Venezuela Protest: Bottles Thrown During Clashes Between Venezuelans & Police

Protesters took to the streets across Venezuela on Tuesday, demanding that President Nicolas Maduro acknowledge he lost Sunday's election to the opposition, as a major international observer concluded the vote was undemocratic.

The protests, which the government denounced as an attempted "coup," began on Monday after the South American country's electoral authority declared that Maduro had won a third term with 51% of votes to extend a quarter-century of socialist rule.

The opposition, which considers the election body to be in the pocket of a dictatorial government, says its candidate Edmundo Gonzalez had more than twice as many votes as Maduro based on the 90% of vote tallies it has been able to access.

At least 11 people have been killed in different parts of the country since the election in incidents related to the count or associated protests, according to rights group Foro Penal.

The U.S.-based Carter Center, which observed the vote, said in a statement late on Tuesday the election "did not meet international standards of electoral integrity and cannot be considered democratic."

The electoral authority's failure to publish disaggregated results amounts to a "serious breach," it added, outlining what it determined to be a deeply flawed process from start to finish.

Many countries have called on Venezuela to make the vote tally public and U.S. sources said Washington was considering fresh sanctions on individuals linked to the election unless there was greater transparency.

On Tuesday, both Maduro and his top legislative ally accused Gonzalez and opposition leader Maria Corina Machado of fomenting violence in the aftermath of the vote.

In a winding speech broadcast on state television, Maduro declared that opposition protesters had battered civilians and started fires, demanding that Gonzalez answer for them.

"Respond to that you coward!" Maduro shouted, after saying both Gonzalez and Machado should be held accountable.

Jorge Rodriguez, the head of the Congress for Maduro's ruling socialists, was more direct in a speech earlier in the day, insisting that both opposition figures must be arrested for the crimes of the protesters.

"Their bosses should go to prison," he told lawmakers, accusing Gonzalez of leading a "fascist conspiracy."

Costa Rica said it was prepared to give political asylum to Machado and Gonzalez. On X, Machado thanked the government but said her priority was to "continue this struggle" from Venezuela.

The embattled Maduro, who also called for more marches, said in his speech that his government was reaching out to both China and Russia for help with alleged attacks on the electoral authority's systems, blaming billionaire Elon Musk for them without presenting evidence.

Echoing other officials, Maduro's defense minister, General Vladimir Padrino, declared that there was a "coup in progress" but insisted that the country's armed forces would help defeat it.

The 61-year-old president is a former union leader and foreign minister who won an election after former President Hugo Chavez's death in 2013. Maduro was re-elected in 2018 in a vote the opposition says was fraudulent.

He has presided over an economic collapse and a mass exodus of Venezuelans, while U.S. and EU sanctions have crippled an already struggling oil industry.

A Maduro win could spur more migration from Venezuela, once the continent's wealthiest country, which in recent years has seen a third of its population leave.

'FRAUD BY THE REGIME'

Opposition leader Machado was barred from running in the election but spearheaded Gonzalez's campaign. For the first time on Tuesday she accused Maduro's government of a corrupt vote count.

"What we are fighting here is a fraud by the regime," Machado said, while urging peaceful protest.

A large crowd, many waving Venezuelan flags, chanted: "We are not afraid!"

"Edmundo is the president. We know he won the election," said 27-year-old brokerage worker Andrea Garcia. "We want to live in the Venezuela that our parents had, where there wasn't hunger in the streets."

The opposition has long denounced obstacles over candidate registrations, detentions of opposition members and even a confusing ballot lay-out.

The Carter Center agreed with those criticisms in its statement.

"Authorities frequently attempted to restrict the opposition's campaign activities," it said. "This included harassment or intimidation of people who provided services or goods to the main opposition campaign."

The CNE electoral authority, which formally proclaimed Maduro president for the 2025-2031 term on Monday, demonstrated clear bias in his favor, the Center added, while in-country voters faced short registration deadlines and most of the country's large diaspora was disenfranchised arbitrarily.

But the opposition's options going forward appear limited given the military has shown no sign it will break from its long-standing support for Maduro and previous cycles of anti-government protests and sanctions have failed to dislodge him.

Opposition protesters marched in several cities on Tuesday. In some locations Reuters witnesses saw protesters attacked by security forces. Many stores remained closed.

In Valencia, a protester spray-painted "fraud" on the road.

At pro-Maduro demonstrations, meanwhile, marchers danced and motorcycle-riding supporters revved their engines, insisting the election is over.

