The process for the Telangana Assembly elections is commencing Monday with the issue of notification for the polls in which the TRS bidding to retain power and the Congress-led alliance are already appearing headed for a no-holds-barred contest.

The 119-member assembly was dissolved on September 6 on the recommendation of the K Chandrasekhar Rao-led TRS government, more than eight months ahead of the expiry of its term, paving the way for early elections.

The gazette notification for the polls would be issued on November 12 and the last date for filing of nominations is November 19, according to the schedule released by the Election Commission. Elections will be held in a single phase on December 7.

The TRS (Telangana Rashtra Samiti) has already announced its candidates for 107 segments, including 105 at one go within minutes of the assembly dissolution, giving itself a jump-start to the campaign and stunning the opposition.

It is going it alone in the poll, as also the BJP.

The main opposition Congress forged an electoral pact with the Telugu Desam Party (TDP) headed by Andhra Pradesh Chief Minister N Chandrababu Naidu, the Telangana Jana Samiti (TJS) founded by retired Osmania University Political Science Professor Prof. Kodandaram and the Communist Party of India.

The Congress last week said it would leave 25 seats for its alliance partners - 14 to the TDP, eight to the TJS and three seats to the CPI.

TJS is in talks with the Congress, pushing for giving it the constituencies of its choice, while the CPI is demanding that it be given five segments.

In the 2014 assembly election, the TRS bagged 63 seats with a vote-share of 34 per cent and the Congress 21 seats with 25 per cent vote-share.

Dubbing TRS as a 'family outfit,' BJP General Secretary Ram Madhav on Wednesday said the K Chandrasekhar led-party was apprehensive of losing the assembly elections, had it been held along with the general elections in 2019.

Addressing BJP booth level workers at Armoor in Nizamabad district, he said people had given a five year mandate to the Chief Minister. But he 'gave up' in just four years.

"Now what is the guarantee that you (KCR) will not run away (if you come to power) after four years?" he asked.

"Why are we going for elections in four years? Because KCR is apprehensive that he will not win if the assembly elections are held along with Lok Sabha elections in 2019," he said.

Madhav alleged that the double bedroom housing scheme announced by the TRS government had become an unfulfilled promise.

He said the Modi government had taken the initiative of providing a house to every poor family in the country by 2022.

"The BJP government had promised five crore houses to the poor by 2022. This year we sanctioned one crore houses," he said.

Madhav said that on the health care front, the BJP government had launched the Ayushman Bharat scheme to provide quality and specialised health care facilities worth up to Rs five lakh to the poor.

On the one hand, Prime Minister Modi was trying to take the country forward, while on the other Telangana Chief Minister K Chandrasekhar Rao was trying to take the state backwards, he said.

"Telangana has achieved a record in corruption during the past four years. It occupies second position among the corrupt states in the country," he alleged

"Modi does not have a family, so there is no question of family rule.

But in Telangana, it is not only family rule, it is Beta (son), beti (daughter) and mai (me)," he charged.

Ram Madhav said TRS could get only a narrow margin of 63 seats (of 119 seats) during the 2014 elections despite bragging about achieving statehood.

But KCR lured members of other paties into TRS, he alleged.

Claiming that the ruling TRS in&nbsp;Telangana is now worried for having chosen to advance the assembly elections, senior Congress leader S Jaipal Reddy has said his party would have the upper hand in the polls.

"KCR (TRS president and caretaker Chief Minister K Chandrasekhar Rao) is now worried that he has taken a hurried step. There is fright in the TRS camp," he told.

The polls were originally scheduled to be held simultaneously with the Lok Sabha elections next year.

But the Assembly was dissolved earlier this month as per a recommendation of the state cabinet, which necessitated elections ahead of schedule.

In a swift move, TRS had announced candidates for 105 of the total of 119 assembly segments the day Assembly was dissolved.

Reddy said 50-60 per cent of Congress' candidates are known to the people and the remaining would be finalised as per the party's process.

He also said the dates of elections are not known yet and that the matter of alleged irregularities in voters' lists in the state was before the court (Supreme Court).

"There are many aspects to the electoral scene in Telangana. First of all, it's still not clear when the elections will be or should be held.

In my view, the notification date for enrolment of voters cannot be changed by the Election Commission. That's now under the court's purview," Reddy said.

He said Congress would have the upper hand in the polls as every section of society is 'unhappy' with the TRS government.

"I am staking my personal reputation by stating that Congress will have the upper hand in Telangana. Every section in society is unhappy with KCR. They think that he has cheated every group in Telangana.&nbsp;There is a huge reaction. The reaction has so far been silent. From now, it will not be silent," Reddy said.

He dismissed TRS' charge that the proposed alliance between Congress and TDP (as part of a grand alliance among various parties) is 'unholy' as both have been bitter rivals.

"As yet, there is no alliance. But I am not ruling out an alliance. What is so unholy about it? Mr KCR and Mr Chandrababu Naidu canvassed together in 2009 elections. 
So it is like the devil citing the scriptures," Reddy said.&nbsp;
