Russia-Ukraine War: Ukraine Faces Bleak Winter As Russia Ramps Up Assaults

Russia launched one of its largest drone salvos at Ukraine in recent months, targeting Kyiv and other cities and igniting a fire at an industrial facility in the western region of Ternopil, officials said on Wednesday (Oct 16).

Air defences shot down 68 of 136 drones used in the attack, the air force said in its readout. Two drones got back to Russia and 64 were unaccounted for, possibly after being intercepted by electronic warfare systems, it added.

Two drones hit unidentified targets, according to the report on the attack, which took place hours before President Volodymyr Zelenskiy unveiled his plan to fend off Russia's invasion.

Almost 50 firefighters put out a "large-scale fire" in the Ternopil region, the military administration wrote on the Telegram messaging app.

"There were no injuries," it said, declining to name the affected facility.

The air force said Russia also fired two missiles at the northern Chernihiv and eastern Donetsk regions, but did not say what happened to them. There was no immediate comment from Russia on its latest strike.

Police in neighbouring Moldova said that debris of what appeared to be a missile had been found to the country's north, about four km (2.5 miles) from its border with Ukraine's central Vinnytsia region. It was not immediately clear if it related to the latest or a previous attack.

The drone attack caused a fire at a private residence in the region outside the capital and damaged several other buildings, according to Governor Ruslan Kravchenko.

The region was under air alert for more than 12 hours because of the attack. Kravchenko said there were no casualties.

All the drones that targeted Kyiv overnight were destroyed and there were no reports of damage or injuries, Serhiy Popko, the city military administration's chief, said.

Russian strikes have pounded Ukraine's power facilities this year and long blackouts and other outages are almost certain to make the looming winter difficult for ordinary Ukrainians far from the front line where Russian troops have been advancing.

The governors of the southern Kherson and Mykolaiv regions reported power cuts on Wednesday, with the energy authorities in the Mykolaiv region saying 272,000 consumers had been affected.

Regional governor Vitaliy Kim said the sweeping outage was not the result of the overnight strike and that the authorities were working to restore power in the next couple of hours.

Kyiv says 130 Russian drones attacked Ukraine in recent strike

Ukrainian President Volodymyr Zelensky presented the much-awaited "victory plan" in Ukraine's parliament on Wednesday (Oct 16), comprising five key points, including an invitation to join the North Atlantic Treaty Organisation (NATO).

However, some parts of the plan have yet to be revealed and are available to selected people only. David Arakhamia, the ruling party's parliamentary leader, said the classified parts would be presented to faction leaders.

The proposal comprising five points, included an invitation to join NATO, a defence aspect, deterrence of Russian aggression, economic growth and cooperation, and post-war security architecture.

It further involves three secret agendas that have been shared with international partners.

Zelensky, while presenting the plan in the parliament, said, "If the plan is supported, we can end the war no later than next year."

The plan was presented in the presence of Commander-in-Chief Oleksandr Syrskyi, military intelligence chief Kyrylo Budanov, and Western diplomats.

Five-point agendas

Notably, Ukraine's invitation to join NATO was placed at the top of the list. In 2022, Kyiv submitted its application to join the alliance but has yet to receive their response.

"We understand that NATO membership is a matter for the future, not the present," Zelensky said, adding that an invitation offered right away would show Russian President Vladimir Putin the error of "his geopolitical calculations."

"We are a democratic nation that has proven that it can protect our common way of life," he said.

The second part emphasised the need to bring the war to Russian territory. This will further prevent the creation of possible "buffer zones" on Ukrainian territory.

It also called to lift restrictions on long-range strikes in Russia, additional supplies of long-range capabilities, and Western support in downing Russian missiles and drones over Ukraine.

The third point highlighted "non-nuclear deterrence". Ukraine is proposing a "comprehensive non-nuclear strategic deterrence package on its territory" that would safeguard the country against future aggression.

Moreover, the plan has also been explained to the leaders of the United States, Britain, Germany, France, and Italy.

In the fourth part, Ukraine offered a special agreement on joint investment and use of its natural resources with the European Union and the US. The natural resources include uranium, titanium, and lithium.

It further called for ramping up international sanctions against Russia to undermine its ability to sustain its aggression.

The fifth part reflects the concerns on Ukraine's post-war security architecture. Zelensky said Ukraine boasts a large and experienced military force that can strengthen NATO and the security of the European continent.

"If the partners agree, then after the war, we envisage replacing certain US military contingents stationed in Europe with Ukrainian units," the Ukraine's president told lawmakers.

"If Putin achieves his insane geopolitical, military, ideological, and economic goals, it will create an overwhelming impression for other potential aggressors, particularly in the Gulf region, the Indo-Pacific region, and Africa, that wars of aggression can be profitable for them as well," he added.