"We're here to peacefully support an election which has already given its result," said teacher Carmen Torres, 36, adding that despite some doubts she preferred Maduro to a "neoliberal" government.

On Monday, protesters had blocked roads, lit fires and threw petrol bombs at police, and police responded by firing tear gas.

In Coro, capital of Falcon state, on the Caribbean coast, protesters cheered when they tore down a statue of Chavez, Maduro's mentor who ruled from 1999-2013.

Amid the dueling protests, security agents arrested at least two more opposition leaders.

Voluntad Popular's national coordinator Freddy Superlano was detained, as was Ricardo Estevez, a senior official with Vente Venezuela, the parties said in posts on X.

Many Venezuelans have said any decision they make on whether to join the exodus from the country would be dependent on the election.

"It feels like I no longer have anything to do here in Venezuela," said 23-year-old graduate Jorge Salcedo in Caracas.

"We'll start from scratch in another country ... We live in a country with repression, and we live in a country under dictatorship. It was our last chance."

'We are not afraid': Venezuelan opposition puts up peaceful resistance

Things are heating up in Venezuela, to the extent that the streets of the capital Caracas and several other cities have become battlegrounds. Anti-government protests have swept through Venezuela following the contentious election result that awarded a third term to long-serving president Nicolas Maduro.

Over the last four years, the US government has imposed an array of sanctions against individuals and bodies in Venezuela and the Trump administration was one of the first among 60 governments to support Guaido.

Venezuela has arrested eleven people in connection with a weekend raid of a remote military outpost in southern Bolivar state, but some suspects have fled across the border to Brazil with stolen weapons, President Nicolas Maduro said on Monday.

Authorities have accused Brazil, Colombia and Peru - all adversaries of socialist Maduro who recognize opposition leader Juan Guaido as the rightful president - of complicity with the attack, in which one Venezuelan soldier was killed. All three countries' governments have denied involvement.

In an evening address on state television, Maduro called on Brazilian President Jair Bolsonaro to cooperate.

"Capture the assailants in Brazilian territory and return the weapons to the Venezuelan armed forces," Maduro said.

He said the eleven detainees included both military and civilian suspects, without providing details.

Authorities have blamed "extreme sectors of the opposition" for the raid. Venezuela, whose economy has collapsed under Maduro, has been locked in a deep political crisis since Guaido, the head of the opposition-held National Assembly, assumed a rival presidency in January.

Maduro dismisses Juan Guaido as a US puppet seeking to oust him in a coup.

Information Minister Jorge Rodriguez said in an earlier address on Monday that Darwin Balaguera, a former National Guard member who deserted in February and fled to Colombia, was detained over the raid. The channel broadcast video of Balaguera answering authorities' questions in custody.

Balaguera was among hundreds of Venezuelan soldiers who defected to Colombia during a Guaido-led attempt to bring humanitarian aid into the country through Colombia and Brazil in February. Some have said they are prepared to take up arms to remove Maduro.

Olnar Ortiz, an attorney with nonprofit rights group Penal Forum, said at least seven members of the Pemon indigenous group were arrested in connection with the incident. Ortiz said four other Pemon individuals were missing.

Ortiz said authorities raided homes in the Pemon village of Kumarakapay near Venezuela's border with Brazil on Sunday evening, searching for suspected participants in the raid.

"They are criminalizing everyone without concrete evidence, without respect for due process," Ortiz said.

There were deadly confrontations between indigenous Pemon and authorities during the February aid effort. Troops loyal to Maduro blocked the aid from entering.

Clashes broke out between opposition supporters and Venezuela's armed forces in the capital Caracas on Wednesday during May Day protests with opposition leader Juan Guaido attempting to rally demonstrators against President Nicolas Maduro.

National Guard troops fired tear gas at stone-throwing protesters attempting to block a highway close to the airbase in eastern Caracas where Guaido had tried on Tuesday to spark a military uprising against Maduro.

The second day of confrontations between opposition supporters and Maduro's security services came as the United States said it was prepared to take military action, if necessary, to stem the crisis in the South American nation.

In Tuesday's clashes, one person was killed and dozens injured, according to human rights monitors.

Tensions in Venezuela have soared since Guaido, who heads the National Assembly, invoked the constitution to declare himself the acting president on January 23, claiming Maduro's re-election last year was illegitimate.

UN Secretary-General Antonio Guterres warned Venezuela's authorities not to use deadly force against demonstrators, while the US and Russia accused each other of making the crisis worse, evoking Cold War confrontations of the past.

Lavrov, in turn, charged that US interference was "destructive" and "in flagrant violation of international law."

