<p>BSP Chief Mayawati on Wednesday vacated her bungalow in Lucknow in compliance with the orders of the Supreme Court.&nbsp;</p>

<p>News agency ANI reported that BSP supremo, who occupied bungalow no. 6, Lal Bahadur Shastri Marg, Lucknow, &nbsp;has vacated in compliance with the orders of the Supreme Court.&nbsp;</p>

<p>The bungalow was allotted to her in the capacity of former chief minister of Uttar Pradesh.&nbsp;</p>

<p>Supreme Court has recently ordered former Uttar Pradesh chief ministers to vacate their official residences.</p>

<p>The Supreme Court had earlier this month said that former chief ministers of Uttar Pradesh cannot retain government accommodation after demitting office, observing that a chief minister was at par with a common man once his or her term ends.</p>

<p>The court was hearing a petition filed by NGO Lok Prahari, challenging the amendments made by the erstwhile Akhilesh Yadav government to the UP Ministers (Salaries, Allowances and Miscellaneous Provisions) Act, 1981.</p>

<p>As per the notice served by the UP Government after Supreme Court’s order, six former CMs of UP, including Mayawati and Akhilesh, will have to vacate their government bungalows by the end of this month.</p>

<p>Though Mayawati is set to vacate her government bungalow situated at 13A Mall Avenue and is reportedly moving to a new address 9 Mall Avenue, which happens to be bang opposite to her house. But on Monday morning one board had come up at 13A Mall Avenue which read 'Kanshiram Yaadgar Vishram Sthal'.</p>

<p>Earlier reports said that instead of vacating her official residence at 13 A, Mall Avenue, Lucknow, Mayawati has reportedly gotten a signboard on the premises declaring it to be ‘Shri Kanshiram Ji Yaadgar Vishraam Sthal’.</p>

<p>According to reports, the Central Bureau of Investigation has registered a case against Delhi's Health and Power Minister Satyendra Jain and former PWD Engineer-in-Chief SK Srivastava, among others. Those named have allegedly been involved in the irregular hiring of creative teams in the Public Works Department.</p>

<p>The CBI on Wednesday raided Jain's residence for allegedly hiring the creative teams for Mohalla clinics, schools and other such programmes.</p>

<p>Delhi Chief Minister Arvind Kejriwal reacted to the CBI raids tweeting out, "What does PM Modi want?"</p>

<p>The newsbreak of Indian and Pakistani Director General Military Operations (DGMOs) agreeing to "fully implement the 2003 ceasefire understanding in letter and spirit", through a special hotline talk comes as a pleasant surprise to affected population, more so after Indian Foreign Minister Sushma Swaraj indicated that dialogue and terror cannot go together a day earlier.</p>

<p>The idea of resolving issues through hotline and flag meeting is not new and has failed many times in past, however, it may give a temporary relief to the affected innocent people on the borders/Line of Control, till Pakistan releases the existing temporary international pressure on it, to abrogate ceasefire again.</p>

<p><strong>Why is Pakistan talking about peace?</strong></p>

<p>It was well known to the entire global community that most of the terrorist organisations are based in Pakistan, and several reports have claimed that they are sponsored by Pakistani Army and ISI. The pressure, however, started building on them only after it fell out of step with US for not taking adequate actions against the Haqqani network and al-Qaeda. The list of UN declared global terrorists expanded, and US President Donald Trump declared new South Asia policy putting them under financial and diplomatic pressure.</p>

