Canada has been a top choice for international students in the past, especially from India, with more than 320,000 Indian students joining Canadian institutions in 2022 as per official data. This high influx of international students contributes hugely to Canada’s economy. However, growing diplomatic tensions between Canada and India may disrupt this valuable income stream.

New immigration rules from the Canadian government are expected to cause a significant financial setback for post-secondary education in the country. A report by the International Consultants for Education and Fairs (ICEF) Monitor estimates Ontario alone could lose CDN$1 billion over the next two years.

While Indian students, the largest group among international applicants, will feel the effects, Canada itself risks significant financial losses due to anticipated declines in international enrolment. Among the changes, the Canadian government has implemented measures to control the number of international students.

These include a federally enforced limit on enrolments, leading to a 35 per cent drop in new study permits for 2024, with a further 10 per cent reduction planned for 2025. This policy will even cover master’s and doctoral applicants from 2025 onwards, adding more constraints.

Contribution of Indian students to Canada’s education sector

Indian students are key players in Canada’s education sector, with 2022 seeing a 47 per cent increase in Indian study permit holders, totalling over 319,000. Their economic contributions are substantial, yet numbers have begun to decrease. By August this year, only 137,445 Indian students had been issued study permits, a four per cent drop from the previous year.

Currently, approximately 600,000 Indian students are in Canada, including recent arrivals, based on official data. This number, however, could drop further.

Canadian universities' dependence on higher international fees

Many Canadian universities rely heavily on international tuition fees, which are typically three times higher than those for domestic students. A reduction in Indian enrolment may lead to economic challenges in various areas. Indian students boost local economies, supporting businesses such as accommodation, food, retail, and transport.

Declining enrolment affects more than university budgets; it could compel institutions to cut programmes and services, impacting employment in the education sector.

Why international students matter to Canada

The economic role of international students in Canada is significant. According to a Global Affairs Canada report, international student spending contributed CDN$30.9 billion to Canada’s GDP in 2022.

This rapid growth has been a major asset to Canada’s post-secondary institutions, with economic contributions from students doubling from CDN$15.5 billion in 2016 to CDN$37.3 billion in 2022. This upward trend might have continued in 2023 had new restrictions not been put in place.

How Canada’s restrictions on Indian students may lead to billion-dollar losses to its economy

A senior Indian Diplomat Sanjay Varma who was recalled from Ottawa has accused Canada of Sheltering criminals and gangsters in the country. In an interview with PTI, Verma says Canada dropped gangster Goldie Bar's name from The Wanted list backstabbing India while it was supposed to be a friendly democracy.

Canada will sharply lower the number of immigrants it allows into the country for the first time in years, marking a notable shift in policy for the government as it tries to remain in power.

Canada will bring in 395,000 new permanent residents in 2025, 380,000 in 2026 and 365,000 in 2027, down from 485,000 in 2024, according to a government source.

The number of temporary residents, meanwhile, will decrease by about 30,000 to around 300,000 in 2025, the source said.

The new targets were first reported by The National Post.

Canada has long prided itself on welcoming newcomers, but in recent years, the national debate around immigrants has shifted in part due to rising housing prices.

Many Canadians have been priced out of the housing market since interest rates started rising two years ago. At the same time, a huge influx of immigrants has pushed Canada's population to record levels, further boosting housing demand and prices.

The issue has become one of the most contentious in Canadian politics, with a federal election due no later than October 2025. Polls show a growing share of the population thinks Canada has too many immigrants.

There has been a backlash against newcomers and more reported hate crimes against visible minorities, advocates and community members say.

Migrant advocates slammed the change.

"We are witnessing one of the most egregious rollbacks of migrant rights in Canadian history," Syed Hussan, spokesperson for the Migrant Rights Network Secretariat, said in a statement.

"Cutting permanent resident numbers is a direct assault on migrants who will be forced to remain temporary or become undocumented, pushed further into exploitative jobs."

The office of Prime Minister Justin Trudeau was not immediately available to comment.

The new immigration targets also mark a shift from the pandemic era when the government loosened rules on temporary residents to help fill labor shortages. Last year, Canada had planned to bring in 500,000 new permanent residents in 2025 and the same amount in 2026. As of the second quarter of 2024, there were 2.8 million temporary residents, including workers and students, in Canada, according to Statistics Canada.

In an August interview, Immigration Minister Marc Miller told Reuters "Canadians want an (immigration) system that is not out of control."

Canada's Liberal government, trailing in the polls as some legislators seek to oust their leader, has been trying to regulate immigration.

Under Trudeau, Canadian immigration officials have approved fewer visas this year and border officials turned growing numbers of visa-holders away, data obtained by Reuters showed.

The government promises to reduce temporary residents' share of the population to 5 per cent over three years; it was 6.8 per cent in April.

It also capped the number of international students Canada will bring in and tightened the rules on temporary foreign workers under a program that brings non-Canadians to the country to work on a temporary basis. The program has come under fire for suppressing wages and leaving workers vulnerable to abuse.

