India on Thursday abstained in the UN General Assembly on a resolution by Ukraine and its allies on the humanitarian crisis in the war-torn eastern European country, saying the focus should be on cessation of hostilities and on urgent humanitarian assistance and the draft did not fully reflect New Delhi's expected to focus on these challenges.

The 193-member UN General Assembly adopted the draft resolution 'Humanitarian consequences of the aggression against Ukraine' by Ukraine and its western allies, with 140 nations voting in favour, five against and 38 abstentions. India abstained on the resolution.

"We firmly believe efforts at the United Nations should contribute to de-escalation of the conflict, facilitate immediate cessation of hostilities to promote dialogue and diplomacy and bring together parties to find an immediate end to the suffering of the people," India's Permanent Representative to the UN Ambassador T S Tirumurti said in the Explanation of Vote after the resolution was adopted.

"We continue to underline the need to respect the UN Charter, international law and the sovereignty and territorial integrity of states. India abstained on the resolution since what we require now is to focus on cessation of hostilities and on urgent humanitarian assistance. The draft resolution did not fully reflect our expected focus on these challenges," Tirumurti said, reiterating India's call for immediate ceasefire.

Tirumurti underlined that India continues to remain deeply concerned at the ongoing situation which has rapidly been deteriorating since the beginning of the hostilities. He noted that the conflict has resulted in death of civilians, and nearly 10 million people have either been displaced internally or moved to neighbouring countries.

"We have constantly called for cessation of hostilities," he said, noting with concern that the humanitarian situation continues to worsen, particularly in the conflict zones in urban areas.

"Women, children and elderly are disproportionately affected by the prolonging of this conflict," he said.

Tirumurti emphasised that there is an urgent need to address the humanitarian needs of the affected population. India supports the initiatives of the UN and its agencies and expressed hope that the international community will continue to respond positively to the humanitarian needs of the people of Ukraine, including through extending generous support to the Secretary General's flash appeal and the regional refugee response plan on Ukraine.

He underscored that it is important that humanitarian action is always guided by the principles of humanitarian assistance, which is humanity, neutrality, impartiality and independence. "These measures should not be politicized."

Tirumurti told the General Assembly that India has already sent over 90 tonnes of humanitarian supplies, including medicines and other essential relief material, to Ukraine and its neighbours as part of the nine separate tranches of humanitarian assistance delivered so far.

India is in the process of sending further supplies in the coming days. He also said that India has ensured the safe return of about 22,500 Indians from Ukraine through the Operation Ganga involving 90 flights.

"We have also assisted nationals from 18 other countries in that process. We are deeply appreciative of the facilitation rendered by the authorities of Ukraine and its neighbouring countries and ensuring their safe return."

A rival resolution was also proposed in the UNGA by South Africa 'Humanitarian situation emanating out of the conflict in Ukraine'. It made no mention of Russia and called for an immediate cessation of hostilities by "all parties"&nbsp;in the conflict.

Following objections by Ukraine, the assembly voted to decided whether action should be taken in the UNGA on the South African-led draft resolution. With 67 member states voting against, 50 in favour and 36 abstentions, the resolution, supported by China, was not put for vote and no action was taken on that draft. India abstained on this vote as well.

On Wednesday, India, along with 12 other UN Security Council members, had abstained on a resolution by Russia on the humanitarian crisis in Ukraine. The UNSC resolution failed to pass as it did not get the required 9 yes votes. Only Russia and China voted in favour of the UNSC resolution.

The draft resolution on Ukraine in the General Assembly demands an immediate cessation of the hostilities by Russia against Ukraine, in particular of any attacks against civilians and civilian objects; demands that civilians, including humanitarian personnel, journalists and persons in vulnerable situations, including women and children, be fully protected and also demands that all parties protect civilians fleeing armed conflict and violence, including foreign nationals, notably students, without discrimination, to allow voluntary, safe and unhindered passage.

The resolution recognised that the military offensive of the Russian Federation inside the sovereign territory of Ukraine and its humanitarian consequences are on a scale that the international community has not seen in Europe in decades and reiterated the call of Secretary-General Antonio Guterres to Russia to stop its military offensive, as well as his call to establish a ceasefire and to return to the path of dialogue and negotiations.

The resolution also recalled its demand that the Russian Federation immediately, completely and unconditionally withdraw all of its military forces from the territory of Ukraine within its internationally recognized borders.

When the 11th Emergency Special Session was opened on February 28, the UN General Assembly had on March 2 adopted a resolution titled 'Aggression against Ukraine' that had overwhelmingly condemned Russia's invasion of Ukraine and demanded that Moscow 'completely and unconditionally'&nbsp;withdraw all of its military forces from the territory of Ukraine.

India had abstained on the resolution, which was co-sponsored by 96 UN Member States and received 141 votes in favour, a total of 34 abstentions and five nations voting against.&nbsp;

The official further told that the Russian army started to establish defensive positions on several fronts in the country as it has retreated more than 30 kilometres east of Kyiv in the past 24 hours. "The Ukrainians have managed to push the Russians back 55 kilometres east and northeast of Kyiv. That is a change from yesterday, the senior official, who requested anonymity, told reporters. Pentagon says Russian army 'taking defensive positions' in Ukraine

Ukraine is using facial recognition software to identify the bodies of Russian soldiers killed in combat and to trace their families to inform them of their deaths, Ukraine`s vice prime minister told Reuters. 
 
Reuters exclusively reported that Ukraine`s Ministry of Defense this month began using technology from Clearview AI, a New York-based facial recognition provider that finds images on the web that match faces from uploaded photos. It was not clear at that time how the technology would be used. 
 
