WION Dispatch: Bangladesh PM Sheikh Hasina holds talks with India PM Modi to strengthen ties

Before arriving in New Delhi, Bangladesh PM Sheikh Hasina sent out a message to India. Hasina wants India to "show more generosity" when it comes to water sharing. Palki Sharma tells you what to expect from her visit.

Gravitas | Sheikh Hasina to India: Be more generous with water

New Delhi has welcomed its staunchest friend in the neighborhood, Bangladesh Prime Minister Sheikh Hasina. Most significantly, this is her third visit during the tenure of Indian Prime Minister Narendra Modi. Last such visit of Sheikh Hasina was in October 2019. This, in itself shows the importance Bangladesh attaches to its friendship with India. It is also worth mentioning that Prime Minister Modi was a notable dignitary visiting Dhaka in March this year participating in the Mujib Centenary celebrations reinforcing ties between two countries. The centenary celebrations remembered Mujibur Rahman, the father of the nation for Bangladesh.

The current visit by Sheikh Hasina assumes extraordinary importance as both the countries are likely to ink many pacts aimed at resolving issues pending for long.

Among these issues is that of the Teesta river. The Government of West Bengal has to take a call. crucially, both the countries held a meeting of the Joint Rivers Commission (JRC) to pave the way for a smooth resolution of such critical issues. Other than this, both the countries are likely to carry forward the aspects of rail and road connectivity designed to further improve the communication network.

Besides, Bangladesh is expected to highlight the issue of Rohingya repatriation to Myanmar as this massive problem has completed five years since the first batch of Rohingyas where pushed into Bangladesh by Myanmar. This remains relevant as of late, India has been holding Bangladesh’s hand on the Rohingyas’ issue and also been trying to prevail upon Myanmar to take back the Rohingyas. Other than this, India remains concerned with the apprehensions of the Bangladesh security establishment that there is a strong possibility of extreme religious indoctrination of a major segment of Rohingya population sheltered in Bangladesh.

As already flagged, the security and intelligence authorities in Bangladesh are wary that if even a miniscule percentage of Rohingyas are religiously brain washed then the ramifications of such frenzied radicalization might have cascading effects even across the long, largely porous borders adjoining India. And, any such spillover might prove disastrous to Indian security interests. Talking about security safeguards, India and Bangladesh, are already believed to have a mechanism in place for cooperation on countering terror and sharing of preventable hard intelligence. This visit might see a more meaningful and detailed discussions on this. In this regard, this must be mentioned that Bangladesh has, by and large been able to control the terror menace and after the July 1, 2016 terror incident in the Holy Artiesan Bakery in Dhaka, there has not been any major case of terror assault in Bangladesh.

However, during the sidelines of the summit in New Delhi, the Indian side, in all probability, will bring to the notice of the intermittent incidents of communal violence in Bangladesh affecting Hindu lives and property and prevailing sense of insecurity among the hapless Hindus. Incidentally, Hindus’ most sacred Durga Pooja celebrations are only weeks away and India is likely to bring to the notice of the Bangladesh for extraordinary preventive measures to protect the Hindus from any attacks of vandalism and Hindu deities and acts of sacrilege.

The Prime Ministers’ summit between the two is also likely to see strengthening of cooperation in security, infrastructure and energy sectors at an extraordinary scale. Notably, this important summit will enable both the countries to review the progress made by India and Bangladesh in various areas of collaboration of critical importance. Some knowledgeable watchers of India and Bangladesh assess Hasina’s visit will provide an opportunity to take their ties beyond their regional canvas to an Asia Pacific landscape. There is also a strong possibility of extensive discussions evolving around the Indo Pacific Economic Framework. By the time this piece hits the press, their might be inclusion of more agenda points marking a milestone move forward for a more concrete bilateral partnership between the two.