Canada to reduce immigrants in the country, government source says

Canada’s Prime Minister Justin Trudeau may be out of office as early as next Monday. At least 24 liberal MPs have told Trudeau to resign by October 28, fearing that if he is not removed, the party will be staring at a massive defeat in next year’s federal elections. So, will Trudeau resign? And what happens if he does not?

Sanjay Kumar Verma, the outgoing Indian High Commissioner to Canada, has accused Canadian Prime Minister Justin Trudeau of damaging the political relationship between the two nations.

Sanjay Kumar Verma, the outgoing Indian High Commissioner to Canada, has accused Canadian Prime Minister Justin Trudeau of damaging the political relationship between the two nations. Verma also denied any role in the death of Hardeep Singh Nijjar, a pro-Khalistani terrorist who was killed in Canada. In an interview with CTV News, Verma condemned Nijjar's murder, saying, "Any murder is wrong and bad. I do condemn it and that is what I have said in many interviews." Trudeau had previously linked Nijjar’s death, which occurred last year in British Columbia, to India. Verma, however, criticised Trudeau, stating that the Canadian leader was basing his accusations on intelligence rather than concrete evidence. "On the basis of intelligence, if you want to destroy a relationship, be my guest. And that's what he [Trudeau] did," Verma said. When asked directly if he had any involvement in Nijjar's death, Verma responded, "Nothing at all. No evidence was presented [by Canada]. (This is) politically motivated." During the interview, Verma also addressed allegations that Indian diplomats and government officials were pressuring Southeast Asians living in Canada for information. He stated that India’s actions were transparent. "There is nothing covert. It's all overt ... we read the newspapers, we read their statements, since we understand Punjabi. So we read their social media posts and try to infer from there," Verma explained. Also read: Delhi school blast: 'White powder' angle - Here's what investigators suspect The high commissioner firmly denied any personal involvement in such activities, stating, "I, as High Commissioner of India, have never done anything of that kind." Tensions between the two countries increased when New Delhi recalled Verma after the Trudeau government suggested that the high commissioner might be linked to the investigation into Nijjar’s killing. Both India and Canada responded by expelling six senior diplomats from each other’s countries. Earlier this week, India’s Ministry of External Affairs (MEA) confirmed receiving a "diplomatic communication from Canada yesterday suggesting that the Indian High Commissioner and other diplomats are 'persons of interest' in a matter related to an investigation in that country" in an ongoing investigation. This further heightened the diplomatic standoff, leading to the expulsion of more officials on both sides. India has consistently emphasized that Canada has yet to provide any credible evidence linking Indian agents to Nijjar's killing. "Since Prime Minister Trudeau made certain allegations in September 2023, the Canadian government has not shared a shred of evidence with the Government of India, despite many requests from our side," the MEA stated. Indian Envoy to CTV: Trudeau Wrecked Ties With India

Amid the ongoing diplomatic row between India and Canada, the Canadian government’s Foreign Interference Commission in a report highlighted the Indian media outlets and their massive reach in the context of Hardeep Singh Nijjar, the Khalistani separatist leader who Ottawa has accused New Delhi's agents of killing.

The report stated that the Indian media, especially those outlets perceived as being aligned with Prime Minister Narendra Modi – highlighted several narratives that targeted Canadian Prime Minister Justin Trudeau, Canada's High Commissioner to India, Canada's national security agencies, Canada's Punjabi Sikh diaspora, and Nijjar's political beliefs.

The report by the Canada's Foreign Interference Commission was published in September this year.

"The report examined websites and US-based social media platforms to surface relevant English language content to assess potential Foreign Information Manipulations and Interference (FIMI) related to India, honing in on a set of 100 accounts across Twitter, Facebook, and YouTube that are frequently described as 'Godi' media (i.e., media outlets or personalities that are perceived as mouthpieces for the ruling Bharatiya Janata Party (BJP) and current Indian Prime Minister Nerandra Modi)," it stated.

The media outlets backed by PM Modi are quite popular with domestic Indian audiences as well as the diaspora communities abroad.

"For example, some outlets have more than 10 million YouTube subscribers, including AajTak/lndia Today (80 million), Zee News/WION (68 million), News 18 (50.8 million), Republic (31.7 million), and Times Now (10.9 million)," the report mentioned.

While defending its stance, the report stressed that Canada's low subscriber numbers of media outlets in comparison with Indian media create a "distinct advantage" in "amplifying negative narratives" about Canada and its position on Nijjar's killing.

"It is very likely that both Canadian and global audiences who follow international news events were exposed to Modi-aligned narratives, themes, and stories on social media platforms," it added.

The report questioned the credibility of user engagement of the Indian media outlets, calling them out, and stressing that they have "little reason to believe that user views have been amplified."

"AajTak, Zee News, and Republic shared several talk-show style clips on their YouTube channels
about the PM Statement and Hardeep Singh Nijjar, receiving between 50K to IM user views per video. Regrettably, YouTube provides few public tools to verify whether user engagement is authentic or manipulated. RRM Canada, however, has little reason to believe that user views have been amplified," it added.

