It is being further alleged that Shukla is an associate of BJP Member of the Legislative Assembly from Sidhi, Kedar Nath Shukla. However, the lawmaker has refuted such reports.

&nbsp;“A viral video of Sidhi district has come to my notice... I have instructed the administration to arrest the culprit and take strict action and also impose NSA," CM Chouhan tweeted in Hindi.

Following the incident, the police booked Shukla under Sections 294 (obscene acts), 504 (Intentional insult) of the Indian Penal Code and other provisions of the Scheduled Caste and Scheduled Tribe (Prevention of Atrocities) Act, 1989, local media reported.

It is being further said that the police might impose the stringent National Security Act against Shukla in the case.

The video drew the ire of the opposition parties, with Congress leader and former chief minister Kamal Nath saying, "There is no place for such a heinous and fallen act in a civilised society."

He also said atrocities against tribals in Madhya Pradesh should come to an end.

Sharing the disturbing video on Twitter, Congress spokesperson Abbas Hafeez said, "The BJP leader, who talks falsely about the interests of the tribals, is pissing on a tribal poor person like this. Very condemnable act."

She tagged the CM and wrote, "Is this your tribal love?? What to call this Jungle Raj and why the BJP leader was not arrested? The name of the accused is being told as Pravesh Shukla, who is the representative of the BJP MLA. The MLA is Kedar Nath Shukla."

Issuing a clarification to ANI news agency, BJP MLA Kedar Nath Shukla said, “He (the culprit in the video) is neither my representative nor an associate. He is not connected to BJP in any way. I am demanding strict action against the culprit".

A number of BJP leaders Tuesday hit out at the ruling BJD and the Congress accusing their leaders of showing scant respect to the victims of Pulwama terror attack and questioning India's retaliatory air strike.

BJP vice-president and former Madhya Pradesh Chief Minister Shivraj Singh Chouhan, Union Minister R K Singh and party vice-president Baijayant Panda slammed the two parties during poll rallies in Nimapara, Jajpur and Balasore respectively.

Criticising Odisha Chief Minister Naveen Patnaik, Chouhan claimed that a BJD MLA had manhandled a relative of a CRPF jawan of Odisha, who was killed in the Pulwama attack.

The incident took place shortly before the funeral of the slain soldier Manoj Kumar Behera.

"It is unfortunate that the chief minister did not take any action against the MLA. He did not even condemn the action which triggered public outcry," Chouhan said.

The BJP vice-president said Sam Pitroda, the technical advisor to the Odisha Government, had also raised questions on the air strike undertaken by India in Balakot in Pakistan after the Pulwama terror strike.

"Like the BJD MLA who assaulted the martyr's relative, Pitroda was also close to the chief minister," he said.

Chouhan also came down heavily on Congress for raising questions about the Balakot air strike and its outcome.

Alleging that crimes against women in Odisha showed an alarming rise, he said conviction rate in heinous crimes like rape is abysmally low in the state.

He claimed that Odisha government has failed to provide basic amenities including electricity and water to farmers for which they are committing suicide.

Chouhan further alleged that the chief minister is shielding corrupt officials during his 19 years of rule.

Addressing a public meeting at Jajpur, Union Minister of State for New and Renewable Energy, Raj Kumar Singh said people have full faith on Prime Minister Narendra Modi because of significant achievements made during the last five years.

The people of Odisha are also keen to bring about a change as there has been no development and they are fed up with corruption, he said.

Retaliation of Pulwama terror attack is a strong message to Pakistan and China that India will take strong action if it is attacked, he said.

Rubbishing Congress` claims of urea shortage, Chouhan told ANI, " Congress is in power in the state now, they should stop making baseless allegations and run the government efficiently. The state has already received more than 4 lakh metric tonne Urea till December 15, it should be distributed among farmers appropriately."

This comes amid the Congress government writing off loans of farmers in the state.

After winning the recently-concluded elections, the Congress government as promised, waived farm loans in the state. A similar announcement was made by the grand old party in Rajasthan and Chhattisgarh, where it uprooted the BJP and formed the government.

Some individuals might have faced anti-incumbency at some places, but not against the government, the chief minister said, asserting that there was no anti-incumbency.

When it was pointed out that the EC had itself said the electricity went off for two hours in a strongroom in Bhopal, Chouhan said the commission was responsible and it would look into it.

On the mob violence in Uttar Pradesh's Bulandshahr district in which a police officer was one of the two persons killed in the incident, Chouhan said the BJP was against violence and action would be taken as per the investigation.

Alleging that the ruling Telangana Rashtra Samithi (TRS) in Telangana had disappointed people on various fronts, Chouhan said BJP was the alternative.