Guaido rallied his supporters in Caracas in the Labor Day demonstrations, urging them to stay in the streets.

His appeal came despite the apparent failure the day before of a revolt by some soldiers and members of the Bolivarian National Guard who joined his side.

"There is nothing for workers to celebrate," Guaido told supporters in the oil-rich country suffering from hyperinflation and food and medicine shortages that have driven millions to flee.

"We're going to remain in the streets until we achieve freedom for the Venezuelan people.

"The regime will try to increase the repression. It will try to persecute me, to stage a coup d'etat," said Guaido, recognized by more than 50 countries as the country's interim president.

He said staggered industrial action would begin on Thursday, leading to a general strike.

Maduro, whose supporters staged their own march in Caracas, posted a message of support for them on Twitter.

"I'm receiving images of a huge display of joy spilling out over the streets of Caracas," he wrote.

Tuesday's events showed that "the insurrection, the coup and armed confrontation are not the way for our beloved Venezuela," Maduro said.

Maduro had congratulated the armed forces for having "defeated this small group that intended to spread violence through putschist skirmishes."

Accusing Guaido of attempting to stage a coup, he vowed, "This will not go unpunished."

'Serious crimes'

Hours after the revolt by military members appeared to have fizzled out, Pompeo told CNN he believed Maduro was ready to flee to ally Cuba before he was dissuaded by Russia -- a claim Maduro later refuted as "a joke."

A senior Brazilian official said at least 25 Venezuelan troops had sought asylum at its Caracas embassy.

Venezuela's security forces number around 365,000 including military and police, as well as 1.6 million civilian reservists.

Pompeo said on Wednesday that Washington wants a peaceful transfer of power but warned that US President Donald Trump is prepared to take military action if necessary.

"The president has been crystal clear and incredibly consistent. Military action is possible. If that's what's required, that's what the United States will do," Pompeo told Fox Business Network.

'Living through hell'

Venezuela has suffered five years of recession marked by shortages of basic necessities as well as failing public services, including water, electricity and transport.

"We're living through hell, without water, without electricity. I believe the people in the streets will be the straw that breaks the camel's back," a resident of western Caracas, Evelinda Villalobos, 58, told AFP.

The United Nations says a quarter of Venezuela's 30 million people need humanitarian aid, 3.7 million people are malnourished while another 2.7 million have fled the country's economic woes.

"Yesterday we saw soldiers recognizing our interim president. We have to stay in the streets," said Patricia Requena, 40. "I'll keep demonstrating as long as God allows me to."

Michael Shifter, an analyst with the Inter-American Dialogue, told AFP the US approach to Venezuela was "unhelpful and often counterproductive."

"The US is right to back Guaido in his battle against Maduro," said Shifter.

"But beyond being on the right side, the administration is making it harder, not easier, to achieve a democratic transition in Venezuela."

He added that Russia had "committed fewer self-inflicted wounds than the US and seems more skilful in advancing its own interests."

Venezuela Power Struggle: President Nicolás Maduro's supporters hold rally in Caracas

Venezuelan opposition leader Juan Guaido on Saturday launched what he promises will be a "definitive" escalation of pressure to force the country's embattled leftist leader from office.

Addressing a giant anti-government rally in Caracas, Guaido -- whose claim to be interim president is supported by around 50 nations -- kicked off what he called "Operation Liberty," his plan to oust President Nicolas Maduro.

"Everyone to the streets, let's start the final phase of the end of the usurpation!" he told supporters, speaking from the back of a pickup truck.

He called for a huge nationwide turnout on Wednesday and urged his followers to redouble their efforts to maintain pressure in the streets.

"The greatest escalation of pressure we have seen in our history" has begun, Guaido said.

The call comes amid massive blackouts and the collapse of water supplies affecting the nation, further exacerbated a growing political crisis.

The United States meanwhile has stiffened its economic sanctions against Maduro, and one top US official warned Venezuela's military that it must protect the rights of peaceful protesters.

At the rally, Guaido also warned Cuba's President Miguel Diaz-Canel that the supply of subsidised Venezuelan oil to the Caribbean communist island nation was over.

Venezuela has been sending cheap oil to Cuba in exchange for labour from Cuban doctors and teachers, but Guaido said the oil was actually financing a Cuban intelligence group known as G2 that was cracking down on Maduro opponents in the Venezuelan military.

"The exploitation of Venezuelan oil is over, so Mr Diaz-Canel... Venezuelan oil will not be used to submit and investigate our military officials" through the G2, he told the crowd.

