On Doklam, India will remain firm militarily but be reasonable diplomatically: Report

Indian foreign minister Sushma Swaraj said in Parliament on Thursday that both India and China should withdraw their troops from their current flashpoint on the Doklam plateau.

So far, Beijing has been saying India should withdraw its troops from Doklam before dialogue can be held, while India has said the issue should be resolved peacefully through dialogue.

Sushma's statement, the Indian Express reported, should pave the way for dialogue between Indian national security adviser Ajit Doval and Chinese state councillor Yang Jiechi when they meet at the meeting of NSAs from BRICS countries on July 27 and 28.

That will allow for talks to be held, India's foreign minister said

The Express added that sources had said India's demand — articulated by external affairs Minister Sushma Swaraj in Parliament Thursday — has been conveyed to the Chinese side through diplomatic channels. The Express quoted Swaraj as saying in Parliament, “Agar Chin unilaterally us trijunction point ke status quo ko badal deta hai, toh phir seedhe seedhe hamari suraksha ko chunauti hoti hai… unki maang yeh hai ki hum apni senayein wahan se withdraw kar lein… hum yeh chahate hain ki agar samvaad chal raha hai ki agar baithkar koi baat-cheet karni hai, toh dono apni apni senayein hatayein. Indian Army ready for long haul in Doka La

In an unprecedented move, the Chinese embassy in New Delhi has released a video that talks directly to the Indian public.

In the video -- which is 3 minutes and 29 seconds long -- the embassy's political counsellor talks about the current standoff between India and China in Doklam.

Doklam is a plateau near where Bhutan, India (Sikkim), and Tibet meet.

India believes it belongs to Bhutan.

China claims it, and China and Bhutan are currently in talks to resolve the dispute.

The standoff, reports say, began on June 16 this year when the Chinese Army began building a road in the region.

The Bhutanese Army tried to stop them but were pushed back.

They then approached Indian troops for help, who intervened, leading to the standoff.

In the video, the political counsellor says: "Some Indian friends are deeply worried about the face-off between Chinese and Indian troops in Doklam."

"I have been to the China-Indian and China-Bhutan border areas many times, and have first-hand knowledge about Doklam. In this sense, I would like to share my perception on the current situation in Doklam."

He then goes on to say that "on June 18, Indian troops crossed the Sikkim section of the China-India border, triggering the close-range face off."

He then says that "this section is delimited by the The Convention between China and Great Britain Relating to Tibet and Sikkim in 1890."

And adds that "In essence, China's territorial sovereignity has been undermined by the Indian border troops."

He then says: "After the incident, the Indian side claims that Doklam belongs to Bhutan, Chinese side changed the status quo and India has security concern. These are three major arguments of Indian side to justify its trespassing into the Chinese territory.

He then says "these are three major arguments of Indian side to justify its trespassing into the Chinese territory."

"Based on my knowledge... ", he then says, "I would like to say India's positions are groundless."

Then: "As to 'Doklam belongs to Bhutan', we have strong evidence to prove that Doklam belongs to China."

After giving his evidence, he concludes: "As far as the solution is concerned, the Indian troops must pull back unconditionally and immediately. That is the precondition for any meaningful dialogue between China and India."

It is unclear what the Chinese hope to achieve by the video.

The standoff has had a number of consequences, including the calling off of the Kailash Mansarovar yatra -- through the Nathu La pass in Sikkim -- into Tibet.

The Chinese state-run Global Times, which is known to be hawkish, has run a number of alarming editorials egging on the dispute.

In one, the paper has said “India has startling control and oppression over Bhutan, and as a result, Bhutan has not established diplomatic ties with its neighbor China or any other permanent member of the UN Security Council. Through unequal treaties, India has severely jeopardized Bhutan's diplomatic sovereignty and controls its national defense,”

In another, it said China should encourage pro-independence feelings in Sikkim.

China had recognised Sikkim's 1975 merger with India in 2003 but the Global Times editorial said that stance could always be reversed.

In an unprecedented move, the Chinese embassy in New Delhi has released a video that talks directly to the Indian public. In the video -- which is 3 minutes and 29 seconds long -- the embassy's political counsellor talks about the current standoff between India and China in Doklam. The development comes a day after Indian Prime Minister Narendra Modi decided not to attend the summit citing 'prevailing circumstances'

