In the event of a Chinese invasion of Taiwan, the island could deploy a massive drone swarm designed to disrupt and harass the invading forces.

That is the plan for now, according to the top US admiral in the Pacific, who said the “Hellscape” plan is intended to divert China and buy the United States time to respond.

At the Shangri-La Dialogue Summit, Admiral Samuel Paparo, head of US Indo-Pacific Command, emphasised the potential for advanced unmanned systems to play a significant role in deterring conflict in the Taiwan Strait.

“I want to turn the Taiwan Strait into an unmanned hellscape using a number of classified capabilities,” Paparo said.

“I can make their lives absolutely miserable for a month, which buys me the time for the rest of everything,” the admiral added.

It may be mentioned here, the plan involves launching thousands of unmanned systems, from surface vessels and submarines to aerial drones, to fight Chinese invading forces as soon as they begin to cross the Taiwan Strait.

This type of plan would need heavy investments in cheap, reliable drones, which the US has been doing with its Replicator initiative.

Last year, the Department of Defence officially announced the programme, outlining a long-term plan to field thousands of autonomous systems.

Back in March, Deputy Defence Secretary Kathleen Hicks said the Pentagon aims to spend US$1 billion this fiscal year on Replicator.

Previous summer, Hicks stated that Replicator aimed to neutralise China’s significant gains, which lie in its sheer size: "More ships. More missiles. More people."

She stated, "We’ll counter the People’s Liberation Army’s mass with our own, but ours will be more challenging to anticipate, target, and defeat."

Modi's response to Taiwanese president on India election victory angers China

Palau President Surangel Whipps, on Wednesday (Jun 5) confirmed that the island nation witnessed its first major cyberattack and said that their analysis suggested that China was involved.

The Pacific archipelago is one of the 12 states across the world that recognise Taiwan as a self-rule island and maintain diplomatic ties with the island, which China claims as its territory.

What we know about the cyberattack

Whipps said that the attack, where thousands of documents were stolen from island nation's government, took place soon after Palau signed a new 20-year economic and security deal with the United States.

“This is really the first major attack that we’ve seen on government records,” said Palau’s president during his visit to Japan. A report by the New York Times said that more than 20,000 documents were stolen from Palau’s government, back in March.

The archipelago made of 350 small islands in the Pacific Ocean is becoming increasingly significant for Washington as it has sought to counter Beijing’s influence in the Indo-Pacific region.

Earlier this year, the US reportedly finalised the long-delayed plan to give Palau hundreds of millions of dollars in aid over the next two decades.

The documents, stolen in March, appeared on the dark web a month later and, according to NYT, included a presentation about a US radar installation in Palau marked, “For Official Use Only.”

It also reportedly had crew lists of Japanese Navy ships which had visited the island nation. Some of the thousands of documents stolen also detailed the close relationship between Palau and Taiwan.

After the NYT report, Taiwan, on Monday (Jun 3) condemning the cyberattack said that it was ready to help Palau beef up its digital defences against “authoritarian infiltration.”

Palau’s president blames China

“China wants to weaken those relationships, show our vulnerability, and what a great way to do it by hacking our system,” said Whipps presumably referring to the island nation’s relations with Taiwan and the US.

According to Palau’s president, the analysis of the data showed the ransomware was likely developed in Russia. It was sent out of Malaysia and “it looks like it has ties back to China”.

He added, “The reason we say maybe there’s government involvement is that they weren’t interested in money. They really didn’t demand any money.”

However, the NYT reported a ransomware group known as DragonForce claimed responsibility for the cyberattacks and said it carried out the ‘hack purely for financial gain’.

Palau’s president also accused China of not respecting their boundaries and said this is not the first incident, referring to “research vessels conducting activities within our waters, without our permission.”

China rejects claims

In a separate interview, Palau’s president had said “It is unfortunate that China would do things like this,” and reaffirmed ties with Taiwan.

China has since rejected the allegations and called Whipps’ remarks “extremely irresponsible”.

“It is extremely irresponsible for Palau to jump to conclusions and make unfounded accusations and smears against China without valid evidence,” said the Chinese foreign ministry, as quoted by NYT.

However, on Tuesday Chinese foreign ministry spokesperson, Mao Ning, said she was not aware of the reports and that Beijing has “always opposed any form of cyberattack”.

Security was tight and access to Beijing’s Tiananmen Square on Tuesday (Jun 4) was restricted on the 35th anniversary of the 1989 Tiananmen Square crackdown in the Chinese capital. Meanwhile, Taiwan’s president said that he will work hard to preserve the memory of the crackdown.

Security heightened in China, Hong Kong

Hong Kong, according to Reuters, increased policing while people in Taiwan and elsewhere prepared to mark the date with vigils.

On this day, three and a half decades ago, Chinese tanks rolled into the capital city’s Tiananmen Square to end weeks of pro-democracy protests by workers and students.

At the time, images of a lone unidentified Chinese man in a white shirt standing in front of a column of tanks were shared across the world.

Taiwanese President Lai Ching-te took to social media and said he will work hard to preserve the historical memory and reach out to everyone who cares about Chinese democracy.

“This reminds us that democracy and freedom do not come easily and that we must build consensus with democracy and responds to authoritarianism with freedom,” Lai wrote in a post on Facebook.

He added, “The memory of June 4th will not disappear in the torrent of history. We will continue to work hard to make this historical memory last forever and move everyone who cares about Chinese democracy.”

China has criticised the newly-elected Taiwanese president and called him a “separatist”. Last month, Beijing conducted military drills around Taiwan which it said was a “punishment” for Lai’s separatism.

