UK Prime Minister Rishi Sunak on Friday (October 28) defended his decision to skip COP27 climate change summit. Sunak said he was skipping the climate meet because of 'pressing' economic problems.

The UK is emerging from an economic turmoil triggered by former PM Liz Truss' economic policies. The turmoil resulted in Truss' resignation. Sunak has a task on his hand to restore confidence in the UK's financial system.

In an interview with Sky News a day after Downing Street announced he was skipping the summit, Sunak stressed he was "very personally committed" to environmental issues.

"I just think at the moment it's right that I'm also focusing on the pressing domestic challenges we have with the economy, and I think that's what people watching would reasonably expect me to be doing as well," Sunak said.

The COP27 UN climate change conference is due to take place in Egypt on November 7-8. Last year, the conference had taken place in Glasgow, England.

Sunak has nonetheless drawn flak for his decision to skip COP 27 meeting.

Keir Starmer, leader of Labour Party in the Opposition, said that Sunak's decision to skip the conference was an 'absolute failure of leadership'. Green Party leader Caroline Lucas said that Sunak's absence was a "shameful way to end the UK's COP Presidency"

UK PM Rishi Sunak defends his decision to skip COP27 climate summit

This year we have witnessed immense climate around the world. From floods that put one-third of Pakistan under water to hurricanes and typhoons. V20 has said that rich countries must urgently develop a plan to assist countries suffering the ravages of extreme weather.

The world is gearing up for the 27th Conference of Paris (COP). With nations preparing to meet again to deliberate the progress since the last COP26, here is a look into what is COP26, what were its key take always and what are the challenges on its way.

What is COP?

COP stands for Conference of the Parties. COP26 refers to the most recent annual climate change conference hosted by the UN. The most recent COP summit was hosted in a partnership between UK and Italy. It was conducted from 1-12 November 2021 in Glasgow.

This year, COP27 is to take place in Sharm-el-Sheikh, Egypt. It is important to note that this conference is held every year by the world’s governments and is attended by the countries that signed the United Nations Framework Convention on Climate Change (UNFCCC).

What is UNFCCC?

The UNFCCC entered into force on March 21, 1994, and has been ratified by 197 countries. It was signed in 1992 at the United Nations Conference on Environment and Development which is also known as the Earth Summit, the Rio Conference or the Rio Summit.

Which environmental issues were the main focus of COP26?

Coal: It is responsible for 40 per cent of annual CO2 emissions and 64 per cent of the world’s CO2 emissions. COP26 set targets to reduce the use of coal. The major takeaway was the agreement to work on the inefficient oil and gas subsidies i.e. the government payments that artificially lower the price of fossil fuels.

Deforestation: It is another significant global issue. More than 100 countries pledged to stop deforestation by 2030. It is noteworthy that these 100 countries have about 85 per cent of the world’s forests. Deforestation is a crucial issue as trees absorb nearly 10 per cent of CO2 which is emitted every year.

Climate finance: Finance is essential to combat climate issues at a global level. All the developed and rich countries have agreed to contribute nearly 72 billion pounds a year to developing countries for climate action by 2022 end. This pledge was missing in 2020 and hence, was an important part of COP26.

Methane: methane emission is a global climate challenge and is responsible for nearly a third of human-generated waste. At COP26, nearly 100 countries agreed to cut down on 30 per cent of methane emissions by 2030.

What was the key takeaway from COP26?

At COP26, countries were urged to strengthen their 2030 targets by COP27. It was targeted that global warming should not exceed +1.5 degrees Celsius. Nearly 140 countries announced set target dates for bringing down the emissions to a net zero.

The highlight of COP26 was the Glasgow climate pact. This pact was endorsed by 42 countries as a cooperative effort to accelerate the development and deployment of clean technologies. It also aims at sustainable solutions in areas such as clean power, road transport, steel and hydrogen.

What are the major challenges?

The targets set at COP26 are voluntary with no definitive penalties or enforcement mechanism in place. In fact, many targets are subject to provisions based on the availability of financial support. Further, there is a lack of clarity on particular actions that will be taken by countries to achieve the goals.

