Turkish electoral authorities on Wednesday began a vote recount of Istanbul districts after President Recep Tayyip Erdogan's ruling AKP challenged tallies showing an opposition candidate won a weekend local election.

The AKP won most votes nationwide in Sunday's ballot but results also showed the party lost the capital Ankara and the country's economic hub Istanbul.

AKP officials on Tuesday filed a challenge with electoral authorities saying they had found irregularities and falsifications in ballots in Ankara and Istanbul.

"The district branches of the electoral board in Istanbul decided to recount the ballots in eight districts after the appeals yesterday," Supreme Election Board chief Sadi Guven told reporters.

He said some of the district branches had already started rechecking ballots, most of which were votes that had been rejected as invalid.

AKP officials had said there was a huge discrepancy between ballots cast at polling stations and data sent to election authorities.

Istanbul, Turkey's largest city, was a key prize for Erdogan and he had former premier and loyalist Binali Yildirim run as the party candidate for mayor.

Erdogan, himself a former Istanbul mayor, had campaigned hard in the city. But the ruling party was stung by the economy with Turkey in recession for the first time in a decade and inflation in double digits.

Istanbul was a tight race and both Yildirim and the opposition CHP candidate Ekrem Imamoglu declared victory when tallies showed them in a dead heat.

Electoral authorities on Monday said Imamoglu was ahead by 28,000 votes with nearly all ballot boxes tallied, prompting AKP officials to challenge to the result.

AKP deputy chairman Ali Ihsan Yavuz on Tuesday claimed the difference had dipped to 20,509 between Imamoglu and Yildirim.

Imamoglu had 48.79 per cent of the votes while Yildirim had 48.52 per cent, Anadolu reported on Tuesday, citing preliminary results.

The agency reported close to 300,000 votes had been annulled in Istanbul voting.

A loss in Istanbul would be especially sensitive for Erdogan, who grew up in the city's working-class Kasimpasa neighbourhood and liked to tell AKP rank-and-file that victory in the city was like winning Turkey.

A Turkish-Chinese spat as a result of Turkish criticism of China’s crackdown on Turkic Muslims in its strategic but troubled north-western province of Xinjiang complicates efforts by Kazakhstan and other Central Asian states to at best deal quietly behind closed doors with the plight of their citizens and ethnic kin in the People’s Republic.

China’s threat that the Turkish criticism of its massive surveillance and detention campaign, involving the alleged incarceration in re-education camps of up to one million Uyghurs and other Turkic Muslims would have economic consequences and the temporary closure of the Chinese consulate in the Mediterranean port city of Izmir serves as warnings to others in the Muslim world what could happen if they break their silence.

The Chinese effort to get the Muslim and broader international community to maintain silence, if not acquiesce in the crackdown that constitutes the most frontal assault on Islam in recent history, was boosted when Saudi Crown Prince Mohammed bin Salman on a visit to Beijing last month appeared to endorse Chinese policy.

Prince Salman’s endorsement of China's right to undertake "anti-terrorism" and "de-extremism" measures was widely seen as tacit support for the crackdown by the custodian of the holy cities of Mecca and Medina.

China has denied allegations of widespread abuse of human rights and insisted that the camps are re-education and training facilities that have stopped attacks by Islamist militants and separatists.

The Crown Prince’s remarks contrasted starkly with the characterisation last month of the crackdown by Turkey’s foreign ministry &nbsp;as an “embarrassment to humanity,” the ministry demanded that Chinese authorities respect the human rights of the Uyghurs and close what it termed “concentration camps.”&nbsp;

Turkish foreign minister Mevlut Cavusoglu called twice last week on China to make a distinction between perpetrators of political violence and innocent civilians while insisting that Turkey wished to continue cooperation with the People’s Republic.

“The fact that we have a problem with China on an issue should not necessarily hinder our cooperation on other matters,” Cavusoglu said.

Turkey is hoping that Chinese investment in nuclear, e-commerce, finance, and infrastructure will narrow its gaping trade deficit with China that last year stood at $17.8 billion.

That is not how China appeared to envision its future relationship with Turkey.

“There may be disagreements or misunderstandings between friends, but we should solve them through dialogue. Criticising your friend publicly everywhere is not a constructive approach,” said Chinese ambassador to Turkey Deng Li.

“The most important issue between countries is mutual respect. Would you stay friends if your friend criticized you publicly every day?” Deng asked.

“If you choose a non-constructive path, it will negatively affect mutual trust and understanding and will be reflected in commercial and economic relations,” Deng added.