Whatever the agenda points to be discussed between the two countries, one thing looks certain that Hasina visit will bring India and Bangladesh more-closer and narrowing their differences, if any. Perhaps, this is the best kind of Indo-Bangladesh relationship ever which the world is witnessing and the summit will give an opportunity to both the countries to take care of each other’s problems and stand rock solid against all adversities. This Hasina visit will also be a signal to countries like Pakistan, Turkey and China that no matter what, both India and Bangladesh are steadfastly committed to each other and will remain so in years to come. Significantly again, Bangladesh has its general elections, in 2023 and India is poised to hold its elections, a year later in 2024. It, therefore, assumes more significance than on Hasina’s previous visits. The outcome of the visit merits a revisit to the warmth both the countries enjoy brining further thaw to their existing bonhomie. Last, but not the least, India has proved its’ friendship by standing beside Bangladesh during Covid crisis by rushing considerable vaccine stock to Dhaka and Hasina not so long-ago acknowledged India’s contribution in the Bangladesh liberation struggle of 1970-71. Do they say more to prove their friendship?

Seeking to assure the predominantly Hindu minorities in her country and the global community at large, Bangladesh Prime Minister Sheikh Hasina said that her government strongly supports secularism and any attempts to disturb communal harmony are immediately dealt with. In an interview with ANI ahead of her visit to India, Hasina, however, contended that extremism was not limited to her country as many countries, including India, were witnessing it.

She said one of the reasons for the rising extremism was social media, which had become "very very bad nowadays".

"As long as we are in power, we always give importance to that and I always tell them (the minorities) that you are our citizens. You should own our country. But some incidents sometimes take place but immediately we take action. It is sometimes, it happened, it's very unwanted situation, but you know very well it is not only Bangladesh, even India also sometimes minorities suffered," she said.

There have been reports about attacks and hostility against the minority Hindu population in Bangladesh. Some reports have mentioned attacks on Durga Puja pandals or places of worship. Hasina, however, said that it was important that countries show magnanimity, when asked about incidents of attacks on the Hindu minority population.

"I think that both the countries should show their magnanimity and on our part, you know Bangladesh is a secular country and we have many religions here. And the religion harmony is here, very much. So one or two incidents when they take place, immediately... especially my party... my party people, they are very much, conscious about it and also my government. We immediately take action," she said.

Asked to comment on the role of the radical community of bloggers and others on social media in Bangladesh, Hasina said that it is not desirable that people write things to hurt each other and added that her government tried to curb any such activity.

"Look extremism is everywhere. Even in India, or other countries if you see in the world, there are many countries you can find it out. So because of social media it has become very... very bad nowadays. Some people sometimes write something. Even sometimes it`s not the bloggers but even other religion or so... Sometimes they write and then immediately people they come, but we have been trying our best to control it. We never support that. Each and every religion, they have their right to perform their religion properly, and one should not say such a thing that will hurt the other religion," she said.

Last month, responding to incidents of violence in some parts of Bangladesh, Hasina, while addressing the minority Hindus, had said that they had the same rights as her. She made the comments on the occasion of Janmashtami. Earlier, there were reports from southwestern Bangladesh that temples, shops, and houses of Hindus were vandalised.

Hasina, told ANI, that while some incidents occurred, Bangladesh has a tradition where people of all religions take part in all celebrations.

"We all, together we celebrate... As a cultural event, even you can see in Bangladesh, during Durga Puja. So many places, we have Durga Puja and people celebrate all together. So the religion harmony is there but now some... here and there some incidents happen but our government immediately takes action against them," the Bangladesh PM said.

Asked about the prevalence of cattle-smuggling from India into Bangladesh, Hasina said the issue was under discussion and the magnitude of the problem has been reduced a lot.

"But still sometimes some incident takes place. So we discuss with India that they should show some patience and this cattle trafficking. Already you know, nowadays in our country, now we don't depend on Indian cows much. We are growing our own, you know, cattle here because we need it. But some border smuggling takes place. So the two sides, the border forces, they are sitting together. Any incident happens, they hold the flag meetings, they discuss. So yes, we'll say the assurance that it will reduce so it should not take place," she said.

Hasina is set to visit India on a key bilateral visit from Monday. Hasina's four-day India visit is being seen in both countries as an opportunity to further enhance the time-tested cooperation between the two fastest growing South Asian economies. It is expected that the Bangladesh Prime Minister would also discuss defence cooperation and regional stability with her Indian counterpart Narendra Modi.