Pro-Guaido protests drew thousands in rallies across the country on Saturday.

A pro-Maduro counter-demonstration in Caracas with supporters dressed in red drew a large crowd that gathered at the Miraflores presidential palace.

"Together, permanently mobilized, let's keep defending national peace and independence; no more interference!" Maduro tweeted.

Two opposition deputies were detained at an anti-government demo in the western city of Maracaibo, but a few hours later Guaido announced that the two had been released.

Elimar Diaz, a lawmaker who marched in Maracaibo, told AFP the protest there had encountered "brutal repression," including tear gas canisters dropped from helicopters, the use of National Guard armoured vehicles and attacks by members of the pro-government militia, known as "colectivos."

Diaz said people in Maracaibo had gone "days without electricity" amid "inhumane rationing" by the government.

Maduro has blamed US-backed sabotage for the massive blackouts that have deprived millions of power. The opposition blames a failure to maintain critical infrastructure.

Abrams an 'assassin'

Facing intense pressure at home and abroad, the Maduro government has sought to weaken Guaido.

Elimar Diaz, a lawmaker who marched in Maracaibo, told AFP the protest there had encountered "brutal repression," including tear gas canisters dropped from helicopters, the use of National Guard armoured vehicles and attacks by members of the pro-government militia, known as "colectivos." Diaz said people in Maracaibo had gone "days without electricity" amid "inhumane rationing" by the government. Maduro has blamed US-backed sabotage for the massive blackouts that have deprived millions of power. The opposition blames a failure to maintain critical infrastructure. Abrams an 'assassin' Facing intense pressure at home and abroad, the Maduro government has sought to weaken Guaido. The government has stripped his parliamentary immunity, authorized his prosecution for proclaiming himself acting president, and banned him from holding public office for 15 years. Guaido said earlier this week he feared that he could be abducted by government agents. Speaking to the pro-government Constitutional Assembly, Maduro's top lieutenant Diosdado Cabello slammed the US point man on Venezuela, Elliott Abrams, as an "assassin." Venezuelans hit street as opposition leader Guaido declares 'definitive' escalation

Venezuelan soldiers are increasingly weary of the popular backlash against their role in quelling anti-government protests and all eyes are on the military to see if it will remain loyal to President Nicolas Maduro.

Nearly five months of demonstrations failed to stop Maduro carrying out a weekend vote for a Constitutional Assembly that opponents say will cement his dictatorship in the OPEC nation.

The opposition is now looking towards the military to see if it will turn against the government and pressure Maduro to enact its demands, which include presidential elections.

More than 120 people have been killed in the protests, drawing international condemnation of the security forces' heavy-handed tactics.

In an unofficial referendum last month, the opposition asked Venezuelans whether the military should defend the current Constitution and the National Assembly, which is expected to be dissolved by the Constitutional Assembly, in an apparent attempt to exert public pressure on the armed forces.

There are signs of fatigue and division among troops who face constant street confrontations that frequently include volleys of rocks, Molotov cocktails, and even human excrement. Soldiers chafe under the negative public opinion of the security forces caused by the crackdown.

"If we do not defend the regime, we are traitors and our careers are ruined. If we defend the government, we become enemies of the people," said a 40-year-old army sergeant major in the border city of San Cristobal with 18 years of service under his belt, asking not to be identified for fear of reprisal.

Protests appear poised to intensify after 10 people were killed in the weekend vote for the new legislative super body expected to give the ruling Socialist Party sweeping powers.

'Contempt of the population'

Like many others in the once prosperous South American country, members of the security forces struggle to eat properly because they earn just a few dollars a month, which is barely enough for a week's food.

Splits within the armed forces have been made evident since protests began with the detention of 123 members, including high-ranking officers, on charges ranging from treason and rebellion to theft and desertion.

"In the past, a soldier was respected but now, after this period of degeneration, a soldier gets the contempt of the whole population," said a 33-year-old Air Force major, also asking his name not be revealed for fear of reprisal.

At least publicly, military leaders such as Defense Minister Vladimir Padrino remain firmly behind Maduro, appearing alongside him at near-daily political events and military parades.

The military has played a key role in government since former socialist leader Hugo Chavez, himself a former military officer, swept to power in 1999 promising to bring greater equality to the economy of the oil rich nation.

Top government posts ranging from ministerial positions to directors of state oil company PDVSA are held by former military officers, many of whom participated in a failed 1992 coup that made Chavez famous and fuelled his meteoric rise to power.

Chavez purged the armed forces of dissidents following a 2002 coup that briefly toppled him.

