The Union Cabinet Secretary Rajiv Gauba on Monday rejected the report of the Union government extending the lockdown period in order to curb the spread of COVID-19.&nbsp;

Cabinet Secretary took stock of the current situation and preparedness for rescue and relief operations and directed that immediate assistance, as required, be provided.

"IMD informed that the Depression that had developed in the Comorin Sea, has now intensified into a Cyclonic storm. It is likely to cross Lakshadweep Islands by noon of October 31, 2019, as a Severe Cyclonic Storm and emerge thereafter into the East Central Arabian Sea.&nbsp;Heavy to extremely heavy rainfall, accompanied by winds reaching upto 90 to 100 kmph and tidal waves up to 1 metre, are expected," Union government said in a press statement.

The government said that it was intimated by the Lakshadweep Administration that all necessary preparations have been made by them and fishermen have been recalled to the shore.

People living in the low lying areas have been evacuated to shelter homes and are being provided with food and water. Teams of Coast Guard and Indian Navy are on the standby for any eventuality.

Senior officials of the Ministries of Home, Defence, as well as those from IMD and NDRF, attended the meeting. Senior officers from the UT Administration participated in the meeting through Video Conference.&nbsp;

As announced by governor Satya Pal Malik, restrictions in the valley are being eased in a phased manner.

On Monday, schools, and officers were re-opened after shutting down for around 15 days.&nbsp;

Though the teaching and non-teaching staff were present on the first day of the school reopening. The schools, however, wore a deserted look as not many students turned up.&nbsp;

The government has made all necessary arrangements to ensure the safety of the students.

On Sunday, the relaxations were provided in 50 police stations as against 35 police stations on Saturday. The duration in the relaxation was also increased from six hours to eight hours.&nbsp;

On Saturday, the state government restored 2G mobile internet services in Jammu, Samba, Kathua, Udhampur and Reasi districts. Landline services also resumed in 17 telephone exchanges in the Kashmir valley.&nbsp;

All government offices are also expected to start functioning normally from today.

As a result of the restoration of communication, locals resumed their work and businesses.

Restrictions were imposed on August 5, when Jammu and Kashmir’s special status under Article 370 was revoked and the state bifurcated into two Union Territories.

A high-level meeting to discuss the modalities of the Kartarpur corridor took place in the Home Ministry on Tuesday with the key issues being land acquisition and pilgrims' access to the other side. A high-level meet between Indian and Pakistani officials is expected to take place very soon.&nbsp;

The meeting, which was chaired by Union Home Secretary Rajiv Gauba, was also attended by the Punjab chief secretary, Indian High Commissioner to Pakistan Ajay Bisaria, DG BSF RK Mishra, and officials from the Road and Transport Ministry. The meeting lasted approximately 45 minutes.&nbsp;

Land acquisition for the corridor on the Indian side was was a key focus area, as was the road network on the Indian side. Bisaria informed the attendees about the progress on the Pakistani side of the corridor which he visited a week ago.

The Home Ministry is the nodal ministry for coordinating with the authorities concerned, including local governments while the Road, Transport and Highways Ministry is the nodal ministry for the building and development of the corridor on the Indian side.

How pilgrims can get across to the Pakistani side with the help of simple procedures was the other key area. The Issues raised during the meeting included biometric records, the online registration of pilgrims, and timings. Sources said it was suggested that the corridor be open only for six hours during the day. It was indicated that as of now, no consensus has been reached with Islamabad on the number of pilgrims to be allowed across a day.&nbsp;

Indo-Pak officials' meet on the anvil 
According to sources in Pakistan, India is likely to propose a formal meeting on the Kartarpur corridor to Pakistan soon. The meeting is expected to take place between the third week of January and the first week of February. The sources said Pakistan will accept the proposal and invite for the meeting, as and when proposed.

Pakistan's Federal Minister for Religious Affairs and Inter-faith Harmony Noor-ul-Haq Qadri, who visited Kartapar Sahib Gurudwara recently, had said "35% of work on the corridor on the Pakistani side has been completed." Qadri had added that work on the corridor on the Pakistani side will be completed before Guru Nanak's 550th birth anniversary.

Meanwhile, Punjab CM Amarinder Singh has written to Home Minister Rajnath Singh on the Kartarpur corridor and requested him to waive the mandatory condition that devotees will need passports to cross over. This, he said in the letter, will enable "khulle darshan deedar” of the gurudwara where Guru Nanak spent the last 18 years of his life. He suggested to the Centre that any valid government document such as an Aadhar card be used for identification at the border. The issue of passport-free access was reiterated by the Punjab chief secretary during the meet on the Kartarpur corridor at the home ministry.

A detailed &#39;safe-city&#39; plan for women will soon be undertaken in eight metropolises including Delhi, Mumbai, Kolkata, Chennai, Ahmedabad, Bengaluru, Lucknow and Hyderabad and will shortly include numerous emergency response systems along with transport authenticated by the police, Union Home Secretary Rajiv Gauba announced on Wednesday.&nbsp;

The meeting was also attended by Municipal commissioners, police commissioners, senior state government officials and civil society representatives.&nbsp;

With the increasing number of rape and related cases in India, the call for a robust plan was taken into account.&nbsp;

The number of rape cases alone in India mounted to over 35,000 in number, with around 376 cases solely in Delhi - till March 2017, according to reports by Delhi Police and National Crime Records Bureau.&nbsp;

The issues which have come up for discussion&nbsp;include 33 per cent reservation of women in police, installation of CCTV cameras, deployment of women in police stations, emergency response system, police verified public transport, prevention of cybercrime, infrastructure issues, mapping of dark spots and crime-prone areas and involvement of educational institutions, among others.&nbsp;

Various steps towards women safety were also discussed, including the &#39;Himmat&#39; app, &#39;shishtachar&#39; programme of Delhi Police; &#39;Hawkeye&#39; mobile app and &#39;Bharosa&#39; programme of Hyderabad Police; &#39;Suraksha&#39; app of Bengaluru Police and Power Angels of UP police. &nbsp;

Initiatives taken up by other cities comprised of mobile counseling vans for listening to complaints, installing additional lights in remote areas - mostly railway stations - adding complaint boxed where women could write anonymously and submit, various awareness programmes and conferences organized by the police as well as building shelter for women.&nbsp;

Moreover, steps for comprehensive use of social media for women&#39;s safety and means to reduce response time were discussed.&nbsp;

Other than that, adding additional CCTV and creating integrated command and control centers which will be under constant monitoring was also discussed. This integration should be in a time-bound and phased manner, Gauba said.&nbsp;

The plan of action will be constructed by the police and municipal corporations of the eight cities and forwarded by the subsequent state-level committee headed by the chief secretary of the state. &nbsp;&nbsp;

The plan of action is to be submitted by these cities within a month and will be assessed by the Steering Committee headed by the Union Home Secretary, which will make suitable recommendations.
