"It was the first time that party workers of a political outfit had to ask their chief to look out for another seat, as they felt Amethi was not a secure seat anymore. That tells you how good is the atmosphere for the BJP. This is not a fight against the BJP and the Congress. It is a genuine fight between the people and a 'lapata saansad(Sansad)' (missing parliamentarian). He was absent for five years and even during the campaign. He also did not speak about Amethi in the Parliament," she added.

Irani's statement comes close on the heels of Congress general secretary east UP Priyanka Gandhi Vadra's statement on Wednesday in Raebareli where she had said that her party had fielded some candidates in UP with an aim to cut into the BJP's vote share.

"Congress will win on the seats where our candidates are strong. Where our candidates are slightly lightweight, they will cut into the BJP`s vote share," she had told media persons.

Samajwadi Party (SP) president Akhilesh Yadav has also dismissed Priyanka`s statement as an "excuse" since the "people are not with them."&nbsp;

"I cannot believe in these types of statements. I do not believe that the Congress has fielded weak candidates anywhere. No party does it. People are not with them. That is why they are making excuses," Yadav told ANI in an exclusive interview.

In Uttar Pradesh, where 80 Lok Sabha seats are up for grab, SP is contesting 37 seats, BSP 38, and their ally - RLD - three seats. They have not fielded candidates from Amethi and Raebareli from where Congress president Rahul Gandhi and UPA chairperson Sonia Gandhi are seeking their re-election.

So far 39 Lok Sabha seats have gone to polls in the state, while remaining 41 will go to polls during the remaining three phases of the polling, the last phase of voting on May 19. The counting of votes will take place on May 23.

Criticising Khan for his below-the-belt remarks, Union Minister of Textiles Smriti Irani, while speaking to ANI in Amethi, said, “Derogatory comments were being made on a woman and SP leaders were sitting silently. I urge them that politics has its own place and respect for women in India has its own.”

Senior Congress Sheila Dikshit, too, condemned Khan's remarks. "This is highly condemnable, he owes an apology to women immediately. It is unacceptable, action should be taken against him," she added.

Earlier in the day, Jaya Prada had said Khan should not be allowed to contest the Lok Sabha elections. "He shouldn't be allowed to contest elections. Because if this man wins, what will happen to democracy? There will be no place for women in society," she said.

However, Khan, while speaking to ANI, said he did not name anyone and would withdraw his candidature from the ongoing polls if proved guilty.

Uttar Pradesh Chief Minister and BJP leader Yogi Adityanath on Sunday hit out at the Bahujan Samaj Party (BSP) and Samajwadi Party (SP) stating that the former will not be able to win even a single seat, while the latter will find it difficult to retain even the five seats it won in the 2014 Lok Sabha elections.

"BSP is going to be on zero (seats) just like they were in 2014. SP won five seats in 2014. They will find it tough to win even those five seats this time," he told ANI.

Claiming that the Deoband rally of the grand-alliance only showed their panic, the Chief Minister said, "Deoband rally only shows the panic of the parties in the grand alliance which is there because they are finding a threat to their existence."

"Why they did not discuss the anarchic condition during their rule? Why did they not discuss the Muzaffarnagar riots? They don't have guts to reveal the truth," he added while asserting that this only showed grand-alliance leaders are not focused on real issues.

Adityanath alleged that for the sake of their survival, grand alliance leaders are resorting to lies and deception.

"In last two years, our government with the support of Prime Minister Narendra Modi government gave around 23 lakh houses to the poor people in the state. If you look at the two years of SP government, even though the PM Modi government wanted to help yet only 83000 houses were sanctioned," he said.

"We are challenging them to compare 55 years to 55 months," he added.

Taking a dig at those fighting to be Prime Ministerial candidates, he said, "Those who are fighting the election on 36-38 seats are dreaming to become the Prime Minister. Nothing could be more laughable than this."

Reacting to the jibe from the opposition of being drunk on power, the Chief Minister said, " No we are not "high" on power. We work on "sabka sath, sabka vikas".&nbsp; "But, what did the SP, BSP government during their term?"

