Delhi's air quality oscillated between "poor" and "very poor" category Sunday as authorities warned of days of severe pollution ahead.

The Central Pollution Control Board (CPCB) recorded the overall Air Quality Index (AQI) of Delhi at 292, while the Centre-run System of Air Quality Forecasting and Research reported an AQI of 318, which falls in the "very poor" category.

An AQI between 0 and 50 is considered "good", 51 and 100 "satisfactory", 101 and 200 "moderate", 201 and 300 "poor", 301 and 400 "very poor", and 401 and 500 "severe".

An official said the air quality of Delhi might deteriorate to "severe" category in the coming days as the air becomes heavier and results in formation of smog.

While Faridabad and Gurgaon recorded "very poor" quality air, Ghaziabad, Noida and Greater Noida reported "poor" air quality.

On Saturday, a haze had engulfed the national capital and the worst air quality of this season was recorded at 324.

Anand Vihar, Mundaka, Narela, Dwarka Sector 8, Nehru Nagar and Rohini saw very poor air quality Sunday and were inching towards severe pollution levels, data from the CPCB said.

The Supreme Court-appointed Environment Protection Control Authority (EPCA) on Friday had held a meeting with officials of the Punjab, Haryana and the Delhi governments to discuss the pollution situation in the national capital.

An EPCA member on Friday said stock of the situation was taken and it was decided that special attention would be given to vulnerable hotspots where poor or very poor air quality was observed.

The PM2.5 (presence of particles in the air with a diameter of less than 2.5 micrometres) was recorded at 143. The PM2.5, also called "fine particulates," can be a matter of more serious health concern than PM10.

The PM10 level (presence of particles in the air with a diameter of less than 10 micrometres) in Delhi stood at 269, according to the data from the SAFAR.

A CPCB official said a number of factors were responsible for the deteriorating air quality, including vehicular pollution, construction activities and meteorological factors like direction of wind, which is now flowing from the stubble burning areas.

Satellite imagery by NASA shows countless spot fires already burning in Haryana and Punjab.

Delhi Chief Minister Arvind Kejriwal Friday warned that Delhi would become a "gas chamber soon" as the Centre, the Punjab and the Haryana governments were doing "absolutely nothing" for farmers involved in stubble burning.

"We are sad that Central, Punjab and Haryana Govts did absolutely nothing for the farmers. As a result, the farmers will suffer on one hand and Delhi will become a gas chamber soon (sic)," Kejriwal tweeted.

India has exhibited measures to disrupt and deter the activities of terror groups and their patrons and would not hesitate to do so again if required, Defence Minister Nirmala Sitharaman said Saturday, in a veiled reference to cross-border terrorism from Pakistan.

Sitharaman, speaking at a meeting of ASEAN defence ministers in Singapore, also said that the presence of terrorist infrastructure and support to terrorists in the "immediate neighbourhood" constantly tested India's patience and as a responsible power it exercised "great restraint" in dealing with the menace.

"However, India had exhibited measures to disrupt and deter the activities of terrorist groups and their patrons and would not hesitate to do so again if required in future," she said, according to a statement released by the Defence Ministry in New Delhi.

Sitharaman emphasised India's concern on the grave challenges to international peace and stability due to the threat of terrorism.
Condemning the use of terror as an instrument to further state policies, she said that the interplay between states and non-state actors used as proxies to foment violence had worsened this menace.

Speaking at the Fifth ASEAN Defence Ministers' Meeting-Plus (ADMM-Plus), she reiterated India's view on the Indo-Pacific, as outlined by Prime Minister Narendra Modi, as an open, balanced region, connected by open and secure seas, integrated by balanced trade and shaped by a rules-based order, and anchored in ASEAN centrality.

She asserted that India was committed to maintaining a sustained focus of its Act East policy in terms of economic, cultural and developmental engagement of the region.

