The US Department of State's Rewards for Justice Program has increased the reward from US $5 million to up to US $10 million for information leading to the identification, location, arrest, and/or conviction of Qasim al-Rimi who is the terrorist of Al-Qaeda in the Arabian Peninsula (AQAP).

The department is further offering a reward of up to US $5 million for information leading to the identification or location of Khalid Saeed al-Batarfi, a senior regional leader of the AQAP.

Qasim al-Rimi was named the leader of the AQAP in 2015 and has called for renewed attacks against the USA.

The US Department of State designated al-Rimi as a Specially Designated Global Terrorist (SDGT) under Executive Order (EO) 13224 in May 2010, while he had already been listed by Saudi Arabia as a most wanted terrorist suspect on February 3, 2009. He has also been added to the United Nations (UN) 1267 Sanctions Committee's Consolidated List of individuals associated with Al Qaeda/ISIL in May 2010.

Al-Rimi has been charged in numerous terror incidents, including being convicted in Yemen of plotting to assassinate the US Ambassador to Yemen in 2005. He escaped from a Yemeni prison in 2006, after which Al-Rimi has been linked to the September 2008 attack on the US Embassy in Sana'a that left 20 dead, and the December 2009 attempted suicide bombing by "underwear bomber" Umar Farouq Abdulmutallab aboard a US-bound airliner.

The "emir" of AQAP has also praised Omar Mateen, who killed 49 people in the June 2016 mass shooting at a nightclub in Orlando, Florida. He has also instigated 'supporters' living in Western countries to conduct "easy and simple" attacks in a video that was released in May 2017.

Khalid al-Batarfi, on the other hand, is a senior member of AQAP in Yemen's Hadramaut Governorate and a former member of AQAP's shura council.

Born in Saudi Arabia, he fought alongside the Taliban against US forces and the Northern Alliance in 2001. In 2010, al-Batarfi joined AQAP in Yemen, led AQAP fighters in taking over Yemen's Abyan Province, and was named AQAP's emir of Abyan.

He issued a statement warning that the al-Qaeda would destroy the US economy and attack other US interests after a US attack killed a senior leader of AQAP. After the US announced that it would recognise Jerusalem as the capital of Israel, al-Batarfi appeared in an AQAP video in January 2018 threatening the US and Jews.

The unilateral ceasefire during the holy month of Ramzan may have brought a halt to anti-militancy operations in Kashmir but security agencies have warned of a rise in recruitment of local youths into militant groups, that has crossed 80, and a rise in infiltration from various sides of the Line of Control (LoC).

The security agency officials said the highly-volatile Shopian and Pulwama districts in South Kashmir continued to contribute more youths to the militant groups which included outfits like ISIS-Kashmir and Ansar Ghazwat-ul-Hind, a group which claims support of the Al-Qaeda.

As many as 20 more youths have joined the militant groups in the month of May which included Rouf from Ganderbal, a fourth-semester student pursuing a diploma course in government polytechnic, the officials said.

An Unani doctor, the brother of IPS officer Inamulhaq Mengnoo, has also been reported missing from Shopian and it is apprehended that he too may have joined terror groups, they said, adding that the figure at the end of April this year was 45.

The officials said another 16 were missing mainly from the twin districts and a probe was on to ascertain whether they have joined any terror group.

The officials said infiltration was also picking up and some of the terrorists had managed to sneak in from Poonch and Rajouri district of Jammu region as well as from the LoC in the Kashmir Valley. This created a more alarming situation for the security forces which were readying themselves for the two-month long Amarnath Yatra beginning this month-end.

Year 2018, according to the officials, may end up as the worst year in terms of number of youths joining various militant groups as the figures indicated that 81 youths had joined until May this year. In 2017, a total of 126 youths had picked up guns. It was the highest number since 2010, according to a recent data presented in the state assembly and Parliament.

There has been a steady rise in the number of youth taking up arms in the Valley since 2014 onwards as compared to 2010-2013 when figures stood at 54, 23, 21 and 6 in the respective years. In 2014, the number shot up to 53 and in 2015, it reached 66 before touching the highest mark of 88 in 2016, the data showed.&nbsp

This year's recruitment of youth joining militancy includes Junaid Ashraf Sehrai, 26, an MBA degree holder from Kashmir University, and son of Mohammed Ashraf Sehrai, who took over as chairman of Tehrek-e-Hurriyat from Syed Ali Shah Geelani. Teherik-e-Hurriyat is a pro-Pakistan amalgam of separatists groups.

