A special court in Punjab's Pathankot on Monday convicted six of the seven accused in the Kathua rape case. The eighth accused is a juvenile and his case will be separately handled by the Juvenile Justice Board or JJB.

The case involves an eight-year-old girl, who was kidnapped, raped and killed by these men in January last year.

According to the police chargesheet, the girl, who belonged to the nomadic community, had gone missing on January 10, 2018, while grazing horses. Investigators said the accused juvenile had abducted the girl under the pretext of helping her find her horses and raped her on the same day. The investigators further said that before being killed, the girl was kept sedated in a temple where Sanjhi Ram, the main accused, was the custodian.

Sanjhi Ram claims he found out about the sexual assault only on January 13 when the nephew confessed to him, according to the investigators. He told them that he had performed prayers at the 'devisthan', and asked his nephew to take prasad home. But the nephew delayed doing so, and in anger Ram beat him up, investigators said.

The juvenile thought his uncle had found out that he had raped the girl, and spilled the beans, they said. They claim the juvenile also implicated his cousin and Ram's son, Vishal, saying they both had raped the girl inside the 'devisthan'. Vishal was today acquitted by the court.

On the intervening night of January 13 and 14, the juvenile, Vishal and a friend, Parvesh Kumar alias Mannu, took the victim out of the 'devisthan'. They were later joined by a special police officer Deepak Khajuria who wanted to rape her once more before she was killed, they said.

But things did not go quite as planned, they said.

She was murdered on January 14 as Ram did not want to leave any evidence that led to his son, investigators found.

The body of the child was to be transported and disposed of in the Hiranagar canal nearby. However, a vehicle could not be arranged in time. The other accused then lifted the body and took it back to the 'devisthan' while Ram kept watch outside, the chargesheet said.

Further investigations showed that Ram told his nephew and his son the next day that his friend had refused to bring a car so the two had to throw it in the forest nearby. Her body was found there on January 17.

Preparations for the abduction had started on January 7 when sedatives and 'manar' (local cannabis or bhang) were purchased, the chargesheet said.

Pakistan on Monday decided in principle to let Prime Minister Narendra Modi's aircraft fly over its airspace to Bishkek in Kyrgyzstan where he has to attend the Shanghai Cooperation Organisation (SCO) summit on June 13-14, where his Pakistani counterpart Imran Khan would also be present.

Pakistan had fully closed its airspace on February 26 after an Indian Air Force (IAF) strike on a Jaish-e-Mohammed (JeM) terror camp in Balakot. Since then, it has only opened two routes, both of them pass through southern Pakistan, of the total 11.

India requested Pakistan to let Prime Minister Modi's aircraft fly over its airspace to Bishkek in Kyrgyzstan.

The official confirmed to PTI that the Imran Khan government has approved in principle the Indian government's request to let Prime Minister Modi's aircraft fly over the Pakistani airspace to Bishkek.

"The Indian government will be conveyed about the decision once the procedural formalities are completed. The Civil Aviation Authority (CAA) will also be directed to notify the airmen subsequently," the official said, adding Pakistan was hopeful that India would respond to its offer for peace dialogue.

He said Prime Minister Khan has recently written a letter to his Indian counterpart stressing Pakistan requires a solution for all geopolitical issues including Kashmir between the two neighbouring states.

The official further said Pakistan is still optimistic that India will respond to peace offer despite the fact both premiers were not meeting at the sidelines of the SCO Summit.

External Affairs Ministry Spokesperson Raveesh Kumar in New Delhi said no bilateral meeting has been arranged between Prime Minister Modi and his Pakistani counterpart on the sidelines of the SCO Summit.

Pakistan had given special permission to India's then external affairs minister Sushma Swaraj to fly directly through Pakistani airspace to attend the SCO Foreign Ministers' meet in Bishkek, Kyrgyzstan, on May 21.

Apart from the two routes through southern Pakistan, the neighbouring country's airspace remains closed for commercial airliners.

The IAF announced on May 31 that all temporary restrictions imposed on Indian airspace post the Balakot airstrike have been removed. However, it is unlikely to benefit any commercial airliners unless Pakistan reciprocates and opens its complete airspace.

Among Indian airlines, the international operations of Air India and IndiGo have been affected by the closure of Pakistani airspace.

IndiGo, India's largest airline by the share in the domestic passenger market, has been unable to start direct flights from Delhi to Istanbul due to the closure of Pakistani airspace.