Narratives shared about Indian media's involvement

The report quoted Indian media agencies portraying "Canadian diplomats as haughty".

"In a popular post from ANI, High Commissioner Cameron MacKay leaves the Ministry of External Affairs building without taking questions from a reporter on the scene. Some commentators claim MacKay may have injured the journalist as he closed the embassy vehicle car door. The video received high levels of engagement (16.3K likes, shares, etc.) and was viewed over 2.1M times," the report stated.

According to the report, some of the commentators made direct pleas to Canadian parliamentarians to "eliminate alleged threats to the Indian state".

"The founder of the fringe 'The Frustrated Indian' media outlet, tagged Opposition leader Pierre Poilievre on Twitter, requesting that he neutralise the Khalistanis immediately after becoming the Prime Minister because if you don't, you won't have a country. All the best in advance," the report read.

In June 2023, Khalistani separatist leader Nijjar was shot and killed by two masked individuals outside a Gurudwara in Surrey. Later in September, Canadian PM Trudeau blamed India and said that there were "credible allegations" of a "potential link" between agents of India's government and Nijjar's murder.

However, the Indian government rejected these allegations as "absurd" and "motivated" and alleged Canada was a supporter of Khalistani "terrorists".

Further, Trudeau clarified, saying that he was not trying to "provoke" or "escalate" the conflict, adding that Canada sought cooperation with India.

Rapid Response Mechanism Canada stated that its analysts will continue to observe the information space for new developments on this topic.

"Canada asked India to cooperate. Their (India) ask was for proof. We asked for Indian security agencies to investigate further and cooperate with us. Because at that point what we (Canada) had was intelligence," Trudeau said.

"Their [Indian government] ask was how much do you know? Give us the evidence you have on this and our response was well...it's within your security agencies, you should be looking into how much they know. You should be engaging," the Canadian PM said.

"At that point, it was primarily intelligence and not hard evidentiary proof. So we said, let's work together and look into your security services and maybe we can get that out," he added.

Hours after Trudeau's testimony, the Indian foreign affairs ministry blasted the Canadian PM calling out his "cavalier attitude", and said, "What we have heard today only confirms what we have been saying consistently all along — Canada has presented us (India) no evidence whatsoever in support of the serious allegations that it has chosen to level against India and Indian diplomats."

"The responsibility for the damage that this cavalier behaviour has caused to India-Canada relations lies with Prime Minister Trudeau alone," the statement added.

“Go back, go back to India,” she yelled in the face of Annamalai’s repeated insistence that he is Canadian. “Your parents are not from Canada, your grandparents are not from here,” she added.

However, as the heat triggered more between them, the woman started a new argument, saying, “You can’t even speak English.”

India-Canada Row | 'No Evidence Given': India Slams Canada's Allegations

Amid the ongoing India-Canada row, India's Ministry of External Affairs (MEA) on Thursday (Oct 17) reiterated that after putting "serious allegations" on India for its role in the death of Sikh separatist leader Hardeep Singh Nijjar, Ottawa has not given any evidence so far to prove it.

Canadian Prime Minister Justin Trudeau on Wednesday admitted that his government did not have any hard evidence while alleging that the Indian government was involved in the killing of Nijjar.

MEA Spokesperson Randhir Jaiswal, while addressing a weekly briefing, emphasised that India has made its position "very clear".

"You would have seen that several press releases have been issued in the last two days putting out our position, which we are very clear that since September of 2023, the Canadian government has not shared any shred of information with us. Yesterday, again, after the public, public hearing, we had again issued a statement saying that Canada has leveled serious allegations, but has so far not given any evidence to cut it up," he said.

He further denied the reports that Ottawa had expelled six Indian diplomats, adding that New Delhi acted first. "We have withdrawn our diplomats before Canada took any step," Jaiswal said. "We reject false implications against our diplomats. Canada has not shared any evidence with us."

The MEA spokesperson further stressed that till date, 26 extradition requests have been made by India to Canada for wanted criminals, however, no action has been taken.

"We have asked Canada and given them identities of people of Lawrence Bishnoi Gang. RCMP blaming us is a contradiction," he said.

Highlighting the attack on Canadian journalists of Indian origin, Randhir Jaiswal said that these are clear examples of "intimidations", adding that shifting the blame to India does not work.

"These are clear examples of intimidation and violence by those who openly espouse extremist and separatist ideology. Shifting the blame to India does not work anyhow," the MEA spokesperson said.

In a late night statement on Wednesday, the Indian foreign affairs ministry called out Trudeau’s "cavalier attitude", adding, “What we have heard today only confirms what we have been saying consistently all along — Canada has presented us (India) no evidence whatsoever in support of the serious allegations that it has chosen to level against India and Indian diplomats."

Moreover, New Delhi also held Trudeau responsible for severed diplomatic ties between the two nations.