Mykhailo Fedorov, Ukraine`s vice prime minister who also runs the ministry of digital transformation, told Reuters in an interview that Ukraine had been using Clearview AI software to find the social media accounts of dead Russian soldiers. 
 
From there, authorities are messaging relatives to make arrangements to collect the body, he said. 
 
"As a courtesy to the mothers of those soldiers, we are disseminating this information over social media to at least let families know that they they`ve lost their sons and to then enable them to come to collect their bodies," Fedorov said, speaking via a translator. 
 
Fedorov declined to specify the number of bodies identified through facial recognition but he said the percentage of recognized individuals claimed by families has been "high." Reuters was unable to independently confirm this. 
 
Opponents of facial recognition, including civil rights groups, have decried Ukraine`s adoption of Clearview, citing the possibility of misidentification. 
 
Clearview is battling a lawsuit in U.S. federal court in Chicago filed by consumers under the Illinois Biometric Information Privacy Act. The ongoing case concerns whether the company`s gathering of images from the internet violated privacy law. 
 
Clearview says its actions have been legal. It says its face matches should only be a starting point in investigations. 
 
Fedorov said that Ukraine was not using the technology to identify its own troops killed in battle. He did not specify why. 
 
Ukraine`s Ministry of Internal Affairs did not respond to requests for comment. It has been overseeing the country`s Look For Your Own project, a Telegram channel where it posts images of unidentified captured or killed Russian soldiers and invites claims from relatives. 
 
The Ukrainian government has an online form where Russian relatives can submit a claim to collect a body. Fedorov did not provide details of how the bodies are being returned to families and Reuters could not independently determine that. 
 
Ukraine`s military has said some 15,000 Russian soldiers have been killed since Russia invaded on Feb 24. Russia has said its casualties are much lower during what it describes as a "special military operation" to demilitarize Ukraine. 
 
The Kremlin did not immediately respond to an emailed request for comment on Ukraine`s use of Clearview. 
 
Clearview, which offered its service free of charge to Ukraine after the Russian invasion, has said its search engine includes over 2 billion images from VKontakte, a popular Russian social media service.

Facial recognition is just one of many tools, including cloud services from Amazon.com Inc, that Ukraine has been able to adopt for free as Western businesses come to its aid, Fedorov said.

Richard Bassed, head of the forensic medicine department at Monash University in Australia, said fingerprints, dental records and DNA remain the most common ways of confirming someone`s identity. 
 
Obtaining pre-death samples of such data from enemy fighters is challenging, though, opening the door to innovative techniques such as facial recognition. 
 
But clouded eyes and injured and expressionless faces potentially make facial recognition unreliable on the dead, said Bassed, who has been researching the technology. 
 
In the United States, the Armed Forces Medical Examiner System said it has not adopted automated facial recognition because the technology is not currently generally accepted in the forensic community.

Richard Bassed, head of the forensic medicine department at Monash University in Australia, said fingerprints, dental records and DNA remain the most common ways of confirming someone`s identity. Obtaining pre-death samples of such data from enemy fighters is challenging, though, opening the door to innovative techniques such as facial recognition. But clouded eyes and injured and expressionless faces potentially make facial recognition unreliable on the dead, said Bassed, who has been researching the technology. In the United States, the Armed Forces Medical Examiner System said it has not adopted automated facial recognition because the technology is not currently generally accepted in the forensic community.

Ukraine President Volodymyr Zelensky accused Russia of using phosphorus bombs&nbsp;in his embattled country, urging&nbsp;NATO to provide military support.

The white phosphorus bombs were deployed in the eastern Luhansk Oblast region where an overnight shelling by the Russian forces killed four people, the Kyiv Independent reported.

According to the local governor Serhiy Haidai, the Russian forces attacked several towns in Luhansk Oblast using missiles and phosphorus bombs.

"The Russians are struggling. They can't advance. That's why they have started to use heavy weapons," the governor was quoted as saying.

This is not the first time that they have deployed phosphorus bombs in Ukraine. Earlier this month, a cop in Donbas region had accused Putin's forces of using phosphorus munition to attack civilians.

In a video address to NATO earlier in the day, Zelensky asked for military aid saying that children and adults are being killed by the Russian forces.

On Wednesday (March 23), the media outlet on its website said, "Insider journalist Oksana Baulina died during a bombardment in Kyiv while carrying out an editorial assignment ... another civilian died with her."&nbsp;

The outlet, whose editorial offices are based in Latvia, in its statement also noted that during the shelling, another civilian was also killed alongside Baulina and two other people were wounded.&nbsp;

Important to note that Baulina previously also worked for Russian opposition leader Navalny's anti-corruption group. She had worked for Navalny's Anti-Corruption Foundation until it was declared an extremist organisation last year.&nbsp;

Navalny's arrest had prompted her to leave the country and focus on reporting on corruption in Russia for The Insider, the news outlet said.&nbsp;

"The Insider expresses its deepest condolences to Oksana's family and friends," it said.&nbsp;

Sergiy Tomilenko, head of the Ukrainian journalists' union, confirmed the death in a statement on Facebook, saying that Baulina was reporting on the aftermath of shelling when she was hit by fresh fire.

As per a report by The Guardian, the 42-year-old Baulina began her career working for lifestyle magazines including Time Out Moscow and In Style.&nbsp;

But after a decade she shifted to more political work and became a producer for Alexander Navalny's Anti-Corruption Foundation.&nbsp;
