The Department of Justice (DOJ) of the Philippines announced on Monday (Nov. 25) that a subpoena would be issued against Vice President Sara Duterte concerning her alleged involvement in a plot to assassinate President Ferdinand Marcos Jr. The DOJ described Duterte as a “self-confessed mastermind” in the scheme against the country's highest-ranking official, as per local media reports.

National Bureau of Investigation (NBI) Director Jaime Santiago confirmed that the subpoena would be served by Tuesday as the agency has already launched an investigation into the matter. DOJ Undersecretary Jesse Andres said that Duterte would have five days to respond to the allegations before the investigation progresses further.

“The premeditated plot to assassinate the President as declared by the self-confessed mastermind, will now face legal consequences… We will use all the resources of government, all law enforcement agents, to find out the identity of this assassin and the legal consequences arising out of this criminal plot, will be dealt with the full force of the law,” Andres said.

“The important thing that everyone should understand from those statements is the lack of recourse to legal and judicial remedies. That is what is appalling in this situation where a high-ranking official would not have recourse to legal and judicial remedies to seek redress,” he added.

“We cannot take the law into our own hands. No one should espouse that kind of thinking. And that is why I strongly believe that exposes her to criminal liabilities,” he added.

The DOJ indicated that Duterte might face charges, including grave threats and sedition, though other possible offences are being considered. “Sedition is a possibility, but we are also examining whether graver crimes may apply,” Andres said. Prosecutor General Richard Anthony Fadullon agreed, adding that the Vice President’s comments “cannot be taken lightly,” given her position as the second-highest official in the country.

While the investigation continues, Duterte will be allowed to present her side. Andres said that the government is exploring every angle and motive behind the alleged plot before determining the appropriate charges to file. Additionally, NBI Director Santiago mentioned that Facebook had been asked to preserve video evidence in which Duterte allegedly made the incriminating statements.

When asked about the possibility of Duterte being disbarred as a lawyer, Santiago said it would depend on the findings and whether there is sufficient cause for disbarment.

“This is not something that you can simply dismiss, coming from the Vice President who is just an earshot from the Presidency if she decides to run. But again, we have to look at all of these in the context of all the things that are going on and we cannot simply isolate the situation to the statements that were made. So we have to be very careful in going over the events leading to the statements that were made by the Vice President,” Prosecutor General Fadullon said.

The vessel, which was carrying 31 tourists of various nationalities and a 14-member crew, sent out a distress call at 5:30 am (0330 GMT), said a statement from Egypt's Red Sea governorate.

An AFP tally confirmed that tourists involved in the incident include nationals from Britain, China, Finland, Poland, and Spain.

The "Sea Story" embarked on Sunday on a multi-day diving trip from Port Ghalib near Marsa Alam in the southeast, and had been due to dock on Friday at the town of Hurghada, 200 kilometres (124 miles) north.

Governor Amr Hanafi said that some survivors were rescued by an aircraft, while others were transported to safety aboard a warship.

"Intensive search operations are underway in coordination with the navy and the armed forces," Hanafi added in a statement.

Authorities have not confirmed the nationalities of the tourists.

Beijing's embassy in Egypt said two of its nationals were "in good health" after being "rescued in the cruise ship sinking accident in the Red Sea", Chinese state media reported.

The Finnish foreign ministry confirmed to AFP that one of its nationals is missing.

Polish foreign ministry spokesman Pawel Wronski said authorities "have information that two of the tourists may have had Polish citizenship"."That's all we know about them. That's all we can say for now," he told national news agency PAP.

According to a manager of a diving resort close to the rescue operation, one surviving crew member said they were "hit by a wave in the middle of the night, throwing the vessel on its side".

Authorities in the Red Sea capital of Hurghada on Sunday shut down marine activities and the city's port due to "bad weather conditions".

But winds around Marsa Alam had remained favourable until Sunday night, the diving manager told AFP, before calming again by morning.

By Monday afternoon, it became increasingly "unlikely that the 17 missing would be rescued after 12 hours in the water," he said, requesting anonymity because he was not authorised to speak to the media.

The Marsa Alam area saw at least two similar boat accidents earlier this year, but there were no fatalities.

At least three deaths were reported on British roads on Saturday, though they could not immediately be linked to the extreme weather. Amongst them was a victim in the county of Hampshire aged about 60 who was killed after a branch fell on his car.&nbsp;

Welsh Prime Minister Eluned Morgan said the impact of the flooding had been "absolutely devastating" in the county, where 80 percent of the usual amount of rain for November fell in just 48 hours.

Storm Bert began pounding Britain and Ireland overnight from Saturday to Sunday, with strong winds, heavy rain and snow interrupting transport links and leaving thousands of properties without power.&nbsp;

Around 100 flood warnings were still in force Sunday in England, Scotland and Wales, with road closures and train cancellations.

Around 80 properties in England have been flooded, according to the Environment Agency.

Areas on high alert were "the South West, the West Midlands, and the Calder Valley in the North of England due to heavy rain and recent snowmelt", an agency spokesperson said.

Risks of flooding are expected to fall but persist until Tuesday in parts of England.

The storm triggered wind gusts of up to 110 kilometres per hour (68 miles per hour), with some London parks and tourist attractions preventively shutting on Sunday.
