The UK Health Security Agency (UKHSA) said on Friday that a COVID-19 testing laboratory in Wolverhampton in central England has been suspended over concerns that it had been incorrectly giving negative PCR test results to thousands of people. An investigation had been launched into the lab by NHS Test and Trace. The investigation was launched after receiving reports that people were getting negative PCR test results after &nbsp;testing positive on rapid lateral flow devices (LFDs)

As per UKHSA, about 43,000 people may have been given incorrect negative PCR test results.

US Government's advice says that PCR tests are more accurate than LFDs, and people can stop self-isolating if a positive LFD result is followed by a negative PCR test result.

"We have immediately suspended testing at this laboratory while we continue the investigation," said Dr Will Welfare, Public Health Incident Director at UKHSA.

"There is no evidence of any faults with LFD or PCR test kits themselves and the public should remain confident in using them and in other laboratory services currently provided."

Immensa Health Clinic, the private company that runs the lab, was founded in May 2020, and has been awarded contracts worth 170 million pounds ($234 million) to process results of PCR tests.

Its chief executive, Andrea Riposati, said the company was "fully collaborating" with UKHSA's investigation, and did "not wish this matter or anything else to tarnish the amazing work done by the UK in this pandemic."

Riposati also runs Dante Labs, which is being investigated by the Competition and Markets Authority (CMA) over allegations it has failed to deliver PCR test results on time or sometimes at all.

Prime Minister Boris Johnson has faced criticism, with many saying NHS Test and Trace falls well short of the "world-beating" system he had promised.

"If it was found that the results of 40,000 cancer or HIV tests may have been incorrect, there would be an uproar and heads would roll," said opposition Labour party lawmaker Rosena Allin-Khan.

Besides USS Carl Vinson, the US also deployed Ticonderoga-class guided missile cruiser USS Lake Champlain and Arleigh Burke-class guided missile destroyer USS Stockdale in the exercise.

After taking its maiden voyage in 1983, USS Carl Vinson was part of several major operations including Operation Desert Strike, Operation Iraqi Freedom, Operation Southern Watch and Operation Enduring Freedom.

US Charge d'Affaires Patricia Lacina, who also participated in the visit to Carl Vinson, expressed similar sentiments.

"Exercise Malabar is a showcase example of defense collaboration between our four partnering countries, demonstrating what we can accomplish when we work together to advance our common interests in the Indo-Pacific," she said.

"We stand committed to ensure peace, security, and economic prosperity in the region and beyond," she added.

Following India's invitation, Australia participated in the Malabar exercise last year that effectively made it a drill by all four member nations of the Quad or Quadrilateral coalition. Australia participated in this year's exercise too.

The Malabar exercise started in 1992 as a bilateral drill between the Indian Navy and the US Navy in the Indian Ocean. Japan became a permanent member of the exercise in 2015.

The Biden administration set out with hopes for big, bold change — “transformational” was the word in the winter and into spring. But in autumn, “disarray” is ubiquitous.

We are not surprised that one-party control has not enabled Democrats to swiftly or easily move their agenda. Our research shows that Parties with unified control in Washington routinely fail to enact many of their highest priorities. They are typically forced to accept significant compromises to pass any of their agenda items.

That has been true in every recent case when a party held unified control of government. In 2017, a Republican failure to reach intraparty consensus resulted in a striking collapse — punctuated by John McCain’s thumbs-down — of the party’s efforts to repeal and replace Obamacare. Later that year, Republican leaders had to scale back their visions for tax reform to pass the Tax Cuts and Jobs Act. In 2010, significant disagreements within the Democratic Party undermined and ultimately dashed their plans for a cap-and-trade program to combat climate change. To get the Affordable Care Act across the finish line, many Democrats had to accept a bill that fell short of their aspirations — the failure to establish a public insurance option still stings many liberals.

Why do unified majorities in Washington struggle and often fail to enact their agendas? In our research, we tracked the successes and failures of majority parties in Congress on their policy goals from 1985 through 2018 (265 agenda items in total). The study covers the last several periods of unified party government in Washington — those that occurred during the presidencies of Bill Clinton, George W. Bush, Barack Obama and Donald Trump.

We find that parties with unified control in Washington since the Clinton years have struggled for two reasons.

The filibuster explains some of the majority parties’ struggles. Senate rules require most legislation to obtain 60 votes to advance to passage. As a result, minority parties have a chance to either veto or reshape most legislation. Still, even though it’s a constant source of discussion and debate in today’s Washington, we find the filibuster was the cause of only one-third of failed attempts by majority parties to enact their priorities during unified government since 1993.

The second reason is less well appreciated but accounts for the other two-thirds — a large majority — of failures. Both parties have been, and remain, internally divided on many issues. Parties are often able to hide their disagreements by simply not taking up legislation on issues that evoke significant fissures. But when those issues reflect their campaign promises, majority parties will often forge ahead even in the absence of internal consensus on a plan.

