UN Nuclear Watchdog Chief Rafael Grossi Speaks To Media In Vienna

The United States on Wednesday vetoed a UN Security Council push to call for a ceasefire in Gaza that Washington said would have emboldened Hamas.

The resolution demanded "an immediate, unconditional and permanent ceasefire" in the war between Israel and the Palestinian group, along with "the immediate and unconditional release of all hostages."

But the wording angered Israel, with a senior US official warning ahead of the vote that the resolution had "the potential only to buoy Hamas, which will have no reason to come to the negotiating table."

Israel's UN ambassador Danny Danon said, "The resolution being considered by the Security Council today is nothing short of a betrayal."

"For us, it has to be a linkage between a ceasefire and the release of hostages," said Robert Wood, the deputy US ambassador to the United Nations. "It has been our principle position from the beginning and it still remains."

The war was triggered by the assault on Israel by Hamas militants on October 7, 2023, a stunning cross-border raid that resulted in the deaths of 1,206 people, mostly civilians, according to an AFP tally of Israeli official figures.

The health ministry in Hamas-run Gaza claims&nbsp;the death toll from the resulting war had reached 43,985 people, the majority being civilians. The United Nations considers the figures reliable.

Of the 251 hostages seized during the October 7 attack, 97 remain in Gaza, including 34 the Israeli military says are dead.

Almost all of Gaza's 2.4 million people have been displaced by the war, which has caused a humanitarian catastrophe.

<h2>Gaza 'will haunt'&nbsp;</h2>

Since the beginning of the conflict, the Security Council has struggled to speak with one voice, as the United States has used its veto power several times, although Russia and China have as well.

"China kept demanding 'stronger language'," said the US official, who also claimed that Russia had been "pulling strings" with the countries responsible for pushing the latest resolution.&nbsp;

The few resolutions that the United States did allow to pass by abstaining stopped short of calling for an unconditional and permanent ceasefire.

In March, the council called for a temporary ceasefire during the Muslim holy month of Ramadan, but this appeal was ignored by the warring parties.

And in June, the 15-member body pledged support for a US resolution that laid out a multi-stage ceasefire and hostage release plan that ultimately went nowhere.

"We regret that the Council could have incorporated compromise language the UK put forward to bridge the existing gaps... With that language, this resolution should have been adopted," Wood, the US envoy, said following the vote.

Some diplomats have expressed optimism that following Donald Trump's election win on November 5, President Joe Biden might be more flexible in his few remaining weeks in power.

Five UN peacekeepers were wounded in an Israeli air strike in south Lebanon on Thursday (Nov 7), the United Nations said, in a raid that also killed three civilians.

Israel launched a barrage of strikes after Lebanon's Hezbollah said it carried out a missile attack targeting a military base near Israel's Ben Gurion International Airport on Wednesday.

The Wednesday attack came as Lebanon's health ministry said 40 people had been killed in Israeli strikes on the Bekaa Valley, a Hezbollah stronghold in the east.

Hezbollah and Israel have been at war since late September, when Israel broadened its focus from fighting Hamas in the Gaza Strip to securing its northern border, even as the Gaza war continues.

The territory's civil defence agency said 12 people were killed in an Israeli air strike on a school-turned-shelter for displaced people in north Gaza on Thursday.

Hezbollah began low-intensity strikes on Israel last year in support of its Palestinian ally Hamas following Hamas's October 7, 2023 attack on Israel which triggered the Gaza war.

The raid in which the UN peacekeepers were wounded struck near an army checkpoint in south Lebanon's main city Sidon.

"The Israeli enemy targeted a car while it was passing through the Awali checkpoint," the army said in a statement.

Three civilians in the car were killed, the military said, and three soldiers at the checkpoint were wounded along with five members of the Malaysian contingent of the UN peacekeeping force, UNIFIL.

"Five peacekeepers were lightly injured and treated by the Lebanese Red Cross on the spot," UNIFIL said in a statement, urging all sides to avoid endangering peacekeepers or civilians.

The Israeli military told AFP it was looking into the reports.

This week, Israeli parliament overwhemly passed a bill to ban United Nations relief and works agency for Palestine refugees in the near East. Knesset's bill even labelled the un aid agency as a terrorist organisation...In our next report, we tell you about the impact of Israel move and why global leaders are deploring Israel's decision.

Why Did Israeli Parliament Move To Ban UN Agency?