The list also includes a 26-year-old PhD scholar Mannan Bashir Wani hailing from Kupwara, officials said. Wani was studying in the Aligarh Muslim University (AMU).

According to a report prepared by the Jammu and Kashmir CID, which has been shared with the Union Home Ministry, the past three years have witnessed a consistent rise in the number of active local militants even in the face of successful anti-militancy operations undertaken by the security forces.

"It therefore become imperative for the state to deconstruct why, while militants are being killed, militancy continues to rise," the report had said.

The report said the situation is such that terrorists encounters "have turned into a spectacle in the recent years with attacks on encounter sites by protesters followed by glamourised funerals."

"The entire phenomenon has had a tendency to create an emotionally charged environment which is ideal for recruiting fresh cadres," it said.

The report, while drawing a correlation between the militants killed in encounters and the new recruitment, said, "It has been found that encounters of local militants are part of a vicious circle that acts as a catalyst to push further recruitment."

"Large glorified funerals of militants have also been witnessing presence of active militants who give gun salutes to their killed associate.&nbsp

"The presence of militants in these funerals not only eulogises the deaths of militants but at the same time brings the active militants into open interaction with civilians," the report said, warning that such an interaction was one of the important steps in facilitating recruitment.&nbsp

Rights activists have expressed concerns that the bill's vague wording could open the door to a crackdown on any group seen as a threat.&nbsp;

This month, 13 people were killed in separate suicide attacks on churches and a police station by two families -- including a nine and 12-year-old girl -- in Indonesia's second-biggest city Surabaya.

The families had ties to a local extremist network that had pledged allegiance to the Islamic State group, which claimed the attacks.

A police officer was also killed in the subsequent attack on a police station in Sumatra days later.

Indonesia -- which is set to host the Asian Games&nbsp;in three months&nbsp;and an IMF-World Bank meeting in Bali in October -- has long struggled with Islamist militancy.

Its worst-ever attack was the 2002 Bali bombings that killed more than 200 people, including locals and foreign tourists.

An editorial published in a Pakistani daily has cautioned Pakistan to avoid an overtly sympathetic approach to extremism and groups espousing such causes, as not doing so, could germinate new forms of terror on its soil, and lead to more critical finger pointing by the international community.

The editorial, which has been published in the Express Tribune, says, " An ambivalent or equivocal attitude to extremism, in some instances a barely concealed sympathy for extremist groups, makes fertile ground for terror to germinate in and subsequently for entities such as the UNSC to point the finger so convincingly. The rest of the world reads these lists as well - and Pakistan makes its choices."

While it describes as unfortunate Pakistan's appearance and description on several global lists indirectly as a problematic nation without specifically acknowledging that terror flourishes from its soil, the editorial further states, "Some of those listed have been arrested but many are not, and as time passes and terrorist and extremist groups continue to recruit many without let or hindrance, and the pool of future terrorist grows, so does the problem. Their names are not yet on any list but they may be in future. Therein lies the root of the problem for Pakistan."

On the latest list issued by the United Nations Security Council (UNSC) of 139 individuals as terrorists and entities, it says, "There will be those that disagree with the presence of some individuals and organisations on the list, but in a majority of cases the evidence is clear and growing."

"Such lists rarely shrink over time unless the state in question is successfully and longitudinally countering terrorism. Israeli lawmakers have passed a controversial bill allowing police to hold the corpses of alleged Palestinian assailants indefinitely, parliament said on Thursday.&nbsp;

Israeli police get right to hold Palestinian assailants' bodies

US Secretary of State Rex Tillerson has refused to rule out the use of military action, involving air strikes, on terror groups in Pakistan and cutting off its status as a privileged military ally if Islamabad doesn&#39;t crack down on the Taliban and other extremist groups.

&quot;We are going to attack terrorists wherever they live, and we have put people on notice that if you are harboring or providing safe haven to terrorists, be warned, be forewarned,&quot; Washington Examiner quoted Tillerson as saying.