The low-cost carrier started the Delhi-Istanbul flight in March this year. It has to take the longer route every time over the Arabian Sea and make a stop either at Doha in Qatar or at Ahmedabad in Gujarat for refuelling.

Similarly, full-service carrier Air India is unable to fly non-stop flights from Delhi to the US since the closure of Pakistani airspace.

Pakistan, however, has extended its partial airspace ban on the eastern border with India until June 14.

Oil Minister Dharmendra Pradhan Monday had a telephonic conversation with US Secretary of Energy Rick Perry to discuss ways to enhance energy security and impact of crude oil price volatility on consuming nations.

"Discussed ways to work together to enhance energy security, further develop a gas-based economy in India & expand energy and innovation linkages to bolster the India-US Strategic Energy Partnership that was launched in April last year," Pradhan tweeted after the call.

India has time and again warned oil producers that higher crude prices are hurting global economic growth and they should do more to bring down rates to reasonable levels.

"Also discussed about crude oil price volatility and its impact on the Indian consumer. I also pointed to the important role that the US plays in bringing global price stability," Pradhan said in another tweet.

Volatility in oil prices has resulted in a seesaw in retail petrol and diesel prices with rates rising on some days and falling on other.

The government is looking at private investment to raise domestic oil and gas production, which has stagnated for the last few years while fuel demand has been rising by 5-6 per cent annually.

India is dependent on imports to meet its 83 per cent of the demand and more than half of its natural gas requirements.

Prime Minister Narendra Modi in 2015 had set a target of reducing India's oil dependence by 10 per cent to 67 per cent (based on import dependence of 77 per cent in 2014-15) by 2022. Import dependence has only increased since then and the government is now looking for ways to raise domestic output.

French minister in Delhi to lay groundwork for Modi's visit to France

Describing Prime Minister Narendra Modi and President Xi Jinping as "good friends", China on Monday hoped that the two leaders would discuss their respective trade frictions with the US and reach a consensus on opposing trade protectionism during their "very important" meeting this week on the sidelines of the SCO summit in Bishkek.

This year's summit of the Shanghai Cooperation Organisation (SCO) will be held in the Kyrgyz capital of Bishkek on June 13-14 where Modi and Xi are scheduled to meet and discuss bilateral and international issues.

The meeting assumes significance as this is the first meeting between the two leaders after Modi-led BJP's massive victory in the recent elections in India.
Xi had congratulated Modi on his re-election through a letter on May 23.

"Once again we congratulate Prime Minister Modi. President Xi and Prime Minister Modi are good friends. They had a very successful informal summit at Wuhan last year," Chinese Vice Foreign Minister Zhang Hanhui told a media briefing here answering a question on the Modi-Xi meeting.

He said the Wuhan summit has provided strategic guidance for the development of India-China ties, paving the way for stable growth of China-India relations in the long run.

The April 27-28 Wuhan summit between Modi and Xi was largely credited to have turned around the bilateral relations soured by the 73-day Doklam standoff in 2017, triggered by Chinese troops' attempt to build a road close to the Indian border in an area also claimed by Bhutan.

After the Wuhan summit, both the countries stepped up efforts to improve relations in different spheres including the military-to-military ties. When asked about the meeting between the two leaders on the sidelines of the SCO summit, Zhang said, "While the details for the meeting are under discussion, I believe every bilateral meeting between President Xi and Prime Minister Modi is very important. From the Chinese side, we will make good perpetrations for the success of the bilateral meeting."

He also said the China-US trade war and the "spectre" of emerging trade frictions between the US and India could become an important part of the discussions between the two leaders.

"Whether they will talk about trade frictions between China and the US and the spectre of trade frictions between the US and India, such things are not surprising. I believe this could become an important topic in his bilateral meetings with the related leaders," he said.

The two countries have been in an escalating conflict over trade for the past year. The scope of the battle has expanded in recent months as Washington has tightened trade restrictions on Chinese telecoms giant Huawei.

Hopes for an imminent trade deal were shattered in May after the Trump administration more than doubled tariffs on USD 200 billion of Chinese imports and threatened additional duties.

US President Donald Trump is demanding China to reduce the massive trade deficit which last year climbed to over USD 539 billion. He is also insisting on China to workout verifiable measures for the protection of intellectual property rights (IPR), technology transfer and more access to American goods to the Chinese markets.

Chinese officials hope that India, which is also facing trade frictions with the US especially over the termination of its designation as a 'beneficiary developing country' under the Generalised System of Preferences (GSP), would join the fight against Trump's protectionist policies.

