritsma, head of Australian equities, RBC Capital Markets. “I don’t think we are in the crux of a global financial crisis. Balance sheets are much better than they were in 2008, banks are better regulated,” she added. Credit Suisse became the first major global bank to take up an emergency lifeline since the 2008 financial crisis amid doubts over whether central banks will be able to sustain aggressive rate hikes to rein in inflation. Lessons from 2008 For now, authorities are confident the banking system is resilient and have tried to emphasise that the current turmoil is different to the global financial crisis 15 years ago as banks are better capitalised and funds more easily available. The ECB pressed forward with its rate hike, arguing that euro zone banks were in good shape and that if anything, the move to higher rates should bolster their margins. Focus now swings to the Fed’s policy decision next week and whether it will stick with its aggressive interest rate hikes as it seeks to get inflation under control. In Asia, Singapore, Australia and New Zealand said they were monitoring financial markets but were confident their local banks were well capitalised and able to withstand major shocks. While capital remains adequate, analysts say a A$300 billion ($201 billion) refinancing task for Australia’s biggest banks is about to get harder, as appetite for new debt shrinks. Japan’s finance ministry, financial regulator and central bank said they would meet on Friday to discuss developments. Banking stocks globally have been battered since Silicon Valley Bank collapsed last week due to bond-related losses that piled up when interest rates surged last year, raising questions about what else might be lurking in the wider banking system.