When it was pointed out that the EC had itself said the electricity went off for two hours in a strongroom in Bhopal, Chouhan said the commission was responsible and it would look into it. On the mob violence in Uttar Pradesh's Bulandshahr district in which a police officer was one of the two persons killed in the incident, Chouhan said the BJP was against violence and action would be taken as per the investigation. Alleging that the ruling Telangana Rashtra Samithi (TRS) in Telangana had disappointed people on various fronts, Chouhan said BJP was the alternative. Describing the alliance among the Congress, the TDP, CPI and Telangana Jana Samiti for the Telangana polls as "opportunistic", he claimed that it was a failure".

Taking a dig at the Congress, Shivraj Singh Chouhan Monday said "raja, maharaja and udyogpati" were troubled because a farmer's son had been the chief minister of Madhya Pradesh for the last 13 years.&nbsp;

Speaking at a rally in the poll-bound state, the chief minister said the three Congress leaders were "conspiring" to prevent him from becoming the chief minister for a fourth consecutive term.&nbsp;

The state goes to polls on November 28 and the counting of votes will take place on December 11.

Therefore, they are constantly conspiring against me by levelling baseless allegations," he said.&nbsp;

The BJP leader told the gathering that the Congress had filed a petition in the Supreme Court about irregularities in the state's voters' list, but the apex court had dismissed it.

Further hitting out at the opposition party, Chouhan said the Congress was under an "illusion" that there was "anti-incumbency" prevailing in the state.

The Congress created legal hurdles in the implementation of the Sambal scheme under which outstanding electricity dues of people belonging to economically weaker sections were waived off, he said.

Referring to former chief minister Digvijaya Singh as "bantadhar" (spoilsport), Chouhan alleged road, water and power infrastructure had completely deteriorated under the former's tenure.&nbsp;

The elections to 19 local bodies were held on January 17.

One seat was won by an independent, a State Election Commission officer said here.

BJP candidates for president&#39;s post won at Peethampur Municipality and Nagar Parishad of Dahi, Kukshi, Dhamnod, Pansemal, Rajpur, Palsud and Omkareshwar. The BJP also won, unopposed, the post of president of Sendhwa Municipality.

Congress won the president&#39;s post at the municipalities of former chief minister Digvijay Singh&#39;s stronghold Raghogarh, Barwani, Manawar and Dhar, besides nagar parishads at Anjad, Khetia, Sardarpur, Rajgarh and Dharmapuri.

The president&#39;s post in Jaithari Nagar Parishad was won by an independent candidate.

Across these 19 local bodies, BJP won 194 seats of corporators while the Congress won 145. Independent candidates claimed 13 seats.

Rebel candidates marred the BJP&#39;s chances in many places, Chouhan told reporters at Mandsaur.

It rejected the allegations of tampering of the hard disc, which was being considered as the crucial piece of evidence in the multi-crore recruitment scam levelled by Congress leader Digvijay Singh and whistle blower Prashant Pandey, CBI sources said.

It said that Pandey had also submitted two pen drives -- to the Delhi High Court and the CBI -- carrying excel sheets to buttress his claim that hard disc drives seized by Indore Police in 2013 were tampered to remove 48 instances of the &quot;CM&quot; from the records.

The findings of the CBI will come as a major relief for Madhya Pradesh Chief Minister Shivraj Singh Chouhan, faces assembly elections next year.

The assembly elections in Madhya Pradesh are a year away, and despite the massive farmer stir rocking the state, the Congress has not been able to project any leader nor succeeded in getting all of them on the&nbsp;same page. So, MP Congress is full of leaders bereft of unity. That&#39;s&nbsp;the bane. It is not the organisation but fight at the top in Madhya Pradesh which&nbsp;has led to its defeat from 2003 onwards.

Congress should remember that when even former CM Andhra Pradesh YSR Reddy got ample time to organise his padyatra in Andhra Pradesh, which was being run by TDP for the last 10 years, he kept it limited to a 3-months time span. Instead, Digvijay has gone for a 6-month padyatra (though he insists its non-political nature) who will neither be made PCC President nor projected as the chief ministerial candidate of the state.

What is of great significance is that over the last 10 years, the proportion of votes going to third parties have reduced significantly, with the Congress and the BJP votes swelling every time. In 2007, third parties got 29.97 per cent votes. In 2013, they got 18.74 and during the Lok Sabha elections, the numbers got reduced to 9.89 per cent of votes. On the other hand, even during its worst performance in 2014, Congress retained 35 per cent votes, whereas, BJP&rsquo;s vote swelled to 55 per cent.
