<p>It is a major setback for the beleaguered ex-liquor baron&nbsp;who last month had lost High Court appeal on charges of fraud and money laundering related to unrecovered loans to his now-defunct&nbsp;Kingfisher Airlines.</p>

<p>The 64-year-old businessman had 14 days to file this application to seek permission to move the higher court on the High Court judgment from April 20, which dismissed his appeal against a Westminster Magistrates' Court's extradition order certified by the UK Home Secretary.</p>

<p>Under the India-UK Extradition Treaty, the UK Home Office of minister Priti Patel is now expected to formally certify the court order for Vijay Mallya to be extradited to India within 28 days.</p>

<p>Earlier today, he&nbsp;asked the government to accept his offer to repay 100 percent of his loan dues and close the case against him.&nbsp;While congratulating the Indian government over the Rs 20 lakh crore economic package, Mallya lamented that his repeated offers to repay his dues have been ignored.</p>

<p>"Every morning I wake up to yet another attachment by the DRT (debt recovery tribunal) recovery officer. Value already crossed (Rs) 13,000 crore. Banks claim dues including all interest of (Rs) 9,000 crore which is subject to review. How far will this go and well beyond? Justified??", Mallya tweeted.</p>

<p>The embattled liquor baron further said "despite all the attachments in India, banks have given an open licence to their lawyers in England to pursue multiple frivolous litigations against me. Who is accountable for spending public money on legal fees in such a brazen manner?"</p>

<p>Mallya also claimed that the banks' lawyers in England have objected in writing to his paying "my legitimate tax dues to HMRC which I requested".</p>

<p>"Irony is, Indian state banks want my money in England to settle an Indian debt already secured and deny payment to the UK. Tax exchequer. Disgraceful," he added.</p>

<p>Last year in December Westminster Magistrates' Court Chief Magistrate Emma Arbuthnot had ruled in favour of extradition of Mallya, who is wanted in India for alleged fraud and money laundering charges amounting to an estimated Rs 9,000 crore.</p>

<p>The absconding businessman, who faces various court cases in India on account of defaulting on loans from Indian banks, was arrested by the Scotland Yard last month acting on an extradition request from India.</p>

<p>He was granted bail immediately after his arrest as he assured the court that he will abide by the extradition proceedings.</p>

<p>Despite the extradition treaty signed in 1992 between India and the UK, only one successful extradition has taken place - Samirbhai Vinubhai Patel, who was sent back to India in October 2016 to face trial over his involvement in the post-Godhra riots of 2002.</p>

<p>Last February, India gave a formal extradition request for Mallya through a note verbale.</p>

<p>Meanwhile, a joint team of the Central Bureau of Investigation (CBI) and Enforcement Directorate (ED) reached London on Tuesday.</p>

<p>Last month, the Ministry of External Affairs (MEA) informed that Mallya&#39;s extradition has been stratified by the Secretary of State of the U.K. Government and added that a warrant would soon be released against him.</p>
