A national disaster may be declared by the Minister of Cooperative Governance and Traditional Affairs where disastrous events occur or threaten to occur in more than one province, the statement said. "In agriculture, farmers have suffered crop and livestock losses, and anticipate further losses as the South African Weather Service (SAWS) predicts that current heavy rains will persist," it added.&nbsp;

The National Disaster Management Centre (NDMC) continues to monitor, and coordinate response and recovery measures by the relevant organs of state and stakeholders. This further includes the dissemination of early warnings and advisories on weather forecasts by the South African Weather Service (SAWS).

South Africa on Thursday (February 9) declared a national "state of disaster" over the crippling power shortages in the country. South African President Cyril Ramaphosa said that the massive power outages posed an existential threat to the economy and social fabric.&nbsp;The electricity crunch has been years in the making, a product of delays in building new coal-fired power stations, corruption in coal-supply contracts, criminal sabotage and failures to ease up regulation to enable private providers to swiftly bring renewable energy on tap.

"The crisis has progressively evolved to affect every part of society. We must act to lessen the impact of the crisis on farmers, on small businesses, on our water infrastructure and our transport network," Ramaphosa said in his annual State of the Nation Address to parliament.

Eskom, the state electricity utility has been forced to implement the worst rolling blackouts on record. Manufacturing industry has been disrupted and businesses of all sizes are affected.&nbsp;

The power cuts are expected to reduce economic growth in Africa's most industrialised nation to just 0.3% this year.

Declaring a national state of disaster gives the government additional powers to respond to a crisis, including by permitting emergency procurement procedures with fewer bureaucratic delays and less oversight.

The legislation was used to enable health authorities to respond more swiftly to the COVID-19 pandemic, but some analysts doubt it will help the government expand power supply much quicker.

Eskom said it would study the details of the declaration before commenting.

The biggest opposition party, the Democratic Alliance, said it would challenge the "state of disaster" declaration in court, alleging Ramaphosa's party issued nonsensical regulations and abused procurement processes during the pandemic.

Ramaphosa also said on Thursday that the government was working on a mechanism for targeted basic income support for the most vulnerable, within fiscal constraints.

He added that accelerating economic growth, attracting investment and creating jobs must be at the centre of the efforts of all spheres of government because more investment means more jobs. South Africa’s third largest political party, the Economic Freedom Fighters (EFF), on Thursday called for a vote of no confidence in parliament against President Cyril Ramaphosa and ultimately his impeachment.

“We are not seeking an ordinary motion of no confidence, we seek impeachment,” Party leader Julius Malema said, citing allegations of corruption stemming from the theft of cash in US dollars from Ramaphosa’s Phala Phala game farm in Limpopo, Eskom’s rolling blackouts, high crime rate and high fuel prices.

"The EFF will approach all political parties in parliament, including the ANC, to engage on a motion of no confidence against Cyril Ramaphosa," Malema said, adding that he will also approach the courts to compel the South African Reserve Bank, the South African Revenue Services, the Financial Intelligence Centre and all relevant structures to demand Ramaphosa be held accountable for the Phala Phala farm scandal.

This comes after former State Security Agency boss Arthur Fraser opened a criminal case against the president alleging him of corruption, money laundering and kidnapping, claiming that Ramaphosa concealed a robbery in which millions of dollars were stolen from his Phala Phala farm in February 2020.

President Ramaphosa has, however, refuted these claims but confirmed that a robbery had taken place at his farm in Limpopo on February 9, 2020, in which proceeds from the sale of game were stolen, and that the incident had been reported to the head of the Presidential Protection Unit of the South African Police Service for investigation.

Malema did not shy from blaming President Rampahosa for the poor state of the country.

“The conditions of our people are getting worse, and all systems that guarantee the dignity of our people are crumbling. Since Ramaphosa assumed office as the President of South Africa, there is crisis after crisis and worse, the quality of life and livelihood for millions of our people are degenerating," he said.

National shutdown

Malema joined the chorus on the national shutdown stating that they want Ramaphosa to step down.

"The EFF will also form part of all progressive formations and organisations in South Africa to plan and engage in a national shutdown will will seek to remove Cyril Ramaphosa from office," Malema said

“The national shut down is to demand our country back from an incompetent,&nbsp; directionless and criminal syndicate that enjoys the protection of white monopoly capital,” he added.