Deng’s comments were not only designed to whip Turkey back into line but also to prevent Central Asian nations from speaking out despite mounting domestic pressure.

Deng’s comments reflected greater Chinese intolerance for criticism of its crackdown amid attempts to convince the international community by taking diplomats and journalists on carefully managed tours of Xinjiang that one participant called a “dog and pony show.”

The ambassador’s rings particularly loud in Kazakhstan whose ethnic kin constitute the second largest Muslim community in Xinjiang after the Uyghurs.

A former re-education camp employee, Sayragul Sauytbay, who fled to Kazakhstan told a Kazakh court last year that she was aware of some 7,5000 Kazakh nationals and Chinese of Kazakh descent being incarcerated.

Atajurt Eriktileri, a Kazakh group that supports relatives of people who have disappeared in Xinjiang, says it has documented more than 10,000 cases of ethnic Kazakhs interned in China. The Xinjiang Victims Database says it has collected some 3,000 testimonies of prisoners and their families, half of which are from ethnic Kazakhs.

Askar Azatbek, a former Xinjiang official who became a Kazakh citizen, went missing in December after allegedly having been kidnapped while on the Kazakh side of Khorgos, a free-trade zone on the border with China.

So has Qalymbek Shahman an ethnic Kazakh Xinjiang businessman who was refused entry into Kazakhstan, sent to Uzbekistan and disappeared in Thailand to where he was returned by Uzbek authorities. Shahman hasn’t been heard from since.

"I wanted to go to Kazakhstan because China's human rights record was making life intolerable," Shahman said in a videotape from Tashkent airport before being forced to fly to Thailand, which has a track record of complying with Chinese repatriation requests.

For now, Central Asian leaders are walking a tightrope. Officially, they insist that Xinjiang is a Chinese internal affair. At the same time, the leaders are trying to curb domestic criticism.

Serikzhan Bilash, the head of Atajurt Eriktileri, was fined in February by an Almaty court for operating an unregistered organisation.

Sauytbay has fired her lawyer after he became unreachable at key moments in her asylum application and encouraged her to not talk about it publicly. “I don’t want to talk…until I have some kind of protection. I’d prefer that protection to come from Kazakhstan, but I might need help from other countries,” Sautbay said.

Sauytbay is certain to hope that Turkey’s willingness to confront China, if maintained, makes Central Asia’s tightrope act increasingly risky, particularly in an environment in which public criticism of the crackdown, anti-Chinese sentiment and social and economic discontent are meshing.

Turkish-Chinese spat puts Asian leaders on the spot

A heavy soup made of pulled noodles, meat, and vegetables symbolises Central Asia’s close cultural and/or ethnic ties with China’s repressed Turkic and Hui Muslims. It also explains growing Central Asian unease with China’s re-education campaign in its north-western province of Xinjiang and its signature infrastructure and energy driven-Belt and Road initiative.

Named Ashlan Fu and introduced to Kyrgyzstan in the late 19th century by Dungans, exiled Chinese Hui Muslims who fled over the Tien Shan Mountains after a failed rebellion in 1877, the soup has become a staple of Kyrgyz cuisine.

Made of Laghman noodles, starch preserves, onion, garlic, chilli, dark vinegar, and egg, Ashlan Fu is “the best cure for a hangover,” says Aman Janserkeev, a Kyrgyz student.

It’s also indicative of the potential fallout of China’s crackdown on Turkic and increasingly Hui Muslims that amounts to the most frontal assault on Islam in post-World War Two history and of commercial terms underlying Belt and Road-related Chinese investments in Kyrgyzstan and Central Asia.

Some 150 members of Kyrgyzstan’s far-right Kyrk Choro (Forty Nights) group last month protested outside the Chinese embassy in the Kyrgyz capital of Bishkek against the inclusion of ethnic Kyrgyz in the up to one million Muslims detained in re-education camps in Xinjiang as part of the Chinese crackdown.

In a sign of the times, Kyrk Choro, a nationalist group that has gained popularity and is believed to have the support of the Kyrgyz ministries of interior and labour, migration and youth, and the National Security Committee (GKNB), focused in its protest exclusively on ethnic Kyrgyz in Chinese detention.

Acting as vigilantes, Kyrk Choro four years ago raided clubs in Bishkek in a campaign against prostitution and accused Chinese nationals of promoting vice. In a video of an attack on a karaoke club, a Kyrk Choro leader showed a receipt that featured a girl as one of the consumed items.

Yet, while standing up for the rights of ethnic Kyrgyz, Kyrk Choro has also called for Uighurs, the Turkic Muslims that populate Xinjiang, to be booted out of Bishkek’s most popular clothing bazaar and replaced by ethnic Kyrgyz.