Whether Democratic or Republican, the party with unified control in Washington in recent years has failed on one or more of its highest-priority agenda items because of insufficient unity within its own ranks. In 2017, Republicans failed to repeal and replace the Affordable Care Act because of the opposition of three Senate Republicans (Susan Collins, Lisa Murkowski and Mr. McCain). In 2009-10, Democrats failed to enact a cap-and-trade policy because of spats between coastal Democrats and those representing the interior of the country. In 2005, Republicans failed to reform Social Security despite President Bush making it his top domestic legislative priority because of a lack of consensus in the party about how to proceed. In Mr. Clinton’s first term, Democrats were never able to unify behind a single plan to enact comprehensive health care reform despite relatively large majorities in both chambers.

What Democrats are trying to do with their Build Back Better effort today is even more difficult than usual. Congress has rarely tried to pass more than one budget reconciliation bill across a two-year Congress. In March, Democrats used reconciliation to pass the American Rescue Plan on straight party-line votes; there’s no precedent for successfully enacting two such ambitious partisan reconciliation bills within a single year. To pass a second sweeping package with razor-thin majorities should be seen as a long shot. The fact that the party is furiously negotiating a pared-down version suggests how much importance it has attached to its success — for both electoral and policy reasons.

But how old is this tradition of eating cheese? A new study has found out that at least in Europe Blue Cheese and Beer were being consumed since the Iron Age, that is, 2700 years ago.

The research was conducted jointly by many institutions in Austria, Italy and the US.

To reach the conclusion, researchers analysed 2700-year-old stool samples in Hallstatt-Dachstein/Salzkammergut salt mines in Austria.

In their analysis, the researchers found presence of two fungi in the samples. The fungi Penicillium roqueforti and Saccharomyces cerevisiae are still widely used to make blue cheese and beer. Through a genome-wide analysis the researchers found out that these fungi were used by people in the Iron Age to ferment food

The research team thinks that diet of these yesteryear Europeans involved fibrous foods and was rich in carbohydrates.&nbsp;

On Monday, the Pakistan military`s media wing, the Inter-Services Public Relations issued a notification regarding the appointment of Lt General Nadeem Ahmed Anjum as DG ISI despite the fact that his appointment was not issued by PM Khan`s office.

"General Bajwa and Prime Minister Imran Khan have a very close and pleasant relationship. The PM`s Office will never take step which will jeopardise the stature of the country`s military leadership, and vice versa," the Minister said.

The researchers called for high priority protection and utmost care for the isolated populations in the light of this study.

Dr Kumarasamy Thangaraj from the CSIR-CCMB, who is presently director of the CDFD, Hyderabad, and Prof Gyaneshwer Chaubey of the BHU, jointly led the genomic analysis of several Indian populations.

Coronavirus SARS-CoV-2 has impacted various ethnic groups all over the world. Recent studies suggest that the indigenous groups in Brazil have been massively affected by Covid-19.

The death rate was twice high among the indigenous communities of Brazil. It was also shown that many of the indigenous communities have reached the verge of extinction due to this pandemic.

India is home for several indigenous and smaller communities including Andaman Islanders, who are living in isolation for tens of thousands of years. The study found that populations that carry similar long DNA segments (homozygous) in their genome are most likely to be more susceptible to Covid-19.

The research has been published online recently in the journal `Genes and Immunity`. Dr Thangaraj, who traced the origin of Andaman Islanders, said: "We have investigated a highdensity genomic data of &gt;1,600 individuals from 227 ethnic populations. We found high frequency of contiguous lengths of homozygous genes among Onge, Jarawa (Andaman Tribes) and a few more populations who are in isolation and follow a strict endogamy, making them highly susceptible for Covid-19 infection."

The researchers have also assessed the ACE2 gene variants, that make individuals susceptible for Covid-19. They found that the Jarawa and Onge populations have high frequency of these mutations. "There have been some speculations on the effect of Covid-19 among isolated populations. However, for the first time, we have used genomic data to access the risk of Covid-19 on the small and isolated populations," said Prof Chaubey, Professor of Molecular Anthropology at the BHU.

"Results obtained from this study suggest that we need to have a high priority protection and utmost care for the isolated populations, so that we don`t lose some of the living treasures of modern human evolution," said Dr Vinay Kumar Nandicoori, Director, CCMB, Hyderabad.

However, it has been revealed that the parents had 'requested' that the girl be beaten up in the school. The school in which this bizarre incident took place is located in Kwara state of Nigeria, as per local reports.

Relation between Japan and Korea have been strained over Takeshima/ Dokdo islands. Both countries even have separate names for part of the sea in which the islands are located. Japan calls it the Japan Sea while as per Korean nations, this is East Sea. The islands are currently administered by South Korea. Media in both Korean nations has been fuming. A news report in a South Korean news outlet described the photo a 'cheap trick' of Japan. While a North Korean news outlet said that such a representation betrayed Japanese intention to "capture" the islands.
