The payment will be made through the country's banking system which Haqmal said had not been "paralysed" since the fall of the previous government.

"It just needs time to operate normally," he said.

The government employees will still be unable to access their full salaries.

Since August, Afghanistan's banking sector has collapsed, and those with money in the bank have struggled to access their funds as branches curtailed withdrawals to $200 to $400 a week.

The financial crunch was aggravated after Washington froze about $10 billion of assets held in its reserve for&nbsp; 
Kabul and deteriorated further after the World Bank and International Monetary Fund halted Afghanistan's access to funding.

Foreign donors led by the United States provided more than 75 percent of the public expenditure under Afghanistan's previous 20-year Washington-backed government.

The rapidly worsening situation has forced Afghans to sell their household goods to raise money for food and other essentials with the local currency crashing and prices skyrocketing.

Meraj Mohammad Meraj, the spokesman for the government's revenue department, said the authorities were in a position to pay salaries after earning revenues of 26 billion Afghanis (around $277 million) in the past two and half months.

"Only 20 to 25 percent of the economy was operational... Not all sectors are currently operational," Meraj said at the press conference.

The representative organization of bank employees United Forum of Bank Unions (UFBU) and Indian Banks' Association (IBA) have agreed on a 15 per cent hike in the existing wage bill of 35 lenders, along with a first-of-its-kind performance-linked incentive (PLI) for state-owned banks.

The wage revision will be effective from 1 November, 2017. The wage revision will benefit nearly 10 lakh employees.

“The annual wage increase in salary and allowances is agreed at 15 per cent of the wage bill as of March 31, 2017, which works out to be Rs 7,898 crore on pay slip components (annually),” according to a memorandum of understanding between the Indian Banks’ Association and the United Forum of Bank Unions, representing workmen unions and officers’ associations.

"We are happy to state that in the meeting between the IBA and the UFBU at Mumbai, a broad understanding has been reached and a Memorandum of Understanding (MoU) was signed," All India Bank Employees' Association (AIBEA) General Secretary CH Venkatachalam said.

The new pay scales will be constructed after merging dearness allowance corresponding to 6352 points (average index point as applicable for the quarter of June-July, August, 2016) and adding thereon a loading of 2.5% on basic pay plus dearness allowance as on March 31, 2017 amounting to around ₹1,155 crore.

They also agreed for encashment of privilege leave at five days every year - seven days for workers and officers aged 55 and above - during any festival.

After delaying salary to its pilots and engineers along with senior management, Jet Airways has now defaulted on the payment of September salary to other categories of employees as well, an airline source said Wednesday.&nbsp;

The Mumbai-based full-service airline, partially owned by UAE national carrier Etihad Airways, has been facing financial problems for quite some now.

The Naresh Goyal-controlled airline is struggling to mop up funds to meet its payment obligations, including salaries to it's over 16,000-strong workforce.

“We generally get our salary on the 1st of (every) month. Last month, the airline had paid to all employees except for senior management, pilots and engineers on time.

“But this time (September), they have failed to pay even to other categories of employees such as manager and above levels,” the source said.

The source said the employees in A1-A5, O1 and O2 grade, or whose salaries are up to Rs 75,000 per month, were paid on October 1, while the rest of the staffers in the M1, M2, E1 and above grades have not been paid yet.

A query sent to Jet Airways on the issue did not elicit a written response.

On September 6, the full-service airline informed senior employees that their salaries would be paid in two instalments till November.

The salaries for August was to be paid in two instalments 50 per cent by September 11 and the remaining by September 26.

Though the private carrier paid the first tranche on time, it could disburse only 50 per cent amount of the second instalment on the designated date and deferred the payment of rest 50 per cent to October 9.

Tendulkar also adopted two villages under the Sansad Gram Adarsh Gram Yojana Scheme, including Puttam Raju Kandriga in Andhra Pradesh and Donja in Maharashtra.&nbsp;

The chief justice of India will now earn Rs 2.8 lakh - up from Rs 1 lakh, including dearness and other allowances.&nbsp;

The revised&nbsp;salary is in addition to perks such as official residence, cars, staff and allowances as applicable.

Other judges of the Supreme Court and chief justices of the high courts will be earning a monthly salary of Rs 2.50 lakh, up from the current Rs 90,000.

The judges of the high courts, who get Rs 80,000 per month now, will get Rs 2.25 lakh per month&nbsp;

SC judges and chief justices of high courts shall also be entitled to allowances, at the level of the cabinet secretary, the service chiefs and some constitutional functionaries such as the CAG and the CEC.

The High Court and Supreme Court Judges (Salaries and Conditions of Service) Amendment Act, 2018 also revises the rates of house rent allowance with effect from July 1, 2017, and the rates of sumptuary allowance with effect from September 22, 2017.&nbsp;

The salary hike is in line with the recommendations of the 7th Pay Commission for officers of all-India services&nbsp;and makes it on par with bureaucrats.

On January 4, the Lok Sabha had passed a bill to hike the salaries of judges of the Supreme Court and High Courts.&nbsp;