Russia’s representative to the United Nations on Wednesday raised questions regarding the stance of Western nations, arguing why allies like North Korea should not be allowed to assist Moscow in its conflict with Ukraine if the West claims the right to support Kyiv.

At a Security Council meeting, Russia's Vassily Nebenzia faced strong criticism from the United States, the United Kingdom, South Korea, Ukraine, and other nations. These countries accused Russia of breaching UN resolutions and the fundamental principles of the UN Charter by involving North Korean troops (DPRK) in support of Moscow.

South Korea’s UN Ambassador, Joonkook Hwang, said, “Supporting an act of aggression, which completely violates the principles of the UN&nbsp;Charter, is illegal. Any activities that are entailed with the DPRK's dispatch of troops to Russia are clear violations of multiple UN&nbsp;Security Council Resolutions.”

US Defense Secretary Lloyd Austin said that approximately 10,000 North Korean troops were already stationed in eastern Russia and might soon be engaged in combat operations within Russia’s Kursk region, near Ukraine’s border.

Nebenzia defended Russia’s cooperation with North Korea, arguing it does not breach international laws. While Russia has not refuted the deployment of North Korean soldiers, which aligns with its ongoing conflict in Ukraine&nbsp;since February 2022.&nbsp;

He questioned, “Even if everything that's being said about the cooperation between Russia and North Korea by our Western colleagues is true, why is it that the United States and allies are trying to impose on everyone the flawed logic that they have the right to help the Zelenskiy regime ... and Russian allies have no right to do a similar thing.”

Ukraine’s UN Ambassador, Sergiy Kyslytsya, said, “None of the countries that provide assistance to Ukraine is under Security Council sanctions,” and added that obtaining support from a fully-sanctioned North Korea is a “brazen violation of the UN Charter.”&nbsp;

He continued, “Sending the DPRK troops to support Russia's war of aggression against Ukraine is a flagrant violation of international law.”

North Korea’s UN Ambassador, Song Kim, said, “If Russia's sovereignty and security interests are exposed to and threatened by continued dangerous attempts of the United States and the West, and if it is judged that we should respond to them with something, we will make a necessary decision."

Since 2006, North Korea has been under UN Security Council sanctions, which have been tightened over the years to deter its pursuit of nuclear weapons and ballistic missiles. While North Korea has not confirmed sending troops to Russia, it claims that any such decision would comply with international standards.

Gaza: World Warns About 'Unimaginable' Consequences As Israel Bans UNRWA | WION Originals

Greenhouse gas concentrations in the atmosphere reached new record highs in 2023, locking in future temperature increases for years to come, the United Nations warned Monday.

Levels of the three main greenhouse gases -- the climate-warming carbon dioxide, methane and nitrous oxide -- all increased yet again last year, the UN's weather and climate agency said.

The World Meteorological Organisation said carbon dioxide was accumulating in the atmosphere faster than ever, up more than 10 per cent in two decades.

The WMO's annual Greenhouse Gas Bulletin comes ahead of the November 11-22 COP29 UN climate summit in Baku.

"Another year. Another record. This should set alarm bells ringing among decision-makers," WMO chief Celeste Saulo said in a statement.

"We are clearly off track to meet the Paris Agreement goal." &nbsp;

Under the 2015 Paris Agreement, countries agreed to cap global warming at "well below" two degrees Celsius above average levels measured between 1850 and 1900 -- and 1.5°C if possible.

As long as emissions continue, greenhouse gases will keep accumulating in the atmosphere, raising global temperatures, WMO said.

Last year, global temperatures on land and sea were "the highest in records dating as far back as 1850", it said.

Given how long CO2 lasts in the atmosphere, current temperature levels will continue for decades, even if emissions rapidly shrink to net zero.

<h2>- 'Real impact' -</h2>

In 2023, CO2 concentrations were at 420 parts per million (ppm), methane at 1,934 parts per billion, and nitrous oxide at 336 parts per billion.

That marks hikes of 151 per cent, 265 per cent and 125 per cent of the pre-industrial levels before 1750.

"These are more than just statistics. Every part per million and every fraction of a degree temperature increase has a real impact on our lives and our planet," said Saulo.

Greenhouse gas concentrations in the atmosphere reached new record highs in 2023, locking in future temperature increases for years to come, the United Nations warned Monday.