<p>Pakistan temporarily sought China's help in withstanding the US pressure, but Beijing too not very happy with refueling of ETIM operating in Xinjiang by Pakistani militants, is carrying on with them due to heavy investment in CPEC, and with a condition that their men working on the project will be protected. During the BRICS Summit, China too reluctantly agreed to name LeT and JeM as terror groups. China, under international pressure of supporting radicalised Pakistan, felt the heat when the threat of Financial action Task Force (FATF) declaring it grey/black became evident. China has understood that CPEC cannot progress unless Pakistan sees some sense in peace and takes some concrete measures to showcase it. The biggest problem is that if Pakistan is declared grey/black by FATF in June then most of the investors for CPEC, including Chinese enterprises, may back out of the project. Despite Chinese denial, a possibility of them having advised Pakistan army to see sense is a reasonable possibility, otherwise expecting Pakistan army chief indicating to talk peace, and rumors of Chinese advice to move Hafiz Saeed to West Asia, cannot be without a pressure. Pakistan on the other hand finds the political cost of shifting Saeed too heavy and continues to try to give him back door entry into politics with LeT fully aligned to Pakistan Army and ISI.</p>

<p><strong>Why Pakistan's adherence to ceasefire and peace is 'too good to be true'?</strong></p>

<p>The peace between India and Pakistan is unfortunately marred with an inseparable historic baggage of animosity, military coups and resultant instability which continues even now. The 1971 war, besides dividing Pakistan and leading to creation of Bangladesh, resulted in 90,000 prisoners of war for the victorious Indian Army. Pakistan army could never forget it, and keeps trying to wipe this scar. Today the same generation of military is not in power, but the thought to avenge professional shame is alive with their military.</p>

<p>President Zia's 'Islamic Republic of Pakistan' became breeding ground for Islamic terrorism. With Taliban and Wahhabism on the rise, Pakistan witnessed a change in psyche and ideology through madrassas. Kashmir is an obvious target to avenge. The ethnic cleansing of people of Balochistan and Pashtuns makes Pakistan further unstable. Due to internal instability, Pakistan army could project itself as the only option available to protect their country against India hence they justify holding the reins of power. Their influence and relevance is due to 'Indian threat' and a 'boiling Kashmir valley'.</p>

<p>Pakkistan's former President Pervez Musharraf further nurtured militants, used them in proxy wars as 'strategic assets' and this reality has not changed. In this backdrop, every effort for peace is expected to fail. With Pakistan giving a ruling about Gilgit-Baltistan which is a sovereign territory of India, I do not see any peacefulness in Indo-Pak relations in near future.</p>

<p><strong>Did Non Initiation of Combat Operations (NICO) have any impact on ceasefire?</strong></p>

<p>The ideas like ceasefire and declaration of NICO were tried earlier in the year 2000, but failed. Pakistan neither reciprocated the gesture nor promised to hold fire. In fact they started the trans-border firing on the first day of Ramzan. It was expected that with development and 'Embracing Kashmiris' by suspending combat operations during Ramzan will alienate the population against militants trying to disturb peace. In the present declaration, the deployment and intelligence grid of security forces is not being disturbed, but they can take retaliatory action, only if militants fire at them. The fact that declaration was rejected by terrorist groups, who intend to continue their actions during the holy month of Ramzan, as well as separatist groups enjoying state protection, means that it is waiting to fail, as their narrative has been written by Pakistan. Let me analyse the possibilities under the present model of NICO:</p>

<ul>
	<li>The expectation of peace through NICO is a misconception, because the militants, especially Pakistanis cause innumerable atrocities on innocent people of Kashmir, but no one lodges complaint/FIR against them, as they know that the entire family will be wiped out. Abu Dujana is a case in point.</li>
	<li>The militants can move freely, kill some informers and terrorise the rest, as they know that security forces cannot do anything till they actually fire at them. Terrorists are free to extort, launder money and muster enough funds for subsequent operations. They can carry out recruitment of young boys into their outfit by luring them or terrorising their parents.</li>
</ul>