The theme of this year's dialogue was 'Strengthening Cooperation, Building Resilience'. The dialogue adopted two resolutions on 'Countering the Threat of Terrorism' and 'Practical Confidence Building Measures'.

Sitharaman lauded the ADMM-Plus mechanism for emerging as a credible and effective platform forging practical cooperation among the members of the armed forces.

She informed the partners of India's active participation in all the ADMM-Plus mechanism contributing effectively to their success.

India and Myanmar are the co-chairs for the Expert Working Group for Military Medicine for this cycle and a standalone Field Training Exercise on Military Medicine will be held in Lucknow in March 2019 along with the release of ASEAN Military Medicine Handbook, Sitharaman said.

The defence minister emphasised India's commitment to a rules-based international order that was inclusive and democratic.

She reiterated India's desire to work both bilaterally with ASEAN member states as well as institutionally and welcomed Thailand's taking over the chairmanship of the ADMM-Plus.

On the sidelines of the meeting, Sitharaman also held constructive bilateral discussions with the defence ministers of the US, Australia, Malaysia, Vietnam and the Philippines, the statement said.
She also attended a meeting with the defence ministers of Russia, China, Thailand, Laos and Myanmar.

Sitharaman also held discussions with the Deputy Prime Minister of Singapore Teo Chee Hean and her Singaporean counterpart Ng Eng Hen.

Activist Rehana Fathima, who had made an attempt to enter Sabarimala temple, has been expelled from the Muslim community for "hurting the sentiments of lakhs of Hindu devotees", the Kerala Muslim Jama'ath Council said.

Initiating action against Rehana, Kerala Muslim Jama'ath Council president A Poonkunju said in a press statement Saturday that she had been expelled from the community.

He said the Council has also directed the Ernakulam Central Muslim Jama'ath to expel her and her family from the membership of Mahallu.
"Her act hurt lakhs of Hindu devotees," the statement said.

Her act was also against the rituals of Hindu community, it said.

Pookunju said Rehana, who had participated in 'Kiss of Love' agitation and acted nude in a film, "has no right to use a Muslim name".

The activist's house was allegedly vandalised by unidentified persons while she was away trying to climb the holy hills on Friday.

She made a failed attempt to reach the temple with heavy police protection.

News brief: Big stories of the day

Film lovers in Madhya Pradesh have been deprived of watching new releases since October 5 as over 400 theatres have downed shutters in protest against entertainment tax levied by some local bodies in the state.

A theatre owner said that entertainment tax, which had been levied over and above GST, had created an additional financial burden on the sector and was also defeating the "one nation, one tax" that GST promised.

"Goods and Services Tax of 28 per cent is levied on film tickets. Now urban local bodies, depending on their categories, have imposed additional entertainment tax ranging from 5-15 per cent. Screening of new movies have stopped since October 5 as theatres are shut," said Jitendra Jain, ex-president of Film Federation of India.

"The slogan of 'one nation, one tax' which was made when GST was imposed has been proved wrong due to this double taxation," Jain told PTI.

He said that workers employed at these theatres are in danger of losing their livelihood due to the strike, and demanded that the Union government intervene immediately.

Cinema industry sources said that big players in the sector are unwilling to pay this additional entertainment tax as it would encourage other states to impose such taxes on film tickets.

Meanwhile, sources said that the model code of conduct in place in poll-bound Madhya Pradesh was stopping the state government from taking a decision on the issue. MP will go to polls on November 28 and counting of votes will take place on December 11.

Punjab minister Navjot Singh Sidhu Sunday refused to react to the SAD's demands for his dismissal and lodging of an FIR against his wife Navjot Kaur Sidhu over the Amritsar train incident on Dussehra.

SAD had made the demands as Sidhu's wife had allegedly presided over an "unauthorised" Dussehra event on Friday close to a railway track near Joda Phatak with a speeding train tearing through a crowd of spectators spilling over the track and mowing down 59 of them.