During December’s protest, Kyrk Choro also demanded the expulsion of illegal Chinese migrants. It further insisted that the government check the documents of migrants, including those who had obtained Kyrgyz citizenship over the last decade, including 268 Chinese nationals who are in majority of Kyrgyz descent.

Kyrk Choro’s contradictory demands and claims reflect not only a global trend towards ethnic and religious nationalism with undertones of xenophobia but also concern that Belt and Road-related projects serve Chinese rather than Kyrgyz and Central Asian interests.

The Kyrgyz government recently reported that 35,215 Chinese citizens had arrived in the country in 2018, many of them as construction workers on Chinese-funded projects.

Political scientist Colleen Wood noted that social media activists were linking criticism of Chinese commercial practices with China’s crackdown in Xinjiang.

“One widely-shared image, which declares “Don’t let anyone take your land,” depicts a strong fist — adorned with a Kyrgyz flag — stopping a spindly hand — marked by a Chinese flag — from snatching factories and a field,” Wood wrote in The Diplomat.

Wood said some activists compared Chinese practice to the demarcation in 2002 of the Chinese-Kyrgyz border during which the Central Asian nation handed over 1,250 square kilometres of land to China.

Another Facebook page posted articles about Chinese mining companies operating in Kyrgyzstan, a target of Kyrgyz protesters, alongside articles depicting the intrusiveness of the crackdown in Xinjiang, according to Wood.

Ashlan Fu, the popular Dungan soup, could prove to be a litmus test of the depth of mounting anti-Chinese sentiment. &nbsp;

An Instagram account with a Stop China feed publishes xenophobic content about Chinese culinary habits as well as regular updates on the crackdown that is expanding into the autonomous region of Ningxia Hui.

Ningxia Hui recently signed a cooperation agreement on anti-terrorism with Xinjiang in a bid to learn from the crackdown on the Turkic Muslims or in the words of the Global Times, a Communist Party organ, “to learn from Xinjiang's experiences in promoting social stability.”

In advance of another protest at the Chinese embassy in Bishkek scheduled for January 17, Kyrgyz first deputy prime minister Kubatbek Boronov called this week on the public not to believe anti-Chinese postings on social media.

In an acknowledgement of Kyrk Choro’s appeal, Boronov asserted that the group had denied participating in the December protest.

The government, much like Turkey and the vast majority of Muslim countries, has so far evaded taking China to task on its crackdown for fear of jeopardising its relations with the People’s Republic.

Kyrgyz President Sooronbay Jeenbekov insisted last month that “the ethnic Kyrgyz of China are citizens of China, who obey the laws of their country. How can we intervene in their domestic matters? We can’t.”

If Kazakhstan, where the issue of ethnic Kazakhs detained in China has flared up, is anything to go by, the Kyrgyz government is walking a tightrope.

Asyla Alymkulova, &nbsp;a Kyrgyz national recently established the Committee to Protect the Kyrgyz People in China after her husband, Shairbek Doolotkhan, a Chinese-born Muslim, vanished in October on a business trip to Xinjiang.

Doolotkhan’s company subsequently advised Alymkulova that her husband had been "sent away to study" in a camp.

A Kyrgyz diplomat was among representatives of 12 non-Western countries whom China in the last week invited to Xinjiang to counter criticism of the crackdown and showcase economic and social progress. A group of foreign journalists was invited separately.

Short of a reunion with her husband, there is little that is likely to convince Alymkulova or the relatives of thousands of other Central Asians, including at least 2,500 Kazakhs, that Chinese policy towards Muslims is benign and benefitting the community and the region’s progress.

That, in turn, will not make things easier for the Kyrgyz and other Muslim governments at a time that ethnic and cultural identities in a nationalistic and at times xenophobic environment are becoming prevalent. Kyrgyz attitudes towards Ashlan Fu may be the barometer.

Asyla Alymkulova, a Kyrgyz national recently established the Committee to Protect the Kyrgyz People in China after her husband, Shairbek Doolotkhan, a Chinese-born Muslim, vanished in October on a business trip to Xinjiang. Doolotkhan’s company subsequently advised Alymkulova that her husband had been "sent away to study" in a camp. A Kyrgyz diplomat was among representatives of 12 non-Western countries whom China in the last week invited to Xinjiang to counter criticism of the crackdown and showcase economic and social progress. A group of foreign journalists was invited separately. Short of a reunion with her husband, there is little that is likely to convince Alymkulova or the relatives of thousands of other Central Asians, including at least 2,500 Kazakhs, that Chinese policy towards Muslims is benign and benefitting the community and the region’s progress. That, in turn, will not make things easier for the Kyrgyz and other Muslim governments at a time that ethnic and cultural identities in a nationalistic and at times xenophobic environment are becoming prevalent. The matter will be discussed in the next meeting of the GST Council, which will be held on November 9, in Guwahati, Arun Jaitley said, while delivering a lecture at Harvard University.