<p><strong>How should India respond to changing realities?</strong></p>

<p>As there are no easy answers for a lasting peace between India and Pakistan, India cannot afford to put its guard down on account of ceasefire. India should not be talking to Pakistan unless it shuns proxy war. India needs to declare a well thought state policy on the subject, because any wavering of stance can be construed as a weakness. War with Pakistan is not a worthwhile economical option, but India can look at overt and covert options against militants. While India expects the entire world to declare Pakistan a terror state, it is yet to scrap the 'Most Favored Nation' status accorded to it. India should also take up the issue of Balochistan in all world forums along with terrorism brewing in Pakistan. India needs to use the leverage of water sharing also with Pakistan. Internally, the decision makers need to have an honest intention to resolve it. The allurement of vote bank politics has to be subordinated to national interest.</p>

Abu Dujana is a case in point. The militants can move freely, kill some informers and terrorise the rest, as they know that security forces cannot do anything till they actually fire at them. Terrorists are free to extort, launder money and muster enough funds for subsequent operations. They can carry out recruitment of young boys into their outfit by luring them or terrorising their parents. How should India respond to changing realities? As there are no easy answers for a lasting peace between India and Pakistan, India cannot afford to put its guard down on account of ceasefire. India should not be talking to Pakistan unless it shuns proxy war. India needs to declare a well thought state policy on the subject, because any wavering of stance can be construed as a weakness. War with Pakistan is not a worthwhile economical option, but India can look at overt and covert options against militants. While India expects the entire world to declare Pakistan a terror state, it is yet to scrap the 'Most Favored Nation' status accorded to it. India should also take up the issue of Balochistan in all world forums along with terrorism brewing in Pakistan. India needs to use the leverage of water sharing also with Pakistan. Internally, the decision makers need to have an honest intention to resolve it. The allurement of vote bank politics has to be subordinated to national interest. <p>Diesel in the national capital on Tuesday amounted to Rs 69.31 per litre while for Mumbai it stood at Rs 73.79. For Chennai, diesel price hit Rs 73.18 per litre and for Kolkata, it was registered at Rs 71.86.</p>

<p>Repolling in 123 booths in Maharashtra's Bhandara-Gondiya, Uttar Pradesh's Kairana and Aonglenden in Nagaland started on Wednesday morning.</p>

<p>Election Commission yesterday ordered re-poll at 73 polling stations in Kairana, 49 in Bhandara-Gondia and one polling station in Nagaland, after VVPAT machines developed snags during Monday's Lok Sabha bypolls.</p>

<p>The repolling is taking place at 49 booths in Bhandara-Gondiya and 73 booths in Kairana.</p>

<p>In Aongleden, repolling is being conducted at only one polling booth.</p>

<p>Following allegations of EVM malfunctioning, the Election Commission on Monday ordered the transfer of District Collector Abhimanyu Kale. He was replaced by Kadambari Balkawade.</p>

<p>Kale cited high temperatures as the primary reason for the malfunctioning of the Voter-Verified Paper Audit Trail (VVPAT) during the polling in the Bhandara-Gondia Lok Sabha constituency.</p>

<p>On Monday, the by-polls for four Lok Sabha seats and nine assembly constituencies were held on Monday across 10 states.</p>

<p>Assembly bypolls were held in Noorpur (Uttar Pradesh), Shahkot (Punjab), Jokihat (Bihar), Gomia and Silli (Jharkhand), Chengannur (Kerala), Palus Kadegaon (Maharashtra), Ampati (Meghalaya), Tharali (Uttarakhand) and Maheshtala (West Bengal).</p>

<p>All animal samples, including those from bats, cattle, goats and pigs from Kerala, sent to the National Institute of High Security Animal Diseases, in Bhopal, Madhya Pradesh, were negative for Nipah, said animal husbandry officer A&nbsp;Mohandas.</p>

<p>The department was now collecting samples of fruit bats from Perambra, the suspected epicentre of the infection and nearby areas, Mohandas said.</p>

<p>Separately, tests run on dead bats in Himachal Pradesh were negative for Nipah, an official there said.</p>

<p>The dead bats were discovered on the roof of a school and had triggered a new Nipah scare last week.</p>