The Chief Minister also recalled how Akhilesh Yadav changed the name of Kanshi Ram medical college in Saharanpur.

"Dalits should see that how low they (BSP) could go to power," he said while asserting that people of the country want to see Narendra Modi as the Prime Minister of the country again.

Addressing a public rally at Saharanpur district earlier in the day, BSP chief Mayawati had said, "I appeal to Muslims that the Congress is not capable of defeating the BJP."

"Only the alliance parties are capable of doing it. Congress does not want the alliance to win. I appeal to Muslims that vote for alliance only. Do not vote for the Congress," she said.

SP chief and former Chief Minister Akhilesh Yadav was also present in the rally, the first one jointly addressed by BSP-SP leaders.

The Lok Sabha elections in Uttar Pradesh is scheduled to be conducted in all the seven phases from April 11 to May 19.

CRPF convoys moving to and from the Kashmir Valley will now be commandeered by a higher SP-rank officer and a single motorcade will not have more than 40 vehicles at any point of time, the paramilitary force has ordered in the wake of the Pulwama terror attack that killed 40 troops during a similar movement.

PTI has accessed a set of new standard operating procedures (SOPs) issued by the force headquarters in Delhi for vehicle-mounted movement of troops in Jammu and Kashmir, and it has also been ordered that the 'passenger manifest discipline' for each vehicle in the convoy be strictly adhered to.

Amongst the first set of changed SOPs is the move to depute a second-in-command rank officer (equivalent to Superintendent of Police rank) of the force to lead the convoy instead of the current practice of a junior Assistant Commandant-rank (Assistant SP) officer heading the entourage.

This is to ensure that the convoy is led by an experienced and senior official who will have a better understanding and strategy to manoeuvre the convoy to and from the Kashmir Valley which is operationally very sensitive due to terrorist acts and IED threats, official sources said.

This will also upgrade the accountability hierarchy and the new convoy commander will now directly report and coordinate with one of the three Central Reserve Police Force Deputy Inspector General (operations) based in Kashmir.

Till now, the convoy commander or the Assistant Commandant used to report through the Commandant to their higher-ups.

The convoy commander usually travels in the lead in a communications gadget-fitted vehicle comprising armed troops for quick reaction. It has also been decided that the convoy strength will not go beyond 40 vehicles in any case and "all possible efforts" will be made to essentially keep the number of vehicles in a motorcade to the least possible of about 10-20 for effective management and control, they said.

A CRPF bus in the fifth position of a 78 vehicle convoy was targeted by a Jaish-e-Mohammad (JeM) suicide bomber after he detonated his explosives-laden SUV near it on the Jammu-Srinagar highway in Pulwama on February 14.

The over 2,500 personnel strength convoy was being commanded by an AC-rank officer and all 39 personnel in the ill-fated bus and a sub-officer stationed on the ground, as part of a road sanitisation party, were killed in the deadly blast.

The force undertook a huge and time-taking task of identifying the bodies of its slain personnel as the blast had blown the bus and its occupants to smithereens making it difficult to identify the mortal remains as it is understood that some men changed their vehicles when the convoy last halted.

It has, sources said, hence been decided that all those who are allotted a seat in the vehicle will scrupulously stick to the seating plan and re-board the same bus or truck after the convoy resumes post a refreshment break.

A sub-officer in the rank of an Inspector or a Sub-Inspector will be responsible for ensuring that the passenger manifest of each vehicle remains intact, they said.

The convoys will also have a changed strategy of having bullet-proof mobile bunkers which are always deployed at frequent gaps in the motorcade for an armed offensive or defensive action in case of an attack.

Also, each vehicle in the convoy will have armed security personnel as usual, but their numbers and position will be changed dynamically and as per operational requirements, they said.

The CRPF, designated lead force for internal security duties and anti-terrorist operations in Kashmir, is also mulling to create a new full-fledged transit facility for its troops in Udhampur that will reduce by about 70 km, the distance between Jammu and Srinagar.

