Henry "Enrique" Tarrio, 38, is already facing other charges related to the failed attempt by supporters of former president Donald Trump to block Democrat Joe Biden's election victory.

A superseding indictment unveiled on Monday added the more serious charge of seditious conspiracy to the charges against Tarrio, the former "national chairman" of the&nbsp;Proud&nbsp;Boys, and the four other members.

Tarrio was arrested in Miami in March and is also&nbsp;charged&nbsp;with conspiracy to obstruct an official proceeding, obstruction of law enforcement, destruction of government property and other offenses.

More than 800 people have been arrested in connection with the storming of Congress by Trump supporters, according to the Justice Department, but only a handful face the charge of seditious conspiracy, which carries a sentence of up to 20 years in prison.

Stewart Rhodes, 56, founder of another far-right organization, the Oath Keepers, has been&nbsp;charged&nbsp;with seditious conspiracy along with 10 other members of the group.

According to the superseding indictment, Tarrio was not in Washington on January 6 but he met with Rhodes on January 5 in an underground parking garage in Washington and was in contact with members of the&nbsp;Proud&nbsp;Boys&nbsp;who breached the&nbsp;Capitol. &nbsp;

Along with Tarrio, four other members of the&nbsp;Proud&nbsp;Boys&nbsp;-- Dominic Pezzola, 44, Joseph Biggs, 38, Ethan Nordean, 31, and Zachary Rehl, 36 -- were&nbsp;charged&nbsp;with seditious conspiracy in addition to their previous charges.

The indictment comes three days ahead of a public hearing by the House select committee investigating the storming of the US&nbsp;Capitol.

The committee is trying to see if Trump or members of his circle had a role in planning or encouraging the violent&nbsp;attack, and has subpoenaed advisors and aides to the former president.

The assault on the&nbsp;Capitol&nbsp;left at least five people dead and 140 police officers injured and followed a fiery speech by Trump to thousands of his supporters near the White House.

Trump was impeached for a historic second time by the House after the&nbsp;Capitol&nbsp;riot -- he was&nbsp;charged&nbsp;with inciting an insurrection -- but was acquitted by the Senate, where only seven members of his own Republican party voted against him.

The decision to cut out&nbsp;Cuba, Venezuela and Nicaragua followed weeks of intense deliberations and was due to concerns about human rights and a lack of democracy in the three nations, a senior US&nbsp;official said.

US&nbsp;State Department spokesperson Ned Price said the Biden administration "understands" Mexico's position, but "one of the key elements of this summit is democratic governance, and these countries are not exemplars, to put it mildly."

Biden aides have been mindful of pressure from Republicans and some fellow Democrats against appearing soft on America's three main leftist antagonists in Latin America. Miami's large&nbsp;Cuban-American community, which favored Trump's harsh policies toward&nbsp;Cuba&nbsp;and Venezuela, is seen as an important voting bloc in Florida in the November elections that will decide control of the US&nbsp;Congress, which is now in the hands of the Democrats.

Lopez Obrador told reporters that his foreign minister, Marcelo Ebrard, would attend the summit in his place. The Mexican president said he would meet with Biden in Washington next month, which the White House confirmed.

"There can't be a Summit of the Americas if not all countries of the American continent are taking part," Lopez Obrador said.

On Monday,&nbsp;Cuba&nbsp;called the decision "discriminatory and unacceptable" and said the United States underestimated support in the region for the island nation.

The United States invited some&nbsp;Cuban civil society activists to attend, but several said on social media that&nbsp;Cuban state security had blocked them from travel to Los Angeles.

Having ruled out Venezuelan President Nicolas Maduro, the Biden administration expects representatives for opposition leader Juan Guaido will attend, Price said. He declined to say whether their participation would be in person or virtually.

The senior administration official, asked whether Biden might have a call with Guaido during the summit, said there was a good chance of an "engagement," but declined to elaborate.

Washington recognizes Guaido as Venezuela’s legitimate president, having condemned Maduro’s 2018 re-election as a sham. But some countries in the region have stuck with Maduro.

Also barred from the summit is Nicaraguan President Daniel Ortega, a former Marxist guerrilla who won a fourth consecutive term in November after jailing rivals.

In a bizarre incident caught on body cam of police, a 34-year-old homeless man can be seen drowning while three cops watched at Tempe Town Lake in the US state of Arizona, as per a video and transcript released to the public on Monday.&nbsp;In the disturbing video, Sean Bickings, the man, went into the lake in front of the officers on May 28. Bickings can be seen climbing the fence and slowly vanishing into the lake. The police officers can also be heard telling him that swimming is not allowed in the lake. But he continues to go for it under the Elmore Pedestrian Bridge. In the incident, multiple investigations have been launched. Till the results come in, the officers have been suspended, as per a statement by the city of Tempe. &nbsp;

At the day of the incident, the police responded to a "reported disturbance" between the man and his partner near the artificial lake, the statement said.&nbsp;In the footage released by the city, police officers can be seen speaking to his partner. &nbsp;

"I'm going to drown. I'm going to drown," said Bickings. "No, you're not... go to the pylon and hold on," said another officer.&nbsp;"I can't. I can't," said Bickings.&nbsp;"Okay, I'm not jumping in after you," the second officer said. &nbsp;

The officers tell the homeless man to swim, as per the transcript. They also try to control his partner's increasingly frantic behaviour. "Can you hear me?" are the last words of Sean Bickings as per the transcript.&nbsp;Finally, a cop said that Bickings "hasn't surfaced in about 30 seconds." &nbsp;

Later, his body was recovered. In a statement issued by the city on Friday, Tempe City Manager Andrew Ching and Police Chief Jeff Glover said, the&nbsp;death of Bickings was a “tragedy." &nbsp;

In continued support to Ukraine against Russian invasion, Britain is going to send multiple-launch rocket systems to Kyiv, UK government officials said on Monday. This rocket system can strike targets, which are up to 80 km away, media reports said. As Russia's tactics has evolved, the Britain's support for Ukraine is also changing, Defence Secretary Ben Wallace said, while talking about the announcement of the proposed shipment of the M270 multiple-launch systems to Ukraine.&nbsp;In a statement, Wallace said, "These highly capable multiple-launch rocket systems will enable our Ukrainian friends to better protect themselves against the brutal use of long-range artillery, which (Russian President Vladimir) Putin's forces have used indiscriminately to flatten cities." &nbsp;