"Anything else, anything else, anything else... No comments," Sidhu said in a curt reply to the media's query on Shiromani Akali Dal's demands.

SAD chief Sukhbir Singh Badal, who met family members of the victims on Saturday night, had sought Sidhu's dismissal from the Cabinet, describing the incident as a "massacre".

Senior Akali leader Bikram Singh Majithia had even demanded lodging of a criminal case against event organisers and Sidhu's wife.

Majithia had accused Navjot Kaur Sidhu of running away from the mishap site, alleging that she had left the venue without bothering for the victims.

Majithia had also claimed that the burning of Ravana's effigy was delayed as Sidhu's wife who was the chief guest was running late for the event.

Navjot Kaur Sidhu had said she came to know about the "tragic incident" after she had left the venue.

She had added that soon after coming to know of the incident, she had gone to the hospital to see the patients.

She had also claimed that being a doctor herself, she had even personally treated some of the victims, besides arranging for some more doctors to attend on them.

Cabinet minister Navjot Singh Sidhu Saturday had defended his wife, saying that she was with the victims when the allegations were being levelled against her.

"I fought elections from here because of my wife. She has been working here. Last night, when accusations were being levelled against her, she was with patients. She called me up yesterday. She came to know of the incident before reaching home," Sidhu had said Saturday, adding the incident should not be given a "political colour".

Dussehra celebrations was organised by Saurabh Madan, son of municipal councilor Vijay Madan and Navjot Kaur Sidhu was the chief guest at the event.
At least 300 people were watching the 'Ravana dahan' at the ground adjacent to the railway tracks.

Maharashtra CM's wife slammed after 'perfect selfie' on edge of cruise ship

A Punjab police commando and a photojournalist were injured Sunday when security personnel removed protesters from a rail track where 59 Dussehra revellers were mowed down by a train, officials said.

The agitated protesters blocking the track were removed and train services resumed this afternoon, 40 hours after the horrific accident, a railway spokesperson said.

On Friday evening, a gathering of more than 300 people were on the tracks to watch the burning of a Ravana effigy when the speeding train struck leaving 59 dead and scores injured.

The first goods train started from Manawala to Amritsar at 1416 hours, Northern Railways spokesperson Deepak Kumar told PTI, adding this is being followed by mail/express trains.

The railways got the clearance from local authorities at 12:30 pm to restore services, the railway spokesperson said.

"Train services resumed on the affected rail track near Joda Phatak," Senior Divisional Security Commissioner (Railways), Firozpur Division, S Sudharkar said.

Earlier in the day, the Punjab Police cleared the track off the protesters who were staging a sit-in.

They resorted to stone-pelting and clashed with security personnel after being removed, officials said.

A Punjab police commando and a photojournalist were injured during the clash, they said.

The protestors were raising slogans against the state government and demanding the resignation of Punjab minister Navjot Singh Sidhu.

The Punjab police have deployed its personnel, including commandoes, to manage the crowd. The Rapid Action Force was also present in the Joda Patak area, officials said.

Meanwhile, Chief Minister Amarinder Singh directed the Amritsar administration to prepare detailed socioe-conomic profiles of victims.

Singh, who met some of the survivors in hospitals Saturday, was particularly moved by tales of two young women who lost their entire family including children and husbands, and in one case her in-laws, an official release said.

Anguished at the plight of such survivors, Singh told Chief Principal Secretary Suresh Kumar that the government needed to do more than just giving Rs 5 lakh ex gratia, especially in cases where victims were poor.

The senior Congress leader announced that a proper system would be worked out to ensure that such survivors were rehabilitated by the state at the earliest.

He also directed that ration, clothing, medicines etc be provided to the families of the victims as most were from the economically weaker sections of the society.

Singh reviewed the relief and rehabilitation work with the Crisis Management Group of ministers headed by state Health Minister Brahm Mohindra, and directed them to take immediate steps for early disbursement of the compensation.

All steps should be taken for the effective rehabilitation of the survivors and families of the victims, he added.