The present transit camp is in Jammu and it takes about 10-12 hours for convoys to cover about 300 km between these locations.

A transit facility in Udhampur will reduce the time taken and the risk involved in running convoys, which cannot be done away with completely despite the government recently allowing all personnel to take a flight to Srinagar from either Jammu or Delhi, they said.

The around three lakh personnel strength force has about 65 battalions or about 70,000 personnel deployed in the Kashmir Valley and has two sectors, Kashmir and Kashmir operations, headed by two Inspector General rank officers.

In this article, we look at eleven key factors which will determine the results of UP in 2019.

Transfer of votes without leakages: The success of any alliance depends upon the ability of partners to transfer their votes to each other with limited leakages. While in Bihar in 2015, a similar Mahagathbandhan (MGB) of Lalu, Nitish and Congress succeeded in doing so, in UP, alliance of SP-Congress failed to shift votes to each other in 2017. An informal alliance of SP and BSP for three bypolls succeeded vote transfer in bypolls last year.&nbsp;

Management of rebels: SP and BSP contested separately in 2014 and on an aggregate fielded 158 candidates. Almost half of these candidates (82 out of 158) will be denied tickets this time due to an alliance. Both parties will have to put in a lot of efforts to quell rebellion and reduce the impact to minimum levels. Uncle Shivpal’s party and even Congress could accommodate such rebels.

Ram Mandir &amp; reverse polarisation: The Mandir issue is hot currently with RSS and other Hindu organisations. UP CM Yogi Adityanath has many times reiterated that bhavya Ram mandir will be built in Ayodhya. In such an environment, any attempts to consolidate the minority vote by MGB in their favour could be counter-productive and unify the Hindu votes towards BJP.

Voting preference of non-Jatavs: The prime reason for decline in BSP’s influence in UP has been that it is losing support of its core vote bank of Dalits. They account for 21 per cent of the population; Jatavs (Mayawati’s caste is 12-14 per cent) and non-Jatavs (7-9 per cent). The support of non-Jatavs which was 64 per cent for party in 2009 declined to 30 per cent in 2014. BJP emerged as the choice for 45 per cent of non-Jatavs in 2014 as they were unhappy with Jatavisation/ Brahmanisation of BSP.&nbsp;

Voting preference of non-Yadav OBCs: OBCs account for 40 per cent of the state’s population. Yadavs (10 per cent) have been backing the SP while non-Yadavs (29 per cent), including Kurmis, Lodhis, Patels mostly supported the BJP till the time Kalyan Singh was there in the party. After his exit in 1999, the party lost the NYOBC votes to SP-BSP. From 43 per cent in 2002, support of Kurmis/ Koeris for BJP declined to 20 per cent in 2009. The fact that Modi belongs to the OBC community, strategic alliance entered with Apna Dal and disenchantment of non-Yadavs with SP due to their neglect led to massive consolidation in favour of BJP (60 per cent) in 2014.

How many sitting MPs are denied tickets? Modi and Shah follow a unique model to curb anti-incumbency. Today there is BJP government at the Centre, in the state and in many local bodies. So, the party has to face what I call triple anti-incumbency. To negate the impact of this, the party usually denies tickets to 30-40 per cent of its existing MPs/ MLAs. In the three state elections held recently, the number was between 25-30 per cent. In MCD elections, all corporators of BJP were denied tickets.