I personally believe that there is a strong case to bring real estate into the GST,&quot; Jaitley said, while delivering the &#39;Annual Mahindra Lecture&#39; on India&#39;s tax reforms.

Turkey backs Pakistan's stand on Jammu and Kashmir

The suicide attackers who launched a deadly Istanbul airport assault were planning to take dozens of passengers hostage, Turkish media reported today, as CCTV images of the bombers&#39; faces emerged. 
 
Turkish officials have pointed fingers at the Islamic State for Tuesday night&#39;s gun and bomb attack at Ataturk airport, which left 44 people dead including 19 foreigners. 
 
The private NTV network reported that Istanbul police had detained 11 suspected IS militants over the attack, in addition to 13 rounded up on Thursday and another nine arrested in the western port city of Izmir. 
 
Officials say the men behind the latest in a series of deadly attacks to hit Turkey were of Russian, Uzbek and Kyrgyz nationalities. 
 
Turkish media identified the mastermind of the airport attack as Akhmet Chatayev, a Chechen, adding that he had led an IS cell in Istanbul and found accommodation for the bombers.&nbsp; 
 
Chatayev allegedly organised two deadly bombings this year in the heart of the city&#39;s Sultanahmet tourist district and the busy Istiklal shopping street, the Hurriyet newspaper said. 
 
The pro-government Sabah newspaper reported that the attackers scouted the scene and planned to take dozens of passengers hostage before carrying out a massacre. 
 
However, they began the assault early after attracting suspicion, Sabah said. 
 
CCTV images released by the police show the three alleged attackers arriving in dark coats over their suicide vests - clothing that was much too heavy for a hot summer night. 
 
More images show a plainclothes police officer confronting one of the men by an elevator and asking to see his identification. The attacker pulls out a gun and shoots him. Turkey has been rocked by a series of attacks in the past year. IS jihadists or Kurdish rebels have been blamed.

Istanbul airport bombers planned to take hostages

Three suicide bombers opened fire before blowing themselves up in the main international airport in Istanbul on Tuesday night, killing 36 people and wounding close to 150, officials said. Turkish Prime Minister Binali Yildirim said that initial indications point at Islamic State as being responsible for the attack. 
 
&quot;According to assessments so far, 36 people have lost their lives and there were also many wounded,&quot; Yildirim told reporters at the site of the attack on Europe&#39;s third-busiest airport. The attack took place shortly before 10 pm local time when two gunmen opened fire at a security checkpoint at Ataturk airport, The New York Times quoted officials. 
 
Police fired shots to try to stop two of the attackers just before they reached a security checkpoint at the arrivals hall at Ataturk airport, but they detonated their explosives, one of the officials said. 
 
Istanbul governor Vasip Sahin said authorities believed there were three suicide bombers, an account corroborated by witnesses. 
 
A Turkish official said the vast majority of those killed were Turkish nationals, but foreigners were also among the dead. 
 
&quot;There was a huge explosion, extremely loud. The roof came down. Inside the airport it is terrible, you can&#39;t recognise it, the damage is big,&quot; said Ali Tekin, who was at the arrivals hall waiting for a guest when the attack took place. 
 
A woman named Duygu, who was at passport control having just arrived from Germany, said she threw herself onto the floor with the sound of the explosion. Several witnesses also reported hearing gunfire shortly before the attacks. 
 
&quot;Everyone started running away. Everywhere was covered with blood and body parts. I saw bullet holes on the doors,&quot; she said outside the airport. 
 
There was no immediate claim of responsibility for the latest in a string of suicide bombings in Turkey this year, but the Dogan news agency said initial indications suggested Islamic State may have been responsible, citing police sources. 
 
A Turkish official said it was too soon to assign blame. 
 
The attack bore some similarities to a suicide bombing by Islamic State militants at Brussels airport in March which killed 16 people. A coordinated attack also targeted a rush-hour metro train, killing a further 16 people in the Belgian capital. 
 
Paul Roos, 77, described seeing one of the attackers &quot;randomly shooting&quot; on the departures floor of the terminal. 
 