"Trade protectionism and unilateralism are very much on the rise. How to respond to the bullying practices of the US, its practice of trade protectionism this is an important question not only to China but also has a direct bearing on the recovery of the global economy," Zhang said.

"So I would say it will be helpful if the two leaders could exchange views and we hope their communication will lead to extensive consensus on upholding justice and opposing trade protectionism," he said.

"I hope with their cooperation, the two countries will not only enhance bilateral trade but also play an important role in promoting global economy," he said.

Xi will exchange views with his foreign counterparts on bilateral and international issues as well, he said.

While addressing an administrative meeting at the state secretariat, Nabanna, the West Bengal Chief Minister Mamata Banerjee blamed the BJP for stirring violence in the state. She asked the police to take immediate and stern action in cases of violence.

“The unrest in Bengal is being stirred by the BJP. Remember if there are riots in the state, Centre is equally to be blamed. The problem is, I am the most vocal leader in the country and hence they are trying to muzzle my voice. But, they cannot do that,” Banerjee said, adding, “Have asked the police to not allow hooliganism in the state and advised them to take strict action.”

On the other hand, senior BJP leader Mukul Roy demanded Mamata Banerjee’s resignation from the post of a police minister. “Police administration has completely collapsed in the state. Even TMC MLAs are complaining. Banerjee has failed in maintaining the law and order in the state, she should immediately resign from the post of the police minister,” Roy said.

On Saturday, massive clashes erupted between Trinamool Congress (TMC) and Bharatiya Janta Party (BJP) workers in Sandeshkhali in Basirhat located in North 24 parganas district of West Bengal, claiming as many as three lives. Of these three, two are BJP workers and one is a TMC worker.

With a plan to introduce professional massage services in trains, a Railways official on Sunday said initially masseurs (male) will be hired for the project and subsequently, on the basis of its success, the masseuse will be introduced.

The masseurs who will provide professional services to the passengers on train will have to travel on their own ticket and their number would be displayed to the passengers for availing the services, said the Railway official.

Indian Railways on Saturday announced massage services for passengers that would be made available in 39 trains deporting from Indore.

The 39 trains originating from Indore will soon provide head and foot massage services to its passengers.DRM Ratlam division, RN Sunkar said, "We have already awarded tenders. Initially, we will have only masseurs and based on the success of the project, we will introduce masseuses."

"Masseurs will travel as passengers and carry their own tickets. Railways will be benefitted as there will be more earning through these tickets and an additional benefit of Rs 20 lakh per annum. Passengers onboard can call for services through contact number displayed in coaches," said Sunkar.

Passengers hailed the initiative by the Railways and asserted that it would be of great help to those who are tired of the long journey and to the elder commuters.

"It will help passengers. Passengers who are aged, women passengers, daily commuters and others will be benefitted. However, I feel that the massage services should be provided at concessional rates to those who travel in sleeper class," said Anil Jain, a traveller from Indore.

"Such types of services should be started at Mumbai, Delhi, and Ahmadabad also," he added.

"I am a regular traveller and I see the problem faced by elder citizens travelling in trains. This would be of great help to such passengers and also to those who need it medically. The rates seem to be normal," said Ankit Bansal, who hails from Rajasthan.

"This would also be of great help to those passengers who are tired of the long journey," he added."Railway Ministry has given us directions to provide as many facilities as possible to passengers. So we decided to start this. Agency has been designated and they will appoint trained masseurs and provide their medical and other certificates to us, then we will authorise them," said Sunkar.

The Railways will charge Rs 100 each for foot massage or head massage and charges will surge if a passenger wants some 'specialized services', use of medicines or oils.

The charges will vary accordingly, the official said. Massage service will not be available during night hours (10 pm to 6 am). The service is likely to commence in the next 15-20 days.

Among the 39 trains in which this service will be provided include Malwa Express, Humsafar Express, Mahamana Express and Shipra Express among others.

News brief: Big stories of the day

While the Congress has always maintained that no crisis is going on within the party after facing defeat in the recently concluded Lok Sabha elections, the real picture is quite different from what they are claiming.

The Congress party units across the country are getting into an internal tiff instead of analysing the reasons behind losing the poll battle.

The Congress was badly defeated in the Hindi belt states in the 2019 Lok Sabha elections.

Congress leaders in most of the states have started getting into an argument with each other over the defeat. It is worth mentioning that Congress President Rahul Gandhi has so far not opened up about the ongoing misery happening within the party.

