<p>The Supreme Court on Tuesday refused to stay the green tribunal's order of setting aside the Tamil Nadu government's decision to close Vedanta's Sterlite copper plant at Tuticorin.</p>

<p>A bench, headed by Justice R F Nariman, sought response from Vedanta on the state government's appeal against the National Green Tribunal's (NGT's) order to reopen the plant.</p>

<p>The state had moved the top court, saying that the NGT had "erroneously" set aside various orders passed by the Tamil Nadu Pollution Control Board (TNPCB) last year with regard to the Sterlite plant.</p>

<p>It had said the tribunal had consequentially directed the TNPCB to pass fresh orders of renewal of consent and issue authorisation to handle hazardous substances to the Vedanta Limited.</p>

<p>On December 15, the NGT had set aside the state government's order for closure of the Sterlite copper plant, saying it was "non sustainable" and "unjustified".</p>

<p>Justices K K Sasindhran and P D Audikesavalu of the Madurai Bench also restrained the Vedanta group from taking any steps to reopen the unit.</p>

<p>Hearing a petition against reopening of the Sterlite unit following the December 15 NGT order, the court directed that status quo will continue till January 21 and ordered the state government to inform by then whether it intended to file an appeal against the tribunal verdict.</p>

<p>The bench issued notice to the state chief secretary and the Chief Executive Officer of Sterlite to file their counter.</p>

<p>On an appeal by the Sterlite, the NGT had quashed the May 28 order of the Tamil Nadu Pollution Control Board (TNPCB) for permanent closure of the plant in the wake of protests by locals, holding that that it was "non-sustainable" and "unjustified".</p>

<p>Sterlite had on Thursday said it had sought permission from the TNPCB for reopening the plant.&nbsp;</p>

<p>The foundation stone of Sterlite’s copper-smelting plant in Tamil Nadu's Thoothukudi district was laid by the late former chief minister of Tamil Nadu, J Jayalalithaa, in the year 1994.</p>

<p>For over two decades, locals here have been fighting cases in various courts to protest its ongoing operations stating that the plant causes severe air and water pollution and contaminates the soil. &nbsp;</p>

<p>So far, there have only been temporary shutdowns and the plant has continued with its operations.&nbsp;</p>

<p>This year, fresh protests started in February when the company commenced works on its second unit amid opposition from the local people.</p>

<p>Section 144 of the CrPC (Criminal Procedure Code which lists out the procedure for administration of law in India), which prevents unlawful assembly of people in an area, has been imposed in and around the Sterlite unit. There is a heavy deployment of police in the city, with additional forces being rushed in from neighbouring cities as well.</p>

<p>Meanwhile, Tamil Nadu Chief Minister K Palaniswami announced a compensation of Rs 10 lakh to the families of each of those killed, Rs 3 lakh to those seriously injured, and Rs 1 lakh for people who suffered minor injuries.</p>

<p>The Sterlite plant is a copper unit of Vedanta Limited.&nbsp;</p>