Putin's 'coalition of criminals' includes North Korea: Zelensky

Zelensky noted that Putin's "coalition of criminals" now includes North Korea, which has provided not only weapons but also personnel for Russian factories and the military.

"This is effectively participation of a second state in the war against Ukraine on Russia's side," the Ukrainian president said, adding that Russia is also being supported by Iran and China.

"We must implement the victory plan to force Russia to be at the peace summit and ready to end the war."

Zelensky presents much-awaited 'victory plan': What's in it? Request to join NATO, and more

Ukraine is asking for a NATO membership invitation before Joe Biden leaves the White House, arguing it would be a fitting legacy for the US president, a senior Ukrainian diplomat said.

"Our idea is that giving Ukraine (an) invitation at this moment is a political signal," Nataliia Galibarenko, Kyiv's ambassador to NATO, told Reuters.

"We sincerely believe that it can be part of the legacy of (the) current American administration," she said in an interview at the Ukrainian mission to NATO, opposite the alliance’s headquarters in Brussels.

Next month's US presidential election creates major uncertainty for Ukraine as Washington has been Kyiv's biggest provider of military aid for its war against Russia's invasion.

While Democratic Vice President Kamala Harris has signalled continuing support for Ukraine, she has not spelled out the level of that support. Republican ex-President Donald Trump has not been clear about how he would handle the war.

Being in NATO would make Ukraine part of the U.S.-led military alliance's mutual defence pact, which means an attack on one member is considered an attack on all, although the accession process can take years of adapting to NATO standards.

Ukrainian President Volodymyr Zelenskiy has made clear in recent weeks that he sees an early NATO invitation as part of his "victory plan".

In the interview, Galibarenko elaborated on the rationale for Kyiv's push. She argued an invitation would remove a major bone of contention between Kyiv and Moscow.

Moscow has cited Ukraine's potential membership of NATO to justify the war while Ukraine has insisted it needs to join the alliance to protect against any future Russian aggression.

"If we will say that the invitation is there, for the Russian Federation, it would be like a final verdict – so that's it, so you cannot raise the stakes using this topic anymore," Galibarenko said in the interview, which took place on Tuesday.

NATO has declared Ukraine will join its ranks and its path to the alliance is irreversible. But it has said Kyiv cannot join while at war and declined to put a timeline on membership.

Most NATO members, including its predominant power, the United States, have shown no willingness to extend a membership invitation to Ukraine at this stage.

A senior US government official, briefing reporters on condition of anonymity, said last week that there has been no shift in Washington’s position.

Galibarenko said Kyiv is not pushing for an immediate launch of membership talks but a formal invitation now would send a powerful message.

Asked when Ukraine would like the invitation to be issued, she replied: "The sooner the better."

Spanish authorities on Tuesday said they had arrested four people suspected of orchestrating a sanctions-busting commercial network after intercepting 13 tonnes of chemical products bound for Russia.

The investigation began in 2022 after Western countries imposed waves of sanctions on Russia to prevent it from acquiring equipment and technologies for its invasion of Ukraine.

Police and customs officials impounded the chemical products found in a container in the port of Barcelona, Spanish national police said in a statement.

A police spokeswoman told AFP the four suspects were arrested in the northeastern Catalonia region on October 8 and have appeared before an investigating judge.

Spanish authorities had in initial findings detected a company managed by "citizens of Russian origin" who had developed a network to illegally supply chemical products to Russia, the statement said.

Former Republican President Donald Trump has an edge over Democratic Vice President Kamala Harris on who would better navigate the country through the Ukraine and Middle East wars, a Wall Street Journal opinion poll of seven battleground states showed.

In overall support, the poll published on Friday showed Harris and Trump tied across the seven states that could decide the November presidential election.

The poll showed Harris with marginal two percentage point leads in Arizona, Georgia and Michigan, Trump up six points in Nevada and one in Pennsylvania, and the two tied in North Carolina and Wisconsin. The poll of 600 registered voters in each state conducted on September 28 - October 8 had a margin of error of four percentage points in each state.

Ukrainian President Zelensky holds talks with French counterpart Macron in Paris

Ukraine's President Volodymyr Zelensky arrived at 10 Downing Street in London on Thursday for talks with the leaders of Britain and NATO on his “victory plan” for the war against Russia.

Zelensky is meeting Prime Minister Keir Starmer and NATO Secretary-General Mark Rutte, before traveling to Paris for talks with President Emmanuel Macron. Zelensky says he will also meet the leaders of Germany and Italy this week to discuss the plan.

He had been due to present his blueprint at a weekend meeting of Western leaders and defence ministers in Germany, but it has been postponed because U.S. President Joe Biden said he had to stay home to respond to Hurricane Milton's landfall in Florida.

Zelensky said Wednesday he hoped the meeting could be rescheduled soon.

The details of Zelensky's plan have been kept under wraps, but contours have emerged, including the need for fast action on decisions Western allies have been mulling since the full-scale invasion began in 2022.

