China's President Xi Jinping appealed to the West to lift sanctions imposed by them on Syria and offered help to the war-ravaged country, when the Chinese president held rare talks with Syria's leader Bashar al-Assad on Friday (September 22). 
 
The meeting of the two leaders in the Chinese city of Hangzhou gave a boost to the campaign of Assad to come back to the global stage while permitting China to advance its strategic interests in the Middle East, where the country is already aligned with Saudi Arabia and Iran. 
 
"China opposes interference by external forces in Syria's internal affairs... and urges all relevant countries to lift illegal unilateral sanctions against Syria," stated a readout of the talks which was published by Chinese state media. 
 
Assad was also informed by Xi that China will extend help to Syria in countering domestic unrest and rebuilding its ruined economy and even by upgrading ties to a "strategic partnership".

The endorsement of Xi should strengthen the efforts of Assad to plot a way back from what can be called a pariah status. In 2022, Syria joined China's Belt and Road Initiative and the Arab League welcomed it back in May.

In the diplomatic language of China, a "strategic partnership" implies closer co-ordination on international and regional affairs, which includes the military sphere. 
 
This is one grade below what China calls a "comprehensive strategic partnership". 
 
Since the civil war started in 2011 with a crackdown on protests, killing of hundreds of people and displacement of millions, western sanctions have been steadily tightened on Syria. 
 
The government of Assad, supported by Iran and Russia, now controls most of the territory of Syria and has re-established ties with Arab neighbours, which once supported his opponents, in recent years.

Syria is in desperate need of foreign investment for its industry and infrastructure. Its dire economic situation has led to protests in southern Syria in which people appealed for the removal of the president. 
 
"China is reinforcing its message that it is there to try and help countries resolve their disputes and that peace stems from economic development," stated Matteo Legrenzi, professor of international relations at Ca'Foscari, University of Venice. 
 
"(China) is trying to perform a useful role from a distance. As they did with the Iran-Saudi Arabia rapprochement deal," he further said.

The United States is in talks with some of the key actors in Libya over the withdrawal of foreign forces ahead of elections planned for December, Washington's top Libya envoy said on Monday. 
 
Special Envoy for Libya Richard Norland told reporters that part of the importance of Libya's elections was so a fully empowered, credible and legitimate government could push foreign actors to pull out their troops. 
 
"That will be a very important development and ... very impactful, but we're not suggesting that we have to wait until next year to try to make some progress," Norland said ahead of US&nbsp;Secretary of State Antony Blinken's travel to the Second Berlin Conference on Libya this week. 
 
"There are negotiations underway with some of the key actors aimed at trying to remove some of the mercenaries, the foreign fighters," Norland added. 
 
Libya has suffered a decade of chaos and violence since a 2011 NATO-backed uprising ousted the then head of state Muammar Gaddafi, but its two main warring sides this year consented to a new government. 
 
But while the installation of a unified administration and a push for national elections in December are seen as the best hope in years for a lasting political solution, the process is still fraught with challenges. 
 
Most territory is still controlled by local armed groups, major outside powers have not pulled foreign fighters from the front lines, and key figures disagree on the management of Libya's economic resources.

In a city whose windows have been blasted from their frames, remaining residents of Syria`s war-torn Aleppo go about their daily lives behind gaping holes covered with plastic. 
 
For inhabitants of the battle-scarred and divided city, glass windows have become more of a liability than a luxury. 
 
&quot;Every window pane we have has been shattered by shelling,&quot; said Ammar Wattar, an English teacher, as he fitted a hard plastic sheet into the window frame of his home in the government-held district of Al-Midan. 
&quot;We changed it the first time, then the second time, the third time -- until this time, we decided not to change it anymore.&quot;&nbsp; 
 
The windows are regularly blown out in the frequent rocket attacks and air strikes on Aleppo city, turning the shards into dangerous projectiles.&nbsp; 
 
Replacing them is also prohibitively expensive - so residents have been opting to cover the empty frames with sheets of plastic.&nbsp; 
In many neighbourhoods, children can be seen slipping behind white tarpaulin hanging like curtains from the doorways of their apartments.&nbsp; 
Abandoned apartment buildings are often identified by the partly-smashed glass windows protruding like jagged teeth from the metal frames. 
 
Clashes and bombardment have carried on in Aleppo despite a February 27 truce across parts of Syria and multiple attempts to secure a local freeze on fighting in the city. 
 
Asraa al-Masri, a teacher in a regime-held district of the city, said a shard of glass flew into her daughter`s leg during a rocket attack.&nbsp; 
She has since stopped replacing her windows with glass, but she now faces a new set of worries.&nbsp; 
 
&quot;Bugs, dust, soot, loud noises, the burning smell of the generators, which are bad for your health and negatively affect our children while they`re studying,&quot; she listed.&nbsp; 
 
Perhaps no one has seen as much shattered glass as Mohammed Bouz, who used to sell it in a shop in Al-Midan. 
&quot;My stockpile has been destroyed many times during the shelling, and I haven`t been able to get new deliveries,&quot; he told AFP. 
Before Syria`s war erupted in March 2011, a square metre of glass cost 425 Syrian pounds (70 cents) -- but it now fetches about 3,300 ($6).&nbsp; 
 
Aleppo`s desperate residents -- many of whom have been left jobless since war came to their city in 2012 -- opt for the much cheaper plastic at a maximum of 500 Syrian pounds per square metre.&nbsp; 
 
But for Umm Ahmad`s conservative Muslim family, no proper windows means no privacy.