But it is nonetheless difficult to measure military loyalty to Maduro, and predictions of military rebellions or imminent coups have repeatedly turned out to be false.

The Defense Ministry did not immediately respond to an email seeking comment.

Maduro critics say the government's count in the constituent assembly vote was rigged and the final turnout exaggerated three fold.

Soldiers were in charge of voting stations and the election raised doubts among them about their role defending Maduro, according to Herbert Garcia, a former senior army general, and minister.

"There is more division after Sunday. They saw it all," said Garcia, who broke away from Maduro's government in 2015 though maintains contact with some former colleagues.

All eyes on Venezuela military after protests, vote

A 20-year-old Venezuelan protester died on Friday after being shot in the head, authorities said, taking fatalities from a month of anti-government unrest to at least 37 as the opposition geared up for more demonstrations.

Hecder Lugo was hurt during fighting between demonstrators and security forces in Valencia on Thursday that also injured four others, the local opposition Mayor Enzo Scarano said in a series of tweets.

The state prosecutor's office, which keeps an official count of deaths since protests began against socialist President Nicolas Maduro in early April, confirmed he died after being shot in a protest.

Another 717 people have been injured and 152 are still in jail from the hundreds rounded up in widespread unrest around the volatile South American OPEC nation of 30 million people, according to the office's latest tally.

There has been violence and widespread looting this week in Valencia, a once-bustling industrial hub two hours from the capital by road.

And in an incident loaded with symbolism, a handful of young men destroyed a statue of late leader Hugo Chavez in the oil-producing Zulia state, according to videos circulating on social media on Friday evening.

Footage shows the statue, which depicts Chavez saluting and wearing a sash, being yanked down to cheers in a public plaza before it is bashed into a sidewalk and then the road as onlookers swear at the leftist, who died in 2013 from cancer.

"Students destroyed this statue of Chavez. They accuse him, correctly, of destroying their future," opposition lawmaker Carlos Valero said about the incident, which was also reported in local media. Reuters was unable to independently confirm it.

Venezuela's opposition, which now enjoys majority support after being in the shadow of the ruling Socialist party since Chavez's 1998 election win, says his successor Maduro has become a dictator and wrecked the economy.

Vowing to stay in the streets for as long as necessary, opposition leaders announced nationwide women's marches for Saturday with the biggest planned for the capital Caracas.

Opposition lawmakers briefly unfurled a banner on Friday at the National Assembly, where they won a majority in 2015 thanks to voter ire over the recession, saying "Maduro Dictator".

The president says they are seeking a violent coup with US support, and is setting up a "constituent assembly" super body to shake up public powers, change the constitution, and possibly replace the existing legislature.

"President Maduro has made a big call to national dialogue," Foreign Minister Delcy Rodriguez told diplomats at a meeting on Friday, showing them images of violence and vandalism on the streets caused by youths at the front of protests.

"They are not peaceful, the opposition leaders share big responsibility in these acts of extremism and vandalism."

Fatalities on both sides

Opposition protests have often started peacefully but degenerated into violence when security forces block marchers and masked youths fight them with stones, Molotov cocktails and fireworks shot from pipes turned into homemade mortars.

Fatalities have included supporters of both sides, bystanders and members of the security forces.

Gunshot wounds have been the most common cause of deaths.

The opposition is boycotting Maduro's constituent assembly process, saying it is a ploy to keep him in power by setting up a body with mechanisms to ensure a government majority.

Having failed to trigger a referendum on his rule last year, the opposition is calling for delayed state gubernatorial elections to be held as soon as possible, and for the next presidential election slated for 2018 to be brought forward.

Polls show the ruling Socialists would badly lose any conventional vote due to four years of economic crisis that has led to debilitating food and medicine shortages.

While Maduro says opposition ranks include armed hoodlums, activists accuse the security forces of using excessive force including firing teargas canisters directly at people and allowing pro-government gangs to terrorize demonstrators.

Opposition leader Henrique Capriles said on Friday that 85 members of the military in Caracas had been arrested for opposition "repression," adding that their relatives had asked him to publicize the detentions.

"Cousin, it's enough!" Defense Minister Vladimir Padrino's cousin, Ernesto Padrino, wrote to him in an open letter.

He was following in the footsteps of the state human rights ombudsman's son who surprised the country by publishing a video begging his father to "end the injustice."

"Eighty percent of Venezuelans want elections as a way out of our nation's grave economic and political crisis," wrote Ernesto Padrino on Facebook.

"Sooner or later, the Venezuelan people will make you pay."
