Woods was then faced with a similar line of putt as Matsuyama on 14, but from 20 feet further away. He did not miss, and restored his three-shot advantage with four holes remaining.

Woods missed another birdie chance, from 10 feet, at the 15th and was watching from the 16th tee 181 yards away as Matsuyama walked in a 20-footer for his first birdie of the day to get to 16-under.

Matsuyama crushed a drive down the middle of the 491-yard 17th and found the putting surface with his approach.

Matsuyama's fine attempt to hole the putt slid by on the left and he found sand twice on the par-five 18th as he went in search of an eagle.

Matsuyama's greenside bunker shot flew the flag and when he missed the long putt back his brave challenge ended at 16-under for the tournament after a final-round 67.

To win outright, Fernandez required 45 per cent, or 40 per cent with a 10 point margin over his nearest rival.

His win also caps a remarkable political comeback for his running mate, ex-president Cristina Kirchner, who will be his vice-president.

Thousands of ecstatic Fernandez supporters cheered and danced outside his Frente de Todos party headquarters in Buenos Aires.

"It's a great day for Argentina," a smiling Fernandez told reporters after exit polls and his own party's tallies, had given him victory.

Macri, 60, whose popularity has fallen sharply in the last year as Argentina battled recession and market turmoil, said after he voted that competing "visions of the future are at stake" in the vote.

The interior ministry said turnout in Sunday's general election was over 80 per cent after a campaign dominated by the crippling economic crisis affecting Latin America's second-biggest economy.

"We also think the risk is the FOMC will articulate a pause," for future rate decisions, Grace added.

"That means the 27.6 per cent&nbsp;pricing for an additional 25 bps cut in December will quickly evaporate, sending US&nbsp;yields and the USD higher."

In currencies, the dollar index&nbsp;was flat at 97.817 against a basket of six major currencies. The Japanese yen was little changed at 108.73 to the dollar.

The announcement was made by the Brazilian president while he was in China during an official visit. WION spoke to the Brazilian embassy in New Delhi which said: "Brazil wants more businessmen and tourists from India. There are untapped opportunities for deepening people-to-people contact. We are implementing measures which could be the first step to facilitate bringing our people closer." Earlier this year, the visa relaxation rule followed Brazil's move on similar lines to a number of nations including the USA, Canada, Japan and Australia. Brazilians, on the other hand, are still required to obtain visas for the said nations. The new strategy outlined an openness towards tourists while eliminating visa requirements for countries with the biggest economic potential which also helps to promote Brazil's diverse culture and natural marvels.