<p>Of some 116 suspected cases sent for testing in recent weeks, 15 have been confirmed as Nipah, the Kerala government said on its website on Monday.</p>

<p>Thirteen of those 15 people have died and two are undergoing treatment.</p>

<p>The latest victim was a 26-year-old rickshaw driver from Kerala's Kozhikode district who died on the weekend, hospital officials told Reuters.</p>

<p>No confirmed cases of the virus have yet been found outside Kerala, despite fears it has spread. Some neighbouring states including Maharashtra, Telangana and Karnataka have sent samples for testing of people who reported Nipah-like symptoms in the last few days.</p>

Hunt for origin of mysterious brain-damaging Nipah virus stepped up

<p>The World Health Organisation (WHO) has asserted that the state of Andhra Pradesh houses the highest number of citizens who smoke tobacco in Southern India.&nbsp</p>

<p>About 10.1 per cent of people who use various forms of tobacco products in Andhra Pradesh are women, observed the Global Adult Tobacco Survey (GATS)-2016-17.Of the 10.1 per cent, 4.6 per cent of women smoke cigarettes and beedis, 6.5 per cent use smokeless tobacco like khaini and others. While cigarettes are the most preferred form of tobacco among women in the State, beedi and khaini followed next.</p>

<p>The findings of the survey also noted that 89.5 per cent of adults in the State noticed that the anti-tobacco campaign helped in reducing the usage of tobacco.</p>

BJP Dalit supporter found hanging from tree; party says it's political murder

<p>Suffering from acute water crisis, Shimla city has run out of the water as it remains without water for over a week now.</p>

<p>Following the water crisis, local residents are posting keep-off-Shimla messages on social media urging tourists to choose another destination for their summer holidays.</p>

<p>The Himachal Pradesh High Court on Tuesday also ordered to halt construction activities in order to curb the water use in Shimla.</p>

<p>The order also banned car washing for a week.</p>

<p>May-June months are the peak time of Shimla in which it experiences the highest number of tourists from neighbouring areas. According to reports, the population of Shimla Municipal Corporation area is about 1.72 lakh but it increases by 90,000 to one lakh more tourists during the peak season.</p>

<p>The parched Queen of HIills, Shimla has fallen short to less than 50% of the required amount of drinking water due to the dry winter. The requirement of water reportedly increases to 45 million litres a day during the peak season.</p>

<p>Recently, state chief Jai Ram Thakur Pradesh admitted that there is a shortage of water in some areas of the state while assuring that the government is taking steps to provide relief to the people.</p>

<p>So far the water in each zone was being supplied by the government water tanks but that too is happening after a gap of several days.&nbsp;</p>

<p>The court also issued a strict order to not send water tankers to the individual, particularly if they live in VIP areas including judges, ministers, bureaucrats, police officers etc.</p>

<p>However, that court has exempted&nbsp;the governor and the chief minister from the order.</p>

<p>The water crisis in the city has forced people to buy water from private suppliers or wait in a long queue to get a bucket of water.</p>

<p>Hotels are also affected by the crisis as many bookings have been cancelled in the last 2-3 days.</p>

<p>The water scarcity has not only caused serious problems in the government and private hospitals. The hostels of local educational institutions and schools are still without water, though they were supplied water through tankers.</p>

<p>The people are also agitated by the crisis and stages a sit-in protest outside the waterworks office on the Mall road.</p>

<p>They also marched towards Chief Minister's residence but police managed to stop them.</p>