"We are clearly off track to meet the Paris Agreement goal." Also Read | 'And he's talking about illegals': Biden slams Musk over 'illegal worker' claims; Tesla CEO hits back Under the 2015 Paris Agreement, countries agreed to cap global warming at "well below" two degrees Celsius above average levels measured between 1850 and 1900 -- and 1.5°C if possible. - 'Real impact' - In 2023, CO2 concentrations were at 420 parts per million (ppm), methane at 1,934 parts per billion, and nitrous oxide at 336 parts per billion. That marks hikes of 151 per cent, 265 per cent and 125 per cent of the pre-industrial levels before 1750. "These are more than just statistics. Every part per million and every fraction of a degree temperature increase has a real impact on our lives and our planet," said Saulo. Greenhouse gases hit new record highs in 2023, warns UN report

Originating in India Due to his daughter Vasundhara Oswal's alleged illegal incarceration in Uganda since October 1, Swiss businessman Pankaj Oswal appealed to the UN.

Pankaj Oswal Files UN Appeal Over Daughter's Detention

Current climate policies will result in global warming of over 3 Degrees Celsius by the end of the century, according to a United Nations report. The annual emissions gap report has found that the world faces as much as 3.1 Degrees Celsius of warming above pre-industrial levels by 2100, if governments do not take greater action on slashing planet-warming emissions.

UN Report: Climate to Warm by 3.1°C Without Greater Action

Swiss-Indian industrialist Pankaj Oswal has filed an urgent appeal with the United Nations seeking intervention for alleged illegal detention of his 26-year-old daughter in Uganda.

Oswal has claimed his daughter is denied basic rights and has been detained without trial in the East African country since October 1.

According to reports, Vasundhara Oswal was taken from Oswal's Extra-Neutral Alcohol (ENA) plant in Uganda by around 20 armed men, who did not show any identification or warrant. She was detained in a missing man’s case.&nbsp;

Oswal has reportedly&nbsp;filed an appeal with the United Nations Working Group on Arbitrary Detention (WGAD) on October 11. WGAD is an international human rights body appointed by the Human Rights Council to investigate and intervene in cases of misuse of police powers.

An Instagram post shared on Vasundhara’s handle described her “unlawful detainment and arrest.” The post showed an image of a toilet with blood and faeces on the floor. She was denied basic necessities including clean water and food and was not allowed to bathe or even change her clothes for nearly five days. She was forced to sit in a room full of shoes and given a small bench to sleep on.

According to the EU Reporter, Vasundhara was also denied vegetarian food and was not allowed to make contact with her family for days. Additionally, she was moved between multiple prisons to make it difficult for her family and lawyers to meet with her.

Several co-workers of Vasundhara have also been detained, including the company’s legal representative, Rita Ngabire.

Vasundhara’s brother described her as a “workaholic” who expanded the ENA plant in Uganda's Luwero from “a small tent on a bare land in 2021” to a $110 million factory. He claimed her detention was due to corporate jealousy of a 68-year-old man and accused him&nbsp;of extortion and ruining her reputation.

Despite a court order, Vasundhara was not released by the authorities, her brother said. According to reports, was taken to a lookalike court and charged with murder.

“This is every mother’s nightmare. My young daughter has been thrown into a foreign jail. She has been stripped of her basic human rights and her dignity. Vasundhara is an innocent bystander. All I want is her safety, and for her to be back in my arms,” Vasundhara’s mother said in an appeal to the Ugandan government.

Swiss-Indian billionaire appeals to UN after daughter detained In Uganda

Conflict-ravaged Gaza appears to be facing the worst restrictions on aid since the Israel-Hams war there began over a year ago, the UN said on Tuesday, lamenting the devastating impact,&nbsp;especially, on children.

"Day after day, the situation for children becomes worse than the day before," said James Elder, spokesman for the UN children's agency UNICEF.

Vast areas of Gaza have been devastated by Israel's retaliatory assault on the territory after the October 7 Hamas attack last year that sparked the war.

And Israel has been intensifying operations in the north of the besieged Palestinian territory, where the UN has warned hundreds of thousands of people are trapped.

Despite a desperate need to increase the amount of aid going in, Elder lamented that aid access was worsening.

"August was the lowest amount of humanitarian aid that came into the Gaza Strip of any full month since the war broke out," he said, adding that there had been "several days in the last week (where) no commercial trucks whatsoever were allowed to come in".

"We see now what are probably the worst restrictions we've seen on humanitarian aid, ever."

Earlier in the year, amid warnings that the UN could declare a full-fledged famine in Gaza, Elder said there had been "a real push to have new routes and access point open".

