With COVID-19 situation evolving every day around the world, Sri Lanka and the United Arab Emirates (UAE) have been kept among the back-up venues for the 2021 T20 World Cup should India fail to curb the spread of the dreaded virus in the country.

The ICC, last week, confirmed that India will be hosting the 2021 edition of the tournament as scheduled while the postponed 2020 T20 World Cup will be hosted by Australia in 2022. While locking on back-up venues has been a standard practice for every ICC Event, the situation around the virus makes it significant this time around.

As per a report in ESPNcricinfo, Sri Lanka and UAE have been kept among the back-ups for the showpiece event in 2021 in case India fails to flatten the curve by then. India is currently the third-worst hit country in the world in terms of positive cases with over 2 million cases and 45,000 deaths.

Given the current situation, the BCCI was forced to relocate the much-talked-about Indian Premier League (IPL) 2020 to the UAE and have placed just tentative plans to start the domestic season.

The BCCI has maintained that it doesn’t want to host three big tournaments including 2023 IPL and World Cup back-to-back and came to a consensus about hosting the 2021 T20 World Cup in the ICC Board meeting. However, the recent outbreak of coronavirus in Australia played a part in Cricket Australia agreeing to host the T20 World Cup in 2022.

2021 T20 World Cup: UAE, Sri Lanka among back-up venues for tournament

There has been a lot of talks surrounding India’s hosting rights for the T20 World Cup in 2021 with the BCCI failing to secure tax exemptions for the showpiece event. Even the ICC has threatened to pull back the tournament from India. A BCCI official has now dismissed all the reports suggesting that India is at risk of losing hosting rights for the T20 World Cup.

Tax exemptions for ICC events are required as per host agreements and the BCCI was supposed to confirm the same by May 18 but the Indian board has asked for an extension citing lockdown rules behind failure to resolve the matter with the Indian government.

Earlier, a report in ESPNCricinfo stated that ICC has threatened to shift the tournament away from India over the tax issues. But BCCI treasurer Arun Dhumal has now said that there is “no risk” to the tournament and the negotiations are on with the ICC.

“There is no risk to the tournament,” he said by telephone. “That is a work in progress. We are discussing it with the ICC and we’ll resolve it.”

The BCCI failed to secure tax exemptions when it hosted the T20 World Cup in 2016 with ICC withholding an equal sum from India’s share of the revenue. But this time, the financial hit may almost be tripled given the growth of the shortest format of the game in the last few years.

“There are certain timelines within the agreements that we collectively work towards to ensure we can deliver successful world class events and continue to invest in the sport of cricket,” an ICC spokesperson told Reuters.

“In addition to this, the ICC Board agreed clear timelines for the resolution of the tax issues which we are guided by.”

India not at risk of losing 2021 T20 World Cup hosting rights: BCCI treasurer Arun Dhumal

The International Cricket Council (ICC) has threatened to pull back India’s hosting rights for the 2021 T20 World Cup as the Board of Control for Cricket in India (BCCI) failed to get tax exempted for the tournament.

Following BCCI’s failure of getting tax exempted for the T20 World Cup, ICC has sent hard-hitting emails to the Sourav Ganguly-led Indian board while reminding that cricket’s global body reserves the right to shift the marquee tournament from India.

A deadline of May 18 was given to BCCI by the ICC to sort out the tax issue with the Indian government but the Indian board had asked for the deadline to be extended to June 30.

"In light of the BCCI's notification of force majeure, we would highlight the obligation on the BCCI of the Host Agreement and that IBC (ICC Business Corporation) is entitled to terminate the agreement with immediate effect at any time from 18 May 2020," Jonathan Hall, the ICC's general counsel, was quoted by ESPNcricinfo.

"The BCCI has clearly had many years to arrange the tax solution which is why the agreement asks for it to be provided .no later than 18 (eighteen) months prior. and why the BCCI was required to provide it by 31 December 2019. In such circumstances, IBC is not prepared to agree to the requested extension to June 30, 2020 or 30 days after the lockdown is lifted whichever is later.

"In the meantime, all of IBC's rights are reserved in full including the right to challenge whether or not a valid force majeure exists," Hall wrote in a letter to the BCCI on April 29.

Last time when India hosted the 2016 edition of the T20 World Cup, the ICC suffered losses to the tune of $20-30 million after the Indian board failed to secure tax exemption. And if India fails to get tax exemption for the T20 World Cup 2021, ICC will lose around $100 million.

The ICC now stands to lose around $100 million if the BCCI fails to secure the tax exemption against the T20 World Cup in India.

The BCCI has asked for more time from the ICC to resolve the issue while citing lockdown in India as reason behind failure to approach Indian government to take up the matter.

"While BCCI has been making all efforts to get a 'tax solution' for the event, in view of the current situation, which is beyond the control of the BCCI, it is not possible for BCCI to obtain requisite permission/consent from the Government of India before April 17, 2020. In light of the above, the BCCI hereby requests IBC to grant an extension of time till June 30, 2020 or 30 days after the lockdown is lifted, whichever is later.

"For the avoidance of doubt, this letter constitutes a notice of Force Majeure under Host Agreement," the BCCI told the ICC.

The T20 World Cup is scheduled to be held in October-November.