Zelensky said Wednesday at a summit in Croatia with leaders of southeastern European states that the plan seeks to strengthen Ukraine “both geopolitically and on the battlefield” before any kind of dialogue with Russia.

“Weakness of any of our allies will inspire (Russian President Vladimir) Putin,” he said. “That's why we're asking them to strengthen us, in terms of security guarantees, in terms of weapons, in terms of our future after this war. In my view, he (Putin) only understands force.” Kyiv is still awaiting word from Western partners on its repeated requests to use the long-range weapons they provide to hit targets deep inside Russia. While some, including the U.K., are thought to be willing, Biden has held back out of concern it could escalate the conflict.

Ukraine's leader last visited London in July, soon after Starmer's Labour Party government was elected, when he addressed a meeting of the British Cabinet.

Starmer's spokesman, Dave Pares, said Thursday's meeting would involve “broad strategic discussions” on UK and allied support for Ukraine during a “crucial period,” rather than specific decisions.

Zelensky meets UK, NATO leaders to rally support for 'victory plan'

Ukraine's Parliament has approved the first major wartime tax increases on Thursday to shore up finances as war with Russia drags on with no end in sight.

Yaroslav Zhelezniak, a lawmaker from the Holos party, said 247 of 450 deputies in the Verkhovna Rada approved the increase.

Ukraine spends the bulk of its revenue on funding its army, and the current level of taxation has been insufficient to cover rising defence spending, which has boomed since Russia's full-scale invasion in February 2022, the finance ministry said.

Foreign financial aid remains vital for Ukraine to be able to balance its budget in the coming year.

Since the start of Russia's invasion, Ukraine has received nearly $100 billion in Western economic aid, which helps to pay pensions, public sector wages and other social spending.

Kyiv needs another $12 billion by the end of 2024 to spend on defence. Next year's budget deficit is expected to total about $38 billion.

The new law includes an increase in war tax from 1.5% to 5% for residents, higher taxes for individual entrepreneurs and small businesses, a 50% tax on banks' profits, and a 25% tax on the profits of financial companies.

Iryna Geraschenko, a lawmaker from the opposition European Solidarity party, said the new taxes would apply retroactively from the start of October.

It was not immediately clear how much additional money would be raised after lawmakers introduced a number of amendments during the debates, which were closed to the public for wartime security reasons.

The legislation still needs to be signed by President Volodymyr Zelensky before it enters force.

In addition to the new taxes, the government has increased its borrowing on the domestic market and restructured Ukraine's foreign debt, saving $11.4 billion over the next three years.

NATO Secretary-General Jens Stoltenberg has warned that Ukraine could be facing its toughest winter since the start of Russia's invasion. As the war grinds on, Ukraine's critical infrastructure, including energy supplies, is under relentless attack, raising concerns about the country’s ability to withstand the cold months ahead. Stoltenberg emphasized the need for continued support from NATO allies, including military aid and humanitarian assistance, to help Ukraine endure the harsh winter conditions. The upcoming winter could further strain the resilience of Ukrainian forces and civilians as they face continued Russian aggression and mounting logistical challenges.

Ukraine seems to be heading towards a free fall. Its hopes of turning the tide against Russia seem to be in jeopardy. Ukraine said the long talked-about November peace summit is no longer happening, one that could have potential paved way for peace with Russia. It comes as the US is yet to make up its mind about letting Kyiv use long-range weapons inside Russia.

Ukraine aims to organise a new peace summit by the end of this year and wants Russia to attend this time, its ambassador to Turkey said on Wednesday, but ruled out any direct bilateral talks with Moscow at the meeting.

With Russia's invasion of Ukraine in its third year, the two countries remain far apart on how to end the war. Turkey, China, Brazil and others have offered to mediate in the conflict or discuss peace proposals, but no progress has been made.

Ukraine is pursuing President Volodymyr Zelensky's "victory plan", while Russian President Vladimir Putin has said peace talks can only begin if Kyiv agrees to abandon large swaths of territory claimed by Moscow and drops its bid to join NATO.

"One of the most important goals of this summit is to reach a fair peace in Ukraine. We are not talking about a format here in which Ukraine and Russia sit across each other and Ukraine listens to Russia's demands," Ambassador Vasyl Bodnar told a briefing in Ankara, via a Turkish interpreter.

"What we see now is this: the international community, along with Ukraine, will sit and create a list on what steps could be taken for a fair peace in Ukraine, and they will discuss what sort of demands to ask Russia based on that list," he said.

"This will not be a direct bilateral meeting, it will most likely be in a format where third parties are also involved and (talks) are done via third parties. We hope to hold this summit by the end of the year."

Bodnar said Turkey, which has sought to maintain cordial ties with both Ukraine and Russia during the war, would be an important attendee due to its experience in mediation of other conflicts.