But now, "we have seen an absolute reversal of that", he warned, adding that since May, "we've seen consistent entry points blocked".

Northern Gaza, meanwhile, "hasn't had food, any food aid at all coming in all of October", he added.

The dire lack of aid, coupled with the relentless strikes and the fact that around 85 per cent of the Gaza Strip has been hit with some form of evacuation order, has made the territory "essentially unlivable", Elder said.

Poland has welcomed India joining the joint statement condemning the attacks on UN peacekeeping forces in southern Lebanon. UNIFIL or United Nations Interim Force in Lebanon has come under attack under Israeli forces, leading to injuries to the peacekeepers.

Poland has welcomed India joining the joint statement condemning the attacks on UN peacekeeping forces in southern Lebanon. UNIFIL or United Nations Interim Force in Lebanon has come under attack under Israeli forces, leading to injuries to the peacekeepers. Speaking to WION's Sidhant Sibal, Poland's top diplomat in India, Chargé d'affaires Sebastian Domżalski said: "We are very glad and happy that India decided to align with this joint statement. We recognise the importance of Indian contribution." India is the third largest contributor to UNIFIL with 903 of its military personnel present in it. Around 40 countries, including India and Germany, are part of the joint statement. Full interview: Sidhant Sibal: Key focus of the Polish initiative on the UNIFIL or UN Peacekeepers coming under attack? Sebastian Domżalski: As far as the Polish initiative is concerned, you're very right, we have initiated in New York, a joint statement. A statement that was joined by 34 countries, initially. A statement to comment on the safety and security of the peacekeepers, and peacekeeping force UNIFIL in southern Lebanon. Over the last couple of days, we've been witnessing a worsening security situation in southern Lebanon. We witnessed attacks on UN peacekeepers. This is something that must be stopped and has to be condemned, and in fact, safeguarding, safety and security of UN peacekeepers is of paramount importance. This is what this joint statement is about. Watch | International Anger Mounts Over IDF Firing At UN Peacekeepers Sidhant Sibal: Essentially, the joint statement, what does it say, what's the message by Poland, and what is the Polish stance on the situation? You've already talked about it, but if you can give more details Sebastian Domżalski: The main message that is there, as I've already said, is safeguarding, safety and security of UN peacekeepers in southern Lebanon. The UNIFIL mission has been playing an important role in stabilizing the situation in southern Lebanon. And of course, its main goal is ensuring lasting peace. And this is a mandate that was given by the United Nations. And this mission should continue. As Poland, we've been contributing to this mission for a long time, as India also has contributed. So there is an important factor and important contribution of countries. Sidhant Sibal: India, which contributes the third largest number of troops to UNIFIL, the UN peacekeepers in Lebanon, has also joined this Polish initiative. How do you see it? Sebastian Domżalski: We are very glad and happy that India decided to align with this joint statement. We recognise the importance of Indian contribution. In fact, the Polish mission, the Polish contingent, has around 200 people. India's contribution is around 900, so India has even bigger stakes there. Also read | Israel vs UN: Netanyahu tells Guterres to withdraw peacekeepers from south Lebanon Sidhant Sibal: When it comes to the UN peacekeepers, how do you see their role? Sebastian Domżalski: UN peacekeepers, United Nations, as a matter of fact, play a very important role, and multilateral cooperation plays a very important role in preserving security and stability around the world, and our contribution to the UN peacekeepers is also proof of our commitment to the multilateral system, as it is also proof of India's contribution to the UN peacekeeping forces is also a proof of of India's contribution to the multilateral system.

UN chief Guterres urges peace in Lebanon, addresses Myanmar crisis at ASEAN-United Nations summit in Laos

Italy's defence minister on Thursday slammed the "shooting" at the headquarters of the UN peacekeeping force in Lebanon as "intolerable", after the force said it had been hit by Israeli tank fire.

The minister, Guido Crosetto said he "protested" to Israel's defence minister and summoned the Israeli ambassador over the incident.

"The shooting at the UNIFIL headquarters" and other incidents involving "small arms fire" are "intolerable, they must be carefully and decisively avoided," Crosetto said in a statement.

"For these reasons, I protested to my Israeli counterpart and the Israeli ambassador to Italy," he said.

Italy has more than 1,000 troops in the 10,000-strong UNIFIL force in south Lebanon that said Israeli tank fire on its headquarters wounded two members.

Crosetto said he told Israeli Defence Minister Yoav Gallant "that what is happening... starting from the shooting at the UNIFIL headquarters is, for me and for the Italian government, unacceptable".

