The Trump government is planning to "revise" a rule that may impact thousands of immigrant workers from India.

The rule that was introduced by the Obama administration grants work permits to H-4 visa holders who are the spouse of professionals holding H-1B visas.

A significant number of H-1B visa holders in the US hail from India and therefore any revision in the rule is expected to leave a major impact on Indians present in the US.

The visas were issued to the immigrants in 2015 under a special order issued by the previous Obama administration.

While the move is expected to impact over 70,000 Indians, the Department of Homeland Security believes that it will benefit US workers.

The Department of Homeland Security (DHS) in its Unified Fall Agenda released on Wednesday said it believed that abandoning the current practice of granting employment authorisation to H-4 dependent spouses would benefit some US workers.

The DHS said the proposed rule would no longer allow H-4 workers to enter the labour market early.

The DHS, which has already delayed three times this year issuing of the necessary notification, said in its agenda that it was on its way to remove H-4 dependent spouses from getting work authorisation.

"Some US workers would benefit from this proposed rule by having a better chance at obtaining jobs that some of the population of the H-4 workers currently hold, as the proposed rule would no longer allow H-4 workers to enter the labour market early," it said.

As of December 25, 2017, US Citizenship and Immigration Services had approved 126,853 applications for employment authorisation for H-4 visa holders.

These counts all approvals since May 2015 when the rule was implemented. This number includes 90,946 initial approvals, 35,219 renewals, and 688 replacements for lost cards.

A UK High Enforcement Officer is set to sell a fleet of Vijay Mallya's cars in the UK as part of efforts to recover loan repayment dues owed by the beleaguered liquor baron to a consortium of 13 Indian banks, the banks' legal representative confirmed on Friday.

TLT LLP, the law firm which had won a landmark case in May when a UK High Court judge ruled in favour of the Indian banks and concluded they were entitled to recover funds amounting to nearly 1.145 billion pounds, said the sale of six cars owned by the 62-year-old former Kingfisher Airline boss and related concerns will take place following a UK High Court enforcement order last week.

The cars listed in the order include a range of luxury vehicles, some with personalised registration numbers - a 2016 Mini Countryman (AD16 1YX); a 2012 Maybach 62 (VJM1); a 2006 Ferrari F430 Spider (B055 VJM); a 2014 Range Rover Autobiography Supercharged (F1 VJM); a Ferrari F512M (M811 VGR); and a Porsche Cayenne (OO07 VJM).

"We can confirm that the High Court Enforcement Officer has acted on the banks' instructions in seizing and selling these cars. The cars are expected to be sold shortly," said Paul Gair, partner at law firm TLT, who is leading the case on behalf of the Indian banks.

"This is one part of the banks' ongoing enforcement of their judgment against Dr Mallya," he said.

In an enforcement order dated October 11, Justice Sara Cockerill had granted an order for a High Court Enforcement Officer to sell the six cars "by private treaty at a price not less than 404,000 pounds plus VAT".

A further cost of making the application, assessed at 1906.10 pounds, was also added to the overall debt amount.

The latest enforcement order follows a previous order by Justice Bryan on June 26, granting permission to the UK High Court Enforcement Officer to enter Vijay Mallya's properties in Hertfordshire, near London. It permits the officer and his agents entry to Ladywalk and Bramble Lodge in Tewin, Welwyn, where Vijay Mallya is currently based.

However, the order is not an instruction to enter, which means the banks have the option to use the order as one of the means to recover estimated funds owed to them in relation to money lent to Vijay Mallya's now-defunct Kingfisher Airlines.

The litigation in the Queen's Bench Division of the commercial court in England's High Court of Justice involves the State Bank of India, Bank of Baroda, Corporation bank, Federal Bank Ltd, IDBI Bank, Indian Overseas Bank, Jammu & Kashmir Bank, Punjab & Sind Bank, Punjab National Bank, State Bank of Mysore, UCO Bank, United Bank of India and JM Financial Asset Reconstruction Co. Pvt Ltd as the applicants.

Vijay Mallya and related concerns - Ladywalk LLP, Rose Capital Ventures Ltd and Orange India Holdings - are listed as respondents.

TLT had acted for the Indian banks in successfully defeating two applications earlier this year - first, an application to set aside the first recorded case of a judgment of the Debt Recovery Tribunal (DRT) in India being registered by the English High Court, and the second, to discharge an associated worldwide freezing order.