South Africa’s third largest political party, the Economic Freedom Fighters (EFF), on Thursday called for a vote of no confidence in parliament against President Cyril Ramaphosa and ultimately his impeachment. “We are not seeking an ordinary motion of no confidence, we seek impeachment,” Party leader Julius Malema said, citing allegations of corruption stemming from the theft of cash in US dollars from Ramaphosa’s Phala Phala game farm in Limpopo, Eskom’s rolling blackouts, high crime rate and high fuel prices. "The EFF will approach all political parties in parliament, including the ANC, to engage on a motion of no confidence against Cyril Ramaphosa," Malema said, adding that he will also approach the courts to compel the South African Reserve Bank, the South African Revenue Services, the Financial Intelligence Centre and all relevant structures to demand Ramaphosa be held accountable for the Phala Phala farm scandal. This comes after former State Security Agency boss Arthur Fraser opened a criminal case against the president alleging him of corruption, money laundering and kidnapping, claiming that Ramaphosa concealed a robbery in which millions of dollars were stolen from his Phala Phala farm in February 2020. President Ramaphosa has, however, refuted these claims but confirmed that a robbery had taken place at his farm in Limpopo on February 9, 2020, in which proceeds from the sale of game were stolen, and that the incident had been reported to the head of the Presidential Protection Unit of the South African Police Service for investigation. Malema did not shy from blaming President Rampahosa for the poor state of the country. “The conditions of our people are getting worse, and all systems that guarantee the dignity of our people are crumbling. Since Ramaphosa assumed office as the President of South Africa, there is crisis after crisis and worse, the quality of life and livelihood for millions of our people are degenerating," he said. National shutdown Malema joined the chorus on the national shutdown stating that they want Ramaphosa to step down. "The EFF will also form part of all progressive formations and organisations in South Africa to plan and engage in a national shutdown will will seek to remove Cyril Ramaphosa from office," Malema said “The national shut down is to demand our country back from an incompetent, directionless and criminal syndicate that enjoys the protection of white monopoly capital,” he added. This comes after former State Security Agency boss Arthur Fraser opened a criminal case against the President, alleging him of corruption, money laundering and kidnapping, claiming that Ramaphosa concealed a robbery in which millions of dollars were stolen from his Phala Phala farm in February 2020.

"We have recommended that the ledgers or journals which would have recorded the alleged sale of wild game at auction be requested from the president, to determine the identities of those involved in the suspicious cash transactions," Steenhuisen added.

Besides the FBI, the DA said they have written to several other agencies to investigate the matter.

Other political parties in the country have also called on the state agencies to act quickly and investigate the matter. Few even called on the President to step aside from his duties until the matter is investigated.&nbsp;

South Africa’s main opposition party requests FBI to probe Ramaphosa

President Cyril Ramaphosa has, in accordance with section 194 (3)(a) of the Constitution of the Republic of South Africa&nbsp;suspended advocate Busisiwe Mkhwebane from the office of the public protector with immediate effect. 
 
"Section 194(3) (a) of the Constitution provides that the president may suspend the public protector (or any member of a Chapter 9 institution) “at any time after the start of proceedings by a committee of the National Assembly for [their] removal," the statement from the presidency read. 
 
The public protector in South Africa is one of six independent state institutions set up by the country's Constitution to support and defend democracy. 
 
Advocate Mkhwebane will remain suspended until the section 194 process in the National Assembly has been completed, it said. 
 
"President Ramaphosa has fulfilled his obligation to provide Advocate Mkhwebane a fair hearing by according her sufficient time and opportunity to make submissions. In considering each element of the Public Protector’s submissions carefully, the President has taken into account the nature of the Public Protector’s office and his own Constitutional obligations," the statement added. 
 
Section 2A (7) of the public protector act states that whenever the public protector is, for any reason unable to perform the functions of his or her office, or while the appointment of a person to the office of public protector is pending, the deputy public protector shall perform such functions. 
 
The presidency said the absence of advocate Mkhwebane from the office will therefore not impede the progress of any investigations that are pending or underway. 
 
"President Ramaphosa and advocate Mkhwebane are both obligated to act in the best interest of the country, in compliance with the Constitution and mindful of the need to protect all Constitutional institutions. The president’s decision to suspend Advocate Mkhwebane is the best manner to fulfill these obligations," it said. 
 
Meanwhile, Mkhwebane has hit back with tweets, first tweet saying that the battle was the Lord's, and second tweet cautioning, " do not be deflected #glencore and #farmgate aluta continua." 
 
Last month, Mkhwebane outlined her reasons to Ramaphosa on why she should not be suspended pending impeachment proceedings in Parliament. 
 
The suspended Public Protector has previously said that Ramaphosa was the subject of a raft of investigations conducted by her office.

“Our brothers and sisters from elsewhere in Africa are not our enemies. Our common enemies are the scourges of poverty, crime, unemployment and social exclusion. We need to work together to defeat them, and not turn on each other as Africans,” he said.