In a veiled attack on the Nehru-Gandhi family, Prime Minister Narendra Modi said Sunday that to keep "one family" above the rest, efforts were made to forget the contributions leaders such as Sardar Vallabhbhai Patel, Bhim Rao Ambedkar and Subhash Chandra Bose made in the Independence struggle.

"But now our government is changing all that," he said while addressing an event at the historic Red Fort to mark the 75th anniversary of the proclamation of the 'Azad Hind Sarkar' by Bose.

Donning the famous Azad Hind Fauj cap, the Prime Minister hoisted the national flag at the Red Fort and unveiled a plaque to mark the anniversary.

Since then October 21 is observed as Commemoration Day in all Police Lines throughout India to mark the memory of these policemen who were killed in Ladakh and all other police personnel killed on duty during the year.

The Uttar Pradesh government has issued a notification directing its departments to use Prayagraj instead of Allahabad for all official purposes, district magistrate Suhas L Y said on Saturday.

Governor Ram Naik approved the name change on Friday and the order comes into force with immediate effect, he said.

However, it will not have any bearing on cases already in the courts, according to a release from the magistrate's office.

The proposal to rename the historic city of Allahabad as Prayagraj was approved by the Uttar Pradesh Cabinet on Tuesday.

The decision was taken at a cabinet meeting presided over by Chief Minister Yogi Adityanath, who had said this was in keeping with the wishes of the people.

"The BJP government has rectified the mistake made by Akbar," a state BJP spokesperson had said.

Earlier, opposition parties, including the Samajwadi Party and Congress, criticised the decision, which comes ahead of the Kumbh Mela in January next year.

Congress spokesperson Onkar Singh had said that the region where Kumbh is held is already called Prayagraj and if the government is so eager, they can make it a separate city, but the name of Allahabad should not be changed.

Adityanath had dismissed the Opposition's criticism saying, "Those who are opposing this are not aware of their history, culture and traditions and we can't have hopes from them."

The toll in Cyclone Titli and the subsequent floods in Odisha rose to 61, with the state government confirming four more casualties on Saturday and Chief Minister Naveen Patnaik directing officials to complete restoration work within the stipulated time.

Reports of death of 11 more people were being verified at district level, Chief Secretary A P Padhi said after a review of relief and restoration activities in the 17 affected districts.

He said four more people had died in the cyclone and the resultant floods that had struck Odisha and neighbouring districts of Andhra Pradesh on October 11.

Of the 61 deaths confirmed so far, Padhi said three were fishermen from the neighbouring Andhra Pradesh. They died while fishing near Odisha coast and the bodies were recovered, he said.

The state government has submitted a preliminary report to the Centre on the damage caused by the cyclone and the flood, he said, adding it has sought Rs 1,000 crore as interim assistance.

Patnaik reviewed the ongoing restoration work in the affected districts and directed secretaries of various departments to take up relief efforts on a war-footing.

A senior official said that Patnaik had instructed that rebuilding of roads, drinking water facilities, power supply and damage assessment should be completed soon.

The chief minister would send independent observers to the affected areas to oversee completion of restoration work, he said.

On the progress made in relief and restoration work, Padhi said the repair of all the roads, except in Sorada in Ganjam district and Daringbadi in Kandhmal district, were completed.

He said the supply of drinking water to all urban local bodies (ULBs) and 570 of the 650 villages in the affected districts was restored. The damaged tubewells were repaired as well, the chief secretary added.

Power connectivity to about 90 per cent of the affected areas would be completed by October 22, the chief secretary said, adding 50 kg of rice was provided to each affected family in the worst-hit Gajapati district.

He further said financial assistance of Rs 11 crore was disbursed among the affected families in Gajapati district, while the process was in the final stage in Ganjam district.

Each family in Gajapati was being given 50 kg rice and Rs 1,000 in cash as relief, while the affected families in Ganjam have got 25 kg of rice and Rs 2,000 cash.