<p>The water crisis is not a new phenomenon in India. Many parts of India experience water shortage. So far the water in each zone was being supplied by the government water tanks but that too is happening after a gap of several days. The court also issued a strict order to not send water tankers to the individual, particularly if they live in VIP areas including judges, ministers, bureaucrats, police officers etc. However, that court has exempted the governor and the chief minister from the order. The water crisis in the city has forced people to buy water from private suppliers or wait in a long queue to get a bucket of water. Hotels are also affected by the crisis as many bookings have been cancelled in the last 2-3 days. The water scarcity has not only caused serious problems in the government and private hospitals. The hostels of local educational institutions and schools are still without water, though they were supplied water through tankers. The people are also agitated by the crisis and stages a sit-in protest outside the waterworks office on the Mall road. <p>An Air India pilot was found dead in a health club of a hotel in Riyadh on Wednesday morning.&nbsp</p>

<p>Air India first officer Capt Rithwik Tiwari was found dead in a small toilet room located in a health club of the hotel on Wednesday morning.</p>

<p>A spokesperson of the airline also informed the Indian embassy in Riyadh and family of the pilot about the same.</p>

<p>"We got the news of our pilot died in Riyadh we informed his family as well as our embassy in Riyadh," Air India spokesperson said.</p>

<p>The Supreme Court Wednesday refused to grant interim bail to a former principal of a medical college and hospital in Uttar Pradesh where scores of children had died last year allegedly due to shortage of oxygen supply.</p>

<p>Dr Rajeev Kumar Mishra of Gorakhpur’s BRD medical college and hospital told the top court that he has been in jail for more than ten months and the children had died due to Japanese Encephalitis disease and not for shortage of oxygen.</p>

<p>A bench of Justices L Nageswara Rao and M M Shantanagoudar issued notice to Uttar Pradesh government on the plea of Mishra and listed the matter for June 6.</p>

<p>More than 60 children, mostly infants, had died at the government-run Baba Raghav Das Medical College in Gorakhpur within a week in August 2017. There were allegations that the deaths occurred due to disruption in oxygen supply over unpaid bills to the vendor.</p>

<p>At the outset, senior advocate Mukul Rohatgi, appearing for Mishra, said he was arrested on August 29, 2017 and has remained in jail for over ten months.</p>

<p>“Chargesheet has been filed in the case. The co-accused in the case including one doctor Kafeel Khan, who was the head of the Encephalitis ward, and the Oxygen gas supplier Manish Bhandari have already got bail. I should be granted at least interim bail till the petition is disposed of,” Rohatgi said.</p>

<p>When the bench asked him what was in the chargesheet filed against his client, the senior lawyer said it has been alleged that Mishra had not cleared the bills for supply of oxygen, due to which the gas supply to the hospital was cut.</p>

<p>To this, the bench said, “then what do you expect, that you will not clear the bills and the vendor will keep supplying the gas”.</p>

<p>Rohatgi said “oxygen gas was not the issue, as the children had died due to a disease called Japanese encephalitis”.</p>

<p>He said at least interim bail should be granted till the petition is disposed of as over ten months have gone by.</p>

<p>The bench, however, refused the plea and sought response from the state government.</p>

<p>Mishra had approached the apex court challenging the order of Allahabad High Court dated April 30, by which it had denied bail to him. He has been booked for criminal negligence and offences under the Prevention of Corruption Act.</p>

<p>The state government had told the High Court that due to the alleged role of Misra, the oxygen supply got halted in the hospital as he had stopped payments to the supplier to allegedly force the company to pay him kickbacks.</p>

<p>On April 9, the top court had granted bail to the proprietor of a firm which supplied oxygen to the hospital saying he had spent seven months in jail for an offence which entailed maximum punishment of three years imprisonment.</p>

<p>The trailer of Sanjay Dutt's much-awaited biopic is finally out.The Rajkumar Hirani-directed movie, featuring Ranbir Kapoor in the lead role, is titled "Sanju"</p>

<p>In typical Rajkumar Hirani style, the trailer of Sanju is infused with hearty, light moments and dark ones as well.</p>

<p>Even though Dutt's life has been full of ups and downs, Hirani has tried to leave his 'feel good' signature on the biopic of one of Bollywood's most controversial and loved stars.</p>