The worldwide freezing order prevents Vijay Mallya from removing any assets from England and Wales up to that value or to in any way dispose of, deal with or diminish the value of his assets in or outside of this jurisdiction, up to the same value.

Vijay Mallya, separately fighting his extradition to India on fraud and money laundering charges amounting to nearly Rs. 9,000 crores, is set to find out if he can be forced back to face Indian courts on December 10, when Westminster Magistrates' Court in London is set to rule in his extradition case.

His defence team has deposed a series of expert witnesses to claim he had no "fraudulent" intentions and that he is unlikely to get a fair trial in India.

In an apparent dig at Prime Minister Narendra Modi, Shiv Sena president Uddhav Thackeray on Thursday said that there was no "wave" in the country like the one in 2014.

Addressing the party workers at the Sena's annual Dussehra rally at Shivaji Park in Mumbai, he said there was no wave like 2014.

"There is no wave as it was in 2014," he said, suggesting that the BJP would not be able to replicate its 2014 success in the Lok Sabha elections next year.

In 2014, the BJP's success in Lok Sabha elections had been widely attributed to a "Modi wave".

In another dig at the BJP leadership, he said "Shani" (Saturn) and "Mangal" (Mars) have become problem-creators in the country's horoscope.

Amidst rising concern over the increasing inequality, the country created a whopping 7,300 more millionaires during the 12 months to mid-2018, taking the total number of dollar-millionaires to 3.43 lakh, who are collectively worth around US $6 trillion, says a report.

According to Credit Suisse, the country is home to one of the highest proportions of female billionaires at 18.6 per cent during the period, among the major countries.

"By mid-2018, there were an estimated 3,43,000 millionaires in India, a rise of 7,300," Credit Suisse's 2018 global wealth report said, adding of these, 3,400 have wealth over US $50 million, while 1,500 of them have wealth over US $100 million each.

By mid-2018, in dollar terms, wealth in the country grew by a modest 2.6 per cent to around US $6 trillion and wealth per adult stayed flat at US $7,020 mainly due to the rupee plunge against the dollar, it said.

And the number of the rich as well the inequality is set to widen by over 53 per cent by 2023 when their number is set to cross an estimated 5,26,000 millionaires worth around US $8.8 trillion. It said Indians' personal wealth is dominated by property and other real assets, which make up 91 per cent of estimated household assets. Over the past 12 months, non-financial assets grew by 4.3 per cent, accounting for all of the wealth growth in the country, it noted.

House-price movements are a proxy for the non-financial component of household assets, which reached a high of 9 per cent for the country. The report estimates that "women's share of global wealth is around 40 per cent, while recent studies for the country indicate a significantly lower share ranging between 20 and 30 per cent."

It said while wealth has been rising here, not everyone has shared in this growth.

"There is still considerable wealth poverty, reflected in the fact that 91 per cent of the adult population has wealth below $10,000," the report said. By 2023, the wealth of Indian millionaires is expected to grow by 8 per cent per annum to reach US $8.8 trillion with an estimated 5,26,000 millionaires, an increase of more than 53 per cent or 8.9 per cent per annum.

Globally, the US continues to lead the rich club for the 10th year in a row. During the reporting period too, the US contributed the most to global wealth, adding a US $6.3 trillion, taking the total to US $98 trillion.

Since 2008, the US has been continuing its unbroken run of growth in total wealth and wealth per adult annually. China is home to the second largest number of wealthy households, having added US $2.3 trillion to reach US $52 trillion. The number of the Chinese rich is projected to grow by US $23 trillion over the next five years, taking its share in global wealth from 16 per cent in 2018 to just above 19 per cent by 2023.

Non-financial assets have continued their accelerated growth over the past 12 months, providing the main impetus for overall growth in all regions except North America, accounting for 75 per cent of the rise in wealth in China and Europe, and all of the rise in India.

The Odisha government asked the Centre Thursday to release an interim assistance of Rs 1,000 crore for relief-and-restoration work in 17 districts as last week's Cyclone Titli and the subsequent flood caused a loss of about Rs 2,765 crore and affected 60.11 lakh people.

Apart from a severe damage to infrastructure, the natural calamities had claimed 57 lives in the state, officials said.

"I would request you to kindly consider the grave situation in the state on account of the Very Severe Cyclonic Storm 'Titli' and its associated impacts and request you to please release an interim assistance of Rs 1,000 crore to the state to enable taking up relief and restoration works of immediate nature," Chief Minister Naveen Patnaik wrote to Prime Minister Narendra Modi.