Bangladesh Prime Minister Sheikh Hasina to visit India next week

Bangladesh prime minister Sheikh Hasina will be beginning her India visit next week from the much-revered Nizamuddin Dargah in Delhi on Monday. The holy Sufi shrine has been an important pilgrimage site for both PM Hasina and her father Sheikh Mujibur Rahman for more than half a century. During the visit, PM Hasina is expected to meet Syed Basit Nizami, who is the Sajjada nashin or successor of a Sufi master who is custodian or trustee at a shrine. 'Bangabandhu' Sheikh Mujibur Rahman used to come to meet his grandfather — Syed Mohamad Miya Nizami, and his father, Kabir Uddin Nizami.

In a conversation with WION, Syed Basit said, "PM Hasina's father Sheikh Mujibur Rahman used to come to my grandfather, then after his death, Sheikh Hasina used to come to meet my father. She met my father, both in Dhaka and Delhi and even today, she remembers my father by face. I will be meeting her for the first time. I am hopeful the meeting will be good."

Interestingly, it was on 9th April 1981 when Sheikh Hasina happened to visit the holy place that gave her the strength to go back to her country and find those responsible for killing her father. During that visit, she was given a document, written by her father during his visit to the shrine on 9th April 1946, a moment that she still cherishes.

Syed Basit Nizami pointed out, "If she is coming, she is coming with a wish. I will do dua for her as my father and grandfather did. I hope, she goes from here happy."

During the visit, PM Hasina is expected to meet Syed Basit Nizami who is the Sajjada nashin or successor of a Sufi master who is custodian or trustee at a shrine. 'Bangabandhu' Sheikh Mujibur Rahman used to come to meet his grandfather--Syed Mohamad Miya Nizami, and his father, Kabir Uddin Nizami. This time, the first time I will be meeting her. I am hopeful the meeting will be good" Also read | PM Modi commissions INS Vikrant, India’s first indigenous aircraft carrier The almost 700-year-old Dargah is the nerve centre of Sufi culture in India and PM Hasina has been a regular visitor of the famous Nizamuddin Dargah during her stay in Delhi from 1975 to 1981 after the assassination of her father, Sheikh Mujibur Rahman. Remember after the assassination of Bangabandhu, the then Indian PM Indira Gandhi had given asylum to Sheikh Hasina and her sister Sheikh Rehana. After shutting down all of its diesel-run power plants last month, Bangladesh has been battling extreme power shortage. The country has now announced that to tackle the problem it will close schools for one extra day a week and cut office timings by an hour. The South Asian country last month shut down all 10 of its diesel power plants after Russia's invasion of Ukraine drove up the cost of imported fuel. It then started to cut power for two hours daily but many parts of the country go without electricity for much longer.

Prime Minister Sheikh Hasina's government has decided that schools will remain closed for two days, Cabinet Secretary Khandker Anwarul Islam told reporters. Schools usually open six days a week and are closed on Fridays but the education ministry announced that they will now be shut on Saturdays as well.

The shut plants account for about 6% of Bangladesh's total power generation capacity of 23,000 megawatts. Natural gas, locally produced and imported, generates nearly three-quarters of the total.

There is also a change in the timings of government offices. They will now open from 8 am-3 pm instead of the usual 9 am-5 pm, while banks will open from 9 am-4 pm rather than 10 am-6 pm, starting on Wednesday. Private offices can set their opening hours as per their requirements, Islam said.

Villages will get uninterrupted power supply for irrigation from midnight to morning, he said. The government has also announced staggered weekly holidays for factories to save power.

The Bangladesh economy has been facing trouble for some time now. The foreign exchange reserves are dwindling due to inflated import bills, leading the government to seek loans from global agencies, including the International Monetary Fund.

Earlier this month, the government raised oil prices by as much as 51.7%, sparking protests by students and opposition parties in the country of 165 million people. The government has also placed curbs on imports of luxury goods and liquefied natural gas.