The upcoming South Asian Association for Regional Cooperation (SAARC) Summit to be held in Islamabad in November could be postponed, Pakistan hinted on Wednesday after India and three other members pullet out of the summit. Bangladesh, Bhutan and Afghanistan indirectly blamed Pakistan for creating an environment which is not conducive for holding the meet, a day after Indian Prime Minister Narendra Modi decided not to attend the SAARC summit citing "the prevailing circumstances", according to Indian news agency PTI. "As per SAARC rules, the summit will not be held if any member-country refused to attend," Pakistan Prime Minister Nawaz Sharif's advisor on foreign affairs, Sartaj Aziz, was quoted as saying by PTI. Aziz added that although it is possible to postpone the summit, the SAARC secretariat has not officially informed the government so far. A formal announcement to this effect will be made by Nepal, the current chair of the SAARC, Indian external affairs ministry spokesperson Vikas Swarup had said earlier. The four SAARC members, including India, informed the SAARC Chair their unwillingness to attend the summit that was scheduled for November 9-10. Founded in 1985, South Asian Association for Regional Cooperation (SAARC) currently has Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, and Sri Lanka as its members. Under the SAARC charter, the summit is automatically postponed or cancelled even if one member country skips the event.
In a further embarrassment for Islamabad, the current SAARC Chair, Nepal has decided to move the annual summit out of Pakistan, Indian newspaper, The Hindu, reported.

A senior diplomat source in Kathmandu told the Hindu that Nepal has decided to find an alternate venue for the summit.

A formal announcement is expected soon. The move to shift the summit out of Islamabad was taken after four nations raised objections to the meet being held in Pakistan.

“There is no question of holding the summit if four countries declare their unwillingness to participate. As the current SAARC Chair, Nepal has the responsibility of seeking a solution to such pre-summit disputes but under the current circumstances nothing much can be attempted. We will do the due formalities and will declare the summit of 2016 should be cancelled due to non-participation of member states,” the Kathmandu-based diplomatic source told The Hindu.

According to reports, a high-level meeting was called by Nepal Prime Minister Pushpa Kamal Dahal in an effort to salvage the SAARC summit.

Since India said last night that it would not be attending the SAARC summit in Pakistan in November, three more countries have followed suit.

Bangladesh, Bhutan, and Afghanistan have all conveyed to Nepal -- the current SAARC (South Asian Association of Regional Cooperation) chair -- that they too will not be attending.

"The growing interference in the internal affairs of Bangladesh by one country has created an environment which is not conducive to the successful hosting of the 19th SAARC Summit in Islamabad in November 2016," Bangladesh said in a statement.

"Bangladesh, as the initiator of the SAARC process, remains steadfast in its commitment to regional cooperation, connectivity and contacts but believes that these can only go forward in a more congenial atmosphere. In view of the above, Bangladesh is unable to participate in the proposed Summit in Islamabad," it added.

Bhutan said it is committed to the SAARC process but the "recent escalation of terrorism in the region... has seriously compromised the environment for the successful holding of the 19th SAARC Summit in Islamabad in November 2016.

"Further, the Royal Government of Bhutan shares the concerns of some of the member countries of SAARC on the deterioration of regional peace and security due to terrorism and joins them in conveying our inability to participate in the SAARC Summit, under the current circumstances."

The SAARC summit was of course over the minute India pulled out -- the by-laws governing the association insist on consensus and it can take absolutely no decision without all 8 countries agreeing.

India had pulled out after 18 of its soldiers lost their lives in a terror attack on an army camp in Uri, Kashmir. India blames terrorists nurtured on Pakistani soil for the attack, and has been looking for ways to "respond" to the attack ever since.

The growing interference in the internal affairs of Bangladesh by one country has created an environment which is not conducive to the successful hosting of the 19th SAARC Summit in Islamabad in November 2016' × "Bangladesh, as the initiator of the SAARC process, remains steadfast in its commitment to regional cooperation, connectivity and contacts but believes that these can only go forward in a more congenial atmosphere. "Further, the Royal Government of Bhutan shares the concerns of some of the member countries of SAARC on the deterioration of regional peace and security due to terrorism and joins them in conveying our inability to participate in the SAARC Summit, under the current circumstances." Afghanistan followed up with: "Due to the increased level of violence and fighting as a result of imposed terrorism on Afghanistan, the President Mohammad Ashraf Ghani with his responsibilities as the Commander in Chief will be fully engaged, and will not be able to attend the Summit." The SAARC summit was of course over the minute India pulled out -- the by-laws governing the association insist on consensus and it can take absolutely no decision without all 8 countries agreeing. India had pulled out after 18 of its soldiers lost their lives in a terror attack on an army camp in Uri, Kashmir. India blames terrorists nurtured on Pakistani soil for the attack, and has been looking for ways to "respond" to the attack ever since. Indian Prime Minister Narendra Modi chaired a meeting yesterday to review the Indus Waters treaty. India and Pakistan signed the treaty in 1960 and it has survived three wars between the two countries so far. The treaty gives Pakistan up to 80% of the waters of six rivers shared by the two countries, and is in India of often thought of as being too soft on Pakistan. Consequently, there have been numerous calls in India for the scrapping of the treaty. "Blood and water cannot flow together," Mr Modi is reported to have said at the meeting. Mr Modi has called another meeting tomorrow to review the Most Favoured Nation status India gave Pakistan in 1999 -- Pakistan does not give the same back to India -- and will for that be meeting with officials from the foreign and commerce ministries. They say that every food has its own story to tell. The South Asian region also has some of the most lip-smacking street foods that every foodie must try. Here is a list of some delicacies from the region, recommended by social media users, that you must try: Nepal Some must-haves are: Chatamari (crepe made of rice flour), spiced and grilled buffalo meat locally known as Choila, which goes best with a homemade liquor called Newari, and Nepalese-style barbecued meat better known as Sekuwa. Street foods from South Asia you can't afford to miss

