"It's very important for me to be here, as a citizen. I think this vote will change our country, whoever the president will be," teacher Hortense Reine said outside a voting place in Boganda secondary school in the city's east, where around 30 people were queueing.

Senior officials at the election organising authority told AFP that where polling stations had opened late, voting would continue for an additional 50 minutes.

On December 19, the government accused armed groups of banding together and advancing on the capital Bangui in a plot allegedly fomented by ousted former president Francois Bozize, a charge he denies.

Fears about the rebels swept the city in the following days, although the UN peacekeeping force MINUSCA said their advance had been stopped.

"There are security risks surrounding the elections, but I will go and cast my ballot," 29-year-old Lionel Fotot said on Thursday, as he went to get his voter's registration card at a school in Bangui.

The news came after a rebel coalition called off a ceasefire and said it would resume its march on the capital and following the arrival of troops from Russia and Rwanda to shore up the government of the resource-rich country.

"Three peacekeepers from Burundi were killed and two others were wounded" following attacks on UN troops and Central African national defense and security forces, the UN said in a statement Friday.

The assaults took place in Dekoa, central Kemo Prefecture, and in Bakouma, in the southern Mbomou Prefecture, it said, without providing further details.

Stephane Dujarric, spokesman for the UN Secretary-General, strongly condemned the latest incident, and called on the CAR authorities to investigate the "heinous" assaults.&nbsp;

He also warned that "attacks against United Nations peacekeepers may constitute a war crime."

Ahead of the polls, 63-year-old incumbent President Faustin Archange Touadera has accused his predecessor Francois Bozize of plotting a coup.&nbsp;

The Nubian giraffe meanwhile has suffered a tragic decline of 97 per cent, pushing this rarer variety toward total extinction. Further afield in Central Africa, the Kordofan giraffe, another of the multitude subspecies, has witnessed an 85 per cent decrease. In 2010, giraffes were a species of "least concern" on the IUCN red list. But six years later they leapt to "vulnerable", one step down from critical, catching many by surprise. "This is why for the giraffe we speak of the threat of a silent extinction," said Jenna Stacy-Dawes, research coordinator at the San Diego Zoo Institute for Conservation Research. Mysterious giants Despite this, an international effort underway to put giraffes squarely on the global conservation agenda has divided professional opinion. Six African nations are pushing to regulate the international trade in giraffes under the UN Convention on Trade in Endangered Species (CITES), which meets from August 17 to 28 in Geneva. "Compared to other charismatic species like elephants, lions, and rhinos, we know very little about giraffes," said Symon Masiaine, a coordinator in the Twiga Walinzi giraffe study and protection programme, which began in Kenya in 2016. "Nowadays, we are still far behind, but we are making progress." Almost nothing is reliably known about giraffe populations in Somalia, South Sudan and eastern parts of the Democratic Republic of Congo, where collecting such information is perilously difficult. But even research outside conflict zones has been patchy. Arthur Muneza, from the Giraffe Preservation Foundation, said the first long-term study of giraffes was not carried out until 2004. Data on giraffes are often gathered as an afterthought by researchers focussing on other wildlife, he added. "Without reliable data, it is more difficult to take appropriate conservation measures," Muneza said. It was not until 2018 that the IUCN had enough statistics to be able to differentiate the threat levels facing many giraffe subspecies. The reticulated and Masai giraffes, for example, were classified as "endangered" while the Nubian and Kordofan were "critically endangered". Trophy hunting Under the proposal before CITES, the legal trade in giraffe parts, including those obtained by trophy hunters on Africa's legal game reserves, would be globally regulated. Member countries would be required to record the export of giraffe parts or artifacts, something only the United States currently does, and permits would be required for their trade. But observers say the limited information available suggests most of this trade originates from places where giraffe numbers are rebounding, like South Africa and Namibia, where game hunting is legal. Muneza says there isn't a clear enough picture that the legal trade is linked to declining giraffe numbers. "The first step should be to conduct a study to find out the extent of international trade and its influence on giraffe populations," he said. Those supporting the proposal before Geneva talk of a "precautionary principle" doing something now before it is too late. For Masiaine, the Kenyan giraffe researcher, any publicity is good publicity for these poorly-understood long-necked herbivores. "It means that people are talking about the giraffe," he said. "And the species needs that."

A war crimes suspect wanted for alleged murder, deportation and torture of Muslims in the Central African Republic has been handed over to the International Criminal Court in the Hague, the tribunal said.

CAR officials transferred Alfred Yekatom on Saturday to officials from the global court, which is looking in more than six years of violence that has destabilised a fragile region at the heart of the continent.

Yekatom, a sitting MP once nicknamed "Rambo", was flown out of the country and arrived in the court`s detention centre in the Hague in the early hours of Sunday, officials there said.

There was no immediate comment from Yekatom or any lawyers representing him.&nbsp;

A UN commission of inquiry found that Christian militias under Yekatom had carried out war crimes and crimes against humanity by targeting Muslims.

The International Criminal Court - set up to prosecute the worst crimes when member countries can not or will not do so - issued a sealed arrest warrant for Yekatom on November 11.

"We allege Mr. Yekatom is criminally responsible for several counts of crimes against humanity and war crimes committed in the Central African Republic between 5 December 2013 and August 2014," International Criminal Court prosecutor Fatou Bensouda said.&nbsp;

"Now, he must answer in court for his actions."

Bensouda is carrying out two separate investigations into conflicts in the Central African Republic. Yekatom`s arrest is the first in the more recent conflict.

A pre-trial chamber found reason to suspect Yekatom of commanding around 3,000 members of an armed group operating within the Anti-Balaka movement, which was carrying out systematic attacks against the Muslim population.&nbsp;

Among the charges in the warrant are murder, cruel treatment, deportation, imprisonment, torture, persecution, enforced disappearance, and the recruitment of child soldiers under the age of 15.

The former French colony, one of Africa’s poorest countries despite reserves of gold and diamonds, was plunged into chaos when mostly Muslim Seleka rebels started attacking towns and grabbing territory before seizing power in March 2013.

Seleka’s rule prompted a backlash from Christian militia known as anti-balaka. Under international pressure Seleka handed power to a transitional government but the move effectively partitioned the country and bloody clashes continue.

The soldier died in hospital late Friday of injuries sustained in the raid on a military base in Gbambia in the country's west, the UN mission MINUSCA said.&nbsp;

The attack, which started at about 2000 GMT, lasted for some 45 minutes and sent residents fleeing into the bush, the UN said.

An armed group called Siriri, created this year by Fulani cattle herders, operates in the area. Led by a man named Ardo Abba, its purported aim is to thwart attacks by cattle rustlers.

The UN said the group had attacked Gbambia in mid-June. A Tanzanian UN peacekeeper died the same month after Siriri staged an ambush in the region. &nbsp;&nbsp;

Meanwhile, the charred body of a priest has been recovered in the central town of Alindao, where sectarian clashes have claimed at least 37 lives this week, the Catholic Church said Saturday.

"We found his charred body," Father Mathieu Bondobo, the vicar-general of the main cathedral in the capital Bangui told AFP.