As per reports, internal tiffs are also going on in Jammu and Kashmir after the Congress's drubbing in the state in Lok Sabha polls for which, the party has blamed the National Conference.

Congress had alleged that Farooq and Omar Abdullah did not campaign for the party in Jammu.

Two AICC meetings to analyse the reasons behind defeat went inconclusive. In fact, the meeting of Ambika Soni and Ghulam Nabi Azad with states leaders was also postponed.

According to sources, the state leaders want a change in leadership while a faction has also proposed an offer to divide state Congress into three parts.

In Punjab, state cabinet minister Navjot Singh Sidhu has always been critical against Chief Minister Captain Amarinder Singh.

Actor-turned-politician Sidhu has denied taking charges of the new post given to him in the cabinet.

Sidhu, who has been under fire from Captain Amarinder for the Congress' poor performance in urban areas, was given Power and Energy Sources Ministry.

The tension between the two Congressmen had also come out in the open on a few occasions in the past.

In Punjab, Congress won eight parliamentary seats out of 13 while four seats went to BJP-Shiromani Akali Dal (SAD) alliance and AAP bagged a seat- Sangrur.

In Rajasthan, many leaders and MLAs have come out against Chief Minister Ashok Gehlot, which led to the internal conflict within the Congress unit in the state.

The Congress that had won 99 out of 200 seats in state Assembly polls last year and formed the government with the support of its pre-poll ally Rashtriya Lok Dal (RLD), failed to open its account in the recently-concluded general elections.

Chief Minister Gehlot's son Vaibhav had contested from Jodhpur Assembly seat but lost to BJP's Gajendra Singh Shekhawat by a margin of 2.74 lakh votes.

The Chief Minister had extensively campaigned for his son after which Congress President lashed out at Gehlot for ignoring the rest of the state during crucial polls. Meanwhile, supporters of Deputy Chief Minister Sachin Pilot have demanded a change in the leadership.

Following Congress' crushing defeat in the Lok Sabha polls, Haryana which is going to Assembly elections in three months is also facing trouble within the party.

Many leaders are seeking the removal of the party's state chief Ashok Tanwar and renewed fighting in the ranks.

Haryana former Chief Minister Bhupinder Singh Hooda convened a meeting at his residence in New Delhi.

Speaking to ANI, Hooda said, "The meeting was called to discuss the future course of action for upcoming Haryana Assembly elections. It was decided to fight the polls unitedly. But it is surprising that state party chief Ashok Tanwar was not present in the meeting nor Congress Legislative Party chief Kiran Chaudhary."

Trouble turned intense in the Congress's Haryana unit due to the debacle in general elections where the party failed to win a single seat out of a total of 10 Lok Sabha constituencies in the state.

In Maharashtra, a post of Congress MLA is still vacant after Radhakrishna Vikhe Patil, resigned from it.

Post the Lok Sabha drubbing, Maharashtra Congress chief Ashok Chavan, too, had offered his resignation.

The development has come after the party's poor performance in the general elections and months before the Maharashtra Assembly polls.

The current developments are likely to dent the Congress's bid in the Maharashtra Assembly polls.

In Jharkhand, taking responsibility for the defeat in the polls, Congress' state party President Ajay Kumar also offered to resign from the party post.

Congress had fought on seven seats in alliance with the JMM, RJD and JVM-P in the polls.

Congress won the Singhbhum seat and JMM won the Rajmahal seat. The situation in the state became tenser after when Jharkhand Pradesh chief PN Singh went to the party office to discuss the reasons behind polls debacle but faced outrage by the supporters.

While the Congress has always maintained that no crisis is going on within the party after facing defeat in the recently concluded Lok Sabha elections, the real picture is quite different from what they are claiming.

But it is surprising that state party chief Ashok Tanwar was not present in the meeting nor Congress Legislative Party chief Kiran Chaudhary." While the Pathankot special court has sentenced three to life imprisonment and the other three to five-year jail term, it acquitted the seventh accused Vishal Jangotra.

Jangotra is the son of Sanji Ram, key accused in the case who was sentenced to life imprisonment.

In acquitting Jangotra, the court referenced a report in May 2018 by Zee news. The report showed CCTV footage of Jangotra withdrawing money from an ATM in Uttar Pradesh's Muzzafarnagar at the time of the incident.