This apart, Patnaik mentioned in the letter that keeping in view the fact that 57,131 houses were damaged, the Government of India should consider a special allocation of the same number of houses under the Pradhan Mantri Awas Yojana (PMAY).

Noting that the state government had already submitted a preliminary memorandum to the Centre, pegging the funds required at Rs 2,770.28 crore,

Patnaik said, "We are seeking central assistance of Rs 2014.09 crore from the National Disaster Response Fund, over and above the funds available in the State Disaster Response Fund for the year 2018-19."

Besides the loss of human lives, there had been an extensive damage to private and public properties, Patnaik said, adding that the standing crop on about 2.73 lakh hectares of land had also suffered massive damage.

The chief minister said the damage to the electrical infrastructure in Ganjam and Gajapati districts was immense and the roads in the rural as well as urban areas were also in a very poor shape.

These needed to be repaired on an urgent basis, he added.

Stating that his government had fully utilised its resources to tackle "Titli" and the resultant flood, Patnaik said the natural calamities had caused damage and destruction in 17 districts and affected 60.11 lakh people.

"A non-coastal district, namely Gajapati, has been the worst affected. Besides the cyclone and the flood, a massive landslide occurred in the Mahendragiri hills, which completely destroyed one village, namely Baraghara, under Gangabada GP of Gajapati district," the chief minister said, adding that 57 people lost their lives in different districts and 10 were reportedly missing due to landslides, wall-collapse incidents and drowning.

Meanwhile, Union Petroleum and Natural Gas Minister Dharmendra Pradhan, who hails from Odisha, visited Gajapati and Ganjam districts and expressed concern over the plight of the people even eight days after the cyclone hit the coast.

Unhappy over the manner in which the Biju Janata Dal (BJD) government in the state undertook the relief-and-restoration activities, he said, "The government should wake up from its slumber and swing into action to mitigate the miseries of the affected people."

Samajwadi Secular Morcha (SSM) leader Shivpal Singh Yadav on Friday said his party will not field its candidate on the seat from which Samajwadi Party (SP) founder and his elder brother Mulayam Singh Yadav will contest the 2019 Lok Sabha elections.

In August this year, Shivpal Singh Yadav had announced that his party will contest all 80 Lok Sabha seats in Uttar Pradesh.

He said he has also invited the SP patriarch to contest the elections on a ticket from his front.

The SSM will support Mulayam Singh Yadav if he chooses to contest the elections from any other party, Shivpal Singh Yadav told reporters after inaugurating his party's office in Uttar Pradesh.

The SSM will not field its candidate on the seat from where 'Netaji' (Mulayam Singh Yadav) will contest, but it will contest all the other seats in the state, he said.

Shivpal Singh Yadav quit the SP and launched his party on August 29 after a feud with SP president and his nephew Akhilesh Yadav.
The SSM leader said he floated his party with his elder brother's permission.

"We floated the Morcha after taking permission of 'Netaji' not once, but thrice...His blessings are always with me," he said.

Asked about SP president Akhilesh Yadav's reaction to his party, Shivpal Singh Yadav said he will not speak about individuals.

He claimed that all the political parties were perturbed by the growing public support for the SSM, adding that none of them will be able to form the government at the Centre or in the state without his party.

Shivpal Singh Yadav said his party is fighting for people's issues, while the others have chosen to remain mute spectators.

He said his party's fight has always been directly against the BJP and called on the like-minded parties and people to connect with the SSM.

News brief: Big stories of the day

Goa Power Minister Nilesh Cabral on Friday ruled out the reports that hinted on the possible change of leadership in the state.

Referring to Thursday's meeting between his cabinet colleague and Agriculture Minister Vijai Sardesai's with BJP president Amit Shah, Cabral said that the discussion between the two leaders was borne out of "personal interest".

He further nullified the reports stating a change of leadership in Goa and said that the party has a leader in Parrikar.

Cabrel said that it was wrong to suggest that Parrikar, who is suffering from advanced pancreatic cancer and has been in and out of hospitals in Goa, Mumbai, New York and Delhi, was not active vis a vis his duties as a Chief Minister.

After the meeting on Thursday, Sardesai had said that they had discussed leadership alternatives to Parrikar, who has been ailing for more than eight months now.