The biggest challenge arises with the carbon budget. Carbon budget distribution across the nations is widely questionable. For example, the top three emitters are China, the USA and Europe and account for about 30 per cent of the world’s population. This means that they would take up to 78 per cent of the carbon budget.

Thus, with active efforts to combat climate change and rectifications from COP26, COP27 might have a lot to offer in tackling the global climate crisis.

Climate change is getting more severe and intense with each passing year, and it is set to be the norm in the future if the necessary action is not taken, professor Tim Smith said on Tuesday while speaking at WION’s Climate Summit.

Speaking at the event in New Delhi, Smith, professor, Sustainability Research Centre, Australia’s University of the Sunshine Coast, reminded the world about Australia, which has been facing the vagaries of climate.

“In 2010, Australia had flooding issues in Queensland. The property damage bill was US $1.5 billion dollars. In 2019, we had bushfires and the claims for the bushfire was US $2.5 billion. And just a few weeks ago, we had incredibly significant flooding again, and the claims for that will far eclipse the two previous events,” he said.

“So, the climate change impact is getting more intense and severe. These extreme events are going to become ordinary events. So, it is really about exploring the cost of inaction,” he added.

Highlighting the problem of funding climate change, Smith noted that while the North (developed countries) had the wherewithal to mitigate the effects of global warming, the South (developing countries) lacked resources, while weighing on the debate of “who should pay”.

Finally, a new global climate deal has been signed at COP26 Climate Summit in Glasgow. But at the conclusion of the summit, Britain's president of the conference Alok Sharma seemed to 'fight back tears' as the leader apologised for a last-minute change on the wording over coal.

After talks went over 24 hours, leaders at the summit reached a deal on Saturday. It also prompted ire after a last-minute change was forced over the wording about coal.

At the last minute, the Glasgow Pact was watered down with the language of unabated coal. The burning of coal without climate change mitigating technology was changed from 'phase out' to 'phase down'. The alteration attracted heated responses from European and vulnerable countries.

Sharma was also 'deeply sorry' for how the 'process' unfolded when he finalised the agreement.

After hearing from vulnerable nations, his voice broke with emotion, and he said, "May I just say to all delegates I apologise for the way this process has unfolded and I am deeply sorry. Late change over coal forces COP26 president Alok Sharma to hold back tears as deal gets signed

A new draft introduced at the COP26 summit has demanded more urgent action against climate change and the emission of carbon dioxide. Climate activists want world leaders to back their words with action.

UN Climate summit: Rally for action against climate change, last-ditch scramble to save planet

Barack Obama's performance at COP26 has left many wondering who the real U.S. President is. Is it Joe Biden? Or is it still Obama? Here's what Palki Sharma has to say.

Gravitas: Obama outshines Biden at COP26 Climate Summit

Most of the developing nations, including China, India and African countries, have sought at least US $1.3 trillion per year from the wealthy countries in climate finance starting from 2030—a demand that would be most likely to cause further consternation even as countries at COP26 negotiate on the amount.

A group of 24 nations that call themselves Like Minded Developing Countries (LMDCs), as well as countries from Africa, on Monday evening put forward this demand in a proposal for enhanced finance flows that they are pushing for inclusion in the final decisions that will be agreed at the climate conference in Glasgow.

India is part of the LMDC grouping along with China, Indonesia, Malaysia, Iran, Bangladesh, Sri Lanka, the Philippines and others.

Earlier in 2009 at COP15, the world’s richest countries had pledged to provide $100 billion per year of climate finance for developing countries every year till 2020. In the Paris Agreement, this period was extended till 2025.

But the deal never materialised, with many rich nations admitting that they won’t be able to do so before 2023 — three years after the original deadline.

The LMDCs have proposed to the United Nations at the summit said that half of the money must be allotted for financing renewable energy in developing countries, and the other half to them from the effects of global warming.

These countries said that a “significant percentage” of climate finance, not less than $100 billion, should be in the form of grants, with at least $700 billion per year to be allotted to Africa alone.

The developing nations have argued that the enhanced climate finance is essential to driving their climate ambitions and preventing a global rise in temperatures beyond 1.5 degrees Celsius from pre-industrial levels under the Paris Agreement.