&quot;He was just firing at anyone coming in front of him. He was wearing all black. His face was not masked. I was 50 metres (55 yards) away from him,&quot; said Roos, a South African on his way back to Cape Town with his wife after a holiday in southern Turkey. 
 
&quot;We ducked behind a counter but I stood up and watched him. Two explosions went off shortly after one another. By that time he had stopped shooting,&quot; Roos told Reuters. 
 
&quot;He turned around and started coming towards us. He was holding his gun inside his jacket. He looked around anxiously to see if anyone was going to stop him and then went down the escalator ... We heard some more gunfire and then another explosion, and then it was over.&quot;

President Tayyip Erdogan said the attack should serve as a turning point in the global fight against militant groups.

Ataturk is Turkey&#39;s largest airport and a major transport hub for international travellers. Pictures posted on social media from the site showed wounded people lying on the ground inside and outside one of the terminal buildings. 
 
A helicopter buzzed overhead as police evacuated the building. Dozens of passengers walked back down access roads with their luggage, trying to hail cabs. The US embassy urged US citizens to avoid the area. 
 
Flights halted 
 
Authorities halted the take-off of scheduled flights from the airport and passengers were transferred to hotels, a Turkish Airlines official said. Earlier an airport official said some flights to the airport had been diverted. 
 
The airport will be closed for up to 48 hours, Turkey told one foreign government. 
 
In the United States, the Port Authority of New York and New Jersey reacted to the explosions by putting armed, high-visibility patrols at the three main airports in the New York metropolitan region. 
 
Turkey has suffered a spate of bombings this year, including two suicide attacks in tourist areas of Istanbul blamed on Islamic State, and two car bombings in the capital, Ankara, which were claimed by a Kurdish militant group.

Three suicide bombers opened fire before blowing themselves up in the main international airport in Istanbul on Tuesday night, killing 36 people and wounding close to 150, officials said. Turkish Prime Minister Binali Yildirim said that initial indications point at Islamic State as being responsible for the attack. "According to assessments so far, 36 people have lost their lives and there were also many wounded," Yildirim told reporters at the site of the attack on Europe's third-busiest airport. The attack took place shortly before 10 pm local time when two gunmen opened fire at a security checkpoint at Ataturk airport, The New York Times quoted officials. Police fired shots to try to stop two of the attackers just before they reached a security checkpoint at the arrivals hall at Ataturk airport, but they detonated their explosives, one of the officials said. Istanbul governor Vasip Sahin said authorities believed there were three suicide bombers, an account corroborated by witnesses. A Turkish official said the vast majority of those killed were Turkish nationals, but foreigners were also among the dead. "There was a huge explosion, extremely loud. The roof came down. Inside the airport it is terrible, you can't recognise it, the damage is big," said Ali Tekin, who was at the arrivals hall waiting for a guest when the attack took place. A woman named Duygu, who was at passport control having just arrived from Germany, said she threw herself onto the floor with the sound of the explosion. Several witnesses also reported hearing gunfire shortly before the attacks. "Everyone started running away. Everywhere was covered with blood and body parts. I saw bullet holes on the doors," she said outside the airport. There was no immediate claim of responsibility for the latest in a string of suicide bombings in Turkey this year, but the Dogan news agency said initial indications suggested Islamic State may have been responsible, citing police sources. A Turkish official said it was too soon to assign blame. The attack bore some similarities to a suicide bombing by Islamic State militants at Brussels airport in March which killed 16 people. A coordinated attack also targeted a rush-hour metro train, killing a further 16 people in the Belgian capital. Paul Roos, 77, described seeing one of the attackers "randomly shooting" on the departures floor of the terminal. "He was just firing at anyone coming in front of him. He was wearing all black. His face was not masked. I was 50 metres (55 yards) away from him," said Roos, a South African on his way back to Cape Town with his wife after a holiday in southern Turkey. "We ducked behind a counter but I stood up and watched him. Two explosions went off shortly after one another. By that time he had stopped shooting," Roos told Reuters. "He turned around and started coming towards us. He was holding his gun inside his jacket. He looked around anxiously to see if anyone was going to stop him and then went down the escalator ... We heard some more gunfire and then another explosion, and then it was over." "Could have been anywhere" President Tayyip Erdogan said the attack should serve as a turning point in the global fight against militant groups. "The attack, which took place during the holy month of Ramadan, shows that terrorism strikes with no regard for faith and values," he said in a statement. "The bombs that exploded in Istanbul today could have gone off at any airport in any city around the world," he said, urging all governments to join forces against terrorism.