The police in its chargesheet said that the girl was kidnapped by the juvenile accused on January 10, and called his cousin and co-accused Vishal Jangotra to Kathua with an offer that he can rape her too. Vishal reached Kathua the next day, says the chargesheet, and killed her on January 13. It also said that Vishal disposed of the body on January 15 and left for Meerut at 4pm.

However, ZEE News accessed a CCTV footage which exposed the shoddy work done by the J&K Police and put into perspective certain things.

The CCTV footage, obtained from an ATM in Uttar Pradesh's Muzaffarnagar on January 15, showed Vishal inside the ATM and withdrawing money. The footage was taken at 3.03pm. So, if Vishal was present inside the ATM at 3pm, how can he be present in Kathua at around the same time?

Zee News also accessed the bank statement which showed that Rs 1000 was withdrawn from the SBI ATM and the account belonged to Vishal's sister Monica Sharma.

"Southwesterly winds on Tuesday may cause the temperature to drop by one or two notches. However, the heat wave will persist," he said.

The Safdarjung Observatory, which provides official figures for the city, recorded a high of 45.6 and a low of 27.2 degrees Celsius.

The Trinamool Congress Monday in a letter to Union Home Minister Amit Shah alleged that the MHA advisory to the West Bengal government is a "deep-rooted conspiracy" and an "evil ploy to grab power" in opposition-ruled states.

TMC secretary general and West Bengal minister Partha Chatterjee said in the letter that the Ministry of Home Affairs has drawn conclusions without verifying the ground reality or taking a report from the state government.

"We, on behalf of the Trinamool Congress, lodge our strong objection to the advisory issued by the MHA and urge that the same be withdrawn forthwith," he said.

In the advisory sent to the West Bengal government on Sunday, the MHA had expressed "deep concern" over the continuing post-poll violence in the state and asked it to maintain law and order.

The advisory came a day after BJP and TMC workers clashed in Sandeshkhali area of North Parganas district.

Criticising the advisory, Chatterjee said, "We have reason to believe that it is an evil ploy to grab power in states run by parties politically opposed to the BJP. Moreover, this is a deep-rooted conspiracy and game plan to malign the state government and capture the Bengal administration through undemocratic, unethical and unconstitutional means."

Blaming "BJP goons" for having perpetrated violence and chaos across the state, the TMC leader alleged that as the MHA and the saffron party are being headed by the same person, it is "quite obvious" that "whatever the BJP desires, the MHA is implementing it with closed eyes, throwing all constitutional propriety to the wind".

"In a democracy, the Centre and the states work in tandem. Instead of taking the state government into confidence and verifying the ground situation, the unilateral issue of an advisory by the MHA is an insult to the people of Bengal and an assault on the glory, culture, and heritage of the state," Chatterjee said.

On Sunday night, the West Bengal government sent a letter to the MHA saying that the situation in the state was "under control" and there was no failure on part of its law enforcement agencies.

The BJP has claimed that five of its workers were killed in the violence in Sandeshkhali, while the ruling TMC claimed that one was killed.

Amidst calls from a section of the party cadres for a single leader to lead the ruling AIADMK party in Tamil Nadu, the state's Fisheries Minister D Jayakumar said only time will tell regarding the emergence of a single leader and that it is for the crores of party cadres to decide.

Toeing the line of a letter written by the state Chief Minister Edappadi K. Palaniswami and his deputy O Panneerselvam urging the cadres to stay united in order to safeguard the party, he said ''Our party and government needs to thrive and for that, we need the cooperation of our cadres''.

Accusing the DMK and opposition parties of trying to break the party and unseat the government, he said AIADMK won't give room for that. Breaking the AIADMK is a pipe dream, he said brushing aside the speculations regarding divisions in the ruling party.

''Until MGR and Jayalalithaa were alive they pulled the chariot that AIADMK was, but in their absence, it is our duty to carry forth their legacy and the party,'' he added.

Jayakumar said that the party had faced difficulties after the demise of former Chief Minister Jayalalithaa, but risen above them and currently possess the two-leaves symbol and has the faith of millions of party cadres.

He said that the call for a single charismatic leader by MLA Rajan Chellappa was merely his opinion and was not indicative of fissures in the party.

Regarding more voices coming up in favour of a single leader he said that such internal matters should not be discussed in public and that in a party with over a crore members such fraternal differences should not be seen as divisions.

The minister also expressed confidence that the meeting of party MLAs and senior functionaries on Wednesday would go well and that the party would finalise its strategy to face the upcoming Local body polls.

“We will win the local body polls and also the 2021 Assembly Polls”, he said exuding confidence.