The incumbent president and his party have rejected China’s sovereignty claims, saying only Taiwan’s people can decide their future.

Taiwan’s defence ministry, on Tuesday (Jun 4) said it detected 23 Chinese aircraft around the island in less than three hours, out of which 16 crossed the median line, referring to the line which separates the island and the Chinese mainland.

Tiananmen Square anniversary: Tight security in China and Hong Kong; Taiwan says will never forget crackdown

China on Sunday (June 2) issued a warning stating that its armed forces were ready to "forcefully" stop Taiwan's independence, further calling for greater exchanges with the United States.

The remarks by Chinese Defence Minister Dong Jun came after the very first substantive face-to-face talks with US defence chief in nearly 18 months at an annual security forum in Singapore.

"We have always been open to exchanges and cooperation, but this requires both sides to meet each other halfway," Dong told the Shangri-La Dialogue where he met with US Defense Secretary Lloyd Austin on Friday.

"We believe that we need more exchanges precisely because there are differences between our two militaries."

Dong and Austin held talks for over an hour at the luxury hotel that was hosting the forum.

Following the discussions, Austin said that telephonic conversations would resume between US and Chinese military commanders "in the coming months", while Beijing lauded the "stabilising" security relations between both countries.

This comes a week after China held military drills around self-ruled Taiwan and also warned to go into war with the island following the inauguration of President Lai Ching-te, who Beijing has described as a "dangerous separatist".

"The Chinese People's Liberation Army has always been an indestructible and powerful force in defence of the unification of the motherland, and it will act resolutely and forcefully at all times to curb the independence of Taiwan and to ensure that it never succeeds in its attempts," Dong told the forum on Sunday.

"Whoever dares to split Taiwan from China will be crushed to pieces and suffer his own destruction."

Dong warned of "limits" to Beijing's restraint on the South China Sea, which China almost claims entirely and where it has almost exclusively been involved in confrontations with Philippine vessels.

"China has maintained sufficient restraint in the face of rights infringements and provocation, but there are limits to this," Dong said.

Taiwan's opposition-controlled legislature passed changes on Tuesday that are seen as favoring China and diminishing the power of the island's president, sparking protests by thousands of people.

Gravitas: Thousands protest new pro-China reforms in Taiwan

Days after Lai Ching-te was sworn in as Taiwan's President on May 20, China launched two-day-long military drills on May 23, surrounding Taiwan in what it called "punishment" for so-called "separatist acts”. US Indo-Pacific Commander Admiral Samuel Paparo in a recent interview aid that military exercises of China around Taiwan were a rehearsal for an invasion. Taiwan's cabinet will reject and send back for review legislation the opposition passed on Tuesday on parliamentary reforms that have brought tens of thousands onto the streets to protest amid accusations of Chinese interference.

The peaceful protests, and sometimes violent confrontations in parliament over the reforms, have been taking place against a backdrop of broader concern about efforts by China, which views Taiwan as its own territory, to influence the island's politics and split Taiwanese public opinion.

The Democratic Progressive Party's (DPP) Lai Ching-te won the presidency in January elections, but the party lost its majority in parliament. Taiwan's main opposition party, the Kuomintang (KMT), along with the small Taiwan People's Party, together have the most seats.

The parliament reforms give lawmakers the power to ask the military, private companies or individuals to disclose information deemed relevant by parliamentarians, who have the power to punish those who fail to co-operate.

They also criminalise contempt of parliament by government officials, and require the president to give regular reports to parliament and answer lawmakers' questions, which would be a first for Taiwan.

In a statement late on Monday, the cabinet said the legislation could breach the constitution and separation of power between the executive and legislative branches, and once it had received the documents it will send them back for parliament to reconsider.

The cabinet said while that was likely to be vetoed by parliament, it was "duty bound" to do this.

The DPP, which says the reforms were forced through without proper consultation and their content either vague or an over-reach of power, said it would support its lawmakers to ask the constitutional court for an interpretation on whether the laws and the way the reforms were pushed through were constitutional.

The DPP, and many of the protesters, have repeatedly accused the KMT of being in league with Beijing in trying to ram through the legislation.

Several senior KMT leaders have visited China this year in what the party says is an effort to keep open lines of communication. China refuses to talk to Lai or his party, saying they are "separatists".

The KMT strongly denies being pro-Beijing and says the parliament reforms are meant to improve government accountability.

"The KMT dismisses the accusations of collusion with China as unfounded and politically driven," the party said in statement in the early hours of Wednesday.

China views Taiwan as its own territory. The government in Taipei rejects Beijing's sovereignty claims, saying only the island's people can decide their future.

Also Read: Protests erupt as opposition-controlled Taiwan parliament pushes pro-China ‘reforms’ The parliament reforms give lawmakers the power to ask the military, private companies or individuals to disclose information deemed relevant by parliamentarians, who have the power to punish those who fail to co-operate. Watch: Taiwan-China tensions: Is China preparing to invade Taiwan? Several senior KMT leaders have visited China this year in what the party says is an effort to keep open lines of communication. China refuses to talk to Lai or his party, saying they are "separatists". The KMT strongly denies being pro-Beijing and says the parliament reforms are meant to improve government accountability. "The KMT dismisses the accusations of collusion with China as unfounded and politically driven," the party said in statement in the early hours of Wednesday. China views Taiwan as its own territory. The government in Taipei rejects Beijing's sovereignty claims, saying only the island's people can decide their future.