"Any possible error that could put the soldiers, both Italian and UNIFIL, at risk must be avoided,"&nbsp;he said.

UNIFIL has called for a ceasefire since an escalation between Israel and the Lebanese militant group Hezbollah on September 23, after a year of cross-border fire.

Italy slams Israel over ‘shooting’ at UN Lebanon peacekeepers, terms it ‘intolerable’

Israel on Wednesday (Oct 2) declared United Nations Secretary-General António Guterres 'persona non grata' and banned him from entering the country. The action came as Israel's Foreign Secretary Israel Katz accused the UN chief of harbouring bias against Israel and called him out for not condemning the October&nbsp;1 Iranian attacks.

"Anyone who cannot unequivocally condemn Iran's heinous attack on Israel does not deserve to step foot on Israeli soil," the Israeli FM&nbsp;said.

"This is an Israel-hating Secretary-General, who gives support to terrorists," he said. The minister added that Guterres would be remembered as “a stain on the history of the UN”.

Earlier, Guterres had invited Israel’s wrath after he said the October 7 attacks by saying&nbsp;Hamas didn’t happen in a vacuum. “The Palestinian people have been subjected to 56 years of suffocating occupation,” said the UN chief.

Just last month, the UN had backed a non-binding motion calling for Israel to end its nearly six-decade-long occupation of the Palestinian West Bank territories.

President Volodymyr Zelensky accused Russia on Wednesday of plotting potentially catastrophic attacks on Ukrainian nuclear plants, in a defiant UN address in which he denounced bids to impose peace from the outside.

Zelensky sought to rally support among world leaders at their annual gathering in New York as his concerns grow, weeks before a US election that could sharply shift the stance of Ukraine's main backer.

Speaking from the UN rostrum in a black polo jacket, Zelensky said that Ukrainian intelligence has found that Russia is scanning the country's nuclear infrastructure by satellite.

Russian President Vladimir Putin "does seem to be planning attacks on our nuclear power plants and the infrastructure, aiming to disconnect the plants from the power grid," Zelensky said.

"Any critical incident in the energy system could lead to a nuclear disaster, a day like that must never come," Zelensky said.

"Moscow needs to understand this, and this depends in part on your determination to put pressure on the aggressor," he told the General Assembly.

Russia captured the giant Zaporizhzhia nuclear plant soon after its invasion of Ukraine in February 2022.

Russia in recent weeks has been pounding Ukraine's electricity grid, in what Western and Ukrainian officials describe as an attempt to leave the country shivering during the winter.

<h2>'Never accept' deal from outside</h2>

Zelensky on Thursday will head to the White House to see President Joe Biden and present what he describes as a "victory plan" that shows a path forward for Ukraine.

In his UN address, Zelensky singled out China and Brazil as he questioned the "true interest" of countries that have been pressing Ukraine to negotiate with Russia.

Employing the language of the Global South, Zelensky said: "You will not boost your power at Ukraine's expense, and the world has already been through colonial wars and conspiracies of great powers at the expense of those who are small."

"Ukrainians will never accept -- will never accept -- why anyone in the world believes that such a brutal colonial past, which suits no one today, can be imposed on Ukraine now," Zelensky said.

Chinese Foreign Minister Wang Yi told a Security Council session on Tuesday that diplomacy was the only solution.

Zelensky last year flew to the General Assembly in a dramatic first wartime appearance and, while he maintains star power, the political landscape has changed.

Donald Trump, running again for president, on Wednesday called Zelensky the "greatest salesman on Earth."

"Every time Zelensky comes to the United States, he walks away with $100 billion," Trump said, claiming "we're stuck in that war unless I'm president."

The United States has provided around $175 billion in both military and economic assistance to Ukraine since Russia invaded in February 2022, and Biden has ruled out sending troops.

Trump in the past has voiced admiration for Putin and, during his 2017-2021 presidency, was impeached for the first time over delaying aid to Ukraine to press Zelensky to dig up dirt on Biden.

Zelensky said he hoped to see Trump while in the United States and explain that the war is more complicated.

Zelensky has sharply criticised Trump's running mate, J D&nbsp;Vance, who has said bluntly that he does not care about Ukraine and that the United States should focus instead on confronting China.

"Let Mr&nbsp;Vance read up on the history of the Second World War, when a country was forced to give part of its territory to one particular person," Zelensky told The New Yorker.&nbsp;