The developing countries have also said that climate finance must be clearly defined so that it is not mixed up with other kinds of existing financial flows.

During a high-level ministerial dialogue on Climate Finance in Glasgow on Tuesday, India called on the developed countries to accept its historical responsibility and sought enhanced financing.

“We record our deep disappointment with the deliberations in COP26 so far. Developed countries must accept the historical responsibility and provide the financial resources to the developing countries,” it said in a statement.

“Developed countries had taken a commitment in 2009 to mobilise $100 billion per year by 2020 for climate action by developing countries. The promise has not been met. Scaling up mobilisation is pertinent given the huge gap between the requirement and extent of mobilisation,” said the statement.

India, China, other developing nations propose $1.3 trillion per year in climate finance

A COP26 climate summit draft text on Wednesday urged countries to boost emission cutting goals by 2022, three years ahead of schedule. The text came after data showed that the world was far off track to limit warming to 1.5 degrees Celsius.

The text called on nations to "revisit and strengthen" their decarbonisation plans by next year. Delegates from nearly 200 nations have been holding discussions on how the world can implement the Paris Agreement temperature goals.

The draft said "rapid, deep and sustained reductions in global greenhouse gas emissions" were needed to avert the worst impacts of heating, which has already seen countries worldwide slammed by fiercer floods, droughts and storms.

COP26 was billed by host Britain as an opportunity to "keep 1.5C" alive after a year-long delay due to Covid-19.

However, countries' latest decarbonisation plans are likely to see Earth warm 2.7C this century, according to a United Nations assessment of the pledges.

The 2015 Paris accord contains a "ratchet" mechanism requiring countries to update emissions plans ever five years.

Several large emitters missed the 2020 deadline for submitting new plans, known as nationally determined contributions (NDCs).

Vulnerable nations say that the next deadline, in 2025, is too distant to deliver the short-term emissions cuts needed to avoid disastrous heating.

In what observers said was a "significant first mention" of the fuels driving global warming, the draft summit called on countries to "accelerate the phasing out of coal and subsidies for fossil fuels".

Previous climate summit decisions and the Paris Agreement itself do not so much as mention fossil fuels, focusing instead on emissions.

One senior negotiator told AFP they were confident that the fossil fuel mention would appear in the final text, "in some form or another".

But environmental groups criticised the draft for failing to reflect the urgency of the crisis facing the planet.

"This draft deal is not a plan to solve the climate crisis, it's an agreement that we'll all cross our fingers and hope for the best," said Greenpeace International Director Jennifer Morgan.

"It's a polite request that countries maybe, possibly, do more next year."

After the viral image of Tuvalu's minister in knee-deep water, he is now all set to make his address at the cop26 summit.

'Ready for the worst possibility,' says Tuvalu's minister

As the United Nations COP26 climate summit aimed at staving off catastrophic global warming enters its final week in Glasgow, Scotland, host leader Boris Johnson is feeling the heat over the issue of sleaze. WION brings you the report.

Corruption claims roiling UK government put PM Johnson under pressure

Former US President Barack Obama arrived in Glasgow to address the United Nations climate conference. 'We have not done nearly enough to address these crises, we have to do more and whether that happens or not to a large degree, it is going to depend upon you."

India's PM stated that environmentally conscious lifestyle choices can play a crucial role in combatting climate change. He urged 'Lifestyle for Environment' should become a global initiative.

PM Modi focused on many important issues, including the need for developed nations to fulfil their $1 trillion pledge for climate finance, saying it should be tracked the same way as climate mitigation.

Here are the top eight takeaways from the Indian PM's COP26 speech:

1. PM introduces a new mantra for sustainable development; LIFE or Lifestyle for Environment:
Prime Minister Modi's mantra, 'Lifestyle For Environment', is shaped by Indian cultural heritage. Mahatma Gandhi's teachings and his own life to ensure peaceful existence with nature. The mantra calls for mindful and deliberate utilisation rather than mindless and destructive consumption.

2. The importance of climate finance and technology transfer:

PM Modi's message to developed countries was that just as India has raised its ambitions in setting goals, so too must they do the same in climate finance and tech transfer. He noted that the world cannot meet newer climate finance targets with old goals. He emphasised that developed nations must fulfil their earlier commitments.