The chief secretary said about 57,000 houses were completely damaged and the Odisha government had sought sanction of houses under Pradham Mantri Awas Yojana.

Minister of State for Railways Manoj Sinha Saturday ruled out any punitive action against the driver of the train that mowed down Dussehra revellers in Amritsar, saying there was no negligence on the part of the national transporter and also advised people not to organise such events near tracks.

The accident has claimed over 60 lives so far out of which 39 bodies have been identified by the authorities.

The railways has maintained that it was not at fault because it had no intimation about the Dussehra event.

"The incident was not a railways' fault. There was no lapse on our part and no action against the driver will be initiated. People should refrain from organising such events near tracks in future. I think if precaution had been taken, the accident could have been averted," he said, adding wherever such events are held, the district administration concerned gives permission.

The minister said drivers are given specific instructions on where to slow down the train. "There was a curve. The driver couldn't have seen it. What should we order an inquiry about? Trains travel in speed only," said Sinha when he was asked if an inquiry would be ordered against the driver.

Asked about opposition attack on former MLA Navjot Kaur Sidhu, who was the chief guest at the Dussehra function, Sinha said nobody should do politics on this issue. "It is a tragic incident."

Vivek Kumar, the Divisional Railway Manager, Ferozpur, said the driver has been questioned but no lapse could be found at his end. He said that while the train was travelling at a speed of 91 km/hr but after spotting the crowd on the track, it slowed down to 68 km/hr before the first impact.

"People were trespassing the railway lines when the incident took place. Due to darkness and sound of firecrackers, the people could not hear the sound of train. The driver did not see the crowd earlier as there was a curve. The driver tried to apply brakes and minimize the speed to the train running at 90 Km/hour but it takes time to stop the train," he said.

During the questioning, the driver also said that he had tried to stop the train but couldn't.

Earlier, Ashwani Lohani, Chairman, Railway Board, had said the mishap occurred at a stretch between two stations -- Amritsar and Manawala -- and not at a level crossing.

"At midsections, trains run at their assigned speed and people are not expected to be on the tracks. At midsections, there is no railway staff posted. We have staff at level crossings whose job is to regulate traffic," he said, explaining why the railways was not alerted about the congregation by its staff.

He said the gate man was 400 metres away at a level crossing. He also said that if the driver had applied emergency brakes, there could have been a bigger tragedy.

The train was running at its assigned speed and initial reports suggest that the driver applied brakes and the train slowed down, he said.

"There was no information and no permission sought from us. The (Dussehra) event took place at a place adjoining the railway land in private property," he said.

Municipal corporation councillor Vijay Madan and her son Sourabh Madan Mithu, the main organisers of the Dussehra celebration in Amritsar where at least 60 people were run over by a passing train, have gone underground with other family members.

According to police, a few people angry over the accident attacked their residence, broke window panes and pelted stones on Saturday.

Amritsar train accident: Councillor behind Dussehra event goes undergound

Union Minister Pon Radhakrishnan Saturday said the Kerala government was trying to pass the buck on the Sabarimala temple issue to the Travancore Devaswom Board that manages the shrine, instead of taking responsibility.

"There is no place in Sabarimala for social activists or social enthusiasts. Activists are trying to destroy the unity among the communities and destroy faith in religion," he told reporters here.

He said the government instead of remaining silent on the Lord Ayyappa temple issue should take responsibility.

The minister also accused the Kerala government of being vindictive to people who participated in the protests on the Sabarimala issue.

On September 28, a five-judge Constitution bench of the Supreme Court, headed by the then chief justice Dipak Misra, lifted the centuries-old ban on the entry of women of menstrual age into the shrine.

He termed the ongoing war of words between the ruling AIADMK and the opposition DMK in Tamil Nadu as nothing but "streetquarrel."

Earlier, he participated in the "Healthy Food Habits" awareness campaign here.