The first two-day South Asian Association for Regional Co-operation (SAARC) Young Parliamentarians' Conference with the key theme of "Peace & Harmony for Development" concluded in Pakistani capital Islamabad on Wednesday.

Delegates from Afghanistan, Bhutan, India, Maldives, Nepal, Sri Lanka and the host Pakistan participated in the conference. The objective of the conference was to give young narrative of progress to the upcoming SAARC conference to be held in Islamabad in November.

The young parliamentarians of the SAARC countries agreed to enhance cooperation in the fields of energy, trade, and human security and for easement of visa and travel arrangements.

An understanding to this effect came in a joint communiqu? issued on the conclusion of the conference.

The communiqu? emphasised developing mechanisms for strengthening cooperation in climate change, environment, education, tourism and sports.

"We believe that SAARC is the future for this region, and it is the only way, and we can ensure progress and development of all the people of all the countries in SAARC region"

Promotion of people-to-people interactions, cultural exchanges, and cooperation to address issues of corruption and financial crime was also underlined in the communiqu?.

The conference was jointly hosted by National Assembly (lower house) of Pakistan and Pakistan Institute for Parliamentary Services.

Amid the rising tensions between India and Pakistan over recent violence in Kashmir, a three member Indian Parliamentary delegation also participated in the meet.

Led by Kalikesh Narayan Singh Deo, leader of Biju Janata Dal party in the Lok Sabha, the other two members in the delegation were Alok Tiwari of Samajwadi Party in the Rajya Sabha and another Lok Sabha MP Devisingh Patel.

"We believe that SAARC is the future for this region, and it is the only way, and we can ensure progress and development of all the people of all the countries in SAARC region," Deo told the audience at concluding ceremony.

"I certainly intend to strive to ensure that this declaration is put in action by my country," he added.

Addressing the ceremony, National assembly speaker Ayaz Sadiq said the conference will help improve Pakistan's image abroad. He said the region was faced with common problems.

"We have established SDGS (Sustainable Development Goals Secretariat) because the issue we need to tackle is women's issue, it is child labour, it is population, growing population, it is food security, it is education, it is health, and there are numerous issues that we need to tackle. But what I feel is that this is not only Pakistan's issue but the issue is in entire SAARC region. Collectively, putting our minds together we might be able to learn from each other's experiences and take advantage of the situation," said Sadiq.
8 bizarre customs practised in South Asia

When one thinks of used plastic bottles and chips packets, seeing it turn into a road is not the first thing that comes to one's mind. But it does in Rikesh's 31-year-old mind. He is the proprietor of Bhutan's first plastic recycling plant that is building environment-friendly roads using plastic.

The idea involves coating of aggregate with molten waste plastic before it is mixed with bitumen. Besides being an effective solution to plastic waste, the green road project has curtailed the cost of building roads.

Rikesh came across the idea while pursuing his engineering degree in south India. The project took off in October last year and reduced dependence on fossil fuel in the environment-conscious Himalayan nation.

Roughly eight million tons of plastic is dumped into the world's oceans every year. The majority of this waste comes from just five countries: China, Indonesia, the Philippines, Thailand and Vietnam. China and Indonesia are likely the top sources of plastic reaching the oceans, accounting for more than a third of the plastic bottles, bags and other detritus washed out to sea. The rest, i.e. 22 to 43 per cent, of plastic worldwide is disposed of in landfills.

But there are some countries that are trying to do better. For example, Germany claims to recycle and compost 65 per cent of its waste. And even China receives via cargo some 1,500 shipping containers from the US, filled with recyclables that include metals, plastics, rubber, paper, cardboard and textiles, which are used as raw materials by Chinese manufacturers.

Today, the global plastic industry generates revenue of about $600 billion annually, producing products that take 450 years to degrade. In that light, Rikesh definitely is a hero!
