Meanwhile, Vice President Mike Pence said he would travel shortly to Turkey and that Trump had telephoned Erdogan on Tuesday to insist that Turkey end the operation.

"I am fully prepared to swiftly destroy Turkey's economy if Turkish leaders continue down this dangerous and destructive path," Trump said.

As Turkey continued its push into Syria, Defense Secretary Mark Esper said he would head next week to Brussels to ask NATO allies to punish Turkey over the incursion.

Speaking as night fell Mustafa Bali, head of the SDF media office, said the SDF remained in control inside Ras al Ain.

The senior Turkish official said "nearly all" YPG forces had fled south from Ras al Ain. Turkish artillery continued to shell parts of the town, a Reuters reporter said.

The SDF holds most of the northern Syrian territory that once made up Islamic State's "caliphate" in the country, and has been keeping thousands of fighters from the jihadist group in jail and tens of thousands of their family members in camps.

The SDF accused Turkey-backed rebel fighters of killing a Kurdish politician in a road ambush on Saturday. The rebel force denied it, saying it had not advanced that far.

The Syrian Observatory for Human Rights, a UK-based organisation which reports on the war, said Turkey-backed groups had killed nine civilians on the road, including Hervin Khalaf, co-chair of the secular Future Syria Party.

In the latest international censure of Turkey's incursion, Arab League Secretary-General Ahmed Aboul Gheit called it an "invasion of an Arab state's land and an aggression on its sovereignty".

Iraq, the current president of the League, said the offensive "will exacerbate humanitarian crises, increase the suffering of the Syrian people and strengthen the ability of terrorists to reorganise their remnants."

"It is not clear how many of those households have been affected," he added, saying while the river level was no longer on the rise, water was still going higher in residential areas.

Aerial footage showed a row of bullet trains half-submerged in muddy waters at a depot in Nagano.

Overnight Saturday, more than seven million people were placed under non-compulsory evacuation orders, with tens of thousands heeding the call and moving into government shelters to ride out the storm.

While Hagibis packed intense winds that damaged homes in Chiba, east of Tokyo, even before it hit land, it was the hours of torrential rain that prompted the Japanese Meteorological Agency to issue its highest-level emergency warning, advising people to seek shelter.

"Unprecedented heavy rain has been seen in cities, towns and villages for which the emergency warning was issued," JMA forecaster Yasushi Kajiwara told reporters.

Mayank Agarwal hit his second century in successive matches on the opening day of the second Test against South Africa Thursday and said his side should aim for a 500-run first innings.

India was 273-3 when bad light forced an early end to play, with skipper Virat Kohli unbeaten on 63 and vice-captain Ajinkya Rahane on 18.

Kohli and Rahane put on 75 runs for the fourth wicket to thwart South Africa's determined bowlers who kept them under pressure as the gloom crept in.

"There were periods where I was getting boundaries very easily, there were periods where they bowled very good line and lengths and were testing the bouncer as well," said Agarwal, who is playing his sixth Test since making his debut last year.

Rabada also claimed Sharma, who edged the ball into the gloves of wicketkeeper Quinton de Kock for 14 in the 10th over.

That was a disappointment for Sharma, who hit twin centuries in his first run as Test opener in Visakhapatnam where India took a 1-0 lead in the three-match series.

"All the ship's crew are safe and the ship is stable too," said NITC, adding those on board were trying to repair the damage.

The state-owned company said that contrary to reports, "there is no fire aboard the ship and the ship is completely stable".
