US President Joe Biden is considering proposals to reform the Supreme Court, which may include implementing term limits and establishing a new ethics code for the predominantly conservative bench, according to media reports.

With a 6-3 conservative majority, the Supreme Court has delivered several significant setbacks to Democratic priorities in recent years, including the repeal of the nationwide right to abortion. President Biden has increasingly expressed his disagreement with these decisions.

This year the court significantly rolled back the power of federal agencies, while also partially ruling in early July in favour of ex-president Donald Trump's immunity claims.

Biden, who is seeking re-election in November against Donald Trump, has previously opposed calls to overhaul or modify the court of nine lifetime-appointed justices, which includes three nominated by his Republican predecessor.

But this may change soon, according to several US media reports, which cite unnamed sources familiar with the planning.

However, it was unclear whether Biden would come out in support of the measures in near future or in his second term if he wins the presidential election.

Progressive groups are aiming to use the Supreme Court to motivate voters to support Biden, the presumptive Democratic presidential nominee. They are investing millions of dollars in campaigns designed to educate voters about the impact the next president will have on the high court.

The United States Commerce Department is preparing to take significant action regarding connected vehicles and certain software originating from China and other countries deemed adversarial. Alan Estevez, the department's export controls chief, announced at a forum in Colorado that proposed rules on this matter are expected to be issued next month.

Estevez elaborated that the focus would be on specific components and software, rather than entire vehicles. The primary concern is centred on key driver components that manage software and data within the vehicle. The proposed rules would likely require these critical elements to be manufactured in allied countries, reflecting the U.S. government's growing concerns about national security risks associated with technology from certain nations.

This announcement follows earlier statements by Commerce Secretary Gina Raimondo, who in May had indicated that the department was planning to propose rules on Chinese-connected vehicles in the autumn. Raimondo had also suggested that the Biden administration might consider "extreme action," potentially including bans or strict restrictions on Chinese-connected vehicles. These considerations stem from a probe launched by the administration in February to assess the national security risks posed by Chinese vehicle imports.

Estevez's recent comments provide the most concrete information to date about the administration's intentions regarding Chinese vehicles, a topic that has sparked widespread concern in various sectors. The focus on connected cars is particularly noteworthy. These vehicles are equipped with integrated network hardware that enables internet access, allowing them to share data both internally and externally.

The undersecretary emphasised the severity of the potential threat posed by connected vehicles. He pointed out the extensive amount of personal data that modern cars can collect and store. "A car is a very scary thing. Your car knows a lot about you," Estevez stated. He went on to describe how contemporary vehicles, whether electric or combustion-engine-powered, regularly receive software updates and are capable of capturing a wealth of information. This includes taking pictures, tracking driving patterns, connecting to personal phones, logging call histories, and monitoring travel destinations.

In response to these concerns, the Chinese foreign ministry has previously called on the United States to adhere to market economy principles and fair competition. They argue that the global popularity of Chinese cars is a result of intense market competition and technological innovation, rather than any unfair practices or security threats.

Secretary Raimondo had previously highlighted the potential catastrophic consequences if the software in millions of cars on American roads were to be disabled. This scenario underscores the administration's concerns about the vulnerability of connected vehicles to potential foreign interference or control.

There are relatively few imports of Chinese-made light-duty vehicles in the United States. However, the Biden administration has proposed significant increases in tariffs on Chinese electric vehicles and other goods, with these changes expected to take effect by August 1st.

This developing situation reflects the complex interplay between technological advancement, international trade, and national security concerns in the modern automotive industry. As connected and autonomous vehicles become increasingly prevalent, policymakers are grappling with how to balance innovation and economic interests with potential security risks, particularly those associated with technology from countries deemed adversarial to the United States.

The Commerce Department of the US is going to present proposed rules related to connected vehicles next month, aiming to limit the use of some software produced by China and other nations viewed as hostile adversaries, a senior official said Tuesday.

"We're looking at a few components and some software - not the whole car - but it would be some of the key driver components of the vehicle that manage the software and manage the data around that car that would have to be made in an allied country," said export controls chief Alan Estevez at a forum in Colorado.

Back in May, Commerce Secretary Gina Raimondo announced that her department would be in a position to publish proposed rules on Chinese-connected vehicles this fall. The Biden administration is looking into "extreme action" against Chinese-connected vehicles in America, including an outright ban or restrictions, following the probe ordered in February by the administration into the national security risks from Chinese vehicle imports.

The comments by Alan Estevez, Commerce under secretary for industry and security, are the most explicit to date from the administration on its plans for Chinese vehicles, which have been a source of intense concern.

Connected vehicles come embedded with network hardware that allows internet access and endows devices inside and outside a vehicle with shared access to data. Estevez said Tuesday that this threat from these vehicles is very serious.

"A car is a very scary thing. Your car knows a lot about you. Your car probably gets a software update, whether it's an electric vehicle or an autonomous combustion engine vehicle," he said.

"A modern car has a lot of software in it. It's taking lots of pictures. It has a drive system. It's connected to your phone. It knows who you call. It knows where you go. It knows a lot about you."

The Chinese foreign ministry earlier called on the US "to respect the laws of the market economy and principles of fair competition." The ministry explained that the fact behind the popularity of Chinese cars flows from withstanding fierce market competition and technological innovation.

Raimondo said in May "you can imagine the most catastrophic outcome theoretically if you had a couple million cars on the road and the software were disabled."

At present, very few light-duty vehicles built in China are imported to the United States, though the Biden administration has announced significant tariff increases on Chinese electric vehicles and other goods to go into effect by August 1.

Upcoming regulations and tariffs foreshadow the turning concerns of the US government toward issues of national security and technological competition. The automobile industry and international trade relations will likely be in a dilemma once the administration pushes through these measures.