How seriously Congress fights in UP &amp; Priyanka factor: After being snubbed, the Congress has declared it will contest all 80 seats and has made Priyanka in-charge of East UP. She is expected to contest from Rae Bareli. This has enthused the party cadre. The Congress bagged 7.5 per cent vote share in 2014 in peak Modi wave, winning two and finishing second in seats. It also has influence in urban areas and enjoys support from section of upper castes, Muslims and Dalits in the state. If SP, BSP, Congress and RLD had contested together they would have won 57 seats in 2014 instead of 41 if only SP and BSP contested together.&nbsp;

Impact of smaller parties: Smaller parties have traditionally recorded 10-15 per cent vote share in UP. They are community-specific parties like RLD (Jats), Apna Dal (Patel’s), SBSP (Rajbhar), Nishad Party (Mallah) etc. BJP entered into strategic alliances with Apna Dal and SBSP in central and state polls to get the community votes and make inroads. Both allies are unhappy with BJP and posturing for more tickets this time around. Nishad Party is likely to get two seats from MGB quota.&nbsp;

Voting pattern of first-time voters: First-time voters play a crucial role in every election. These young voters mostly do not carry any baggage of ideology and vote on issues/ development. A media survey in 2014 said that almost half of 15 crore first-time voters in the 2014 general election, wanted to see Modi as PM. BJP made good inroads into young Yadav and Dalit voters in UP. As per reports, there are 12.7 crore first-time voters in 2019 out of which 2.2 crores are in UP.

Ability of MGB to manage contradictions in its vote blocks: It will be difficult for a section of SP and BSP cadre to accept each other as allies forgetting their bitter past. Many Dalits have borne the brunt of violence/torture by powerful OBCs.

How does development vs caste politics pan out? In 2014, BJP was able to convert the caste-ridden politics of the state into a narrative of nation-building and got support from all caste/class groups. As AK Verma opines in NES 2014, “This victory signalled a paradigm shift in voter behaviour, with a preference for good governance and development pushing out the identity politics of caste and community.” Whether MGB takes it back to caste politics, remains to be seen!

To sum up, in 2019, voters of UP will evaluate the performance of the Modi government. MGB will try to convert this battle into an ‘agadey vs pichadey’ fight. An interesting battle on the cards with many layers.

He said, "from Kashmir to Kanyakumari, every 'intruder' will be sent home if the BJP returns to power".

Shah said the party remained committed to the construction of the Ram temple at the disputed site in Ayodhya, and challenged the opposition parties to spell out their own stands on the issue.

He was addressing booth-level party workers in Uttar Pradesh, in a series of such interactions in the run-up to the Lok Sabha elections.

"Should the intruders not be thrown out of the country,"&nbsp;Shah asked them, in an apparent reference to migrants from Bangladesh.

He said the recent exercise on the National Register of Citizens (NRC) in Assam had identified 40 lakh such people, and "the process of throwing them out has started".

"If UP elects the Narendra Modi government again in 2019, every single intruder will be ousted from Kashmir to Kanyakumari," he said.

"These intruders may be a vote bank for "bua" and "bhatija", Shah said, referring to alliance partners Bahujan Samaj Party chief Mayawati and Samajwadi Party president Akhilesh Yadav. "For us, it is national security that is most important."

The Bharatiya Janata Party chief said all BJP workers want to know the <a href="http://www.wionews.com/india-news/rahul-gandhi-should-explain-his-stand-on-ayodhya-issue-amit-shah-194670">party's stand on the Ram temple</a>.

"I want to make it clear that the BJP is committed to building a grand Ram temple at the same place at the earliest," he said.

He charged that the Congress wanted the Ayodhya land case taken up only after the elections.

He said the faith of crores of people was attached to the case and asked the Congress, "Whom do you want to appease?"

"I have said here that the BJP is committed to the Ram temple's construction, but I want to ask bua-bhatija and Rahul baba to clear their parties' stand on it,"&nbsp;he said, throwing a challenge at UP's opposition alliance and the Congress.

"If they do not want it, they should clearly tell the people. Whatever their stand is, the BJP will get a grand temple built there," he said.

Shah recalled that the Centre has moved the Supreme Court seeking permission to return the uncontested land adjacent to the disputed site to its original owners.

He referred to Congress women wing chief Sushmita Dev remark Thursday that the party will scrap the triple talaq law if it comes to power.

"Should Muslim women and girls not get their rights," he said.

"Every woman in the country has the right to her dignity and Modi will give this right to Muslim women as well," Shah said.