"India expects developed countries to make $1 trillion available as climate finance as soon as possible. As we track the progress of climate mitigation, we must also track climate finance. Justice would truly be served if pressure is put on those countries that have not lived up to their climate finance commitments," he said.

3. India's commitment towards achieving net-zero energy by 2070

"By 2070, India will achieve the target of net-zero emissions," PM Modi told leaders at COP26.

4. India raises its Nationally Determined Contributions (NDCs) pledge:

India pledged to achieve 450 GW installed capacity by 2030 through non-fossil fuel sources. India has also pledged to meet 50 per cent of its energy needs from renewable sources by 2030.

5. India's contribution to climate change mitigation exceeds its emissions:

Prime Minister Narendra Modi said that India, which accounts for 17 per cent of the global population, is responsible for only about 5 per cent of total emissions.

6. Reducing carbon emissions and intensity:

The PM announced that India would reduce its carbon emissions by 1 billion tonnes by 2030. In addition, India would cut carbon intensity in its economy by 45 per cent.

7. India does more than just commit; it also acts:

"Today, the entire world admits that India is the only major economy which has delivered on the Paris agreement in letter and spirit," PM Modi told world leaders at COP26.

8. Multi-faceted initiatives in India to mitigate climate change:

Prime Minister Modi spoke about the new India's climate change efforts. From the world's largest railway carrier attempting to become net-zero by 2030 to saving 40 billion tonnes of carbon emissions through LEDs, India is putting climate change at the forefront of its policies.

COP26: Major takeaways from PM Modi's speech at the climate summit

With temperature rising above global average, Nepal Prime Minister Sher Bahadur Deuba on Monday urged the world leaders to recognise the specific climate vulnerability in the mountains and accord high priority to the mountain agenda in all climate-related negotiations.

Making statement as the leader of delegation at the World Leaders Summit during the 26th Conference of Parties (COP) at the UN Framework Convention on Climate Change (UNFCCC) in Glasgow, the prime minister said due to the rising temperature, glaciers are melting, snowfall is decreasing and permafrost is melting in the Himalayan region.

Extreme climate events are increasing, leading to losses in terms of financial, ecological and human. Due to this, 80 per cent of the country’s population is at risk from natural and climate induced hazards.

“During the last 40 years, natural disasters have caused close to US$ 60 billion physical and economic damage in my country alone,” PM Deuba said in his address.

Nepal is also committed to the implementation of Paris Agreement and the country has sent an ambitious NDC plan to decarbonise the country’s economy in all sectors.

He also announced that Nepal will soon host Sagarmatha Sambad, a dialogue named after Mt Everest, to raise awareness on the climate crisis in the Himalayas. “Keeping the global temperature below 1.5° Celsius is vital for mountain people. It is an issue of our survival,” said Deuba.

Speaking about Nepal’s efforts to balance development and climate, the prime minister said, “We have mechanisms to ensure that international climate finance is channelled to support transformational approaches in implementing adaptation, mitigation and disaster management actions together.”

“We are engaging with all stakeholders including private sector, indigenous people, disadvantaged communities, women and youth in all our climate actions. Recognising the value of nature to both adapt and mitigate climate change, we have decided to create a dedicated institution for working on nature conservation and climate change together,” he stated.

Nepal further called upon parties to agree on making ‘loss and damage’ a stand-alone agenda for negotiations and support the framework of additional financing for it as “loss and damage has become a key concern due to increased phenomena of climate induced disasters.

The COP26 must ensure adequate support for adaptation in the most vulnerable counties by scaling up financial, technological and capacity-building resources.

“We can deliver on our goals only through quick, direct and easy access to climate finance. We urge the parties to agree on a clear roadmap for a new collective, quantified and ambitious goal on climate finance before 2025,” PM Deuba stated.

Prime Minister Deuba also met his Indian counterpart Narendra Modi at the conference.

"Met PM @SherBDeuba in Glasgow. It is important we keep working together for sustainable development. He rightly highlighted the threat of climate change to the Himalayan region," Modi said in a tweet.

Both leaders are scheduled to hold a bilateral meeting later in the day.
