The Commission of Railway Safety (CRS) will conduct an inquiry into the Amritsar train tragedy in which at least 60 people were killed earlier this month.

The matter has become a matter of great public discourse, especially raising concerns regarding the safety of people trespassing on railway tracks.&nbsp;

Amritsar MP Gurjeet Singh Aujla held a meeting with Union Minister of Railways and Coal, Piyush Goyal and handed over a letter, requesting an inquiry by the CRS in the incident.

The Ministry of Railways has considered the request and other facts, circumstances and legal provisions.&nbsp;

As per the law, it is not mandatory, in such cases, for an inquiry to be conducted by the Chief Commissioner of Railway Safety (CCRS), but it is not impermissible either.

In the past, CRS inquiries have been conducted in incidents where people have been run over by trains on railway tracks.

Although the Railways does not appear to be responsible in this incident, the issue of inquiry conducted by an independent and technically competent authority, not reporting to Ministry of Railways, was considered and a request was made to the CCRS to conduct an inquiry in this matter.

Considering this, the CCRS has ordered a statutory inquiry into the incident.

On October 20, Punjab Chief Minister Captain Amarinder Singh had ordered a magisterial inquiry under the Divisional Commissioner of Jalandhar to ascertain the cause of the accident.

The accident took place at the Dhobi Ghat ground in Choura Bazar near Jhoda Phatak area in Amritsar on October 19 after a speeding train ran over a crowd of Dussehra revellers that had spilt onto the railway tracks while watching the burning of a Ravana effigy.

A Punjab police commando and a photojournalist were injured Sunday when security personnel removed protesters from a rail track where 59 Dussehra revellers were mowed down by a train, officials said.&nbsp;

The agitated protesters blocking the track were removed and train services resumed this afternoon, 40 hours after the horrific accident, a railway spokesperson said.&nbsp;

On Friday evening, a gathering of more than 300 people were on the tracks to watch the burning of a Ravana effigy when the speeding train struck leaving 59 dead and scores injured.

The first goods train started from Manawala to Amritsar at 1416 hours, Northern Railways spokesperson Deepak Kumar told PTI, adding this is being followed by mail/express trains.

The railways got the clearance from local authorities at 12:30 pm to restore services, the railway spokesperson said.

"Train services resumed on the affected rail track near Joda Phatak," Senior Divisional Security Commissioner (Railways), Firozpur Division, S Sudharkar said.&nbsp;

Earlier in the day, the Punjab Police cleared the track off the protesters who were staging a sit-in.&nbsp;

They resorted to stone-pelting and clashed with security personnel after being removed, officials said.&nbsp;

A Punjab police commando and a photojournalist were injured during the clash, they said.&nbsp;

The protestors were raising slogans against the state government and demanding the resignation of Punjab minister Navjot Singh Sidhu.

The Punjab police have deployed its personnel, including commandoes, to manage the crowd. The Rapid Action Force was also present in the Joda Patak area, officials said.

Meanwhile, Chief Minister Amarinder Singh directed the Amritsar administration to prepare detailed socioe-conomic profiles of victims.&nbsp;

Singh, who met some of the survivors in hospitals Saturday, was particularly moved by tales of two young women who lost their entire family including children and husbands, and in one case her in-laws, an official release said.

Anguished at the plight of such survivors, Singh told Chief Principal Secretary Suresh Kumar that the government needed to do more than just giving Rs 5 lakh ex gratia, especially in cases where victims were poor.&nbsp;

The senior Congress leader announced that a proper system would be worked out to ensure that such survivors were rehabilitated by the state at the earliest.&nbsp;

He also directed that ration, clothing, medicines etc be provided to the families of the victims as most were from the economically weaker sections of the society.&nbsp;

Singh reviewed the relief and rehabilitation work with the Crisis Management Group of ministers headed by state Health Minister Brahm Mohindra, and directed them to take immediate steps for early disbursement of the compensation.

All steps should be taken for the effective rehabilitation of the survivors and families of the victims, he added.&nbsp;

The Crisis Management Group was set up by the state government on Friday, immediately after the disaster struck.&nbsp;

A day after 60 people were crushed to death by a moving train while they were celebrating Dusshera festival in Amritsar, the Punjab and Railway Police detained questioned the driver of the train. &nbsp;

Punjab Police officials said that they have detained and are questioning&nbsp;the DMU (diesel multiple unit) driver at the Ludhiana railway station regarding the incident that took place on Friday night at the Jora Phatak near Dhobi Ghat within Amritsar city.

The people were crushed to death while they were watching the burning of a Ravana effigy from a railway track.

Sources said that the driver claimed that he was given a green signal and all clear and had no idea that hundreds of people were standing on the tracks when the train crossed the area.

Police sources said that the organisers of the event had gone underground.

As the Ravan and other effigies went up in flames with the deafening noise of bursting fire crackers, the people standing on the live railway tracks did not realise that a speeding train was approaching.

Nearly 150 people, most of who were watching the burning of effigies or were recording the event on their mobile phones, were mowed down by the train.

The disaster was over in 10-15 seconds, people at the spot said.

Punjab chief minister Captain Amarinder Singh on Saturday ordered the Amritsar district collector to immediately release of Rs 3 crore for payment of ex-gratia to the families of those died in the train accident.&nbsp;

Earlier, the CM visited the victims of Amritsar train accident at several hospitals. He visited Amandeep Hospital, Civil Hospital and Guru Nanak Dev Government Hospital in Amritsar where the victims are being treated. &nbsp;

He also ordered a magisterial inquiry in the incident.

''We are ordering a magisterial inquiry into the incident under the police commissioner who will submit a report in 4 weeks,'' he was quoted as saying by news agency ANI.&nbsp;

The chief minister said that 59 people died while 57 injured.&nbsp;