Parrikar had earlier met Goa BJP's core committee members and ministers from coalition partners at the AIIMS to discuss ways to ensure that his government functions normally during his absence from office due to ill health.

The 62-year-old leader is currently undergoing treatment at his private residence at Dona Paula in Goa, where a team of doctors from the state-run Goa Medical College and Hospital (GMCH) have set up make-shift medical facility.

RJD leader Tejashwi Yadav Thursday disapproved of the posters put up outside his residence and the party office a day ago, depicting him as Lord Ram and Bihar Chief Minister Nitish Kumar as demon king Ravana.

Former Deputy Chief Minister Yadav, however, urged the chief minister to introspect as to why "there is so much public anger against him and which are the promises he did not keep".

Sharing a news report about the posters put up by a junior party functionary, the RJD heir apparent said in a Tweet that he did not endorse this.

"But Nitish too should spare a thought as to why the people are so angry with him. He must pay heed to his 'inner voice' and introspect as to which are the promises he has not kept. He must ponder over the public outrage," said Yadav, the leader of the Opposition in the state assembly.

Yadav's "inner voice" remark was an apparent dig at the chief minister's stance of resigning last year after corruption cases had surfaced against the RJD leader, triggering demands of his removal.

Kumar had then said he was putting in his papers in accordance with his "inner voice" but formed a new government within less than 24 hours after forging an alliance with the BJP which was in the opposition till then.

The RJD has been vehemently criticising Kumar ever since, accusing him of negating the 2015 assembly polls mandate, which the Grand Alliance of RJD and JD(U) had won handsomely.

An RJD spokesman had said Wednesday that the posters were not put up as per directions of any senior leader but by "over-enthusiastic workers" who were enraged over the betrayal of mandate by Kumar last year.

He had also insisted that depiction of Kumar as ten-headed Ravana was not a personal attack on him but was to criticise his government which, he said, has failed on all fronts.

A controversy erupted here Wednesday over the posters put up by an RJD leader.

Besides attracting criticism from the ruling JD(U), which Kumar heads, the posters were also disapproved of by the RJD ally Congress.

Fatima had gone up to the Lord Ayyappa shrine, along with journalist Kavitha Jakkal, this morning under police protection.

Both retreated midway after a meeting with Kerala Inspector General of Police (IGP) S. Sreejith.

Fatima, who had to return without going to the shrine, claimed that people who want to disrupt peace, not devotees, had stopped them from visiting the shrine. She told reporters here after her return, "People, not the devotees, who want to disrupt peace didn`t allow us to enter. I want to know what was the reason (to stop us)? Tell me, in which way one needs to be a devotee? You tell me that first and then I will tell you if I am a devotee or not".

"I don`t know what happened to my children. My life is also in danger. But they (police) have said that they will provide protection. That is why I am going back," she added.

Jakkal, who was stopped 500 metres from the holy 18 steps leading to the sanctum sanctorum of the famous shrine, on her return said, "Thank you so much for supporting us. We are feeling proud to come here. You have seen what kind of dangerous situation we have faced."

Both Fatima and Jakkal were escorted back to Pamba by the police. The two women who were en route to the Sabarimala Temple agreed to return after the temple head priest (Tantri) Kandararu Rajeevaru threatened to shut down the temple if they attempted to force their way in.

Meanwhile, Mary Sweety, a 46-year-old woman, returned midway after she was stopped by the protesters at Pamba. She has currently been taken to a police control room.

Two days after the Sabarimala Temple in Kerala opened its doors for the first time for females of all age group, as per the Supreme Court verdict pronounced on September 28, no woman of menstrual age has yet been able to visit the shrine because of continuous protests.

Earlier in the day, a number of devotees had gathered to block the entry of women trekking up to the hill shrine.

Places around the temple such as Pamba, Nilakkal, Sannidhanam and Elavungal have witnessed the majority of the violent protests since the doors of the shrine reopened on Wednesday.

Protesters had allegedly vandalised a bus carrying journalists and other passengers at Laka near the Nilakkal base camp.

The police were forced to lathi-charge the protesters as they resorted to stone pelting.

Elderly women were seen entering the temple on Wednesday evening, but women between 10 to 50 years of age refrained from visiting the shrine for the sake of their own safety.

Owing to the protests and violence, Section 144 (prohibiting assembly of more than four people) has been imposed in Pamba, Nilakkal and Elavungal.

The temple opened on Wednesday at 5 pm, and it will close on October 22.
