Speaking before a Stephenson's Rocket, a 19th-century steam locomotive, in the northern England city of Manchester, Johnson dedicated most of his speech to improving public services, transport and the internet and driving up economic growth.

"Our post-industrial towns have a proud, great heritage but an even greater future. Their best years lie ahead of them," he said, announcing new long-term rail links and promising immediate improvements to bus services.

That message, aimed at what Johnson called "left behind" towns, is seen as the early stages of an election campaign, even though Britain is not due a parliamentary election until 2022 and Johnson is adamant he will not hold one before Brexit.

His Conservative Party does not have a majority in parliament, is divided over how to deliver Brexit and under threat of a no-confidence vote when parliament returns in September.

The unusual conditions brought a reduction in French and German nuclear power output, disrupted rail travel in parts of Britain and sent some Europeans, not habitual users of air conditioning in their homes, out to the shops in search of fans.

Health authorities issued warnings to the elderly, especially vulnerable to spikes in temperature. In cities, children splashed about in water fountains to cool off.

"It's very hot at the moment. I saw 42 degrees (Celsius) is forecast for today," said 19-year-old French tourist Ombeline Massot in the capital's Montmartre district, where visitors drank chilled bottles of water and fanned themselves.

The mercury in Paris touched 42.6 C (108.68 F) in mid-afternoon, above the previous Paris record of 40.4 C (104.72 F) recorded in July 1947.

In Britain, the temperature reached its highest for July, hitting 38.1 C (100.58 F), said the Met Office, the national weather service. The temperature, recorded in Cambridge, beat the previously July record of 36.7 C (98.06°F) in 2015.

The results "primarily reflect lower revenue resulting from the weaker market conditions," the company said in a statement.

Revenue from Jaguar Land Rover Automotive PLC, the company's biggest unit, fell 2.8% to 5.07 billion pounds ($6.34 billion).

The Indian auto sector has been plagued by slowing demand due to higher insurance costs and a credit squeeze in recent months, prompting many automakers such as the company's rival, Maruti Suzuki Ltd, to cut production on surging inventories.
